Summary of Events: Theo Anders entered the PRT lobby at 23:43 and requested to speak with a PRT agent as a confidential informant. He engaged Agent Buckley, sitting at the front desk, for six minutes. At the end of this time, Agent Buckley input her authorization code and stood to shake Anders' hand as she pointed him toward the access elevators. Agent Morris observed the unusual gesture and triggered MS code four. Anders was detained with only a minor struggle and isolated immediately.

Resolution: Anders insists that he is not a parahuman and has never triggered. He is passingly familiar with cape terms and cape code, which he claimed he learned by living with his father, Maxwell Anders, AKA Kaiser.

Description of Power Effects: Projection made himself seem convincing, charismatic, and reasonable. Without altering his physical appearance or changing the actual perception of his victim, Projection implanted the impression of physical attractiveness. (Projection is a white teenager of average physical appearance, a bit heavy-set.) Of note: Projection did not convince Buckley to do anything particularly uncharacteristic. Buckley was convinced to admit Projection into the PRT. It is Buckley's job to make these judgement calls, and she routinely admits civilians and capes as necessary.

Power Mechanics (if Known): In just six minutes, Projection compromised Agent Buckley's judgement and personal preferences while at a distance of a few feet. He was unable to similarly compromise Agents Robinson and Morris once they were alerted. Contact with Robinson and Morris lasted only two minutes prior to containment, and Projection was kept at a minimum distance of three feet.

Buckley was not deceived at any point, only her perception of and reaction to the events were altered. Her testimony is entirely coherent. The effect appeared to wear off after thirty minutes, and her natural response of alarm returned. A review of the security footage reveals that Projection touched Buckley only after she was compromised.

It is the opinion of this agent that Theodore Anders AKA Projection (temporary) is not dangerous. Anders testified that he is not a parahuman, and all analyses of his interrogations under Master/Stranger protocols indicate that he was not lying as he knew it.

I believe that Theodore Anders is a new trigger. As a third generation parahuman, it is likely that his threshold for triggering is as low as or even lower than a second generation parahuman. If Theo Anders was alone when he triggered with a non-physical power after a mentally rather than physically stressful trigger event, it is not unreasonable that he might have remained unaware of his new status.

This casts the events of the last several hours in a different light. If Theo did not know he was a Master, or even a parahuman, then this was not an attack, but an honest attempt to seek sanctuary and inform on his father. It would be unwise of the PRT to alienate a potential source of information from within Kaiser's inner circle over what is ultimately a misunderstanding.

Whether Theo Anders is suitable for inclusion in the Wards is a separate issue which must be carefully considered, but at the very least it would be ill considered not to hear his testimony.

INTRODUCTION:

It's critical to understand what we knew and when we knew it. No judgement call exists in a vacuum and the events of April 26th and 27th are no different than any other in that regard. Every decision was the best possible decision, given the available resources and knowledge at the time it was made. I will stand by that.

The destruction of the last two days was made possible by a conspiracy of coincidences and accidents which

I have every confidence in the decisions we made, and especially in Armsmaster's tactical deployments over the last two days.

The last two days have been hard for Brockton bay and for the Protectorate team. However, we must keep in mind all that we have accomplished and the opportunities this upheaval provides. The Empire is severely weakened and the Merchants nearly destroyed.

After my experience over the last two days, I can strongly recommend that every Protectorate team be co-lead by two or more parahumans. The flexibility in response, in always using the right man for the job, cannot be overstated. Together, Armsmaster and I did what neither of us could have managed alone.

Now that the storm we knew was coming has been weathered, it is important to understand how and why judgement calls were made as they were made. It is not as simple as just saying that the code was broken and violence followed as a result. We need to evaluate the circumstance so that we can prepare ourselves in the future in case of

Screw it, she thought, looking over the various false starts and hating them all equally. I'll come back to the introduction. No one cares about that anyway.

Miss Militia paused, thinking about what to record next. Eventually, the information would be sorted into a dozen different forms and filed appropriately, but for now she just wanted to get it all on paper in one place, so she could try to internalize everything.

Perhaps the timeline would be a good place to start. She'd need to check the timestamps later for complete accuracy, but her own memory was pretty good. She'd start there.

(1) Asian Marketplace

3:00 pm - Patrol change, Miss Militia, Dauntless, Velocity on patrol in city. Assault and Battery relieved of duty.

3:0? pm - Stormtiger and Rune go to ABB Market unmasked

3:10 pm - first calls come to Protectorate switchboard. Armsmaster directs MM, D, V, to Market, calls A&B back to Protectorate rig on standby, sends text alert to Triumph and Aegis

3:15 pm - MM, D, V receive confirmation of cape action while en route to scene; arrive.

3:22 pm - Oni Lee arrives at Market, uses non-standard munitions. Bakuda not in sight. Backup requested. A&B dispatched to scene. (Later re-routed*)

3:25 pm - Triumph and Aegis arrive, cannot confirm Empire presence.

