Chapter 15: Rebuilding

It had been a couple of weeks since the battle between Fairy Tail and Phantom Lord, and it seemed like things were finally back to normal. Natsu was still slowly recovering, but that didn't stop him from going back on nightly patrols, even though his stitches had been removed leaving a scar in the shape of an "x" on his side, he still was far from one hundred percent, his ribs still hadn't healed, and he still had a couple of bumps and bruises, but it was okay he thought as he looked over at Lucy who was sitting at a picnic table with Levy, Mira, and Makarov, she had completely healed, at least physically, who knows the psychological damage she was experiencing, Natsu knew at too well that she had been suffering from nightmares almost on a nightly basis, of course Natsu was always there when she came knocking on his door asking to talk, but still it hurt to see her in this state. Tomorrow they would be returning to their 'normal' life, and go back to the horrors that await them at Magnolia High, but for now all of Fairy Tail plus friends were gathered at where the now destroyed building once stood attempting to rebuild it, over the past few weeks they had made a lot of progress it was almost finished, it just needed a couple of finishing touches, all in all it looked much nicer than the first one, it now had three layers to it, it was a nice beige color with red roofing and gold accents including a dome on the very top. Three flags were present at the very top, two small ones, and the orange one with the white Fairy Tail logo in the very middle. Natsu wiped sweat from his forehead as he used his power to weld pieces of metal together. Smirking he backed away from his creation. It was a large brass sign with two fairies on either side with tails of course, in blue paint the words Fairy Tail was written in the center.

"Wow Natsu that's perfect!" Wendy stated while walking up to Natsu who rubbed the back of his neck.

"Yeah I'll say! It's the perfect finishing touch!" Erza announced. While everyone had gathered to admire their new sign, Lucy watched on with a soft smile, she was happy Natsu had been able to bounce back from Igneel's death, now if only she could shake her thoughts about her own father, and what Jose had informed her of. It could have all been lies she tried telling herself, but so many things didn't add up, her dad was a millionaire, and the mayor of the city, but where did he actually get his money? It wasn't from that little coffee shop he owned with her mom all those years ago. She smiled remembering the old Love and Lucky her dad had sold it a few months after her mother's death. Before then her dad worked on a farm, and helped out at a railroad, not really the type of work that leads to money overnight. Lucy was shaken from her thoughts as Levy prodded her in the rib with her elbow.

"Huh? Yeah? Sorry I was focused on something else." Lucy muttered, returning to the conversation with Makarov, and Mira.

"You mean someone else?" Levy jokes, and Lucy blushed realizing it must've looked like she was staring at Natsu, it didn't help that he decided that he didn't need a shirt, because he was getting warm leaving him bare chested with nothing but bandage wraps obstructing the view of his well toned abdomen. Crap now she really was focusing on him, her blush darkened, and she tried to hide herself in Natsu's scarf that he let her borrow since she was so cold. Because she was still human after all and it was still winter.

"Shut up…" She muttered, shoving Levy lightly with her shoulder. Mira giggled, and Makarov smiled softly.

"Oh my Lucy, I had no idea you and Natsu were a thing!" Mira chirped, if it was possible Lucy's face grew warmer.

"W-We're not a thing!" Lucy argued, but Mira just laughed, and Levy gave an exasperated.

"Sureeeeeee, and I'm seven feet tall!"

"So anyway back to the subject at hand, are you two sure you want to help Mira out? I'll warn you now things are rowdy here." Makarov smiled playing as Lucy's guardian angel.

"Of course I'm sure! How often does an opportunity like this come up?!" Levy smiled. Lucy also smiled.

"Yeah just because we don't have powers doesn't mean we can't help out, it would be like our own way of giving back to the people who protect the city."

"I for one am delighted, it gets quite tiring being the only one working around the guild. So I would love for you to help!" Mira beamed, Makarov smirked.

"Well then it would seem like we have two new recruits, MIra do you want to give them a stamp?" Makarv asked, and Mira nodded fishing out the stamps and the colored ink pads. She explained to them the whole thing about them being laced with a chemical that makes them permanent Lucy and Levy nodded their heads as they listened to her.

"Now then where would you like it? Also which color?" Mira asked as she finished her explanation, Lucy thought about it for a little bit, but Levy seemed to know exactly what she wanted.

