Chapter 18 A World Turned Upside Down
"Ok what the fuck happened?" demanded Tsunade as she stormed into the Hokage's office at three in the morning. She had rushed out of her home within minutes of the blasts, that made a few of the night staffer eyes widened as their Hokage stormed in with an inside out tan top and wild unkempt hair. "Do I have to say it again or will I have to start demoting people! What the fuck happened?"
"Sorry Lady Hokage." Resounded Hanabi Hyuga as she appeared from around the corner "I was gathering information about the event."
"Hanabi your on station tonight, I thought Kurenai was on night duty tonight?" asked Tsunade confused to see Hanabi working on the night shift as ninja duty commander.
"Her daughter is sick." Explained Hanabi "So I am taking her shift tonight."
"Ok." Answered Tsunade as she nodded her head as she sat down behind her desk "What happened?"
"Well the image still isn't clear however from what we have been able learn it appears that the owner of those apartment buildings decided the blow them up." Explained Hanabi as an aid rushed in and handed a report to her "Well some good news at least, no reported injuries from the blasts, so apart from some lost sleep we made it out of this ok."
"No we didn't." answered Tsunade as she rested her head in hand as she tried to think how to explain this one to Naruto and the others people. She had been counting on those buildings to house all the people who were now living in the ghetto. Finally she slammed her hand on the table "I want the owner those buildings brought to me within the hour. And get legal to start drawing up charges on him."
"Lady Hokage, I am not sure what we can charge him with? The buildings where and still are his property he can do with them as he please." explained Hanabi "I mean we can get him for the illegal demotions of buildings but that is about it."
"Are you telling me that someone can blow up five buildings and I can't do anything about it?" asked Tsunade
"If the buildings where full or habitual yes but since they were already scheduled for demotion next month there isn't much." Explained Hanabi as Tsunade raised an eyebrow "I am considering a transfer to the village legal department, that way I be home whenever I have kids."
"I see." Explained Tsunade knowing it wasn't uncommon for ninjas to retire from direct front line combat to have a family. While transferring to the supply or support sections where more common, legal wasn't unheard of. "I need to talk to Naruto"
"Lady Hokage I would not recommend that at the moment." offered up Hanabi "The council will more than likely be here within minutes and if you are not here they may do something stupid."
Tsunade thought for a moment before nodding her head in agreement.
"True, they already carried out a military study without my permission and it almost caused another riot." Stated Tsunade "I can't image what they would do without me standing in their way."
"If you want to know that look at what is happening in the other ninja nations." explained Hanabi as she lowered her head "Lady Tsunade permission to speak freely."
"You haven't already?" asked Tsunade "Go ahead."
"I want to say thank you for all you're doing for my sister and my cousin." explained Hanabi as a rare smile crossed over Tsunade face "I know since they are no longer in the clan and because what they have become I shouldn't worry about them but."
"They are still your family." Explained Tsunade
"Yes, Lady Hokage." Answered Hanabi
Meanwhile inside the ghetto prison Naruto along with his friends where once again in the basement command center.
"So they blew it up?" asked a half asleep Naruto, he had awoken up along with everyone us when the explosions went off.
"So it seems, the buildings where there when we went to bed and they aren't there now." explained Temari as she stood before all her friends dressed only in a pair shorts and a white tank top. Her hair was down which was almost unheard of for her.
"Has anyone seen Shino?" asked Naruto as he looked around for him, almost on queue the door leading into the basement opened up as Shino walked down the stairs.
"Where were you?" asked Ino
"Sorry, I haven't really slept in a few days gathering information, so I was sound asleep." Explained Shino as he moved to his spot around the table.
"You slept through an explosion?" asked Sakura disbelieving that someone could sleep through that.
"I had help from a sleeping pill." explained Shino
"Where did you get sleeping pill?" asked Shikamaru knowing that drugs were hard to come by.
"Shino has always had trouble sleeping because of all the bugs moving under his skin, so he keeps sleeping pill on him." Explained Hinata as she smiled toward her teammate.
"No matter have you learned anything yet?" asked Naruto as he looked toward Shino.
"Sorry sir, I only got up five minutes ago." explained Shino "However you don't need me to know what happened. We can all see that with our own eyes."
"But why?" asked a shirtless Shikamaru, he had rushed out of his room so fast he had forgotten to put on a shirt or shoes "I mean those buildings where maybe a hair better than the shit hole buildings we live in now so why blow it up? It makes no logical sense to just blow them up, if anything it will cost more in the long run."