3:26 pm - Trainwreck intercepts Triumph and Aegis as they exit scene; has superior armor to previous encounters. Assault and Battery, previously headed toward market, are re-routed to encounter 2*

3:30 pm - A&B arrive

3:32 pm - Armsmaster in constant verbal contact with Battery and other heroes; uses analysis software to break down tech weaknesses

3:44 pm - Armsmaster instructs Battery how to short out Trainwreck's system.

3:52 pm - Triumph and Aegis arrive at Equine. Aegis able to modify biology to keep eyes on Night.

4:00 pm - M&F disengage from heroes in order to inflict greater property damage. M&F also showing disregard for civilian life. All Wards concentrate fighting on M&F. M&F retreat further within the apartment complex. Wards drawn away from Night and Fog to pursue.

4:06 pm - Night and Fog fully occupied by Mush, Skidmark, and arriving Merchant unpowered backup. A&B go around apartment complex to try to cut off M&F.

4:10 pm - M&F forgo fighting and property damage to retreat at full speed. A&B direct Wards on scene to let them go, instead returning to Equine St in front of apartments.

4:12 pm - Heroes observe aftermath of Night and Fog from a distance. Squealer is tending to Merchant dead, including Mush and Skidmark. Night and Fog not present, presumably retreated.

4:15 pm - Heroes retreat from scene at word that Lung is sighted elsewhere.

END First Wave. AFTERMATH: Armsmaster, A&B, and T&A patrol borders of all three encounters. MM and Armsmaster debrief with individual heroes over comm links.

5 pm - Full Wards team takes over patrols.

* Incident at Briar Middle determined to be higher priority despite lower threat. Middle school less than 2 blocks away, campus not contained, no evacuation route available, many students still present for after school events.

** Wards moved to alert, awaiting next incident. Krieg and Crusader were at that time unaccounted for. Also, very few unpowered E88 members were present. Another split-pronged attacked seemed likely.

*** Wards chosen for their mobility and previous combat experience

Standards broken:

A- insufficient PRT backup for number of capes in the field

B- Insufficient time lapse for New Wave contact

C- Insufficient evidence of E88 presence at Briar Middle

Mitigation:

A- Cape responses necessary for flexibility and mobility. Cape response preferable for image; responding to E88 (unmasked) with PRT soldiers sends wrong message to public and capes. PRT squads forbidden from deep-ABB territory action, concerns with extraction from Lung situations. PRT squads not ideal for Briar Middle School - again, images of soldiers near 6th graders.

B- Backup needed immediately. New Wave was already en route when contacted, had heard about the commotion. Early communication allowed better field action. Coordination with New Wave allowed confident distribution of resources to Equine Apartments encounter.

C- it's kids. We couldn't take the chance.

She rubbed her eyes, trying to think of a better way to word it. There really wasn't one - that had been her only thought at the time. Whatever. She'd come back and fix it later. This is just a first pass anyway.

NOTE: It was later discovered that Skidmark did not die on scene from his injuries, caused by Night. Skidmark and two other gang members were removed from the scene by Squealer and her crew, dying later in another location. This was not known until late on the evening of April 27, when his body was discovered.

NOTE: Initial estimates of the injured and dead at the ABB Market varied. After action reports suggest somewhere between ten and twenty civilians injured, in addition to the eight initial injuries evacuated by Velocity and the three civilians dead on scene when the Protectorate first arrived. Careful review of helmet cam and newsfeed footage now suggests only eight civilians were injured after the Protectorate arrived on scene. Most civilians managed to flee early.

(4) The March, and the Line

7 pm - Kaiser airs second speech, justifying attack. Claims to have evidence that warrants were being prepared for Empire 88's arrest. Demands return of his son, whom he claims has been kidnapped by PRT. Does not name his son.

7:08 pm - while video is still airing, first calls from "coin flip blocks" come in. Callers report that Empire capes and non-powered men are "marching" south down Rosewood, Ash, and Beech: Streets headed for the docks and heart of the ABB territory, maiming every non-white they encounter.

NOTE: Prior to April 26, this area was known as the coin flip blocks. The nine blocks boarded by Blossom Place on the south, Rosewood on the west, Ash on the east, and Pine on the north, were frequently in dispute by the Empire and the ABB. Beech St runs N to S up the center of this disputed territory.

7:09 pm - efforts to confirm reports are shaky; suspect another diversion like Briar Middle. Responding to another incident in nominally ABB territory would guarantee an encounter with the ABB, regardless of whether the Empire was there or not.

7:10 pm - reports escalate. Rumor that Oni Lee is responding with more Bakuda munitions.

7:11 pm - A&B sent to investigate reports.

7:14 pm - call from New Wave; patrol of Glory Girl, Laserdream and Shielder confirms reports.

