"While most villains in Gotham like to show off their costumes as well have no regards to what the public thinks of them. Some of them, much like Oroku Saki prefer to show their real faces to the public. However to others that truly know his name know him by another that strikes fear into their hearts, The Shredder. Which for many they knew him for as a brutal ninja master who's mastered over a hundred ways of killing a man. While for Oroku Saki, a wealthy entrepreneur who has been invested in banking as well economically businesses that made him a fortune. So what was one of the ways to get back at his enemies? Was to takeover over where they live and screw them in a massive way."

Gotham City-City Hall

It was morning in the crime ridden city, along that there was a meeting happening at city hall where a conference was being held. On the podium was a man with a scar on the right side of his face, along of in a tuxedo looking at several hundred people in the building. Most of them reporters and photographers looking at the man who seek to help Gotham City, Oroku Saki.

"Mr. Saki. Why have you come to Gotham City and leaving from New York City?"

One of the individuals speaking out to the man as the rumors around Oroku were much, so far they had heard about him aiding New York in investing buildings along working with the community. While keeping the streets safe from gangs and also criminal organization that have gripped the people of the big apple.

"For a while I once believed New York was always in trouble with crime and greed, however when I learned about Gotham City having been destroyed and overwhelm with criminal activity. Including a mayor that has been unable to do anything due to his pocket filled with money, I decided to lend my hand into changing Gotham City."

He stated that for the past several years under the care of Batman and the GCPD they had done nothing but keep the criminals down. Though the evil that inspired them live on and have others learn to be like them. Several other reporters begun to ask questions from Oroku as he looked to one of the others as he wanted to hear a question from them.

"Then why be mayor of Gotham and not New York? With how much money you put in the city. Wouldn't you leave it to other competitors able to take your work?"

Asking about if him gone it would be possible that other wealthy entrepreneurs would take his business's. Oroku nodded that while he was here then his property would be taken by others.

"Indeed. However with the people I've helped in New York as well local departments, they've assured that while work here. No one would touch my property."

Informing them that while he could run for mayor here the business and other properties wouldn't be taken away. As the people continued to talk, Oroku noticed his watch which was alerting him about matters he was needed else where.

"Excuse me my friends, there's a urgent matter that I need to see. But rest assured, if you elect me. I promise you that Gotham City will not be full of criminals to harm innocents, and well become organized and protected."

Announcing that while it was strange for a entrepreneur to be mayor was strange, however from his facial expression being focused and not effected by the history of Gotham. He would make sure the city would be peaceful again, as he and several of his security guards walked off the podium. As the people continued to take photos of him and write down what he said, someone amongst the crowd rushed out wearing clown make up while holding a gun.

"Gotham City is a mad house! Anarchy will always reign and no one is going fuck take that away from us!"

Shouting as well getting the crowd frightened as the man shot one of Oroku Saki's men, not deciding to use words in this situation. He rushed right up to the man and did a palm strike to the clown's throat. Forcing him to choke, he breaks his arm as well breaks a knee making sure the shooter couldn't do anything else. Everyone looked shocked at how Oroku handled himself and showing no mercy to the man.

"This is the example that Gotham needs to change. If men like him could come to city hall, then this means they could visit anywhere with no one to stop them."

Telling the people which this was true, henchmen and villains were able to walk the streets with no one noticing. They applaud to Oroku and had officers come off to arrest the man. Not knowing that Oroku had planned this seeing that the clown was one of his foot ninjas in disguise, walking away from the public and the others. His face soon changed into a collective and focus individual as they headed to the limo that was waiting for them outside.

"Report Stockman."

Activating the television screen showed a mutated fly scientist who had hair as well glasses over his bug eyes. He was right now in a laboratory with Frank the plant, who were right now doing experiments on the flytrap.

"Rather impressive Master Shredder. So far the plant has been fused with both mutagen and that of several mixed chemicals that were from the plant woman that.."

Before he could continue about the research on Frank he was about to bring up how he was beaten by Poison Ivy and Harley. Though that got his master's eyes focused on cutting one of his arms, which he had threaten multiple times. Nodding to him Baxter decided to continue his speech on the research.

"So far your forces have been looking for the two women, no sign of them. Especially the traitors, they've completely vanish. As well no sight of Karai."