"Logic is thrown to the side when it comes to hate." Explained Naruto with such sadness in his voice that it broke Ino's and Sakura's heart "Trust me I know the length people will go when they hate someone."
"So what do we do now?" asked Shino "Because we can't really do anything until they let us into that area to see what parts if any of the buildings can be used."
"And that isn't going to happen soon." confirmed Shikamaru
"How will people take this?" asked Naruto already knowing the answer.
"They may not riot but if they do I will not blame them." explained Temari "They have just been taken body blow after body blow and no one can take that forever."
"We need to give them hope." stated Naruto as he took a deep breath "I know it is a big risk, however I think we need to tell everyone about the possibility of everyone moving into a village of our own."
"That is a risk, if the Leaf finds out about our plans then we may lose our best chance of living peacefully." Stated Sakura "However it may be the only way."
"I say we put trust in the people, besides we will have to do it if we have to leave." Explained Ino as she crossed her arms over her chest "Also when we talk to them we can speak in demon so that the Leaf ninjas can't understand us."
"Sounds like a plan." Stated Naruto as he looked around at everyone in the room before checking his wrist watch "Can you spread the word that I will address everyone at nine."
"Ok." Stated Shikamaru "Now I am going to go get dressed."
Slowly one by one everyone apart from Naruto, Sakura and Ino left the room.
"Well this fucking sucks." Stated Ino
"I know, this just getting worst and worst." Added Sakura
"Oh, that too." Added Ino as Sakura and Naruto looked at her confused. "It was my turn in the morning and I haven't had one on one yet. First time you were called away for a meeting and then five buildings exploded, I have horrible timing when it comes to getting laid."
Naruto and Sakura instantly smiled as Naruto laughed a bit as he moved forward wrapping his arm around her waist pulling her close.
"Tell you what Ino, I will make it up to you." reassured Naruto as Ino moved one of her hands around Naruto's neck and the other to his chin.
"I am going to hold you to that." Confirmed Ino as she kissed Naruto softly before pulling away.
Watching the man she loves kiss another woman should have caused Sakura's blood to boil however she couldn't help but smile.
The sun was rising over the village and anger was rising faster than the sun in the prison camp. While most of people where calling for blood they remained strangely clam, word had gotten around that Naruto would make a speech.
"How much do you want to bet he is going to tell us to remain calm." Stated a woman as she and everyone else who could fit into the large convention center located on the second floor of a hotel. Like the rest of the hotel it was a run down mess but it was the best place to have the largest meeting they could. It couldn't fit everyone but it fit enough people to get the word out, whatever Naruto said would spread out to everyone else.
"That is a given." stated another woman "So damn humans need to pay for everything they did to us."
"We should burn down their homes as pay back." added a third woman who was standing behind them. Suddenly Naruto appeared on top of a small stage located at the front of the room.
"Listen, I know you're upset about what happened I am too." started Naruto
"Your damn right we are!" yelled a male voice in the crowed.
"What are we going to do about it!" yelled another voice "Because you haven't done anything yet!"
"It may appear that way but that isn't the case." Answered Naruto as he took a deep breath as he looked out at the angry, fearful and worn out faces. "While we have been working to make things better, we have also been planning to leave the village if the worst comes to pass and it seems to have arrived."
The news that the legendary hero of the Leaf village was planning to leave the village caught everyone by surprise.
"Now we are still in the early phases of planning but we believe we have found a location outside of fire country." explained Naruto as he looked out at people "We are planning to leave on a scouting mission of the location and unless something changes in the next few hours when the Daimyo arrives, I expected that we will all be leaving within a week to two weeks."
"Where is this place?" asked more than a few people in the crowd
"I am not going to share that yet in case this location doesn't work we will have to find another location and if the Leaf ninjas find out about it they may try to stop us." explained Naruto "In the meantime any rioting or actions against the Leaf will make it harder to leave."
"You mean they aren't just going to let us go?" asked a male voice
"Look around the streets, we have members from every clan and between us all we know most if not all the justus in the village." explained Naruto "That is also not counting all the otherjinchūriki spread out across the world and all the justus they know and all none ninja skills that everyone else has."
