Chapter 45: Matters of Mutual Importance


Lianna, The City, Valles's office, 0 ABY 10 months, 30 days, 9 hours

Queen Valles had called together the lead planners on the Vallesia City project to her office for a breakfast meeting. They were meeting in the conference room that overlooked the southern exposure of the City. The Liannese sun, Kyall, was already halfway above the horizon and the sky was a clear turquoise. Seated around the table were: the Countess Livina da-Fresta of Kalpania; Prime Minister and Baron Dragoo, Duchess Ana of Livornia, Duchess Berit of Bergamia, Santhé Corp Executive Director of Architectonics, Mr Manhelm du-Vasse, and Santhé Corp Executive Director of Habitat, Mr Triton Silveska. The six of them were all in business attire, Ana in a bright red suit, Berit in navy blue, and Livina, a tall, dark-haired beauty, in a striking black-and-white patterned dress.

While they waited for the Queen, Ana leaned over to Livina, who was seated to the Duchesses left, and said softly, "congrats are in order, I hear Valles has made you the point on enacting the overall vision for the Capital. A feather in your cap, for sure."

Countess Livina smirked, then noted, "I owe it all to you, dear Ana. I'm looking forward to meeting with your friend, Countess Kyver – they say she's quite the genius."

"Indeed," Ana chuckled.

At that moment, Valles shuffled in, wearing an audacious crown of silver with huge turquoise gemstones around the base. Her long sleeveless gown of turquoise shimmered slightly as her light white fur robe rested on her shoulders. Everyone stood for the Queen's entrance as she immediately took her seat on the comfortable ornamented throne at the head of the table. The control panel slid in front of her as she smiled and looked around.

"Please be seated, people. We've got much to cover this morning."

She proceeded to start the holo-projector and 3-D images of the proposed city's designs started to appear in the middle of the table (projected from the device in the center).

"Here, we have the basic design of the street plan – a hub-and-spoke setup, with the Palace in the center, and the various agencies and ministries arrayed around it, in a series of five-story structures that will not impede the view from the Palace itself, which will be seven stories, with three more levels below ground."

The next diagram was shown. "This palace will be a heptagonal, or seven-sided building, with inner courtyards and fountains, arrayed with various shrubs and small trees, and the royal suite will occupy most of the top floor, with several balconies and outer terraces, that will afford the chance for addresses to be given to crowds below. As your Queen, I am looking forward to having that kind of opportunity – to stand before you and speak to you directly, not just from a holovid studio."

Valles continued. "And then, about five kilometres from the palace, will be our new Legislative Hall, accompanied by the office blocks for each member and the elected governors of each of our 75 districts and Lianna City – which is now going to be governed as the 76th District, going forward.

"And in the space between the Palace and the Legislative Hall, will be the Lianna Judicial High Court, then the various embassies from our friends and neighbors from around the Galaxy. Finally, the territorial ministries for each of the planets within our direct purview of Greater Lianna, including Pasmin, Chandar, Cadinth, Voss, Barseg, Lorrad, Arkan, Thanium, Desargorr, Embaril, and Amarin. Once the governmental buildings are complete, the rest of Vallesia City will be filled in, but not until all parks and waterways have been constructed. So, it's going to be a city with an explicit plan of organization, and we anticipate that as many as two million of our fellow Liannese will come to call Vallesia home in the years to come.

Valles concluded the holo presentation after a few more diagrams showed how the city would be laid out, including the areas given over to apartment blocks and swanky residential areas for the well-to-do, plus various retail, educational, and medical facilities. The Palace would have its own spaceport that would service shuttles and other smaller craft that were permitted to land there, while there would be a much larger transport hub on the outskirts. High-speed tube transport would also serve the city and there would be plenty of defined speeder lanes to keep traffic manageable once the city's density began to increase. She then fielded questions from the group.

Ana went first, feeling as though the others expected this from her, even Berit, who was remaining silent.

"So, your Majesty, this all looks wonderful. Aside from Manhelm and Triton, here, whom do you see managing the development of the main plan?"

Valles smiled, then stood. The others knew she wasn't signaling the end of anything, but, due to her short stature, she wanted to stand so as to be more clearly visible. She turned to Livina and gave her a slow nod, then a crafty smile.

"Countess, you're on point. Ana's got a close friend, she will help with procurement and additional logistics. These guys here, they're handling the budget for this."

"Thank you, Your Majesty. I am honored," Livina smiled, then rose and gave the Queen a quick curtsy, grabbing the corners of her skirt as she dipped. "It will be done, all to your exacting specifications."

"See that it is," Valles chuckled. "We are going to have a capital to be the envy of any world in the Galaxy."

Ana glanced over to Livina, giving her a half smile and just a hint of a nod. Valles then was seated again, as was Livina.

"Gentlemen," she turned to the Santhé Corp executives, "Based on the holograms I've presented this morning, which came from Duchess Ana, your divisions should be able to create more specific diagrams. Some of the materials we're using on the Avalonia project are going to be needed for the Palace in Vallesia. She and her associate, Countess Kyver, will be working with you."

"Very good, Xanim," they answered in unison.

Valles stood, and the two men bowed to her.

"Less known to some of us at this table, both Manhelm du-Vasse and Triton Silveska have been with the Santhé organization for many years and they both knew my grandfather, Kerred Santhé, well. They have been most gratified to see his granddaughter taking the firm – and Lianna itself – to heights never before dreamed of. To build my newest and grandest palace, in the city to be named in my honor, is a fitting way for them to end their distinguished careers and then head off to a well-deserved retirement. Livina and her people, along with, I'm told, the group from the neighboring districts of Cumbria and Topagnia, are going to provide most of the labor, including all droids. Seeing that Vallesia is being taken out of the territory of all three of your districts, this favor to me is duly recognized. Compensation is still being arranged, but, as everyone is doubtlessly aware, I always take care of those who do things for me."

Valles was then seated again, as were the two men. She then turned to the Duchess of Bergamia.

"Berit, my dear friend, I'm sure you want to weigh in on this. Feel free …"

Berit laughed, smiling broadly, then looked at Valles lovingly.

"Your Esteemed Majesty, and my Gracious Queen, I'm excited for you and for all of us, when I say that these plans are simply superlative. To build you a Capital that will be the envy of all is something I take great pride in being a part of."

Berit then looked at Ana, who smiled back at her. "I'm sure the Duchess of Livornia is in total agreement."

Ana smirked for a second, then stood, looking across to Valles. "Indeed, Berit, this will be a day long remembered, when we break ground on the beautiful City of Vallesia."

Valles smiled, then nodded, and turned to face Baron Dragoo, the Prime Minister of Lianna.

"Willis, I'm sure you too want to weigh in."

He stood and laughed, "Xanim, let me just say this. Our two families have been close for a long time, and I want to add my voice to the chorus and commend you for the wonderful reign you are already having as our Queen. From the beginning, you've hit the right note and the people can take pride in our most beautiful and gracious sovereign. Even now, the people of Lianna are having a love affair with you and are staging competitions to see who might honor you as you so richly deserve. As your Prime Minister, it is my express pleasure to run Her Majesty's Government and may we always serve you as you wish that we do."

The Queen smiled, then stood, and motioned for the others to do so as well.

"Thank you, Willis." She smiled in his direction, then continued. "Well, let's get on with it. There will be a ground-breaking ceremony later this afternoon as we commence construction. I expect to see everyone there, looking his or her finest. I shall be there, looking as your Queen should. I am greatly looking forward to it …"

With that, Valles turned off the holo projector, then backed away from the table. Each of the six people in the room took turns kissing her right hand as they filed out of the room. After they had left, Valles shuffled over to her desk, and checked the three screens she always had on. She then pressed a button and spoke into her office com.

"Lasivia, my dear, could you please join me? I have something to tell you."

"Certainly, my Queen."

