" H-Hello. " said a nervous voice over the walkie-talkie. " Don't be nervous. I'm not going to bite. I just want to talk." I say with a grin. " O-Okay." said the voice. " Now, I'm sure we can come to a deal regarding those strapped to the bombs as well as the captured city of Musutafu." I say while sitting on an office chair.
"Now, if I'm not mistaken, my subordinate has a contract with her. I'd like her to put it in front of you. " I state. The line was cut for a few seconds before I hear an affirmation. " Now, I'd like you to sign it." I say. "Y-You can't be serious." the voice said with worry. . " Now, now minister. I'm not asking you, I'm telling you. If anyone is opposing my words, send them to my subordinate" I say in a colder tone.
"B-B-But what you're aski-" before the voice could finish its sentence, I heard a loud bash in the background soon followed by a girlish shriek. Then I hear some scribbling. "It's done." said a nervous voice. " Now, I'd like you to announce it in the next 10 minutes. I'll be there to make it more authentic." I say before cutting the line off.
I walked out of the building and told my men to stay there and be vigilant. I then radioed Kurogiri to come to my location. When he arrived I got Shalltear to give us the coordinates of her location. When we arrived, I found news station presenters all around. I saw a table where who I guessed to be the minister was sitting with a seat next to him. " My lord, everything is ready. I made sure of it." Shalltear said with a smile. " Excellent work Shalltear." I said before walking to the empty seat next to the minister.
" Now minister, you're going to read out the contract and state your approval. Then we will shake hands and you will enact what was written." I whispered. I see him nod in affirmative before the announcement began.
" People of Japan. I have heard your cries and pleas for help. Thus I have come to an agreement with the one known as Jason Doom." the minister said while looking into the camera. He then picked up the contract and began reading.
" For the safe return of those kidnapped by Jason Doom and the return of Musutafu city to the government. In return the government shall:
1. Jason Doom and his organization will receive immunities to certain laws of the country that shall be decided in time.
2. Allow Jason to travel in and out of the country without restriction.
3. Give Jason a special position in the government that allows him to take action in the running of the country.
4. Give Jason a percentage of the annual budget
5. Provide a certain amount of land that shall be agreed upon and will be considered independent from Japan.
6. The organization named the Antihero Union shall be Japan's main private military contractors
7. The Antihero organization shall be permitted to do acts of heroism.
8. Evaluate the need for our current heroes and hero system.
With this, Japan shall be a safer and happier place for us all." the minister ended before we shook hands. Pictures were taken and the presenters tried to gain our attention but we headed off the stage without taking any questions.
The following weeks that followed were eventful. The government was in turmoil by the announcement. Many disagreed with the contract and tried to make it null and void. Jason already saw such a thing happening so he had those who opposed the contract disappear or die in weird accidental ways
Many tried to link it back to Jason but they had no proof. With the opposition slowly disappearing more and more decided to change sides even if reluctantly. Soon enough, the opposition disappeared entirely allowing the contract to be approved and enacted.
First, the laws Jason and his cooperation would be free from following were discussed. Basically, Jason and co were allowed to do anything that didn't harm any civilian, property, or the country in general.
They then discussed how much Jason should get in the budget. They all decided on 0, 03%. Though when Jason heard about the amount, he argued that the number was low. Though those who decided the amount were stubborn in keeping it like that. So Jason decided to 'fervently encourage' them to change. In the end, the final amount was 0.3%
They along with Jason then discussed what land would be given to Jason. It took days to discuss what would be given as Japan was not a large country so much of it was populated. They all finally agreed on the island of Rishiri. There weren't many people living there and it was off the mainland which was perfect for both sides. They began building shelters for those on the island and started relocating them with adequate compensation.
Jason then ordered his organization to begin building a base on the island with the money he made from his underground deals. He had them build a military base with enough room for an airfield, infantry, tanks, artillery, and a port with enough room for multiple cruisers and submarines. He had also ordered to further build up the towns that were on the island for more people to live in. Construction in this world was faster and more efficient as people had quirks that could hasen progress. That meant it would only take a month at most to finish construction.
Many in his organization had already moved to the island and the main buildings were finished so he moved his headquarters there and began with recruitment. He had bought land all around Japan to use as shops, malls, and resting centres for his men as he had already made a department in his organization specifically tasked with being heroes. Though they acted more like the police. They began patrolling the streets, wore a black and red officer-type uniform with their symbol, carried pistols, stopping simple crimes most heroes would ignore and responding to problems the police wouldn't arrive in time to stop.
This had already begun to bring a positive light to the organization especially with the poor as they improved many neighbourhoods and weren't shy from patrolling the slums where many heroes and police rarely ever went to.
In his shops and malls, Jason sold things that were illegal in Japan. From drugs, guns, and booze to food, pets, and plants. Anything he could get his hands on. Though people could purchase those things and it was fine to own them in the store, once they left the store they were fair game for police to arrest. This led the police to patrol his properties more often.
He ensured hotels, shooting ranges, clinics, pet holders, and more were built in his malls for people to use whatever they buy while being in a safe area.
The last topic discussed was the evaluation of the current hero system. This led to investigations in the public hero safety commission which showed how corrupt it was. With the aid of Jason who had shown them video and audio proof of many corrupt dealings involving the members. Most of the commission members were arrested for some sort of illegal activity.
This brought up the topic of what to do with what was left of the commission. It ultimately came to the choice of either doing away with the commission entirely or reforming it. The decision was split but ultimately went to the choice of reformation. This left the space of who would be leading this and Jason had someone perfect for the job.