7:16 pm - First reports of Lung responding to Empire's march.

7:17 pm - call from New Wave; full team engaged with march.

7:18 pm - A&B arrive on scene. Dauntless dispatched from Rig. (Heroes held in reserve, waiting for another split attack)

7:23 pm - call from New Wave, report of a "bomb line" ahead of E88 march, in their path. Bakuda on scene, threatening early detonation. NW make call to retreat.

7:25 pm - Assault, Battery, Dauntless all confirm that Empire is retreating from bomb threat on all three streets.

7:44 pm - sweep of area reveals Viktor, dead of massive blunt force trauma. Initial report concludes he was likely overwhelmed by a mass of un-powered civilians in the area. Civilians are offered evacuation to the nearest hospital or shelter; many refuse.

7:53 pm - Armsmaster investigates "bomb line." Bakuda had positioned a daisy chain of tinkertech devices (bombs) down the center of Blossom Place. This line stretches east-to-west for 2 miles, centered on Beech St. Bakuda deployed one bomb, presumably as demonstration to Kaiser. The bomb "melted" everything within 20 yards of itself. The asphalt, as well as bricks, concrete, metal, glass, and fiberglass all show signs of a loss of central integrity, despite vastly different melting points. The area now appears to have re-solidified, but this has not been confirmed.

8:00 pm - Brockton Bay Police and PRT issue joint statement - declare Blossom Place to be a public safety hazard, shut down all traffic within one block of the "bomb line" and begin to set up barriers. Radio and news broadcasts are made. CIs inform PRT that Lung is rumored to have Bakuda's detonator - Bakuda may or may not be dead.

8:30 pm - PRT authorizes "full war" strike on Empire. New Wave alerted.

8:55 pm - New Wave youth arrive at PRT base to coordinate with Wards. NW adults replace Protectorate city patrol.

She left those two sections empty.

We had a bomb tinker trapping our streets, and the Empire provoking them into doing it. The state of Viktor's body suggests civilian-on-cape violence at a level not seen in a few years, at least not in America.

Who cared about which suggested protocols they had stretched or why?

(5) Empire Safe House

9:01 pm - Protectorate and 4 PRT squads strike Empire base of operations. (Suspected underground Empire clinic, located in same building, is confirmed after initial breach.) All Empire capes accounted for in fight.

9:30 pm - Krieg captured and removed from premises by PRT.

9:35 pm - Stormtiger captured and Triumph injured, both removed from premises.

9:45 pm - PRT retreat. Krieg, Stormtiger, Triumph taken to Brockton Bay General by Squad 3.

12:02 am - Eidolon arrives in Brockton Bay to assist.

6? am - Purity granted leave to come to Brockton Bay and assist. Assigned to Eidolon's custody. Predicts Kaiser will search for an easy win. Encourages Dragon to try to find Squealer, as the only remaining Merchant cape.

(6) Palanquin

9 am - anonymous tip that Kaiser is going after Faultline's Crew. Purity urges the tip be taken seriously, as the easy win. PRT attempts contact with Faultline by phone with no answer. Miss Militia and Velocity depart for club run by Faultline to offer warning.

9:08 am - Miss Militia and Velocity arrive at Club minutes before Empire. Faultline grants an audience in the floor of the club. Does not explain why the Crew helped at the ABB Market, but does seem willing to heed the anonymous warning.

9:10 am - Empire arrives: Alabaster, Menja, Fenja, Crusader, Rune, Cricket.

9:10 am - Faultline's support staff severely injured by initial assault. One club employee dead.

9:11 am - Assault, Battery, Aegis, Eidolon and Purity dispatched to club.

9:24 am - Fenja dies from prolonged contact with Newter; was trying to crush him in her bare hands.

9:37 am - Empire retreats. Spitfire rushed to Brockton General to detox from near-fatal hallucinogen overdose; Newter used against her by Menja. Battery severely injured; Assault escorts her to Brockton General.

9:37 am - Eidolon and Purity pursue Empire with permission. Crusader captured.

10:30-11:00 am - general reports of gang violence begin to solidify. Encounters between unpowered Empire and ABB breaking out everywhere. BBPD request PRT Squads for backup in case of cape interference. PRT Squads 3 and 4 dispatched.

(7) Winslow High School

11:02 am - Beetle and Intrepid called to respond to gunfire near Winslow. Contract dispatched to Winslow also.

11:04 am - confirmed gunfire between unpowered Empire member and unpowered Merchant members. Violence moves toward school; Beetle and Intrepid unable to curb without escalation.

11:10 am - Kaiser, Night, Fog, Othala arrive near fire-fight, now one block from Winslow. Reports of students leaving class to join fight.

11:11 am - PRT squad dispatched to Winslow with Armsmaster, Miss Militia, Dauntless, Velocity, Triumph, Eidolon and Purity as support.

