Beginning A/N: Hey, everyone, it's me again! And as you can see, I've got an interesting crossover here for you all to enjoy. I was watching Godzilla 2014 and Godzilla: King of the Monsters, and I got this crazy idea. Is it a good one? I guess we're about to find out. So, let's just dive right into this story, shall we?

The Saga Begins
Inko sighed as she washed the dishes. Izuku's fourth birthday had come and gone, and they were waiting for Izuku to start showing signs of his quirk. Hopefully, this would be soon. All of the other children in her son's age group were beginning to show signs of their quirks manifesting…
So why wasn't his, she wondered.
"Mommy! Mommy, come on!" exclaimed Izuku as he ran up to the woman, All Might action figure in hand.
Izuku was rather adorable, even for a toddler. He was tiny with big, round, green eyes that seemed to sparkle in the light, and his natural green hair was a fluffy mass of spiky curls atop his head. On each cheek, beneath his eyes, he had a set of four freckles that formed diamond patterns, and he was wearing a red T-shirt, a pair of shorts, and socks. Like most children his age, he absolutely adored pro heroes, particularly the Symbol of Peace with a never-ending smile on his face, All Might.
"It's computer time!" he added, tugging on Inko's shirt.
"Already?" Inko asked.
Inko herself is a young woman in her mid-twenties with green hair like her son's, but hers is straight and tied in a ponytail. They both have the same eye shape and color, but Inko doesn't have freckles like her son. She's currently dressed in a pink shirt and a blue skirt that stops above her knees, as well as a pair of slippers.
She turned off the water and dried her hands on her apron as she and the kids made their way to Izuku's room. It had a little bit more hero merchandise that the green haired lad had gotten for his birthday, especially All Might stuff, such as the action figure he held in his hand.
"Faster, let's go!" exclaimed Izuku.
The boy was rocking back and forth in his chair as Inko brought up the video that the lad was very eager to watch.
"Geez, you must've added about ten thousand views to this one yourself, Izuku. I don't know why you like it; I think it's scary." Inko said.
The video in question was an older video that was about the debut of a man who would one day become the number one hero in all of Japan. Possibly even the whole world.
It was the debut of All Might!
And as the American hero rescued over a hundred civilians from a burning building that was collapsing, he proudly declared, "HAVE NO FEAR, CITIZENS! WHY? BECAUSE I AM HERE!"
Both Izuku watched with a beaming smile on his adorable little face as his eyes sparkled like stars. All Might was just so cool and heroic, saving people just because he wanted to save people.
"He's the coolest hero ever! And when I get my quirk, I'm gonna be a super cool hero just like All Might and save people with a smile on my face!" Izuku declared, fists on his hips as he copied All Might's laugh.
"Sorry kid. It ain't gonna happen."
Izuku went rigid as a stone upon hearing this news, eyes filling with despair as his All Might figure slipped from his fingers and fell to the floor.
"Oh dear, is something wrong? All of the other kids in his class have started showing some signs of their quirks awakening." Inko asked, placing a comforting hand on her son's shoulder.
The doctor either ignored her question or just didn't care about what she said as he sifted through some papers.
"Our records show that you are a fourth-generation quirk user. What quirks do you and the boy's father have?" asked the doctor.
"Nothing too special. I can attract small objects to me so long as they can fit into my hand, and my husband breathes fire." she said as she floated Izuku's action figure to her hand.
"Your son should have manifested one of those, or a combination of both." the doctor continued as he gestured to an X-Ray of Izuku's foot. "But after reviewing this X-Ray, I don't think so. You see, people with quirks have only one joint in their pinky toes. The boy has two. This means that he's one of the rare twenty percent of the quirkless population. Whatever dreams he had of being a hero, he should just give up now, before he gets himself or someone else killed."
Poor little Izuku felt his entire world shattering around him from this terrible news.
The rain came down hard as night was soon upon the city. Izuku sat in his room in the dark as he once again watched All Might's debut video. But the heartbroken little boy was not smiling with the same awe and wonder at the hero. No, his smile was now full of sorrow as his eyes filled with unshed tears.
Izuku pointed to All Might on the paused video and said, "See that, mom? There's always a smile on his face no matter how bad things get. Even when things seem impossible, he never gives up."
He turned to his mother and asked a question that he desperately needed a certain answer to.
"Do you think… I can be a hero, too?"
Inko was torn. On the one hand, she wanted to tell her son no. That it was almost totally impossible for anyone to become a pro hero without a quirk. She didn't want to see her baby boy get killed in the line of duty because he became a hero without a quirk. But on the other hand, Izuku has wanted to be a hero for the longest time. His dreams were just crushed by a selfish doctor who probably didn't care about anyone who didn't have a quirk. Izuku's life has always been heroes. His life IS heroes, and will continue to be, Inko reasoned. She couldn't stop him from trying to become one, even if she wanted to.