When I arrived, I was met with the usual robot. It opened the door for me as usual. " You know using such a high-tech tool. as a doorman is quite wasteful. " I said with a smile while sitting down and taking the tea in front of me. " You say it like it is you who is paying for it." said the Nezu with amusement. I had come to visit him a few more times since our first meeting. I had even brought Demiurge once. It seemed they hit it off as they were constantly challenging each other in intellectual battles. I would say we had developed somewhat of a friendship.
" So, what brings you to my abode?" Nezu said while taking a sip of tea. " Well, I would like to offer the chance of becoming the head of the new hero public safety commission." I said before taking a sip of tea. " Is it your call?" Nezu asked incredulously. " There is no need to worry about that. I would just like to know your answer." I said with my, by now signature lazy smile. " You know that I have not decided to accept your deal yet." Nezu said.
" Oh I know but that does not mean I cannot send you goodwill. I would also like to notify you that you will be losing this job soon." I said nonchalantly. Nezu's eyes widen at my bomb drop. " Before you say anything, it was not my doing. Not directly anyway. With the school reopening, not many parents want their children to go to U. A because, well you know. My escapades and all with the kidnapping. That along with the fact that you are the principal. Many think you are on my side because well, the fact that you are? Well, seen as someone with a mutation quirk. As you know, many of my members are in fact those with mutation quirks. People jumped to conclusions and now you will be let go soon. Possibly along with an investigation." I informed before taking another sip of tea.
I could see how Nezu was holding back rage. I could also hear his mumbling about how much his done for those incompetent wastes of space along with some colourful words. He then looked me in the eyes and spoke. " You know what, if they think I'm with you I might as well make such guesses correct." Nezu said with conviction. I couldn't help but grin as I took a contract from my inventory specially made for Nezu. The reason I brought Demiurge to meet Nezu was for this. So he could assess Nezu and make a contract that doesn't directly inform Nezu how he would be under my control.
It basically said that I shall ensure that Nezu has a high position in my organization, I shall not betray Nezu, I shall provide for Nezu's basic needs and I shall treat nezu with respect. In return, Nezu must treat me with the proper respect a leader deserves, he shall not betray me or my organization in any way unless expressly told to by me and he shall do his best in helping me and my organization.
Nezu read the contract and asked a few questions here and there but I had ready-made answers to all his questions. After ensuring he isn't selling his soul away to the devil, he signed the contract.
In the following days, I had meetings with those involved in the decision-making process of who would be getting the job. With some bribes here, threats there. Getting Nezu the job went smoothly. With Nezu getting the job, I had access to information about all the heroes. From their identities to their addresses. As long as they were heroes, I had information on them. From retired heroes to up-and-coming ones. I could also impose laws and regulations making heroes' lives a lot harder if I so chose.
I then made a council to lead my organization. I of course along with my Generals had the last say but when I did leave, I needed my organization to be managed in my absence. So I along with my Generals got people who were loyal, intelligent and had similar mindsets to us. I still kept watch over how they worked together and what direction they planned to take my organization. I had to change one or two members of the council but for the most part, I was happy with them.
During less busy days, I asked Albedo how long I was away before I summoned them. I had been in the world of Mha for around six months before I summoned them. I was surprised to hear that I had been gone for six days. I wasn't sure if this would apply to every universe I hopped to but I was glad to know that I hadn't been gone for long. Though I had to send some of my Generals back as I hadn't made any form of governance yet.
With influence over the government and my organization legally allowed to do acts of heroism, I began to slowly get rid of competition in the underworld. Getting rid of enemy bases, arresting and executing enemy leaders, and confiscating contraband. This brought an overwhelmingly positive light in my organization and it got rid of enemies while allowing me to 'confiscate' their goods and sell them. It was a win-win as my organization grew and the streets became safer. This led to me controlling most of the Japanese underworld.
In my free time, I still trained my skills and quirks as much as I could though it was hard as I was tired and a lazy person. Dai was leading my crusade against my enemies to earn experience in fighting and leading. Dabi was constantly training along with those I planned on taking back with me to the Dxd-verse under the command of Shelltear as Cocytus had to train the troops back at Dxd.
Shelltear trained them all to near death. To help Dabi keep control of his emotions, she made him fight Endeavour who we captured and imprisoned every day. Anytime he lost control, she would punish him severely. I even had to bring Akari to heal him. Side note, with magic, we were able to make Dabi fire-resistant so his flames didn't burn him anymore.
I had also been staying updated on the happenings of Dxd by going back once a week. The wars were going strong and my troops had even gotten to see action a couple of times as some devils needed new pieces or fallen wanting to show superiority. They were all quickly handled though. I had also gotten to know Yasaka a bit and I learned how much of a handful she was. Playful and flirtatious was understating it. She was very surprised to learn I was only a human. This made her even more flirtatious stating how strong I must be to lead such strong people. Even though I wasn't, I never corrected her.
I spent some time with Tiamat as well. She taught me more about the Dxd world in general under the pretence of wanting to see what she knew of this world along with wanting to know more about her. She even took me to some of her favourite locations around the Dxd world.
Just like that, an entire year had passed. I hadn't changed at all thanks to soul absorption. Though my skills and quirks grew a bit stronger. Today was the day I returned to Dxd to check up on everything. When I arrived, I was quickly met by Yasaka. " My lord, Azazel shall be coming soon to try to gain our aid in the biblical war." she said in a hurry.