"So they aren't going to let us go easily?" asked another voice
"Unlikely and if we leave we aren't going to ask permission." Explained Naruto "Now in the mean time I need all of you to remain calm and start planning for a long trip and a stay in worst conditions then we have now."
"Worst then we have now?" asked a woman
"Yes, because when we head somewhere we will have to build a new village all by ourselves from the ground up." explained Naruto "We will live in worst conditions for a short time while we set everything up but it would be a village of our own."
"A village of our own." whispered more than a few people with smiles on their faces.
"Now please spread the word but remember the ninjas of the leaf cannot find out about this and there is still a slim chance that we may not have to leave." restated Naruto "However there would have to be drastic change quickly."
Everyone began to talk at once asking question after question trying to get a hint about what was going on and where they were going. A few people bolted from the room to spread the word to everyone who couldn't make it in to hear Naruto's speech. Naruto himself had left the stage and had disappeared down one of the side corridors of the hotel.
"I can't believe I said that." Thought Naruto
"It has to be done kit." reassured Kyuubi as Naruto moved down the hallway, before pushing open a fire exit and walking out onto the street. Instantly he turned his gaze toward the five columns of smoke which were rising from the destroyed buildings. His heart sank as he thought about how many people would have had a better night sleep if those buildings where still standing. As he looked out over the massive columns of smoke bells began ringing all over the village.
"Oh God, he is already here." thought Naruto
"Who?" asked Kyuubi
"The village is supposed to ring bells every time the Daimyo enters to alert everyone that he has arrived." explained Naruto "So the question is now, how bad is he going to fuck everything up."
"So you have lost hope in the village?" asked the Kyuubi
"Not in the village and what it should stand." Explained Naruto as he turned his gaze toward the stone faces of the Hokage Mountain and his father's face. "But in the people who forgot what it stands for and the daimyo will more than likely make it worst."
Across the ghetto camp Sasuke Uchiha left the bedroom where he was keeping watch over Tamaki only to find a small pack of supplies including his snake sword sitting on top of a chair.
"Well that was fast." Whispered Sasuke as he moved toward the supplies picking up a ninja service file which was sitting on top of the pack. He opened the file to see the photo of a blonde hair blue eyed man about his age.
"So this is the man who almost rapped Tamaki-chan." growled Sasuke as he closed the file before picking up the supplies.
"Are you going to go get him?" asked a voice from behind him as he turned to see Tamaki standing in the doorway looking at him and the photo of Cain on the front of the file. She stepped back in fear as she saw Cain's face, quickly Sasuke put the photo out of view from Tamaki.
"If you want me too?" asked Sasuke as he waited for an answer from Tamaki.
Meanwhile by the main gates of the Leaf Village Lady Tsunade dressed in her full Hokage's uniform, she had a lot of trouble with the village council however she had managed to stop them from doing anything stupid. Finally once that was all settled word reached them that the Daimyo was only twenty minutes away preventing her to discuss what was happening to Naruto and the others. The main street had quickly filled up with people wanting to see the daimyo.
"You should put a smile on your face Lady Hokage." stated Homura as he stood beside the Hokage with a smile on his face as the massive red gates of the Leaf village opened up. The Hokage forced a smile on her face as the a mini parade started as the Daimyo started his grand entrees into the village. First came three columns of the daimyo's personal guards all dressed in their shinning bright red armor with his personal family crest on it. Next came the massive carriage pulled by four pure white horses. The carriage was the mobile home for the Daimyo as he traveled from one of his two dozen mansions spread out across the land of fire. The carriage came to a stop in front of the Hokage and the rest of the council, almost at once one of the Daimyo's guards open the carriage door as the Daimyo dressed in his normal robes with his headdress on stepped out.
"Welcome to the Leaf village Daimyo." greeted Lady Tsunade
"I thank you for having me in these dark days." stated the Daimyo as he fanned himself with a small fan. "Now will you walk with me to the Hokage building?"
"Of course." answered Lady Tsunade as the two of them started down the street with the carriage and the rest of the daimyo's massive convoy moving behind them.
"I love how you rebuilt the village since the attack Lady Tsunade." Expressed the Daimyo
"Thank you, however I have to disagree with you on these days being dark." Added Tsunade as she waved toward some of the people in the crowed "I see it that we are at a cross roads and if we don't make the right choice we will move down a dark path."
"Interesting." stated the Daimyo as he placed his hand under his chin "I haven't thought of it like that but it is a reasonable way to put it. I do have a question where is the rest of the village council I only see you and Homura?"
