Haven 1 – Prepping to merge with Haven 7 and 9. Mayor Colton shares decision authority with Edwin Haestrom. In absence of Mayor Colton and Edwin Haestrom, Titus Deltano and Tabitha Votham are proxies. Diyal Bakshi is campaigning for a seat in government and no longer connected to Haven 1.
Haven 2 – We claimed the plot for the new Alliance base within Harretsburg. The Primarch of Palaven associates this plot with an Alliance base of operations. We will evaluate long term plans for the plot after Harretsburg is reunited under one mayor.
Haven 7 – Prepping to merge with Haven 1 and 9. Mayor Salloti confirmed 7 and 9 have successfully merged medical clinics, schools, and shared shopping areas. Second in command expresses concern that more than four years will be required to return Harretsburg to its former united glory. We must reassure the populace this is entirely possible and the likeliest possibility.
Haven 9 – Prepping to merge with Haven 1 and 7. Mayor Mayam and Mayor Colton are joint partners in development of the consensus tracker that is in use throughout the state of Pennsylvania, Ohio, and the Virginias. They and several volunteers are rewatching Reaper Assault footage to confirm deaths for the Consensus records. A developed A.I. delivered imperfect results. A larger volunteer group is analyzing footage across the continent.
Refuge 1 – Merged with Refuge 2.
Refuge 2 – Merged with Refuge 1.
In summary, Harretsburg is on track.

Operative Ysett identified a poison Cerberus is using. She is developing an antidote. We should arrange for her to work in a lab at the new base in Harretsburg. Operative Ysett also linked the experimental biotic suppression medicine beyond Asari manipulation. She is unsure of what the Salarians and Asari contributed. The Asari government denies creating it and the Salarians insist they 'passed it on' i.e. stolen 'as is'.
It is effective and we are testing on the ill effected biotics on other parts of Earth. I would recommend researching further into why it works. We might be able to use this to our benefit with the preservation of human biotics in the womb.
