Prior to Dumbledore entering the Ministry, he needed Hagrid to go to the cottage to get Rose. He also needed to set up the wards, he just knew were needed to make Rose his little weapon. After all, he knew Tom had made a horcrux from Myrtle's death. Things were interesting in the talks with Ragnock, chief of the British goblins. It was a bit disturbing for him, as he did the blood tests for Harry Potter, Lilly Potter, and Rose Potter. Lilly had swore on her magic, that she was Lily Potter, having been married to a James Potter, but that her memories were not complete. She finished with saying her sister was Petunia Evans and that she was an Evans. Harry vowed on his magic, that he would be her husband, as that was what Lily wanted and that as Lord Black, he would protect both Lily and Rose with everything he had. It was the wording and the loss of memories that bothered Ragnock. It was the Potter, Black, Gryffindor, and Slytherin rings that made him pause. It was him seeing the ancient house ring of the Peverells that convinced him. They were goblin friends and had helped set up the goblins as bankers for the British Commonwealth.
Ragnock set up the Harry and Harold Potters as Blacks with a marriage contract that allowed Harry to become Lord Potter if no other Potter male was alive. Rose showed she was heiress to the Prewitt line.