When Lasivia arrived in front of the desk, Valles stepped around it, then chuckled as she opened her arms wide and gave her longtime personal assistant a heart-felt hug. Lasivia blushed, feeling a bit awkward, but she had received such hugs from Valles before. She started to wonder what was about to happen, and (internally) kept her fingers crossed, hoping for the best. She didn't have long to wait.

"Come." Valles smiled, leading her assistant over to the lounge, whereupon she removed her light white robe and sat in her sleeveless gown. Lasivia was in a typical dark dress that went to her midcalf. As they sat together, she looked at Valles hopefully.

"My dear," Valles began. "You have been the most loyal and trustworthy person I could have ever wanted in this position. This is why I have kept you here all these years. You've seen me at my best, and sometimes, at my not-so-best," Valles laughed. "But now, it is time that I recognized you for all you have done for me, and by extension, for Lianna."

Lasivia's jaw dropped. "My Lady … er, my Queen, I …"

"Yes," Valles grinned. "Now that I have become Queen, and we are building the new Capital City, you are going to get a new role. I'll still be using my office here at the top of the Tower, but I will be going back and forth between here and the new Palace once it is opened, and you, my dear, are going to be in charge of my household, my schedule, and my personal ships and all of my other residences. You will have a staff to manage as well and … best of all, I'm granting you a Title."

"Whaaaaat …" Lasivia sputtered out. "Valles, I don't know what to say. I'm just a regular gal, from a regular family, nothing special, but it's been such an honor, serving you all these years."

"I'm the one who has been honored," the Queen laughed. "So, Baroness Borges … Lady Lasivia. How does that sound?"

"It … sounds … great! Thank you, so much."

"Now," Valles continued. "There will be a transition period. First, you will have a new apartment in the Tower, on the 150th level, two bedrooms, so you may have a guest – perhaps your dear mother, I know how much she means to you – and a suite in the main urban palace, which you shall occupy, temporarily, until the new Palace in Vallesia has been completed, whereupon you will stay on the sixth level below my Royal Apartments on the seventh."

"Okay," Lasivia started, her face turning into a grin, "what would I be Baroness of, exactly?"

"That's my girl, always needing to know the details. I've rather liked that about you. I suppose … either Baroness of the City or of Vallesia. We'll work that out. But … your first duty will be to find and train three people to work under you and start to assume your current role as my personal assistant in the City and at Santhé Corp. You and I are going to be traveling together quite a bit in the next few weeks. So you'll get your own permanent quarters on the Belladonna … and I'm going to give you your own shuttle so you might better be able to get around and see to all of your new duties. It should go without saying that your salary will greatly increase, to … about, say … 20 million credits, from which you should be able to hire your own personal staff as a member of the Peerage."

"Will I get my own palace, like Ry did?"

"Not just yet," Valles chuckled. "But you'll have plenty to do and you're going to accompany me to the ground-breaking this afternoon. So, if you're going to be seen in public with me, your wardrobe will get an upgrade. This will be time for you to develop your own personal style, like any Lady of Lianna is expected to do."

Lasivia took a deep breath, smiled, then opened her arms and graciously hugged the Queen, who smiled back at her in return.

"My dear, you have richly earned this. Take some time, tell your family, whatever you need to do, after the ceremony this afternoon. We leave in about two hours."


Lianna, Kalpania District, site of Vallesia City, 0 ABY 10 months, 30 days, 15 hours

The ground-breaking ceremony was another occasion for Valles to set the tone. The LTV network people were there, interviewing various members of the Peerage and the Legislature, while everyone awaited the arrival of the Queen. She was, as usual, punctual, and the ceremony started. It being a warm day and as the new capital was much closer to the equator than Lianna City, Valles had switched to a turquoise and white short-sleeved dress and had on matching boots as she strode to the podium, with a lighter platinum crown punctuated with a few large clear stones. Her hair was tied into a single long braid down her back. All talking and the like ceased as she tapped the mic to call for attention.

"Everyone, thank you for coming here today. This will be remembered as an historic occasion, where we, the people of our beloved world, dedicate our new seat of government. The plans are grand, as befits a world of our importance. Now, I realize that some off-worlders have noted that we don't choose to cover our planet with an urban landscape, and, quite frankly, I would hope that we never will. In the heart of every Liannese is the understanding that our way of life simply isn't possible without a close harmony with our environment. And so our Capital shall embody that spirit in its design and its demeanor. We chose a warmer part of the planet partially because our people enjoy being outdoors and feeling the warmth of Kyall, partaking in water sports and the like. All of that will be possible here – once everything is complete. This will be our face to the Galaxy, and various worlds are going to site their embassies here and move away from the City. So … there is much to do. At this time, we are going to take that ceremonial first shovel of ground on the land where the Palace will be constructed. As we have all of the needed materials now ready, the building will rise quickly and I expect to move in here in about two months or thereabouts. Work will continue around the clock until the Capital is complete."

Valles then came around in front of the podium and was handed a gold-plated shovel with a pearl handle. Smiling, she took it in both hands and raised it overhead, to mild applause from the gathering of about a thousand people of importance from around the planet. She then took the shovel and firmly stabbed the ground with it, stepping with one foot onto the top of the blade then pushing it into the dirt. She then bent over, scooping up some of the ground, then deposited the loose dirt in front of her. She then stepped back, as the media people snapped several shots of her, while the applause resumed.

"And there you have it, fellow Liannese. This is Natan Fluh of the LTV network, and we've just witnessed our beloved and gracious Queen commence the building of our new Capital City of Vallesia, named after her as we all know she richly deserves. No one has worked harder for us than our Queen and we the people of Lianna are forever in her debt."

He looked around and caught Valles's eye, and she decided to give him a couple of minutes, walking over to join him.

"Ah, your Majesty, we are greatly honored. What might you want to say to the people watching today?"

"Only this, Natan. I am honored to serve as your Queen and this beautiful new city is for all of us to enjoy and take pride in. In just a few months, it will be completed, and we invite everyone who can come to visit it. And we then extend our welcome to the Galaxy at large."

She stopped, perhaps waiting for another question, but also scanning the audience carefully. Everyone who needed to be there was there, in her mind, so she smiled and slowly nodded her head a few times.

"Your Majesty, we are indeed looking forward to seeing it. And so when do you expect to take up residence in your new Palace?"

She chuckled, then answered. "It's looking to be about three months from now. It's going to be rather busy here in the meantime, and we won't be able to allow the public in during that interval."

As Valles then signaled she had to leave, Fluh wrapped up his short interview.

"A pleasure, as always, your Majesty."

Valles waved to the crowd, then turned to walk away, boarding a speeder with Lasivia climbing in behind her. They returned to her Royal Shuttle, and headed back to the City.


Felucia, Order Assembly Hall, 0 ABY 11 months, 1 day, 10 hours

Two days after attending the ground-breaking ceremony for Vallesia City, Ana and Ry traveled to Felucia via the Concordia II and were riding the shuttle down to the Order's spaceport on Felucia. Both women were wearing sleeveless silk dresses for the normal heat and humidity, Ana in red, Ry in yellow. As they were expected, the personnel at the landing site alerted Master Ahsoka to their arrival.

The Togruta Master arrived in her newly purchased custom speeder, that had comfortable seating and a convertible top that allowed for air conditioning on warm days. The Liannese guests greatly appreciated their hostess's consideration and were quick to thank her.

"I just wanted to be mindful of the Duchess's level of comfort," Ahsoka laughed, remembering how she had been received at Ana's palace on Lianna. "I knew Ry was good either way."

The Mandalorian laughed at that. "Yes, Ahsoka … you have a good memory."

They soon arrived at the Assembly Hall, which also had been upgraded recently to central air. So much had been done on the planet in the past few months, one key addition being a miniature fusion reactor that powered the block house and all of the Order's facilities. This unit was encased in a hardened cylinder that could not be opened without the proper security access of an advanced Force-adept person. Ry and Ana followed Ahsoka inside and they went to Ahsoka's new office, which was created during the last expansion of the Hall about three months prior.