"Oooh I want it on my back, and can mine be orange? It's my favorite color!" She hopped up excitedly, Mira laughed as she stamped Levy on her back right next to her shoulder blade in a light orange. Lucy smiled watching her friend's excitement, and then her eyes wandered over to Natsu. She wanted hers to be in a spot where she would always be able to see it when she needed it, as for the color, her vision honed in on Natsu's unique hair color. The person who brought her the most peace of mind, and comfort.

"I want mine to be pink, and just do it on my hand." Lucy turned back to Mira, who nodded, and stamped her hand in the same shade of pink as Natsu's hair. Grinning like an idiot Lucy shot up from the bench she was sitting at.

"Natsu come look!" She yelled, taking his attention from an argument with Gray that was probably about to escalate. She ran over to him holding up her hand.

"I just got my very own stamp!" She announced proudly. Natsu smirked at her, and held up his hand.

"That's awesome Luce! I'm happy for ya!" She excitedly clapped her hand against his gladly accepting his high five.

"Yeah man that's great!" Gray congratulated her as well.

"Juvia is also happy! Now all our friends are members!" Unfortunately the pleasant mood quickly turned sour as a new person showed up.

"What the Hell is this Gramps? We are just letting anyone join now huh?" Everyone turned to see Laxus with his arms crossed glaring daggers down at his grandfather. Three people stood behind him, one of them wore a fancy red jacket with a sword and had long green hair. Another one then wore a funky outfit with a medieval knight helmet and a purple robe. The final one was the lone female in the entourage she had brunette hair, glasses and a green dress. Mira was scowling, and Levy had backed away from the table as Lightning seemed to flicker around him. Natsu clenched his fist, he already didn't think too highly on Laxus, but this guy really got on his nerves.

"For your information Laxus, I think they will be a great help to us moving forward, and I as the master get final say on who joins this guild." Makarov snaps back. Laxus wrinkled his nose at this.

"Whatever you old geezer, when I am the leader of this place, I'll be sure to kick out every single last weak link that you let in."

"You have a long way to go before I let you become the leader of Fairy Tail!"

"Pffft, isn't it my destiny to become master, and make Fairy Tail as strong as it can be? How are we going to be strong when we are constantly letting weaklings in. All you need is me and the Thunder Legion."

"And that right there Laxus is why you won't be a leader for a long time, the point of this place is to make each other stronger, together, there is more to that then raw strength."

"We'll see how strong your so called guild really is when the time comes. Until then, you there go grab me a beer." Laxus pointed at Lucy, whose eyes widened. Who did he think he was. Natsu's temper flared as he thought the exact same thing. Luckily it was Mira who stepped in.

"If you want one you can go grab one yourself!" She snapped, Laxus crossed his arms.

"What isn't her job?! Right Geezer, that's why who let her join, I mean what else can she contribute besides getting kidnapped, and held hostage." Natsu rushed forward almost immediately, before anyone else reacted. Erza's eyes widened.

"NATSU STOP!" But of course he didn't listen, hopping over the picnic table his fist flared up in flames. Laxus turned his head ever so slightly as Natsu thrust his fist down at him. Freed attempted to intervene, but Laxus acted first. Faster than Natsu or anyone else could even register Laxus had moved out of the way of Natsu's attack, and with one electricity filled punch to the gut sent Natsu flying backwards into Alzack who attempted to catch him. All three fell onto the snowy ground as Natsu struggled for air. Lucy, and Wendy rushed over to his aide as he coughed and struggled on the ground, hardly able to breathe thanks in part to his still broken ribs. Laxus let out a huff returning his gaze onto his grandfather, who along with Mira, Gray, Juvia, and the rest were all glaring daggers at him.

"Pathetic. And he's supposed to be your new prodigy? Man this place is a joke."

"If you don't like it then you are welcome to leave!" Mira snapped. Laxus rolled his eyes as his grandfather stood there silently.

"You know what maybe I will, I can't stand to be near any of you. Let's go guys." Laxus turned to walk away from everyone the rest of the Thunder Legion mirroring his move.

"By the way Gramps, this new place is just as shitty as the old one." Laxus muttered not bothering to stop his walk. Mira shook in anger. Bending over she grabbed a fistful of snow.

