The Sage of Time led the parade.

Following him were the Disc Man, the Hammer Man, the Sprites, and other characters that represented the unity of humankind, though none were human themselves.

The Sage of Time was not human either.

Yet, he walked among them, observing. Observing their behaviours.

Happiness. Joy. Eagerness to help each other out.

He also saw the bad. The greed. The war. The selfishness.

For all humanity's foibles, The Sage of Time genuinely believed in humans. That they could be united once more, as they had been in the beginning.

Observing them as they celebrated the Millennium and looked forward to the 21st century, he genuinely believed that.

Humans weren't inherently selfish. They were kind and loving by nature. They were optimists, dreamers. Always seeking to improve the world around them.

And come the new millennium, they would unite to celebrate the future hand in hand.

This was the entire plot of the Tapestry of Nations Parade. It was like It's A Small World, promoting peace and unity and love.
Except the music was much more inspiring and actually featured instruments from around the world.
Again, I did not go to Epcot during the Millennium Celebration, but I remember the atmosphere of the Millennium. It very much was "peace and love" and everyone felt united. I was only a small child, but the millennium was special, and I'll hopefully never forget it.