As the three of them took seats in the conference area, Ahsoka then asked, "So what's the next step here on Felucia? You'll notice we've made some important changes."

Ana responded, "Yes. I'm most impressed. Shaak has an excellent corps of technical people employed here. Are they part of her Order?"

"They are. We've spent much time on education for the acolytes as they progress with their training. Shaak herself has done much of the instruction on science topics and courses. She understands biology deeply, also physics and chemistry. But we also have been most fortunate to have the services of another former Jedi Knight who taught these subjects back during the Temple days. Both Shaak and myself have been in her classes."

Ry perked up, "I'd love to meet her."

Ahsoka chuckled, "why Ry, you already have … I'm referring to Varda Wahi."

Ry's jaw dropped at that. "Oh … is she here now?"

Memories came flooding back to the Mandalorian-Liannese noble. Ana looked at her with curiosity. Ry then added, "Ana, she is someone I've wanted to tell you about, but hadn't yet found the time. I really had no idea where she might be," she stated, which was only partially true. Around 13 BBY, Varda, along with Ahsoka, had helped Ry recover her Force ability after she had lost it. The circumstances of this were not something she was particularly proud of.

Ahsoka had picked up on this vibe. "Yes, she is. I'm not sure exactly where at the moment, but she could be elsewhere in the Hall, teaching a class. We usually do that in the mornings, with outdoor training in the afternoons, for the acolytes."

She turned to Ry. "I'm sure she'll be interested in seeing you."

Ry thought about this for a second. Yeah … about that. She may not take the news of my whereabouts as well as Ahsoka seems to have … but she kept a neutral expression for Ana's sake. For her part, Ana figured this was something she could discuss with her partner in private. We all have things in our past … the question is what did we learn from them. Ry will tell me more about this when she's ready, I have to believe this was a difficult period in her past, which led up to her being captured by Cad Bane, of all people.

Ana then asked, "Ahsoka, are you ready to go over the plans for the city, here?"

"Sure, I'd like that."

Ana pulled out her com device and launched a holo presentation, then began to narrate.

"So, here, we have arrived at a basic street grid, and a central location within it for the palace – which I will use for when I conduct business here … the person I've been in communication with is Miss Lumoxa."

Ahsoka nodded. "Yes. A dear friend of mine, from Almania."

"Okay," Ana smiled. "And this palace will also be appointed as Shaak's more formal residence, once she becomes the Empress. So we will have some administration buildings nearby. Perhaps Miss Lumoxa might want to set up her offices with me there?"

"Wait …" Ahsoka started. "You're going to govern Felucia?"

"That's right." Ana chuckled. "I had assumed the Queen informed you."

"Well, I knew that the planet comes under Liannese jurisdiction these days, and Valles had assured Shaak that everything would function as it has … I just …"

"Not to worry, friend. I'm only going to be in an oversight role. The Order will still handle day-to-day activities and proceedings. We can fine-tune it as you all would like. I don't want to be any kind of impediment."

"I'm good," Ahsoka smiled. "And I feel certain that Shaak will be too. So long as Frehya is involved, all of our interests will be looked out for."

"Looking forward to meeting her," Ana nodded in return. "She seems to be someone the Queen would also appreciate."

Ana continued the presentation, then took a couple of questions. Ahsoka then received a Force-based message from Shaak: My child, I see your friends from Lianna are here. Varda and I will be joining you.

She then asked, "so how fast can your team put this together … I'm asking about the palace and the city area, and how far away from our Order facilities will it be?"

Ry answered. "With our platform ships, we can bring the materials in one trip and these can be lowered to the surface via our controlled descent. You saw this already with Avalonia … then our droid corps can do the grunt work while my guys will direct things. Most of this can be done in about three rotations. We'll be at least 20 km from the Assembly Hall."

Ahsoka nodded. "That's fast …" she then laughed. "Well, Master Shaak is on her way over now. We will need her to sign off on it, but I think I'm good."

Two minutes later, Shaak and Varda arrived at Ahsoka's office. As they entered, Varda noticed Ry, someone she knew, but hadn't seen in over 12 years. They glanced at each other, but Ry decided to let Ana talk first, and Varda deferred to Shaak.

"Good morning, Master Shaak," Ana said in a warm tone. "Nice to see you again. Are you interested in reviewing the plans for the Felucia City development?"

Shaak chuckled, then looked at Ana kindly. "Welcome, Duchess. So I understand there has been a change in the Santhé org chart? Berit is out and you are in, do I have that correct?"

"Yes, my dear Lady. We have switched our responsibilities, per orders of the Queen. Since Countess Kyver here is helming the operational aspects of the development, this just made sense to Her Majesty. Valles wants your needs to always be looked after. I'm your gal."

"Ha-haaa," Shaak laughed lightly. Glad to hear it. So, let me introduce my good friend Knight Varda Wahi. Varda, this is Ana Capra, a Liannese Grand Duchess, and her assistant, the Countess Ry Kyver."

Ry smiled at Varda. "Good to see you again. We've got some catching up to do."

"Hmm," Varda smirked. "We do indeed."

Ana then laughed. "Well, another skeleton from your past, huh, Ry."

"It's not like that," Ry laughed, somewhat uneasily. "I owe quite a lot to Varda. She helped straighten me out some fourteen years ago, along with Ahsoka here."

Shaak was paying close attention to this exchange, then spoke up.

"So … I guess it's a small Galaxy after all. I'm very glad we all seem to know each other now. Thus I can expect the job to be done right."

She turned to Ry. "Countess, would you terribly mind bringing me up to speed on the logistics and timeline? I regret not being able to catch your earlier presentation to Master Ahsoka. But I understand that you folks handle projects like this from orbit with super-large ships that bring in all needed materials."

"That's right," Ry answered, smiling at Shaak. "I've been filled in by the Queen on your overall plans, and thus you will need a residence more in keeping with your new responsibilities."

"Oh, nothing too grand, I suppose." Shaak smiled. "But I guess, if I'm going to be Empress, a five-room cottage isn't going to work. There will be various aspects of the job involved. I'll have a security detail, plus several others in my basic contingent that will travel with me. Yes, it's all rather new, but I've been giving it some thought. So, Ry, are you going to follow any particular plan for the palace?"

"I am. Valles has put her people on the assignment and you're going to get a suitable building of about five levels and about 20,000 square metres for each. Plenty of space."

"I should say so," Shaak almost gasped. "I feel like I will roll around like a marble on the floor of a cargo hold in a place like that. But I will grow accustomed to it."

"Valles will take care of you, Master Ti. You can count on her."

"Very well," Shaak nodded, then glanced at Ahsoka. "Come along, my friend, we've some further details to work out." She then turned quickly to Ana. "Duchess, do you suppose you might contact Valles and inform her that I would like a meeting, preferably here, in the next week or so. She and I need to be on the same page."

As Shaak and Ahsoka left the office, Ana led Ry and Varda out as well. Varda invited them to join her in her new office space at the Hall. When they got there, she had some questions.

"Ry, first, I want to say, it's great to see you again. And nice meeting you, too, Ana. I'd heard from Shaak and later, Frehya, that you would be the overall administrator here and for other worlds in this part of Valles's domains."

"That's right," Ana nodded. "Frehya and I have been in communication. When Shaak assumes her new duties, I understand Miss Lumoxa will be in charge of the Order here on Felucia, as both Ahsoka and Maris will be going with Shaak to Coruscant."

Varda was a little taken aback by Ana's frank assessment. So Shaak is turning it all over to Frehya. She seems quite capable, but things are really going to change …

"So, Ry. I must say, we really were worried about you when you left us back then. What exactly happened, or do you … not feel like talking about it?"

Ry drew her lips into a tight grin. "Well, it's a long story, but, as you know, there was an Imperial bounty on me, and as it turned out, someone came along and tried to collect on it."

Varda's jaw dropped. She looked at Ana, her Force sense telling her that Ana and Ry had become close. "Were you aware of this?" Ana simply nodded, and quietly sent a response via the Force. I'm quite fond of your old friend.