11:12 am - Contract arrives at Winslow, Faultline's Crew also arrives.*

11:18 am - Empire already in retreat as Protectorate arrives.

Miss Militia stared at the sentence, then removed the notation. It bothered her quite a bit that Faultline's Crew knew to go to Winslow. Given the distance and the difficulty the Crew had in traveling, they had to have either known ahead of time, or else they had been informed almost immediately.

But that was a question she didn't have an answer to, and it was better not to draw attention to that sort of thing. Any other day, each of these incidents would have required its own detailed report. Now, however, the PRT just needed something they could read, and fast. They wouldn't be asking deep questions. Not yet.

NOTE: in the aftermath of this fight, many Winslow students are missing. So far, there are no confirmed student deaths or serious injuries. However, given the likelihood that the gangs would have tried to carry away their dead, this is inconclusive.

NOTE: Faultline still refuses to tell the PRT who is paying her Crew to assist the heroes. Does request meeting with Contract in one week.

(8) Bomb Line

3:30 pm - explosion at Bakuda's bomb line, which was expanded over night to cover 6 miles of Blossom place, with more isolated devices elsewhere. Bombs are not hidden, and do not appear to be tied to timers.

3:35 pm - Armsmaster receives permission to investigate explosions.*

*Final conclusions: Approximately 25% of the visible devices have detonated. Of the 32 detonated bombs, only 6 appear to have had similar effects. All had a significant radius of destruction, through few were large enough to reach past the edges of four-lane street. Not all areas of affect were circular. Initial explosion appears to be very near the intersection of Blossom and Beech. The area has been converted entirely into glass, with damage from other near-by explosions chipping the outer layers of the area.

3:45 pm - Kaiser and remaining Empire at bomb line when Armsmaster arrives. Glass statues appearing to be Rune and Cricket are discovered. No one tries to cross Blossom Place.

3:48 pm - Clockblocker and Vista dispatched to patrol docks and ABB territory. Armsmaster is technically in ABB territory, while Kaiser remains on the Empire side of the bomb line.

3:50 pm - Beetle and Contract dispatched to assist Armsmaster. Hope is that Beetle can safely scout out bombs, or that Contract can neutralize them, either with telekinesis or other power applications.

3:55 pm - Othala tries to dispatch a bomb with an unpowered lieutenant; bomb explodes, producing hurricane-level winds. Othala is picked up and thrown to the Protectorate side of the line. Lands unconscious. Lieutenant powered by Othala also ends up on the south side of Blossom.

4:01 pm - Kid Win and Gallant dispatched to bomb line for tinker and firepower support.

4:02 pm - Empire retreats without violence, concedes Othala to Armsmaster's custody. Armsmaster elects to allow them to leave unmolested.

6 pm - Kaiser calls for truce. See separate report.

There they were. All the relevant events. Laid out in order, with some semblance of logic to hold them together. She'd have to check the timestamps for some of the events, but the debriefings had all been thorough enough that she knew they were close.

It was supposed to be cathartic, to get something like this out of your head. To line it all up and say "first this, then that" and understand it. But Miss Militia didn't feel like she did understand it.

Rune, Fenja, Cricket and Viktor were dead. Stormtiger, Krieg, Othala, and Crusader had been injured and arrested. Battery was still in the ICU, and Triumph would be in therapy for months if he didn't see Panacea. The Merchants had been decimated, and Faultline's Crew would have been too if not for the anonymous tip that had put Miss Militia and Velocity there to help them and call in faster reinforcements.

Why? The Empire hadn't gained anything. Homes had been destroyed, and they were still counting the civilian missing, injured and dead, and for what?

Miss Militia felt weary, mentally tired, but she knew she needed to finish the report. Kaiser had offered a truce, but only until a peace talk could be arranged for the following night. The PRT needed to understand all that had happened in the last two days so that they could decide if they were going to agree to meet with Kaiser, and what they would demand from him if they did.

Miss Militia wished them good luck. For her own part, she didn't know what to make of everything. It was tempting to say that this was all the result of Coil's list, but that didn't feel quite correct. The city had been living under pressure for months, and the warrants had merely been the spark that set it off.

She already knew the questions that would be asked. They were some of the first English she'd ever learned: What happened? How did it get so out of hand? What should you have done differently? Who can we blame?

Well, the situation had been described. She didn't feel like going back and polishing it up at the moment. It would be better to draft out an attempt at the other explanations that would be requested.

It is obvious in retrospect that Kaiser did not expect a defense nearly as competent as the one leveled against him. He split his forces to compel the Protectorate to split ours, but support from New Wave, Faultline's Crew, and the Wards limited the effectiveness of the tactic. Purity also insists that Kaiser was not always in control of his own people.