"It's not like you did anything to help as usual you big jerk!" She yelled, throwing the snowball at him, he ignored it as it bounced off his broad back. Leaving the rest of Fairy Tail to scowl at his shrinking form.

"What a tool." Cana snapped. A few murmurs could be heard. Bisca had knelt down to help Alzack up, while Lucy and Wendy knelt over Natsu who was still struggling to catch his breath. Levy stayed silent, her mood had darkened quite a bit.

"That boy I swear will be the death of me."

Later that day the six friends plus Wendy who had quickly become the newest member of the friend group were gathered at the 8-Island, the mood was considerably darker than it had been when the day started. Lucy sat next to Natsu who was slumped against the window next to their booth. She rubbed his midsection absentmindedly, Erza sat there quietly on her phone. Juvia and Gray were sipping from their shared milkshake. Levy and Wendy occupied themselves by playing tic-tac-toe on a napkin. Finally the silence was broken by Natsu who winced in pain as he sat up.

"Soooo, what do we talk about?" Everyone shrugged. Levy turned to Erza.

"How's Jellal? Didn't you say he was coming to visit you over break?" She asked, Erza frowned.

"He was supposed to, but something came up and he had to cancel…"

"Oh I see."

"Yeah…"

"Anyone have anything interesting to share?" Levy tried, Lucy thought about whether or not she should bring up what had been on her mind prior to the Laxus incident. Sighing she decided she probably should tell her friends at the very least.

"I have something I need to get off my chest." She confessed, everyone's eyes landed on her, Natsu quirked an eyebrow at her waiting for her to continue. With a shaky breath she began.

"W-When I was being held captive by Jose, and the rest of Phantom Lord….He told me something about my father, and now I can't stop thinking about it."

"What is it Lucy?" Wendy asked.

"Yeah Lu-Lu...is everything okay?" Levy also asked. Lucy just shrugged.

"That's just the thing, I don't know. He said my dad had done all these bad things, and blamed Jose for it...I just don't know what to think...But the whole reason he took me was to get back at my father for something….And you all got hurt because of it." Lucy had been so lost in thought she hadn't even realized that Natsu had slipped her hand into his until she felt him give her a reassuring squeeze.

"Lucy, Jose was a criminal...He probably was just crazy, who knows if any of that stuff was real. He could have just been trying to mess with your head." Erza stated.

"Yeah it's suspicious that this is the first time any of us have heard of this Jose, and we've been friends since we were kids." Gray added.

"Juvia agrees with Gray." Lucy turned to Natsu awaiting his input, but he just sat there silently looking at the table.

"Lu-Lu, you have nothing to worry about, you're dad is as clean as they come!"

"Yeah!" Was all Wendy added. Once again all eyes landed on Natsu. He looked deep in thought.

"Natsu whatcha thinking about?" Wendy asked him confused. Looking up at the table he sighed.

"Luce, remember when you ran away six years ago? Sure he had money from the Love and Lucky, but not near the amount he has now, I'm not doubting his ability to run a business, but that place was small, and they never got many customers, just a few regulars...and then when he was elected mayor...if I remember correctly his opponent just dropped out allowing him to win by default. I don't know maybe it's just me, but some things are starting to not add up…" Lucy looked at her best friend as if he had grown a second head.

"Are you saying you believe Jose's story?" Gray asked. Natsu shrugged.

"I'm just saying there are some weird blanks in this story…Maybe I'm just being paranoid." He shrugged, but Lucy wasn't easily convinced. She knew Natsu, and when he had a hunch about something, he was more often than not right. So as the friends all parted ways, and Natsu and Lucy were on their way back to the Heartfilia estate her mind just kept wandering back to the whole ordeal about Jose and her father. Natsu was also silent, his thoughts were less about what had transpired at the 8-Island and more about the incident with Laxus. Rubbing his sore ribs he glared at his reflection in the window. He always hated feeling weak and powerless, and something about how easily Laxus dispatched of him didn't set well within him. As Lucy pulled into her driveway they both exited the car and walked inside.

"Good evening Miss Lucy, and Natsu." A pink haired maid greeted them. The two smiled at her.

"Hey Virgo, how are things?" Lucy asked, Virgo just shrugged.

"Could be worse, the renovators, finished repairing your room!" She announced, Lucy smiled at that. At least now she didn't have to sleep in a room with a hole in the wall. Excusing himself Natsu walked up into the guest room which had transformed into his bedroom where Happy looked up from the bed and meowed when he walked in and flipped on the light. Natsu smiled at the blue cat.