"Anyway," Ry continued, "the bounty hunter was working for Black Sun and the local Vigo called Valles and offered me to her."

"So you ended up on Lianna. And all this time, I had no idea …" Varda noted with a touch of wonderment.

"And I had no idea you were working with Shaak, either. Isn't it funny how things work out?" Ry laughed, a little self-consciously.

"And we just missed each other, because I joined Shaak full-time not long after you disappeared."

"So how are things on Yemer, now?" Ry asked, more than a bit curious. "It's not a world that is discussed much on Lianna, being in the Mid Rim and not heavily populated."

"Well, things continued to improve after you left to join Valles. But about ten years later, there were problems and I had to leave Felucia and Shaak and return to help our friends get off Yemer and move to Dinzo."

"Dinzo?" Ry asked. "Why there?"

"A friend of Maris's knew about it and we checked it out … turns out it was perfect, for a while, but now things have stabilized on Yemer and they're starting to move back. So I felt I could come back here and join Shaak. But now it looks like everything's going to change here. I'm going to see if Frehya and I can make things work, though. She's really nice and very smart."

"Well, hey, look … I feel kind of bad for letting you hang like that, so I'd like to make it up to you. Ana and I have become close and we'd like to see Felucia become a great planet to live on. And, just maybe, Valles will let me go long enough so that we can spend more time catching up."

She glanced at Ana, who then added, "yes, Miss Varda, we're thinking that Felucia could be redeveloped and parts of the planet could become vacation getaway spots for wealthy Liannese … they'd be far away from the Order's facilities. I can assure Frehya of that."

"Oh," Varda half-gulped. "I'm not sure how Shaak is going to react to that. She's become rather fond of the place after having lived here for twenty years."

"No worries," Ana resumed. "We will certainly honor her wishes in any event – can't do anything the Empress won't approve of."

Varda thought about that for a second, and was a touch perturbed. It seemed that Shaak leaving was creating a vacuum that Ana was only too willing to fill. How many people on Lianna know about Shaak's plans, anyway? It seems like Valles is spilling it … well, hopefully it won't matter.

"Okay, so…" Ana then looked at Ry, who smiled and nodded. "Anyway, Varda, it was nice to meet you. We've got to head back to Lianna and there is much going on there that we are needed in. Valles has decided to build a new capital city – named after her – of course."

"Of course," Varda groaned, with a grin on her face.

"And we are very much involved in the planning."

Ry and Varda shared a hug, then she and Ana had to leave, heading over to the Order's spaceport for the shuttle that would take them back to Ana's yacht Concordia.


Avalonia, 0 ABY 11 months, 7 days

About a week later, Ana and Ry boarded a Royal shuttle and were taken aboard the Belladonna, as the Queen wanted to oversee the commencement of building activities on Avalonia. This was going to be a crash schedule and the work had to be done in ten days. Fortunately, much of the needed building sections had been constructed on the platform ships and were going to be brought down from orbit. Santhé Corp had plenty of experience with this on Lianna's orbital platforms, so the same techniques would be used with the ships.

Once off the shuttle, Valles was waiting for them and the two of them went to Her Majesty's Royal Suite and a plush lounge area. The Queen soon emerged, this time in a bright purple gown and flowing robe, with her hair down and hanging freely, all the way to her mid thighs. Both Ry and Ana rose and kissed her hand. They were both wearing matching purple and turquoise gowns and robes befitting their noble status.

"Great to see you, Valles," Ana said softly. "You're looking well. Are you excited?"

Valles laughed openly. "A little. But I'm eager to get this going. A ten-day schedule to build a beautiful palace and its supporting structures, along with the beginnings of a village around it, plus a spaceport and an advanced medical center. These are all requested by Her Magnificence, Empress-to-be Shaak Ti. I told her we would not fail her, and thus we shall not."

"Fortunately, most of the building blocks are in place," Ry noted. "Once we get them down on the surface, the large-scale repulsor units will help to slide things into their respective locations per the design."

"And you two are instrumental in making this happen. We simply would not be able to get this done otherwise. I'm going to remember all that you have done … once Shaak is firmly on the Throne." Valles smiled widely, as both Ana and Ry curtsied and lifted their skirts slightly.

"And, your Majesty, I would be most remiss," Ana noted, "if I took more than my share of credit. Ry is the one that directed most of this effort and helped to procure all the materials we needed, especially the large amount of gold from Muunilinst."

"Yes, yes," Valles nodded. "A fine effort, indeed. And this work is going to cost hundreds of billions in Imperial credits, but it's all worth it for our dear Empress Shaak." (Left unspoken was that this expense covered less than one minute of the Queen's personal income – but Valles used this income to finance almost all of her projects for Lianna and its satellite worlds.)

She paused to take a deep breath, then smiled at both of them, holding each of her elbows outward, whereupon Ana took her left and Ry her right. "Let's get going!"

Valles led both of her friends and subjects to the transport aboard the massive yacht and they were carried to the bridge. Both Ry and Ana felt honored to be so close to the Queen at this moment, and they stayed connected to her as they exited the transport and strode onto the bridge and the Queen's designated viewing area. Upon her signal, the ship jumped to hyperspace and the short journey began. Within twenty minutes, the ship had arrived, much to the astonishment of both Ana and Ry, who expected the journey to take at least an hour. Seeing the looks on their faces, Valles chuckled and informed them:

"Ladies, you are among the first to ride on a yacht powered with a brand-new hyperdrive unit that cuts travel time by 66% over what had been the previous speed records. It has been recognized as a Class 0.2 level capability."

Ry gave a low whistle. "That's super-fast. Your engineers must've worked overtime on it."

"Oh, yes," Valles laughed. "And they have been handsomely rewarded. For now, only this ship and the one we are commissioning for the new Empress will have a 0.2 … Shaak is going to be most pleased. She will be able to traverse her Galaxy in just a few hours from rim to rim."

She turned to the captain. "Are we ready to head down?"

"Yes, your Majesty, your newest shuttle is being prepared now."

"I've been looking forward to it."

He then led them to the transport and they were taken to the hangar bay. The new shuttle was clad in a dramatic shade of turquoise, emblazoned with purple "VR" (Valles Reigns) symbols in prominent places. It had been newly christened and featured a similar 0.2 hyperdrive for the occasions when Valles might want to travel a little less conspicuously. The ship had offensive and defensive capabilities as well, and enabled the Queen to use the Force at times to make these super effective, if she so desired.

"It's stunning, Valles!" Ana exclaimed. Ry simply nodded and grinned, as she eyeballed the sleek craft.

The three of them boarded and Valles immediately went to the flight deck. She snapped her head forward and smiled, indicating that she wanted to pilot the ship. The crew were used to the Queen's eccentricities, and they regarded her interest in such details with pride. As she took the helm, the engines engaged, barely making a sound as the muffler devices were engaged. The hangar bay doors opened and the shuttle soon pulled out and away from the mother ship.

Valles then spoke up as she drove the ship toward a low orbit of the newly christened planet Avalonia.

"You'll notice the surface detail is now complete. We have our topography and water system now in place and we will be able to institute weather and climate control just as we do on Lianna. I am most grateful for the support given to this project by Her Majesty's Water Board and their contributions have been noted."

Ry and Ana peered through the forward viewport as the Avalonian surface grew closer. They were approaching in a manner such that this view was above them and this continued until it was time to land, whereupon the ship smoothly swiveled over and the gear extended, allowing a most gentle touch-down. As the three of them walked over to the hatch area, the crew engaged the system and the gangplank was extended as the hatch opened. Valles, Ana, and Ry then walked out onto the platform, which then descended to the makeshift spaceport's surface. A turquoise carpet was quickly rolled out for the Queen and her two nobles.

Valles stepped onto it first, noting the lush quality created by the royal weavers. She was wearing elegant golden slippers that just covered her small feet. Feeling the soft deep pile as she slowly walked, she then smiled.