Given what she remembers of the organization and what she can guess from the debriefings, Purity speculates that only the first wave of attacks, the march, and possibly the attack on Faultline were formally authorized. She believes he was pressured into responding to the incident at Winslow High School in order to rescue his younger members and to save face, which fits with my own observations of the encounters. She also theorizes that the viciousness of the attack against the Merchants was likely not fully authorized.

I wish to commend Purity for her aid, particularly her analysis of Kaiser's strategy and character. She carried the mantle of hero well, given her past, and did not waiver at any time.

It is my recommendation that Theo Anders not be returned to his father's custody for any reason. Kaiser is now weak and no longer a credible threat to Brockton Bay. Theo's powers are not the sort that would allow him to defend himself, if he is blamed for the Empire's recent losses.

I also wish to make special note of the valiancy of Assault and Battery, who responded to several situations with little or no solid intelligence of the threat they would face. Given Battery's injuries, I believe…

Summary of Events: Rune and Stormtiger attacked the Asian street market located on the 400 block of Hyde St. Justification offered much later indicates that this was in retaliation for warrants prepared for the arrest of their civilian identities. At this time, it is not known how the Empire became aware of the warrants which had been signed only hours earlier.

Miss Militia, Velocity, and Dauntless responded to the attack. Velocity focused on evacuation, while Dauntless engaged Stormtiger and Miss Militia concentrated fire on Rune. Both Rune and Stormtiger ceased attacking civilians in order to focus the fight on Miss Militia and Dauntless

Empire backup arrived first. Thereafter, the ABB responded by sending Oni Lee and later Bakuda, as well as a number of unpowered supporters. It is unclear whether arriving in waves was an intentional strategy or coincidence.

The Protectorate dispatched backup for Dauntless and Miss Militia, and requested New Wave assistance. Faultline's Crew also arrived shortly after the start of the fighting, supporting the hero teams against both the Empire and the ABB. After the encounter they went their own way, refusing to give statements or accept medical examination.

Resolution: The Empire retreated when the bulk of New Wave arrived on scene. The heroes (and Faultline's Crew) retreated when Lung arrived on scene. There were no serious cape casualties or prisoners.

Summary of Events: Shortly after confirmation that the Empire Eighty-Eight was attacking civilians in Lung's territory, reports were received that indicated Menja and Fenja were advancing on Briar Middle School. Briar Middle School is nominally within Merchant territory, but is also a well-maintained campus where the children of many important businessmen attend. The tips were deemed credible, and Triumph and Aegis were dispatched to the scene, as the two Protectorate members closest to the area.

When Triumph and Aegis arrived on the scene, they were engaged by Trainwreck, dressed in armor not matching his file's description. This armor proved to be both faster and stronger than previous iterations. Battery and Assault were re-directed to the encounter to act as backup before any damage could be done to the middle school or students. Armsmaster used battle analysis software to model Trainwreck's fighting style to assist Triumph and Aegis. After 18 minutes of battle, Armsmaster directed Battery on suit's weaknesses and she exploited the electrical system thereafter.

Resolution: Trainwreck's suit was disabled by Battery. Assault and Battery were then sent to Equine Apartment complex. Triumph and Aegis remained on scene until PRT Squad 2 arrived to take Trainwreck into custody. Trainwreck arrived at PRT headquarters at 15:54. No casualties.

Summary of Events: While engaged with Trainwreck near Briar Middle School, calls flooded PRT switchboard reporting an encounter between Menja, Fenja, and Mush. Once Trainwreck was dispatched, Assault and I were redirected to respond to the Equine Apartments, backing up PRT squad 1 who were first responders. Due to traffic and proximity, Assault and I were first on scene.

We arrived just after 15:45 pm, and found Skidmark and Mush both fighting Menja and Fenja. We judged the area to be relatively clear of civilians and most damage was simple property damage, so we reported there was no need for further backup. Assault and I engaged supporting Skidmark and Mush, who appeared to have the upper hand, in the hopes of ending the encounter quickly.

Shortly thereafter, Night and Fog arrived on scene and we called for backup. Intrepid, Kid Win, and Vista were dispatched to aid us, chosen for their mobility and their prior urban combat experience. Triumph and Aegis arrived on scene at approximately the same time as Squad 1.

Since Mush and Skidmark were now fighting both the Empire and the PRT, while we also had to defend ourselves against the Empire, this proved to be a relatively balanced fight. When the three Wards arrived minutes later, Menja and Fenja both concentrated their attentions on increasing property damage and began targeting select civilians. The PRT response was eventually drawn away to deal with them, while Mush and Skidmark were apparently capable of fighting and holding off Fog and Night.

Once we were sufficiently distant from the first fighting, including Fog and Night, Menja and Fenja retreated. Upon returning to the last place the other Empire capes were seen, we found Mush and Skidmark apparently dead, while Squealer and other Merchant gang members attempted to tend to them. There was no sign of Fog or Night.