Telling him about how his daughter hadn't been seen since the fight. While Oroku still despised the fact that his daughter for choosing Bebop over her honor for the Foot clan, somewhere deep inside him. There was a way to bring her back, however there were important things to do than focus on her.

"Continue to experiment on the living plant. I will be there at once."

Oroku Saki stating to Baxter as the screen went off, to which on the side of his seat was the Kuro Kabuto. The helmet that had been melted down from a thousand weapons that the Foot Clan had slain. Placing his helmet on, he looked outside seeing that Gotham would be another part of the Foot. The limo continued to drive off as well observed, which was Batgirl and Slash.

"Are you sure it's him?"

She asked Slash as the oversize the turtle had been acting up for a while since the arrival of Oroku Saki. While her father Gordon had been busy cleaning up the streets trying to be better for Gotham, both her and Slash had been focused on doing the same but from the shadows. However with the arrival of the mysterious Saki, made Slash angered by the scent that was on him.

"Man is Shredder."

Responding back as the mutant could smell both blood and anger coming from the human as the two were doing a patrol since Batman along the others were called out to handle a different situation. Leaving both Barbara and Slash to handle it.

"Just need to be sure. It's not often a up coming mayor could handle himself and not get frightened by a clown. Still it makes no sense, why become mayor of Gotham?"

Barbara questioning how it made no sense to run a city full of masked people and others that could possibly destroy it before he could have one day in office. Before they could continue, she felt like someone was watching them. Slowly going to her belt to pull out a batarang, she was about to throw it. However as Batgirl was about to turn, a sword was pointed almost inches away from her face which was being held by Karai. Slash would attack her but had Shinigami holding a knife by his neck at the same time.

"If it was a Foot ninja, we wouldn't be having this conversation."

Karai stated since now with Shredder in the city and possibly having his men hidden in the shadows, both her and Shinigami couldn't be 'friendly' with the others that they themselves fought together when he battled Harley on Thanksgiving. They soon settled down seeing how the two kunoichi women wanted a word with them.

"We needed to see how you'd handle being observed, and when spying on the Shredder you need to be prepared for anything."

Shinigami warning Batgirl and Slash that while they could have given them a small hit to keep the two alert, if it was the ninjas or his mutant generals Dogpound and Fish face then it be over in seconds. The two said nothing as it was a good lesson, still there was a issue that needed to be said in the moment they were in.

"Ok then. Maybe answer me this, how come Shredder is in Gotham? From what happened during the Thanksgiving fiasco I thought he wouldn't come back."

The masked girl suggested since while most villains seemed to have a revenge cliché when it comes to being defeated. A man like Oroku Saki or better known as Shredder would focus on other matters, however the look on Karai's face showed otherwise since she knew the anger and determination that came when he was beaten.

"No. Whenever a enemy humiliated him or ruin his plans, Shredder would do whatever it takes to ruin their lives. As well exploit any resources that was shown to him, Gotham City? Has both that he could use to make the Foot unstoppable."

Explaining to Barbara that knowing how he was beaten by a pair of criminals along his own mutants. Shredder would do almost anything to make sure to ruin their lives and home, to which Gotham City was the pinnacle of criminal activity as well had many resources he could use to make his clan and himself stronger than ever. While she didn't want to believe her, Barbara knew that if he became mayor then he'd have knowledge of almost everything and everyone one in the city.

"Which is why we need to end him, before your people make a idiotic choice and doom your home."

Shinigami stated at how the only way they could stop him from being mayor was to kill him. That left a bad taste in her mouth as Batgirl couldn't see herself taking a life, especially aiding one in planning the death.

"We don't kill. Arrest at best or even lock him up, but never murder."

Batgirl stating about how that was a serious choice which she couldn't take lightly. While Karai and Shinigami were going argue about this with her, Slash stood by his friend's side making sure they didn't gang up on her. The two could see how protective the turtle was for Batgirl, leaving them to go off on their own in handling this matter by themselves.

"If that is the case, then all the criminals that your so called 'hero' had spared had doom this city already."

Karai acknowledging that the lives that Batman hadn't taken over the years he's protected Gotham had lead up to what it is now. Leaping off the rooftop to return into the shadows, both the masked girl and turtle thought about what she said. While most of the villains that Batman didn't kill have cost the lives of others, it made others inspired to be better. What Karai said was true, that didn't mean killing was always the option. Now focused on finding Shredder, she looked to Slash telling her friend about the plan she had for tonight since he still had Shredder's scent.