"Very nice, gentlemen."

Ana and Ry followed, also impressed by the attention to detail from the Queen's coterie of servants.

"A lovely entrance, Valles," Ana noted, smiling broadly.

"Nothing too good for Her Majesty," proclaimed the crew leader. "Now, if you please, my Queen, your new open limo speeder for your touring pleasure."

Valles smiled as they assisted her into the speeder, whereupon she chose the front seat. Ana and Ry then climbed in behind her. The vehicle soon pulled away from the landing area and they traveled across some open areas for about 15 seconds, then came to a small platform, where a podium had been installed and Valles planned to formally open the construction effort. Two more servants, who were waiting for her arrival, stepped up to her and opened a small vessel, which contained a specially-made crown for this event. (Valles liked to have crowns made for each of her appearances and these were to be kept as part of a collection to be exhibited at her new palace at Vallesia City, which was under construction at this time).

Ry and Ana took their seats among a few others on a makeshift gallery area, prepared for the Queen's formal opening. Valles then stood behind the podium and waited for everyone to take their seats. Duchess Berit, Countess Janne, and Countess Livina were among them. Once everyone had been seated, Valles tapped the mic and they were silent.

"Welcome, everyone. I called you here today to celebrate the rebirth of a world … once barren and lonely, now lovely and inviting. It's a place where you will go to relax and get away from whatever might be troubling you – some might call it paradise – a land where all is beautiful and clean, where it always smells nice …"

Valles laughed for a second, and the audience gave her an appreciative titter.

"But seriously, folks …" she half-laughed again, then concluded, "I'm doing this for my good friend Master Shaak. I'm not going to say much about her right now, but soon everyone's going to know who she is. And in about two months or so, I'm going to invite everyone back – and a few more of my good friends from home, like Willis, like Breha, you know. So it will be up to Shaak, but she will likely invite you all, because … Lianna will have no better friend."

She then switched off the mic and nodded to everyone with a smile. Everyone knew Valles was a woman of a few well-chosen words – the best leaders were often those that didn't put their audience to sleep. As she backed away from the podium, she signaled to Ana to join her. Naturally, Ry also came along – as Valles knew she would.

"Okay, girls … let's get this done. Ten days. It's not a drop-dead date but a target. I don't know exactly how much time we have, but Shaak is doing what she has to do on her side and it's getting down to the end game. If you need anything – anything you can think of – get a hold of me. I'll drop what I'm doing and take care of it."

"Thanks, Valles," Ana answered, patting the Queen on her right shoulder, giving her a solemn look while half-smiling. She turned to Ry.

"What happens next?"

Ry laughed, glanced at Valles, giving her a thumbs-up sign. The Queen smiled, then turned to go, joining Berit and Janne, who seemed to have something to tell her.

Ana didn't pay any attention to that. She turned to Ry.

"Well, I imagine Valles will want to head back to Lianna. I'm going to have my people bring the Concordia over here so we can get aboard and change into more suitable clothes for this effort."

"Sounds like a plan," Ry chuckled, then gave her lover a quick peck on the cheek.

"By the way, love, did you find time to tell Valles about your earlier mishaps as Agriculture Minister?"

"I did."

"What did she say?"

"Well, it's funny. She didn't exactly give me a pat on the back, but she basically said that we all make mistakes and the important thing is to learn from them and then make restitution to those we've done wrong. I told her that I had started to do that for the people of Yemer and I had worked with Ahsoka and Varda – whom you met the other day on Felucia."

Ana nodded and smiled. "I'm very glad to hear that. It just so happens that some scuttlebutt is making the rounds on Lianna in some circles where they learned of your involvement. So long as the Queen is not blind-sided by this when they tell her about it."

"Yeah … but I think she will not worry too much about it, from the way she took the news from me. I got the feeling she already knew, but I don't know how."

"And you never will, with Valles. One of her favorite things is acting as though she knows all and sees all – and most of the time, she does."

"You're certainly right on that, Ana. And I also am getting the feeling that she will sweet talk someone right up to the moment she stabs them in the back. Remember how she treated Wilhuff Tarkin …"

"Ooh, yeah," Ana chuckled. "Dying on the Death Star was relatively painless compared to what she would've done with him over the destruction of Alderaan. She managed to hide it fairly well, but I know for a fact that she was livid over this and this was a big factor in her decision to help Shaak take down Palpatine."

"Speaking of that," Ry noted, "what do you think about her longer-term aims concerning Shaak? I'd always got the feeling that Valles sees herself as the Empress someday."

"Ha," Ana laughed. "No doubt about that, but I also get the feeling she genuinely admires Shaak. But maybe it's just because she's trying to understand how powerful Shaak actually is. There's much mystery surrounding her. I've tried to research it, but the Imperials don't have much in the database about former Jedi Masters."

Ry nodded again. "Right. And that's likely by design. They don't want that knowledge out there, but I know there are some who've studied it, one of them being Vader."

"Well, he was one too."

"A Jedi, but never a Master … which means he never was able to access the ancient knowledge."


Shili, 0 ABY 11 months, 14 days

Another week later, Shaak awakened and had received a communique from her home world. She hadn't had much time in recent years to visit Shili, but a trip she had taken three months earlier with Ahsoka – which was very beneficial for the younger Master – had served to connect her with the Force and its adepts who lived in secret on the planet. Shaak had put together the final battle plan and the luring of Palpatine into her trap, so now it was about looking forward to the time she would assume power.

Shortly after the Felucian sunrise, the Grand Master of the Order fired up the Intrepid V and set course for her home world. The trip would take about six hours and thus she had time to meditate and plan. Before leaving, she informed Maris the night before and the Zabrak soon relayed the news to Ahsoka and Varda. The younger Togruta quickly assumed command of the Order as Shaak had earlier designated her as having that responsibility. Indeed, Ahsoka wondered whether this might become her position full time once Shaak had become Empress, but she didn't want to raise the question just yet as Shaak was hesitant to discuss hypothetical situations. As her voyage to Shili went on, Shaak started thinking about these new contingencies and knew she did not want to walk away from her responsibility to a group that she had originally founded.

When this journey started for me, there was seldom a thought about what would happen if I was successful, but as time went on I realized success was no longer just a dream. Once I decided I had to become Empress, I became more determined to get there and my focus became much narrower. Now that the goal is in sight, what happens to everything else I have built? The Order has grown strong and we have good leadership – but who shall run it and take on the responsibility of training? Maris and Ahsoka are of course most qualified but I have other roles in mind for both of them. Can I trust Anakin? The Force tells me that I can – he is a different individual now, able to see his choices with a mind cleared of pain and anger. I will keep my promise to him and rebuild his body, thus freeing him from the semi-mechanical existence that Palpatine relegated him to, and I would expect him to be most loyal to me in regard, as Anakin has always needed someone to look up to and I am happy to guide him. But I know I need not make these decisions hastily. Too much is riding on me making the correct ones. With great power comes even greater responsibility. The job of Empress is not about my personal glory, though I will be tempted by the entreaties of the people, who have suffered for so long, and well before the reign of Palpatine. I am unfamiliar with being in a position where everyone will compete to serve me, satisfy me, glorify me, and yes, even worship me. Much to consider here.

She then turned in for a long nap, and once awake, she was close to Shili. When Intrepid dropped from hyperspace, Shaak saw no Imperial vessels in orbit this time and there were no problems for the "medicinal healer" in obtaining a landing slot at Corvala's main spaceport. Once on the ground, Shaak contacted her father and he agreed to meet her in the city, as he was going to be at the restaurant anyway, later that day. The two met in a small café a few blocks from the spaceport and settled into a quiet booth together after sharing a brief embrace.

"So good to see you again, my beautiful daughter," Kaa'shaan Ti said softly. "You seem well. Are your plans continuing on schedule?"

"Yes, Father, they are. It won't be much longer now, perhaps a fortnight at most. So I came here today to follow up on a message I received from the Kuu'gru."