Resolution: Reports of Lung engaging heroes deeper in ABB territory prompted total PRT retreat. We did not re-engage with Merchants.

Statement: Kelsey says that she was cooking dinner for her younger brothers when she heard the first explosion. She went to the window to see what was going on. This was "between 7 pm when she gets home from ballet" and "8 pm when her mom gets home from work."

Outside the window Kelsey saw Empire capes walking down the street slowly, from north to south. She says the "princess hero" and her "sister" (apparently Glory Girl and Laserdream, see audio for physical descriptions) flew out of the sky from the South and advanced toward the Empire. She also says they "shot at" the bad capes. (Kelsey may be confusing Laserdream's powers and associating them with both heroes.) Kelsey says the bad capes did not stop walking. They walked under her window, still fighting with the heroes. Kelsey says that the metal one (perhaps Kaiser?) "grabbed Mr. Kim and walked with him for a bit, and then Mr. Kim fell down."

Kelsey describes this scene happening with four more men from the neighborhood she knew. Then there was a loud noise, and the bad capes all stopped. The "hero girls" hovered over the Empire capes, while Kaiser walked forward alone. After a while, Kaiser returned and the bad capes turned and walked back north along Beech St. At this point, Kelsey returned to cooking dinner.

Interviewer Notes: At the time of the interview (23:22) neither Mr. or Mrs. Wong had returned home. Neighbor Robin Shelley was present for the interview and stood in loco parentis. Suggest follow up with CPS to verify whether Mr. or Mrs. Wong is still alive; if not, that the Wong children are put in the custody of a relative. At this time, Kelsey does not seem to be aware that she witnessed the brutal murder of five men.

Statement: I was on patrol approximately four blocks west of encounter when screaming was heard from three different directions. Glory Girl, Shielder, and I split up to respond. Immediately, I saw a group of Empire 88 capes and a few foot soldiers marching south down Beech St. Glory Girl and Shielder indicated by radio that the situation was the same on Rosewood and Ash Streets. On Beech was Kaiser, Menja, and Fenja. No violence was immediately apparent. I contacted New Wave for backup, then called PRT hotline to report activity. I was put on hold.

As I assessed the situation, a group of eight men ran out to meet Kaiser in the street. Two were intercepted by Menja and killed. Four were targeted at range by Kaiser's power. I was able to protect three of these, and they fled. The fourth died. The remaining two men got past Kaiser's defenses and were struck from behind by Menja. The Empire force continued south, leaving the wounded civilians behind. I retreated from Kaiser's power by flying further up, and began harrying attacks and evasive maneuvers to slow the Empire. Shielder reported similar brutality from the capes on Rosewood, but those advancing down Ash were apparently less violent. Glory Girl did however report smoke and a probable fire east of Ash St.

Lady Photon indicated by radio that the rest of New Wave was approaching from the west. She urged Glory Girl to go investigate in case any civilians were trapped in the fire.

I retreated south ahead of the Empire, attempting to keep all three capes occupied. Despite this, Kaiser successfully snatched five more victims, killing them as he walked.

The rest of New Wave arrived on scene, and Glory Girl came to support me, having confirmed that the fire was threatening businesses only and no civilians were in immediate danger. Together, Glory Girl and I harried the Empire as they continued down Beech street, toward River Avenue.

New Wave recieved a possible report that Lung was engaged on the far west side of the Empire's march, but had no confirmation. At this time, I attempted to engage closer to ground to try to prevent further civilian deaths.

This is when the encounter crossed River Avenue, one block from Blossom Place. Kaiser was much further ahead, but Glory Girl and I were focused on protecting civilians and property from Menja and Fenja. Radio information from Brandish indicated that Blossom Place was rigged with tinker tech weaponry.

Two minutes later, Lady Photon ordered New Wave to retreat. (Bakuda was apparently threatening Kaiser, saying she would set off tinker tech bombs if the Empire did not retreat.)

Glory Girl and I both disengaged and retreated vertically. Before Menja, Fenja, and the Empire members with them arrived at Blossom Place, Kaiser returned and led them north up Beech St. We followed above the Empire until they had retreated back to a line of black SUVs, presumably their arrival transport, and drove away.

To be clear: at no time was I ever east of Beech St. Therefore, I could not have and did not witness any details of Viktor's death.

Summary of Events: Following multiple attacks earlier in the day, it was considered probable that Kaiser would make another attack during the night. Authorization was given to strike at 4453 Brickton Ave, a suspected Empire safe house. In preparation, New Wave was alerted and expanded their normal patrol routes. The New Wave youth joined the Wards at the Ward base, in preparation for rapid deployment anywhere in Brockton Bay.