So, she might as well support him.
Support her little hero.
She gathered Izuku in a big hug filled with motherly warmth and as she cried, she said to him, "Of course, you can be a hero, Izuku. You absolutely can. With or without a quirk."
That was what finally broke the dam as Izuku buried his face in Inko's shoulder and the two Midoriyas cried their hearts out. They cried so hard that the both of them fell asleep on the floor right in front of the computer, blissfully unaware of the very real threat that was coming their way. And it wasn't in the form of a simple villain. It was in the form of the worst villain imaginable. A man who makes every other villain in the world look like insects by comparison.
Deep in an underground laboratory, someone was working with a piece of flesh belonging to a creature that one should never get involved with. It was a small chunk of flesh belonging to the fallen Titan known as Shin Godzilla, and the man working with it was the same man who had performed Izuku's quirk diagnosis!
Doctor Kyudai Garaki is his name.
He is a fairly old man with a short, portly build. He is completely bald and has a very large and bushy mustache. He wears a rather peculiar set of goggles that are shaped like gears, along with a white buttoned-up lab coat. He looks very similar to the doctor who diagnosed Izuku as quirkless. A man named Doctor Tsubasa. But if one were to compare him to fictional villains, one would say that he looks similar to the Archie Comics incarnation of Doctor Ivo Robotnik, better known as Doctor Eggman.
Garaki was closely monitoring the chunk of flesh that had been blown off of the mighty Shin Godzilla in the beast's first and final battle against the true alpha Titan, Titanis Gojira, in which the Kaiju was completely and utterly vaporized. All except for this one small piece of flesh that was retrieved by one of the agents under his master's employ. The mad doctor was tasked with studying this specimen and seeing if there was a way that they could use it for their benefit, and so far he wasn't having much luck in finding any promising results.
Now, since Shin Godzilla can regenerate at an astounding rate, allowing it to rapidly evolve and adapt to its environment and to combat its enemies, this chunk of flesh was being kept in cryogenic stasis in order to prevent it from growing into an entirely new Shin Godzilla as some believe it to be capable of. Sort of like a starfish.
The 'good' doctor was startled out of his work as the large computer screen in his lab lit up and the image of his master appeared on the monitor. His face was shadowed from the nose up, so only his mouth, neck, and shoulders were visible, but this only added to this man's intimidation factor. This man has been known by many titles in his lifetime, but we'll call him by his most iconic name, which just so happens to be the name of his quirk as well.
All For One, the Symbol of Evil.
"Master…!" gasped Garaki.
"I trust that you have made progress with our little donation from Shin Godzilla?" All For One asked, though it sounded like a statement.
Doctor Garaki nervously swallowed a lump in his throat as he replied, "I-I-I am terribly sorry, master, but we've made very little progress in determining how we can use this sample to our benefit."
He showed his data on the project from a separate computer.
"From what we've observed, Shin Godzilla's genome is eight times larger than human DNA, which is what allowed the creature to evolve so quickly right before our very eyes. In theory, we could graft a small sample of the creature's flesh to a human host to create a super soldier for you to use against the heroes who infest this world… but this is where the project reaches an unfortunate impasse."
All For One examined the data and saw just how it was that his lead scientist was able to come to such an impasse.
"It appears as though the few low rank henchmen that you supplied me with for test subjects all met the same fate. They ended up consumed by the monster's flesh and had to be terminated on the spot. Incinerated until there was absolutely nothing left. Not even ashes. It would seem that Shin Godzilla's flesh doesn't mesh well with quirks, as when the samples were grafted onto the subjects, their quirks began to, put simply, fight against Shin Godzilla's flesh as though they were antibodies targeting a virus. For this super soldier experiment to be successful, I would need a test subject who is either dead… or quirkless. And they would need to be young enough that they could easily be molded to your whim, master." explained Doctor Garaki.
All For One was silent for a moment, taking in all that he had heard and was shown. But he wasn't bothered by this turn of events. If anything, this presented him with an opportunity. Just this evening, one of his moles in a local hospital had sent him the medical reports of potential new recruits to his cause, and he found a rather interesting one among them.
One who would be perfect for this project.
"I believe I have the perfect specimen for our little super soldier experiment, doctor." All For One said ominously.

Ending A/N: And so ends the first chapter of this new crossover idea. Originally, I had wanted to do a story where Izuku becomes a new Shin Godzilla after the destruction of the first one, but then I remembered Dagon from the 2014 movie. And I thought that I'd give the poor kaiju a chance to shine. And so, here we are. I hope you all enjoy this new story, and please be sure to leave a review and tell me what you think.
