The Rooster crowed every fifteen seconds - each time a boat passed through with another load of guests. The Farm Dog barked every other second - or at least it felt that way.
The Farm dog was guarding the farm, so the Rooster couldn't be too upset.
Sometimes, he would look up at the revolving Garden Grill Restaurant. He couldn't fly there, chickens couldn't fly well anyway. He was counting the time until closing time.
Every fifteen seconds was fifteen seconds closer to when he and the Farm Dog could leave and pilfer the leftovers.
It's not like Disney would miss them.

Yep, there is a revolving restaurant in The Land Pavilion, The Garden Grill Restaurant, and part of it does overlook the farm scene, where the Rooster and the Farm Dog are.