"Hey buddy, sorry to wake ya, I bet you're hungry huh? I brought you a present courtesy of Yajima." Bending over he placed a food container on the floor next to Happy's water dish, where a freshly cooked salmon had Happy's name all over it. Wasting no time the cat sprinted off the bed and began eating the fish. Natsu walked away slipping out of his shoes, and sweatshirt, leaving himself in black sweatpants. Flipping off the light he hopped into bed and tucked himself in. He laid there for about an hour unable to fall asleep, he sat up when a knock sounded from the other side of the door, turning on the lamp on his bedside table he called out to the person on the other side.

"Come in." The door swung open, revealing Lucy on the other side, her hair was all disheveled, her eyes were red and puffy, she wore a large baggy shirt, with shorts, but they were all ruffled and wrinkly.

"Luce? What's up?" He asked looking at her direction, she looked down at the ground.

"It happened again…" She quietly replied, Natsu frowned at this.

"The nightmare?" He asked even though he knew the answer, she just nodded in reply. Sighing softly at this, he patted the bed.

"Here, you can stay with me tonight if that will help." She nodded again and walked into the room shutting the door behind her. She slipped into the bed next to Natsu, and laid down. He followed her actions, and wrapped his arm around her, she snuggled in close to him relishing in his warmth, it was these precious quiet moments the two shared that reminded them no matter how stressful their lives were, or how upset they were, the other would be there to pick them up. At this moment the events of the past few weeks blurred away. And that's how they stayed all night, in each other arms enjoying a peaceful sleep.

Natsu forgot how much he hated school. He was about to go to his sixth period class which was chemistry, he had some song Lucy had shown him blaring through his earbuds as he walked through the hall.

"Yeah, yeah, yeah, rock city boy, hmmm, hmmm, hmmm" He continued to hum in time with the song as he opened his locker and switched out his books. Suddenly someone shoved him from behind slamming him into the lockers. He turned around and came face to faces. He was circled by seven kids all wearing blue and gold varsity jackets. The one in the center had a recovering black eye from where Gray had punched him. Great.

"Hey Dash, how was your break?" He tried, but the larger man ignored him. Natsu gulped as he cracked his knuckles. He looked for an escape route, but Dash's friends were there to keep him from running away.

Lucy was walking side by side with Levy towards their next class. The resident player Loke was trying hard to keep up with them to try and have a conversation, thankfully the halls were so full of students he couldn't catch up. As they rounded they heard a bunch of students cheering, some of them were chanting.

"Fight! Fight! Fight!" Levy and Lucy looked at each other's curiosity getting the better of them, they walked over to the huddle that happened to be right in front of Natsu's locker. Wait a second.

"Shit." Lucy muttered as she got a glimpse of what was happening. Levy's face equally darkened. Natsu wasn't even trying to fight back, he was just standing there letting Dash beat him up. Lucy growled. She tried to step in but there were so many people in the way she just couldn't get through. Luckily though a nearby teacher was there to step in.

"Hey break it up, break it up!" She shouted, and the sea of students parted, Lucy was able to see Natsu now had a black eye, she clenched her fists.

"He could disintegrate that bastard in a heartbeat, why didn't he?!" She angrily snapped at Levy who just shrugged. So needless to say the two were in a bad mood for the rest of the day. Especially Natsu who was serving detention. So now Lucy was alone in the basement of her house waiting for Natsu to get back home, she clutched her whip in her hand as she watched the tutorial video she found on YouTube. She had been practicing with it for over an hour, taking out her aggression from the last two days. Everything that was building up in her she was taking out on her dad's poor punching bag. The snaps and cracks of her whips as she taught herself new techniques echoing through the basement.

"Why howdy there partner." Natsu put on a fake southern accent as he joked even though his heart wasn't completely in it. Lucy ignored him, and continued going to town on the punching bag. Natsu chuckled nervously as he watched her, he had to admit she was quite good with that whip, so he definitely wanted to stay away from her good side. Finally she acknowledged him.

"I can't believe you." Was all she muttered walking over to the table and turning off her phone, she placed the whip down and drank some water. Natsu raised his eyebrow.