"Lord Daimyo the rest of the council is preparing the meeting room for your arrival and the beginning of talks about the demons." explained Homura as they keep moving "Please forgive their absents."
"It is forgiven, I want the meeting to begin as soon as possible and make sure you have a handful of in jinchūriki the crowed I want them to hear what we talk about personally." Added the Daimyo as Tsunade smiled a bit at the fact that the Daimyo called them jinchūriki instead of demons something her own council had trouble doing.
"I have already arrange for Naruto Namikaze and others to have a section for themselves and the meeting will be carried live over the radio." Explained Tsunade as they neared the Hokage building.
"Great, we start within the hour." ordered the Daimyo
Half an hour later people all over the leaf village were gathering around TVs and Radios as they prepared to watch the council discuss the situation with the jinchūriki. Even the people locked up behind the walls of the prison camp gathered around radios that where either smuggled in or at ones set up by the Leaf Ninjas themselves. The council chamber was set up almost like a mini stadium with a circle floor where the council would meet and raised sitting areas for anyone who came to watch. That seating section was divided into 10 areas which could hold around fifty people each only one of those sections was set aside for thejinchūriki.
"Look at them." grumbled a man as he looked toward his former neighbors and friends who now looked at him with hate in their eyes. Suddenly he felt a hand on his shoulder as he turned to see Naruto Namikaze.
"Calm down and let's see what happens." said Naruto as he along with Sakura and Ino sat in the fifth row of the stands.
"Well this is the moment." whispered Ino as she looked at council members and heads of major clans taking their seats. She tried not to look toward her uncle who had taken the clan leadership after her father's death her fist tightened as she looked at him and her cousin Cain who was standing behind her uncle.
"It's alright to feel angry they kicked you and your mother out of the clan." stated Lydia inside Ino's mind.
"I know but we were a family, I remember having family BBQs and playing with my cousins and they just tossed that aside." explained Ino
"Yes, they tossed it aside not you." Explained Lydia as suddenly everyone stood up as the Hokage followed by the Daimyo entered the room. It took only moments for the Daimyo to reach his seat located at the head of a long table and only a second or two longer for the Hokage to reach the far end head.
"Please be seated as I call this meeting of the council of Konoha to order." announced Lady Tsunade as she started the meeting "As per protocol the Daimyo of the Land of Fire will be the first to speak."
"I thank you Lady Tsunade and I thank the people of the Leaf village for having me today inside your city." started the Daimyo as he remained seated "Now as you well know a great threat has arisen with the coming of the jinchūriki and together with the other Daimyos and business leaders we have created a series of ten new laws which will go into effect at once across the world."
"Wait…I thought we were here to discuss solutions not have new laws put on us?" asked Tsunade "Besides the Daimyo has never put down laws before?"
"Lady Hokage you and your people are welcome to turn down these laws however as the Daimyo I can remove all help that my clan provides to the village." Stated the Daimyo "So if you turn down or laws, there will be no food coming from lands owned by my clans and no contracts for ninja missions coming from the business world."
"That would destroy the village." Stated Tsunade as everyone looked at the Hokage knowing at she was on thin ice. One wrong word could bring doom down on the village in the terms of a massive economic downturn.
"Correct but the choose is still yours." explained the Daimyo "And normally I to would be upset about having someone else force laws on me however this threat needs to be taken care of and the only way to do this is on a global scale."
"Please go ahead Lord Daimyo." stated a council member
"Of course, see with heavy hearts and clear minds we have come up with twelve laws that will go into effects at once." Explained the Daimyo "Together we call them the jinchūriki codes."
"This isn't good." whispered Naruto as he looked at Ino and Sakura, they both knew that this wasn't looking good, the only question was now how bad would it be.
"In order to prevent the rise of power of jinchūriki and the threat to the peace of the world they present the following laws will be enforced across the world." Started the Daimyo as he pulled out a scroll and began reading.
"First. No jinchūrikishall be a member of the ninja core and any position held by a jinchūriki are hereby removed."
"Second. No jinchūriki shall be trained in the ninja arts and those who have already been trained are banned under plenty of imprisonment for practicing the art."
Naruto's eyes widened as his heart sank even lower, with just a few words he and everyone else who was a ninja was now no longer a ninja.
"They have to be joking right?" asked a woman behind them.