"Ah, Shaak, were there any details … I assume they of course know of your plans."

"Only in a general sense. When I was here three months ago, I told them I would be going to Coruscant and proclaiming a New Day for the Galaxy, but nothing specific. I will cover that with the elders."

Her father smiled and their caf order came. They both sampled the brew, a rather strong variant compared to the caf being served on worlds such as Lianna. But Shaak preferred this style, as she could sense the feeling of the trees from whence it came, so strong had her perception become. Kaa'shaan picked up on that with his own limited Force awareness.

"Events are moving fast for you now, my dear. I hope you will be able to manage. Your decision-making power will be tested."

"Indeed it will, Father. But I have made this commitment. Untold numbers of people are depending on me."

The two continued along this tack, then it was time for Shaak to head for the Kuu'gru Temple in the red grasslands of the various plains of Shili, about one hour away via speeder – a vehicle that could travel 120 km over that time interval. Upon arrival at the Temple, Shaak was greeted by two younger Kuu'gru currently in training.

"Greetings, Exalted One. We are most honored by your presence today."

Shaak was in a deep blue velvet robe and matching silk gown, and was grateful for her foresight regarding the climate. There was a chill in the air as winter was approaching over this part of the planet. A quick glance toward the horizon saw a storm forming and soon the ground would be covered in snow. The two apprentices showed her inside the Temple entrance structure and they soon descended down to the first level. The Elder in charge of the Temple, Mee'luuk, came forward and bowed deeply to Shaak, then kissed her offered hand.

"Please rise, my friend," she responded.

"We are gratified that you could join us today, Master Ti. We have four daughters of Shili who will be most suitable for the roles you have specified. They come from established families and have indicated their desire to serve you in whatever capacity you may need."

"May I meet with them now?"

"Yes, Master. I will take you to them."

Mee'luuk took Shaak over to another shaft that descended further into the underground and they arrived on the same level as the large meeting area. This structure was actually a few hundred years old and had been painstakingly excavated by earlier generations of Shili's priestly class. He opened a door that led to small sitting room, which was adjoined onto several dormitory rooms where some members of the class lived. Waiting there were four younger Togruta women, all around 20 years of age, reasonably tall and with well-developed physiques that had been maintained by regular exercise and weight training. Upon Shaak's entrance, they all snapped to attention. The Elder introduced them to Shaak thus:

"Here we have two pairs of sisters. They are among the finest we have ever trained and sponsored, and we believe they will serve you well upon the commencement of your new role, and that of Master Tano."

"Ah …" Shaak smiled. "I can tell already that they are going to be perfect for us."

She turned to face the group. "Please tell me your names."

"Tuuraa'saa Muu'kah," the first girl answered.

"Kaa'maa Muu'kah," the second followed.

"So, the Muu'kah family," Shaak made a mental notation. "My father had once mentioned them. And, the next two of you, please."

Mee'luuk then gestured to the other two maidens. They stepped forward, the older one going first.

"Emuu'ta Ree'zaa"

Her sister added, "I am Tuu'waasa Ree'zaa, Master."

Shaak nodded, then smiled. "The esteemed Ree'zaa family of Corvala. I am sure your parents are most proud of you. The two of you will be in my direct service … and …" she turned to the first two young women, "you both will serve Master Tano."

Shaak then stepped back, to address them as a group. "You four will gather your cherished possessions and prepare to leave in seven days for Avalonia, where you will await my arrival a few days after that, along with Master Tano. When you arrive, you will be given instructions from the Liannese delegation that is being appointed by Queen Valles. Do not worry much about clothing, all of you will be given the wardrobe as assigned to you by myself and created for you by a leading design studio on Lianna. I want to welcome you into my soon-to-be royal house on Avalonia and you will have assigned quarters there in the new palace currently being constructed to my specifications."

The Master took a deep breath and exhaled. "Are there any questions?"

The four of them all shook their heads. The directions seemed clear. Emuu'ta spoke first and curtsied.

"Master, we are humbled by the opportunity to serve the Empress. We have been prepared for our assignments."

Shaak nodded, "and the four of you are all adept with the Force, am I correct?"

"Yes, Master," they answered in unison.

"Very well," Shaak chuckled. "I am looking forward to having you in my service. You will learn more about your responsibilities in the days to come, and I will see you in about two weeks. That is all!"

They all curtsied to Shaak and then filed out of the room. Shaak turned to Mee'luuk.

"Sir, I believe you had one additional item to cover?"

"I do, Master Ti. Another new acolyte. From an unknown family, she was an orphan who joined with us over ten years ago, her name is Muu'saama."

Shaak thought for a second, then said, "can you take me to her?"

"Indeed, Master Ti. Please follow me."

A couple of twists and turns and Mee'luuk had led Shaak to a training room, where, inside, a young Togruta of no more than 18 years was practicing moves with a wooden approximation of a light sabre. Shaak took one look and her face broke out into a wide grin. When the girl saw Shaak, she stopped what she was doing and stood solemnly, then giving the Empress-to-be a full bow.

"Pleased to meet you, Muu'saama. I am Shaak Ti, Grand Master of something we call The Order. You have been called to my attention. Would you be interested in joining our organization?"

"I would, Master," she replied evenly, her gaze meeting Shaak's.

"Give me your hands, young lady," Shaak directed, while extending both of her arms forward.

As Muu'saama's hands clasped Shaak's the energy transfer began, with Shaak surging a small current into her. This was met with an equal amount of Force energy in return from Muu'saama. Shaak looked her in the eye, then surged even more energy, but it was again met evenly. I mean no harm, young lady … you are an impressive young student. I foresee good things from you in the weeks, months, and years to come.

Muu'saama answered in kind. I will be your humble and trusted servant, my master. You can trust me and I will not fail you.

Shaak then gave her a soft smile, then a short nod, which was returned by Muu'saama. She then spoke.

"Welcome to the Order, young Muu'saama. You are going to be my newest apprentice. You will train with me personally for a time before embarking on your course of training and study in the Order. Please gather up those belongings you want to take with you. When the time comes for my new servants to go to Avalonia, you shall go with them and await my later arrival. Then your time with me will begin. Congratulations are in order. A new world, full of promise and opportunity now awaits you."

With that, Shaak turned to go. Mee'luuk followed her and they made their way together back up to the surface of Shili, whereupon she climbed into the speeder and headed for Corvala city. One more item seen to.


Lianna, the City, Santhé Tower, Valles's Office, 0 ABY 11 months, 17 days, 10 hours

Valles Santhé was preparing for another Santhé Corp high-level meeting, to which she had also invited Duchesses Berit and Ana. Berit arrived first, about 15 minutes before the scheduled time. As Lasivia showed her in, Valles came to her directly.

"Good morning, dear Berit," the Queen chirped happily.

Berit smiled and curtsied. "Your Majesty." She then kissed Valles's right hand and the two of them clasped hands for a second.

"I see you're a bit early," Valles noted. "Good thing I had some free time. What's on your mind, my friend?"

"Well, Xanim, I was wondering if you'd had time to consider what Janne and I had to share with you … regarding the Countess of Kiveria."

Valles chuckled softly. "I have."

She then walked over to her desk and was seated. Valles had on a light turquoise dress, about knee length, and looked business-like, with her hair braided behind her, and medium-height heels of the same shade on her feet. She first checked the screens and then looked up at Berit, who was a touch uneasy over the Queen's reaction. Valles seemed to be deliberately making her wait, for some reason that was not immediately apparent. Berit knew better than to follow up, and waited patiently.

"Berit, I'm not sure you … and Janne … are aware of the relationship I have with the Countess. However … I was already aware of the accusations being made against her, and though these allegations are unfortunately true, there is little that can be done retroactively."

Berit started to say something, but Valles raised her left hand, indicating she was not finished. Interrupting the Queen would be more than just bad form at this point.