"Uhhh what did I do?" He asked walking over to her, she glared at him as she looked at his brand new bruise under his eye.

"Why didn't you fight back?! You could've kicked his ass, and you just took it! I don't like seeing you hurt Natsu…." Natsu grimaced at the tone in which she said this. Rubbing the back of his neck he looked down at the upset blonde.

"I'm sorry, but I didn't fight back because I didn't want people to put two and two together that I was Salamander, I just took the beating so that I didn't blow my identity." Lucy huffed as if she wasn't completely satisfied with his answer. Sighing Natsu continued.

"Listen, I know I could have fought back and probably would have won, but I would rather people see me as useless in a fight, the more I can keep suspicion off of me the better I feel. I can't risk my identity out there, because well you actually…" Lucy looked at him confused at his explanation, when she didn't say anything Natsu took his chance to explain himself further.

"Lucy. When Gajeel took you I was powerless to stop that...I'm going to make more and more enemies as I do this. I mean for Heaven's sake, it's only been a few weeks and I have made several people hate my guts. Kageyama, Erigor, Gajeel, and probably more that I don't know about….Now imagine if any of them found out who I was. They would do anything in their power to hurt me, including hurting the people I love. Which puts you right in harm's way…." Lucy's face softened, how could she stay upset at this boy. He was always so sweet. Smiling softly she raised her whip again.

"That's kind of why I'm trying to learn how to use this...I don't want to be a weak link to you, or Fairy Tail...So that way if someone does come after me I can fight back." She wouldn't admit it but what Laxus had said the previous day had also been on her mind. Natsu smirked down at her.

"You'll need to teach yourself more than just how to use that whip. Here put that down and get into your best fighting stance…" Following his instructions Lucy placed her whip down and got into a mediocre stance, Natsu smiled at her.

"What?" She questioned raising an eyebrow at her. Shaking his head he walked over to her.

"Here, the way you are standing right now all I have to do is this…" He gently pushed her and she stumbled, almost falling over.

"And you're vulnerable, so here, squat down a little bit more…That's good, now bend your knees a bit, perfect." Lucy was following all his instructions, and when Natsu attempted pushing her over, she didn't budge. Natsu nodded.

"Good, now stay in that position, the thing to keep in mind is you will more than likely be smaller than the other guy, so you need to be faster, and use their momentum against them.

"Okay I think I understand…"

"Perfect, then do what I just said against me…" Natsu got into his own stance, Lucy's eyes widened.

"Wait what?!"

"You heard me." Lucy gulped and prepared herself.

"Luce look at me...You got this okay." He added reassuringly, with a nod Lucy was ready. Natsu threw a punch, Lucy watched in slow motion as it came at her, she quickly grabbed his arm, and used the momentum of his punch, she tugged him over her shoulder, and slammed him down on the ground. Natsu winced, as did Lucy who realized what she had done.

"Oh my god Natsu! I'm so sorry!" She knelt down and rubbed his midsection. He shrugged her off.

"No, no, no, that was perfect, no need to be sorry!" He smiled at her. Just then Lucy's phone went off. Helping Natsu back up she went over to see a text from her dad.

"Looks like he wants to see me upstairs…" She turned to face Natsu, something unspoken went between them and Lucy knew what she needed to do. Without another word she headed upstairs to his office. Lucy sighed, she had to confront her father. She knocked on his office door, and he told her to come in. Following instructions she opened the door and crept into the room where he was waiting for her at the desk. Stopping just in front of the table he smiled at her, she smiled softly back.

"Ah Lucy. I just wanted to see how you were holding up." He spoke softly, he seemed to genuinely care which was going to make things harder than they were.

"I'm doing better dad, Natsu has really helped me get through the worst of it."

"That's good to hear. I'm happy you are okay. Is there anything I can do for you?" He asked her, Lucy gulped, this is where things get hard.

"Umm actually dad, yes there is. I want to know something." Jude tilted his head allowing Lucy to ask her question. It was time to get the answers to the questions she had been having for weeks.

"When I was taken...Jose….he said something….something about you. And I can't stop thinking about it." Jude seemed to shift uncomfortably in his chair.

"What did he say?" He asked, trying to remain stoic.

"T-that, y-you...and him, were partners years ago….And that you guys did some bad stuff….And that he helped you win the election. Just stuff like that." Jude closed his eyes.