Gotham City warehouse-Night Time

Right at the edge of the harbor was a warehouse that Shredder had precured during his arrival in Gotham City. Inside was a laboratory that Baxter Stockman was currently working in while also examining Frank the Plant, who for weeks had been experimented in all kinds of means in learning this new mutation. The flytrap was both annoyed along bored at how this been going on for quite a while.

"Seriously for a bunch of ninjas you could have at least hook a plant up with a television screen? I mean for fuck sake's kids have unlimited control over phones but non of you got even any kind of fun?"

Complaining that at first being captured was terrifying, but now it's gotten annoying since all this time being in the clutches of the Foot Clan. He's been on a table with cuffs as well made sure to not make a move or use his abilities since they were around nothing but concrete and metal.

"Come on I know there's someone listening. This is the same shit that the CIA does during their interrogations, watch this a bunch of times at midnight!"

Hollering at how there was no one here with him, however just as he requested the door slides open showing the scientist Baxter Stockman. Who was buzzing inside with a clipboard and floating around the plant.

"It only dulls the mind my carnivorous flora, so far after we took you from that lovely woman. The DNA within you has much potentially, especially how we tested it on the local plant life we precured."

The scientist explaining to Frank in which he presented him photos of how they drew out the fluids going through Frank's body and tested on the plants. Had changed them into monstrosities, though the living plant rolled his eyes at the mention of 'plant life'.

"Please. 'Killer Plants' is old news, now killer bugs? That shit would be knew, I mean look at you. Basically a Isaac Newton with wings here, make a spider mutant or something."

Suggesting to Baxter about a idea that didn't seem so old which left the fly to write it down. However they heard the door open showing none other than Shredder, it made the fly lower himself to bow for him while Frank. Terrified since while he grew a custom to the silent ninjas and fly doctor, the metal masked man was another story.

"Status."

Saying only a word to Stockman leaving the fly frantic due to how he wanted update on the progress with Frank. Looking at the nots on his clipboard he was able to inform his master about the current situation.

"So far the several plants have been able to come fully alive within twenty seconds. However they've become wild and rampant, I'm working on a serum that could focus their attention on commands when they are brought to life. Though.."

Continuing to go one about the plan of weaponizing Frank's mutagen fluid, Shredder stopped him as he felt something crawling threw his spin. The man remain silent as Frank was about to make a remark about Shredder, though the man threw a Kunai right towards his crotch if the plant made a sound. Turning to Baxter seeing there's was something on his mind.

"Have the men collect the samples and get the plant secured. Don't make a sound."

Shredder giving Baxter a command about needing to evacuate as the fly nodded as he took out a syringe which would put the plant to sleep. While for Shredder, he made his way upstairs where it seemed like a normal warehouse. However were foot ninjas guarding the area making sure no trespassers would wander into the building. Looking at the area he only saw dead bodies of the ninjas as it seem someone made quick work of them.

"As always daughter, you were quick with your work."

Realizing that Karai was here and responsible for handling the ninjas. Looking at the rafters was the kunoichi who looked at her father, leaping down onto the ground Karai stood right in front of Shredder in a distant while looking at him in the eyes.

"You did teach me well father. Amongst killing quietly."

Responding back to him in a respectful manner seeing that it was just the two of them. Both father and daughter remain silent seeing how it was a tense moment for the two of them, however neither one could respond to their presence since it's been a while they'd seen one another.

"Why my child. Why betray the years I've spent in training you to one day lead the Foot clan. Why throw it all away for a fool?"

Asking her about when he banished Bebop and Rocksteady from the Foot and learning of how she was the one responsible for it. Along hearing that she did it on purpose during Thanksgiving, he still wanted a answer from Karai on her being with Bebop. The black haired woman remain silent of how there was a hint of sadness in his voice.

"Like I said. I was tired of being beaten everyday by our enemies, there was no point in it. So I decided to make a choice, which was doing something that made me feel free."

Karai stated that during her time in the Foot clan serving him at every whim as well repaying back the life he gave her. It was only to become a weapon for the Shredder to use on his enemies, having the expression of no fear she pulled out her sword and got into a stance.