"I don't want the impression to be given that I am … in any way … in approval of what was done. Yet we all know how many abuses were done in the name of Imperial policy … in various areas … during the early part of Palpatine's reign. Ry has made amends with the people of Yemer over this most unfortunate development – which took place about 14 years ago – that caused great damage to the local sentient species. The Galactic Empire has a record of similar damage on worlds such as Geonosis, Gorse, and a number of others, including, most egregiously, Alderaan. The regime we are looking to install – soon – will take a very different course of action."

At this, Valles paused and Berit was free to comment.

"Your Majesty, you are of course, totally correct. But you certainly understand how this looks on Lianna, for someone who is not of Liannese ethnicity, to have received a position in the Peerage, and so close to you, besides. We of course take environmental matters most seriously. I don't want anything about your own glorious reign so far to be tainted."

Valles smiled. "I appreciate your concern, dear Berit. And that of Janne, as well. But all she can do here is conduct herself admirably in the years that followed – which she has – and become a model citizen of Lianna. And that's part of why I rewarded her with her position. I highly trust her – she has done great things for me and I expect her to keep on doing them."

Valles took a sip from her water glass, then continued. "So, your position on this is noted and you know I will always welcome your opinion on matters pertaining to Lianna. I wouldn't want you to think I don't have a sympathetic ear for your concerns. You aren't Grand Duchess by accident. You are someone I greatly trust and have come to hold in high esteem, just as I do Ana …"

At that moment, Lasivia had shown Ana into the room and the Livornian was patiently waiting. Valles then noticed her and rose to her feet.

"Are we good, Berit?"

"Yes, your Majesty. I appreciate you taking the time to discuss this with me."

Valles motioned to Ana, who soon joined them.

"Berit …" she nodded, slightly lowering her head.

"Ana …" the northlander answered, repeating the gesture.

Whenever Berit and Ana were together before Valles, this type of dance was usually performed. Each knew her role and played it to well-rehearsed perfection. Both Grand Duchesses had a grudging respect for one another, and Valles was careful never to show favoritism. She had given them joint organizational control over the 43 or so worlds that made up what had come to be known as "Greater Lianna" and the two had drawn a diagonal line that bisected this territory. Valles allowed them each five percent of her revenue and tribute from these worlds and this had enabled them to both add substantially to their already prodigious wealth. Ana and Berit were the two richest individuals on Lianna after Valles herself. After some prodding from Valles, the two agreed to flip their areas of responsibility, thus giving control of the valuable system of Raxus (which contained two habitable planets) to Berit, while Ana gained Felucia and the rest of the Thanium Sector. The deal would seem to have rewarded Ana more, but once Valles weighed in, neither of them were in a position to disagree. Both knew that the Queen delighted in pitting rivals under her against each other so as to see which were stronger and more willing to fight for her. In a way, they had to keep up the appearance of a rivalry for Valles's sake, so the dance continued.

"What is the agenda today, your Majesty?" Berit asked in a coy manner, while Ana raised her eyebrows and nodded with a sardonic smile.

Valles chuckled, seemingly delighted at how her two most trusted subordinates carried on, also knowing that they had more in common than they had to divide them and that they would always put Lianna and its welfare first. The hour of the scheduled meeting had arrived and three male high-level Santhé-Sienar executives entered, wearing opulent business attire, marked by expensive jewelry. Liannese men of means liked to advertise this by the cut of their clothes and golden jewelry, with the size of precious stones being a key feature. Valles, due to her meteoric rise to the top of the Liannese "food chain", was celebrated for her flashy and colorful fashions, her voluminous hair, dominant fragrances and overall swagger. This attitude echoed through the rest of "high society" on the planet, for if the Queen did something – whatever it was – she was sure to spawn imitators. Needless to say, the fashion industry was simply mad about Valles and her love of self-expression. Powerful Liannese women, in particular, changed their wardrobes on a regular basis and many of their outfits found their way to resale markets in the less-affluent parts of the planet and to other worlds in Greater Lianna. The men knew to never upstage their wives or partners, due to the role women played in the society, but Valles wanted to ensure that avenues to power and importance were open to either sex, as she understood that talent was the key attribute she wanted to see develop.

As everyone made their way to the conference table, they were seated, then quickly stood as the Queen went to her throne-like chair at the head. Once she was seated, they could then follow.

"Good morning, everyone," Valles chirped, seemingly in a good mood, but she usually always tried to give this impression regardless. If Valles was not smiling – for any reason, real or perceived – this was taken as a sign of possible danger. Despite her desire to always appear in control and her usual unflappability, she was also known for sudden changes in outlook and attitude and this was greatly feared. She, of course, loved to keep people under her off balance, so she could see how they reacted. She continued.

"I know you all are wondering what we are doing here today … I shall get right to the point. When have you ever known me to do otherwise?" she chuckled.

"Of course, we are building the replacement to the first battle station, which is the Peacekeeper Project. And that one is proceeding well at Endor. Today, I would like to announce the next five of these stations to begin the development phase, beginning with siting and basic procurement. One is going to start right here in Greater Lianna, near the planet Voss, in what we once called the 'Allied Tion Sector,' but is now known as Lianna Central. I know there was some concern over availability of the raw materials needed for the frame and other basic components, but we have undertaken a more thorough analysis of these in our immediate area. Both Greater Lianna and the adjoining areas which are allied with us contain many valuable stores of these. Our second location will be the Almania System, up in the Mortex Sector. I am rewarding them for agreeing to join in our northern protectorates, along with the remade world of Avalonia. We've even given the Almanians a presentation on how some limited engineering on our part might help to ease their extreme winters and make the planet a more hospitable place to settle. Land is freely available there and there are abundant raw materials on the planet and its three satellites."

Ana saw her opportunity to react, and glanced at Valles, who nodded, while continuing to smile.

"Your Majesty, have the sites been chosen yet for the other three Peacekeepers, and, how many of these ultimately do you envision being constructed?"

"Yes, dear Ana, we are still reviewing candidate worlds on the other three, and have not come up with a definitive total. We might go as high as ten, but it remains open at this time." Valles cleared her throat and added, "I would like to further state that His Majesty the Emperor is greatly pleased by the progress we are already making on this project and, for our part, Lianna will only gain from this exposure."

Berit then wanted to weigh in as well. "Valles, what is the timeline for completion of the first two stations?"

The Queen stared at her for a full second, then replied. "We're sticking with the two-year estimate at present. These require significant expenditures in droid labor and manufacturing. The Empire is reimbursing us for much of this, but I cannot get you the details. Berit, you are nominally responsible for the project in the Voss System, they will be requesting a day-long meeting and tour of the system so that you can get up-to-speed on this. More information will be forthcoming, but I would like you to schedule this no later than ten rotations from now."

"Yes, my Queen. It shall be done. Thank you for your confidence in me."

Valles smiled, benevolently. "Thank you, Berit. I always know I can count on you. Any issues that you may have on this, please do not hesitate to bring them to my attention."

The Queen, then sipped from her water glass, took a deep breath, and then made a short announcement.

"Everyone, at this time, I would like to honor my long-standing personal assistant, Miss Lasivia Borges." Valles then spoke into her office intercom. "Dear, please come over here to the conference table. This is your moment."

Lasivia then entered, a spring in her step as her heart quickened. She had a new look, her brown hair in an new, more elegant style, and she had on a lovely turquoise-and-yellow full-length dress, with a petticoat underneath that gave it a soft rustle as she walked. She then took her place, standing to the Queen's right.

"This is to announce that, going forward, you are now Baroness Lasivia Borges of Lianna City and will now become the chief of my Royal staff. Lasivia will accompany me at all times and have her own suite on my yacht and will also have a beautiful new apartment on Coruscant in the Republika 100 district."

Valles again pressed the intercom. "Arumisa, please come in as well."

Another younger woman, of about 25 years, entered. She was in a dark blue knee-length dress, that went well with her light blonde hair, and she was carrying a small elegant wooden box. Valles then motioned for her to join them, and she took her position to the Queen's left. Valles continued.