"What would you like me to say Lucy darling, he is a crook and a liar…"

"Dad, I want you to tell me the truth. Where did you get your fortune? Cause I know it wasn't from Love and Lucky."

"Are you accusing me of some crime, cause I assure you that is most absurd."

"Dad please….He was going to kill me to get back at you so you two obviously have some history please jus-"

"LUCY HEARTFILIA YOU ARE TO DROP THIS SUBJECT AND NOT BRING IT UP AGAIN!" Jude raised his voice standing up and slapping his fists on his desk. Lucy took a few steps backwards quivering, but she wasn't about to back down.

"NO! I JUST WANT YOU TO TELL ME THE TRUTH!" She yelled back at him, he looked taken aback at her raising her voice at him. Taking a shaky breath Jude sat back down, he looked down at his fists on the desk bowing his head.

"Okay…..okay…..I'll tell you everything, but I don't want you to think any less of me, everything I did, I did for you and Layla….You may want to take a seat." Lucy did as she was instructed and sat on the opposite side of the desk of Jude. He took a short breath before beginning his story.

"When Layla informed me that she was pregnant with you, we were not anywhere near financially stable, so me and my friend at the time Jose who was also expecting made several bad decisions, we stole, mugged, pickpocketed….and everything in between. I'm not proud of it, but it put food on the table. And yes it is true that he helped me become Mayor, he paid off my competitor so that it couldn't be traced back to me….That's when I had a change of heart and had him arrested….I've tried to leave my past behind for many years….but now I know they'll always catch up to me...You have to believe me I only did those things to give you a good life." Lucy by now had watery eyes as her fears were becoming true.

"Dad...I understand why you did it, but still…..I can't go along with this anymore….I won't be a silent bystander. What you did was wrong. You ruined Jose's life…...And, because of that he was going to kill me to get back at you!"

"Lucy, look around, I have given you a great life…." Lucy grew angry at this and snapped.

"NO, DAD YOU HAVEN'T! DON'T FORGET THAT I RAN AWAY FROM ALL THIS! I CAN LIVE AWAY FROM THE MONEY! I DON'T NEED THIS!"

"Lucy this money is what pays for you to do the things you enjoy…"

"IS YOUR MONEY WORTH MORE TO YOU THAN MY OWN LIFE?!"

"Of course not…" Lucy took a breath to calm down. She stood up and began heading out of the room.

"Then do the right thing...Turn yourself in…."

"Lucy, I can't do that, this city needs me….You need me."

"I stopped needing you six years ago when I left, the only person I need is Natsu...He's the person who makes me stronger….So I'll be fine, and as for the city...It can never truly be as perfect as you dream it to be when a crook is in charge…So I beg you, do the right thing…" She stormed out of the room and into Natsu's bedroom where he was doing homework at his desk. He turned to look at her, she picked up Happy.

"Come on, we are going to go look for an apartment."

"Wait what, Luce what happened?"

"I'll fill you in on the car ride."

"Oookay?" Natsu got up and followed her. Jude watched from the window as they drove off.

"Oh Layla, Lucy…..Forgive me." A tear trickled down his face as he reached for his phone. For the first time in weeks the news would have a headline that had nothing to do with Salamander or Phantom Lord...tonight's headline was:

Mayor Jude Heartfilia Announces He Will Be Stepping Down From Position As Crimes From Past Surface.

Somewhere inside a large tower in the heart of Magnolia two men both in fancy black suits stood looking down upon the city.

"So my Lord, I take it you've already heard the news?" One of the males asked, he had long spiky black hair and clung on to a red book. The other man who had shorter black hair that laid flat except for a bit in the middle that stood up.

"Of course I have, and that's why I have come to you dear friend. I think it's time the Balam alliance takes the next step in our plan...with Heartfilia stepping down this leaves an opening. An opening we can take advantage of. A way we can help ourselves grow, which will be most helpful since our friends in Grimoire Heart are no longer with us…"

"Perhaps you're right...We just need a good supply of Ethernano, the remaining members of Grimoire helped us a little, but not nearly as much as we need."

"Which is why I propose to you my foolproof plan...How does being Mayor sound?"

"It sounds like the perfect opportunity….Tartaros will soon become as strong as you once envisioned."

"Perfect….We must perfect my research if I am to be reunited with E.N.D."