"And for the fool? He may lack intelligence, but I have much love for him as I did for you once. Shredder."

Declaring that she cared for Bebop as she did for Shredder when growing up as the man merely allowed the words she said to process. Seeing the truth in her eyes he merely gripped his fists ready to battle her, however not knowing was Shinigami hurling her chain at him. Though he quickly dodged to the side as well pulled it down hard forcing her to hit the ground.

"The other one."

Shredder announced as he was going to convince Karai to return to him, even if it meant hurting Shinigami. The witch kunoichi moved to the side as the two began their fight with the ninja master. As the three clashed blades with each other along watched their footing, Shredder had the two women tossed to the side along seeing them stand back up quickly.

"Senpai, we go together."

Shinigami asking Karai as she quickly nodding with the two rushing at Shredder with full force. Moving at him and combing their attacks they tried to overwhelm him, he quickly did a two arm thrust at the women in which sent both Karai and Shinigami to the ground. While Karai managed to survive the blow, Shinigami had trouble in breathing due to the attack Shredder used on her.

"The Sato Oshi Strike. If you would have stayed by my side I've taught you it, but you have made your choice. My child."

He stated to the two as he was about to make a example out of Shinigami as he was about to kill her right in front of Karai's eyes. However above the skylight, a shadow emerge which showed a bat symbol. Crashing down was Batgirl who surprised Shredder on this unexpected arrival. Throwing several smoke bombs at Shredder, she quickly moved away with Slash holding his mace ready for the strike.

"Criminals go bash!"

Shouting loud as Slash hurled his mace right towards Shredder sending the ninja master flying in mid air to a wall along making cracks within it. Landing on his feet, Shredder saw how the masked girl and mutant that he battled on Thanksgiving had return to possibly aid Karai. Seeing how there was no choice he threw a smoke bomb which left him to quickly escape from the four.

"He got away."

Karai said in frustration as he left leaving her and Shinigami here with bruises, though as it seemed to be over. They heard a ticking sound which showed around the walls a set of charges ready to blow up. Not saying anything Slash picked up Karai and Shinigami along Barbara hopping onto his shell as the four made a quick exit out of the warehouse. Heading outside he used his shell to protect the girls from the explosion which sent bricks and everything else in the air. Seeing the smoke clear the four looked at any evidence of the foot being here now gone.

"I failed."

She said as Karai couldn't expect to let Shredder go and have him destroy the warehouse in the process. However for Batgirl, she felt sorry for what Karai might be going threw right now. The four looked at the smoke going up in the air as it seemed that while neither Karai or Shinigami could take down Shredder. This type of sight would have the people to vote for him in order to stop this disaster.

Gotham City-Next Day

With a new day shining upon the city, a car that came from the airport was bring back Harley and the others after their adventure from the swamps. Meanwhile for Bebop and Rocksteady, the two were right now panicking at the thought of the Shredder back in town seeing how they were fortunate to survive him coming here. Meanwhile for Ivy, was now focusing on finding Frank due to her connection with the Green.

"I can feel him, but I can't figure out where exactly he is."

Trying to locate Frank since how she was able to properly focus on locating plants thanks to Swamp Thing. However for Bebop and Rocksteady, they were doing their best to keep focus and not be afraid.

"Never expected Shredder to be interested in plants. At least of all Frank since he's such a ass hat, no offense."

Rocksteady apologizing to Ivy who was still focused on locating Frank, while for Harley who was still taking in back the Gotham city air that she missed after four days away from her home. It was soon interrupted by that of cheering coming up the block which got her attention.

"Hey driver, what's going up at the corner? Catwoman finally said yes to Batman and the two are getting married?"

Asking about what was the sudden cheering as the driver pulled up to the side where they saw at city hall a rather shocking sight. Several people of Gotham City were cheering for how out of a landslide, Oroku Saki was now the new mayor of Gotham. Shaking hands with several of the council people, he waved to the others leaving the four villains speechless at the sight.

"You've got to be fucking kidding me."

Bebop said as his glasses fell right off his face at the sight of his old boss now being the mayor of his new home. It left the four speechless that now they couldn't exactly find Frank since he has both the cops and possibly everything in the grip of his hand. Meaning they had to be focused and careful, because now the Shredder was in charge of Gotham, and no one either hero or villain would be safe.