"Arumisa Jinglaba, of Hordaland, is my new personal assistant for all Santhé Corp business and will be working from Lasivia's former position. She will manage this office in the Tower and control all access to me while I am in the City." Valles turned her head to face Arumisa, then added, "if you please."

Arumisa passed the box she was carrying to Valles, who opened it to reveal a small tiara of platinum, inlaid with several small turquoise stones. Valles turned to Lasivia.

"This, my dear, is to symbolize your entrance to the Liannese Peerage. As the first member of your family to reach this achievement, I know it is a day of great importance for you and I have taken the liberty to schedule a banquet in your honor at the Queen's room in about three rotations. Invite everyone you want to be there to celebrate you. I will be there too, of course, but this is about you and you only. Now," Valles then rose from her throne, and signaled for Lasivia to sit on it. The new Baroness was a touch shy about it, but happily settled herself on the soft and comfortable seat. Valles then placed the tiara on Lasivia's head.

"My friends, I give you … Baroness Borges. May her good fortune continue."

The others clapped happily for her. Everyone in the room knew how loyal Lasivia had always been and they were gratified that Valles could show her appreciation so openly and lavishly.

"Go ahead, my dear, I know you have something to say," the Queen laughed.

Lasivia cleared her throat. "First of all, thank you, Queen Valles. Serving you all these years has been such a pleasure. You are simply the most wonderful person to work for that anyone could ever want. As the new chief of your staff, I will continue to give you my best at all times and live up to this incredible honor. Just being permitted to sit in Valles's royal seat – even for a few minutes – is something I will always cherish. All of you are invited to my celebration next week and a good time is sure to be had by all. Now, I had best vacate this seat as it may become too comfortable," she closed with a laugh, one shared by all.


Lianna, the City, Santhia Palace, 0 ABY 11 months, 17 days, 14 hours

A few hours later, Valles received a com message from Shaak, who wanted to pay her a visit to go over 'matters of mutual importance.'

The Queen responded. "Whenever you are ready, my Empress-to-be. Please meet me at Santhia, one of my shuttles is headed for Felucia as I send this."

About one hour later, Shaak arrived at the suburban palace of the Queen of Lianna. She was more regal-looking than ever, wearing a set of three full silk and velvet robes that trailed behind her for about a half-metre. Valles had sent a repulsor throne down to the landing area and Shaak happily mounted it. She was starting to get the feel of what it would mean to assume the Galactic throne and how she would carry herself.

Shaak took a look at the Santhia Palace and noted its general elegance and lighter footprint on its suburban neighborhood. Other residences in the area reflected Santhia's basic architectural look – a Liannese equivalent of a French country chateau in white stone – as the neighbors wanted to emulate the Queen and her design sensibilities. Shaak noted: Valles really has this society under her control in multiple ways, and she does it with a very light touch. It's almost as if they vie with each other for who can most be in her favor. There is little doubt that her power is formidable and she has bigger ambitions, but how and why is she so loved?

Valles, having detected Shaak's arrival, contacted her directly.

"Good afternoon, my dear friend Shaak. So looking forward to being with you again. Please come up to my suite on level five."

"See you there," Shaak replied gently. Upon her entrance to the palace, Shaak was greeted politely by a pair of Valles's attendants and shown to the lift. When she arrived on the fifth floor, another attendant pointed the way.

"Her Majesty the Queen will see you now … she is looking forward to the Master's arrival."

Shaak smiled. "Thank you."

Soon she was in the ante-room of the Queen's suite. Valles appeared, dressed somewhat regally in a long dark gown with a white fur robe over her shoulders. When she saw Shaak, she stepped forward and the two embraced, somewhat warmly.

Valles stepped back and admired the overall look of the Togruta Master, with her elegant attire and detailed lekku that glittered slightly.

"I must say, Shaak, I've never seen you so beautiful. You'll be an inspiration to the Galaxy."

Shaak chuckled. "Glad you like it, your Majesty. I am starting to upgrade my look for the times ahead."

"Very pro-active of you, my friend. Come, let's relax a little. Would you prefer indoors or outdoors?"

"Indoors," Shaak replied. "I'm wearing some extra robes."

"I understand …" Valles laughed. "I've been there myself. Today is a bit on the warm side for the City and its many suburbs. I don't suppose you like short dresses."

"Oh, I can do it," Shaak smiled. "I just wasn't planning to this time … you know, Valles, I was thinking of inviting you to Felucia, when I realized this setting would probably be better … in terms of privacy."

"Yes," Valles nodded. "So … Shaak … I suppose you want to go over the logistics here? To ensure it all goes like we want it to."

"That's right, Valles. When I decide to pull the trigger on this thing, I need the pieces to be in place."

"Exactly. So, the work on Avalonia is mostly complete, per all of your general specifications. You're going to love the new palace. I took into account the sensibilities of your native Shili, and I understand you will be having a significant contingent of your people moving to Avalonia. The apartment blocks for them have been constructed and there will also be plenty of space in the new palace as well."

"Oh, yes, very good," Shaak nodded. "I'm greatly looking forward to this. Valles, I realize that I'm rather new to the idea of being royalty. Shili has not had a king in many decades, it's really not our style, but I want to inspire people with my idea of leadership."

Valles smiled, and nodded in Shaak's direction. "I think you're going to do great. I've read all the materials you gave me, and I must say, you really have thought all of this through – the structure of the new and improved Imperial government – very carefully. If I didn't know better, I'd think you were something of a politician."

It was Shaak's turn to laugh. "Valles, there's a lot about me you don't know. When I was in the Jedi, I studied much of Galactic history and tried to learn which styles of governance were most successful, and I came to a conclusion."

"Which was?"

"That really no type of government will succeed if those serving in it are not of good will and, also, have the ability to make needed adjustments from time to time. A rigid approach usually doesn't work and creates opportunities for those who might look to undermine things."

Valles thought about this, and realized that it echoed her own style on Lianna.

"Shaak, that's quite profound. And, you may not realize it, but we on Lianna have tried to do the same things … for quite some time. I may be the monarch now, but that's more due to a popular desire that I be in that role. Our people are moved by pageantry and pomp, something I am more than happy to give them. I get the feeling you are starting to do that yourself."

Shaak chuckled. "I will. After Palpatine, the Galaxy will be looking for a leader it can respect and maybe even love."

"Well, Shaak, you have something of a regal air about you, something I noticed soon after I'd first met you a few years ago. Luxury and elegance seem to suit you … these are not qualities I would associate with the Jedi – based on what I've been able to learn."

"You are correct on that, your Majesty … Jedi were quite ascetic in my day. At least I was able to get extra items so I could keep them clean. Once I left Coruscant and made my own way, I learned how to create my own silks and velvet."

Valles smiled. "That's quite impressive, considering you had little to work with on that planet. Well, I sincerely hope you will like what we do with it."

"Yes," Shaak nodded, happily. "Your gal Ry seems to have things well in hand, and I feel like Ana will do a good job taking care of things when it's time for me to leave."

"Oh, she will, because she doesn't want me asking her about it later. You'll learn what I've known for a long time – Ana Capra is someone you can trust. She's a take-charge person and that's what you need when managing planets, and she's got quite a bit on her plate. I imagine she will work with whomever you designate among your people."

"I've already taken care of that, Valles. Knight Frehya Lumoxa will be in charge in the months to come, and she will be ably assisted by Knight Xendar Silkaw."

"So, Maris, Ahsoka, and Anakin will be going with you, then."

"Exactly, I'll need them in key positions overseeing the Imperial Military."

Valles took a deep breath and smiled, then stood up and came over and reached her hand out to Shaak, who took it and also stood. The two of them embraced each other, almost lovingly.

"We're almost there." Valles smiled, as she kissed one of Shaak's lekku.

"Indeed," Shaak chuckled, as she smoothed Valles's hair with her left hand. "I cannot do this without you."

I know … Valles said to herself.