Attack commenced at 21:00. All Empire capes were already in residence, along with many unpowered supporters. A clinic, catering to Empire members and sympathizers, was discovered under the residence. There were three patients in residence, and all patients and staff surrendered to PRT officers immediately and were escorted outside while the fighting began in the back of the property between the Protectorate and Empire capes. No one in the clinic was harmed in any way.

Fighting remained intense for the full length of the encounter. At 21:28 Krieg was captured by PRT Squad 3 and removed from the premises by Velocity. At 21:37 Stormtiger was captured by Triumph, who was severely injured while trying to remove him from the encounter. Both Stormtiger and Triumph were evacuated by PRT Squad 6.

Resolution: Retreat was called by Miss Militia and Armsmaster at 21:45. By that time, most of the unpowered gang members had fled and the villains were well entrenched within the reinforced areas at the back of the house. At this time, Krieg and Stormtiger remain in Brockton Bay General. Krieg suffered blunt force trauma to his head, as well as various bruised organs. Stormtiger suffers from a broken hip, shattered ulna, and hearing loss. Triumph remains in the ICU, with numerous injuries to his chest and legs.

Summary of Events: At approximately 11:00, shots were fired near Winslow high school. As it was between classes, students ran toward or away from the scene. Intrepid and Beetle both responded immediately, without waiting for a call from the PRT or school administrators.

A firefight developed on the football field and in the neighboring apartments on the east of campus. The initial encounter consisted of eight teenagers with shaved heads being harassed and then attacked by twenty-three teenagers and young adults, most in Merchants' gang colors.

Beetle deployed swarm tactics, attempting to use the bugs to separate the two groups. Simultaneously, more Empire backup arrived from Winslow, encircling Intrepid and Beetle and forcing them to defend themselves.

Contract arrived at 11:09 and attempted to separate the two gangs discreetly using telekinesis. Between 11:09 and 11:10, Kaiser, Night, Fog, and Othala approached the affected apartments and began attacking the shooters, as well as any non-white civilians who tried to flee or resist them. Beetle focused on the fight against the Empire capes, while Contract and Intrepid continued to defend against the Empire students. The Merchants scattered and tried to flee, but were pursued by Empire members or sympathizers.

Faultline's Crew arrived at 11:11 and attacked the Empire capes from their rear, further east of the school. Contract made the field call to consider the Crew allies until proven otherwise.

Resolution: The Empire retreated down Bethany St. when the Protectorate arrived at 11:18, where vehicles arrived to ferry the Empire away. Capes, initial gang members, and sympathizers were all evacuated. By 11:23, all violence had ceased. Faultline's Crew also withdrew, despite no provocation or hostility from the Protectorate.

Armsmaster: Let the record reflect that Kaiser is standing on the edge of the north side of the Blossom Place, just east of Beech St. No sign of hostility. Immediate area is completely charred, with the exception of the previous melted zone from last night. That area appears exactly as it was left. Burned area continues for approximately 100 yards in each direction, but does not touch either sidewalk. Area appears elliptical. Other shaker affects apparent on either side. Engage external speakers.

Armsmaster: Kaiser.

Kaiser: Armsmaster. I suppose you're here about the explosions.

Armsmaster: We heard reports.

Kaiser: I have no wish to fight you today. I am only trying to locate and secure my people.

Armsmaster: This entire area has been declared a public safety hazard.

Kaiser: You and I are in agreement about something.

Armsmaster: If you do not wish to be arrested, leave.

Kaiser: I'm afraid I cannot do that. I am waiting for my people. We had some success against these infernal devices at the Market.

Armsmaster: Sixteen people were injured and three are dead because of what your people did at the Market.

Kaiser: Such is the price of breaking the rules, Armsmaster. Once we had confirmation that we were to be arrested, did you expect us to hold back?

Armsmaster: I think the results thus far speak for themselves.

Timestamp: 15:48. Armsmaster requested Beetle for her superior sense of hazardous terrain; she was dispatched by the PRT. Contract with Beetle, responded to summons also. Clockblocker and Vista dispatched to patrol three blocks south of Blossom Place, watching for signs of ABB response to the cape presence at the bomb line.

Kaiser: You won't be so pompous in a few hours.

Timestamp: 15:49. Phone ring tone. Kaiser's phone rang only once before he answered. He listened for eight seconds, then responded and hung up.

Kaiser: I'll be right there.

Timestamp: 15:49. Kaiser walked down the sidewalk, east and away from Armsmaster. Armsmaster paced him on the south side of the street. After 712 ft, the blasted area ended. Instead the street had been turned into a single, continuous glass scene. Two cars were completely transformed into glass on the south side of the street. Two glass figures, apparently Rune and Cricket, were trapped within this shaker effect. Four adult unpowered adults wearing E88 paraphernalia guarded Kaiser's side of the safe zone.

Armsmaster: I assume these were the people you were looking for.

Kaiser: Where are the others?

Male1: Coming, sir.

Facial recognition suggests that "Male1" is Henrick Smythe.