"They are not." answered Sakura in such a weak voice that it surprised Naruto, his eyes instantly snapped to her only to see the once powerful strong woman he loves look weak.
"Third. No jinchūriki shall be a member of the village council or a village Kage"
"Fourth. No jinchūrikican vote for village councils or be members of clans of any size"
"Naruto-kun I am so sorry." whispered Sakura as she placed her hand on top of Naruto's, quickly their hands wrapped around each other's. On the other side Naruto's hands wrapped around Ino's as the three of them held hands as the Daimyo kept speaking.
"Fifth. No jinchūriki can live outside an area set aside for them inside the village."
"Sixth. No jinchūriki can travel outside of their area without placing a mark on their cloths so that anyone can tell they are jinchūriki at a distance. If they do they will be imprisoned for no less than five years."
"Seventh. Jinchūriki are not allowed to travel outside their village without a written pass from the village council or Kage."
"You can't do this!" yelled a jinchūriki as he jumped to his feet. Instantly two leaf ninjas rushed toward him forcing him to sit back down. Meanwhile Tsunade sat there as powerless as everyone else as the Daimyo laid down the new laws that would be enforced around the world.
"Eighth. No jinchūriki male can have no more than one child and if a second child is born then the child is killed along with the parents."
"Ninth. No jinchūriki can attend the village school with regular children they will go to a separate special school."
"Tenth. No jinchūriki can marry or have relationship with a regular human, if they do the jinchūriki will be killed."
"They are taking away everything aren't they?" cried Ino softly
Naruto tried to find the words but he couldn't find any words to help her spirit as the Daimyo finished the codes.
"Eleventh. While Jinchūriki can own business and land they must pay an extra 15% tax on everything, failure to do so will end in a prison sentence."
"Twelfth. Any business can turn down employment or sales to a jinchūriki if they choose they may also raise prices on jinchūriki as they see fit."
"Now these laws are to defend the human race from the threat of the jinchūriki are to the world." Finished the Daimyo "All the Daimyo's agree along with our expert on jinchūriki will work on limiting the jinchūriki threat to the world."
"Why not just kill them all!" yelled a voice from the crowd.
"That was an option however that would be wrong." explained the Daimyo "See jinchūriki naturally have three females to every male and so as long as every male only have one child over time they will die out peacefully."
"What do we do now?" asked Ino as slowly Naruto reached up and took off his head band as people started clapping and cheering at the new laws.
"We make our own village." confirmed Naruto as let his headband drop to floor, within moments Sakura's and Ino's headband along with the headbands of every single jinchūriki ninja who was watching joined Naruto's on the floor.
"Lets go." ordered Sakura as the three of them head out of the room followed by the other jinchūriki.
Within the hour Naruto had called a meeting in the basement command center.
"So I think it goes without saying that we are leaving." explained Naruto as he turned to Shino "When does the next ship sail to granite country?"
"Tomorrow morning, if a small group moved fast they could arrive there in time to get on that ship." Stated Shino "Also if we move fast enough we can get there before the laws go into effect there."
"Agreed but who will go?" asked Shikamaru
"A five person team should be able to move quickly enough." Offered up Temari "I recommend taking people who have the skills needed to plan out a village."
"Agreed." Stated Naruto as he looked toward Choji
"Why me?" asked Choji
"Your demon is head of agriculture and your clan run multiple farms, you know soil and what we can grow." Explained Naruto as he turned toward Shikamaru "How's your leg?"
"I can't run." Explained Shikamaru as he looked at leg, he didn't need a cane anymore but it still wasn't good enough to run any real distance.
"I can carry you." Offered up Choji
"Or I can." Offered up Temari as she looked at Naruto "You need someone who can look at the tactical layout of the land and plan defenses and the little boy will be too busy planning the village."
"Ok, Ino-chan you're coming to." explained Naruto as he looked toward Ino.
"Why?" asked Ino
"Because you will be the Daimyo if we settle here and you know some medical skills." Explained Sakura as she looked toward Ino "And I need to stay behind to treat wounded and make sure no one finds out you guys are all gone."
"I can help that with clones." Added Naruto
"What about Sasuke? He has been to the island so he could guild us." Offered up Choji
"No, I can't believe I am saying this but I need Sasuke here to defend the people if needed." Explained Naruto "I am trusting Sasuke to defend people? The world has turned upside down hasn't it."
"Yes, it has." confirmed Sakura