Timestamp: 15:52. Beetle and Contract arrive.

Armsmaster: Beetle, what can you tell about the area?

Beetle: Glass extends east to the edge of my range. There's three devices frozen in the glass zone. Contract and I came from the west, and most of the street is under one shaker effect or another. Approximately a fourth of the bombs have detonated. Some of the ones that appear intact are frozen by other device effects, like the ones that have been turned to glass. Others just don't appear to have gone off yet.

Kaiser: What was that?

Armsmaster: Don't answer.

Kaiser: My people have been crystallized. If you leave them there, you will as good as kill them.

Armsmaster: This area is a public safety hazard. Attempting to broach the perimeter puts us all in danger.

Timestamp: 15:55. A black unmarked SUV parked some ways down Ash St, behind Kaiser. Othala disembarked with six unpowered supporters. Armsmaster requested tinker Kid Win, and Gallant for long-range firepower.

Kaiser: Fortunately, some of us are impervious. My dear?

Armsmaster: *external speakers disengaged by hand controls* Let the record reflect that Othala is resting her hands on one of the men with her. He is now stepping out onto the glass edge of the street to try to reach Rune and Cricket. Engage external speakers.

Armsmaster: I strong advise against this course of action. The area is likely still unstable.

Timestamp: 15:57. Cracking is heard. Empire member continues to advance.

Kaiser: Stop. Come back carefully. Apparently you are correct, Armsmaster. You two, go around the glass and try to reach them from the west. They're pretty close to the edge of the two effects. The burned zone should be more stable

Armsmaster: Kaiser, do not send anyone into the street. We don't know what the full effects are of Bakuda's bombs might be.

Kaiser: Ignore him.

Armsmaster: Contract, stop them.

Kaiser: All of you, to the west.

Timestamp: 16:02. Contract was able to stop six of the Empire members from entering the street using her telekinesis and surrounding material. Three men made it past Contract's defenses and into the charred bomb zone.

Armsmaster: Stop. We can't risk destabilizing the area, especially now that they're in it.

Beetle: I don't see anything suspicious in the area.

Kaiser: Can you touch them?

Male1: I can touch Rune, sir.

Kaiser: Othala, let's see if regeneration can help her.

Timestamp: 16:13. Othala was carried carefully into the western shaker-affected zone. She was able to touch Rune, but no change was observed.

Armsmaster: Give up, Kaiser, before you lose more people.

Kaiser: Keep going, Othala. Don't give up on our girls.

Beetle: Armsmaster, there's something wrong.

Armsmaster: What?

Beetle: Something's moving in the burned area. I think there's another survivor there.

Kaiser: What did she say?

Beetle: Whoever it is, they're trying to slide out from under the debris of a truck.

Armsmaster: Where are they?

Beetle: Almost at the edge of my range. They've made it out! They're trying to run… no!

Timestamp: 16:25. Explosion.

Timestamp: 16:25. The survivor hit a tripwire, and set off a single explosion. The main payload seemed to be wind. The blast of air lasted 98 seconds. Contract was able to rescue three of the four Empire members in the affected zone with her telekinesis. This included Othala. She brought them to the south side of the street with the rest of the Protectorate. At this time, Kid Win and Gallant arrived at the edge of Beetle's range, approaching from the south.

Kaiser: What the hell?

Contract: Othala's alive. So's this one.

Beetle: This one too.

Armsmaster: The survivor?

Beetle: He's been crushed.

Kaiser: What the hell happened?

Armsmaster: You sent your people into a known hazardous zone which then destabilized.

Kaiser: You expect me to believe -

Contract: That Bakuda is a smart, smart bitch. She's got traps within traps all up and down this line, and now you've lost at least six people to them. Are you going to try to fight us, too?

Beetle: Kid Win and Gallant are passing the edge of my range now.

Timestamp: 16:33. At this, Kaiser chose to retreat. Given the difficulty in navigating the affected zones of the bomb line, the Protectorate let him go. Othala and her three accomplices were taken into custody. The windstorm and accompanying flying debris shattered much of the glass zone. The figures of both Rune and Cricket were broken into dozens of pieces.

It is my recommendation that the warning zone around the bomb line be increased to a mile in width.

3- Evaluation
Stated Reason for Truce: Faultline's Crew helped the Protectorate and PRT throughout April 26th and 27th, taking on both the Empire and the ABB at different times. They were targeted by Kaiser specifically, possibly as a result of that help. Their assistance kept the casualties from becoming any worse. The only request they made in return is to speak with Contract.

Justification for Truce: Contract has also requested to speak with Faultline. This is a low-risk venture, as Faultline has rarely fought against heroes directly, and does not appear to present a threat at this time. It would also be valuable to know who hired Faultline's Crew to help the heroes against the Empire and the ABB. This encounter has been cleared with Contract's therapist, and with Company.
