Touma Kamijou was sitting down on the chair and was watching...himself.
There was a continuous non-stop coverage and talk of his little skirmish with Ryouta Okahara that he can see from not one, but multiple screens all pasted in the wall. Each of them, not just in Academy City, but everywhere else in the world. New York, China, London, and many other places where news reporters were reporting about the nations that have responded in light of the incident.
There were reports of his name being made known, all with the common headlines:
"Birth of a Hero?"
"A new superhero in Academy City?"
"A Certain Unknown Level 0—Separating Fact from Fiction."
"Captain Nippon—Friend or Foe? You decide!"
Scenes of scores of politicians, religious figures, and other important individuals throughout the world all responded to the questions that had been put before them and many of them were of the opinion of neutrality regarding him and that further investigation and dialogue would need to be conducted at this time while some of them made no further comment except that they will continue to look into this, from the outside that is, but Kamijou knew better.
The common thought that Kamijou could read was that they—meaning the politicians, religious figures, and other important individuals- didn't know exactly what to do with him. Was he a threat? Was he a new weapon that Academy City had been developing behind everyone's back? How did he do the things he had been doing? Where did he get the tech from? Does he have accomplices or acquaintances in his hero work? How much impact does he have in the minds of many religious believers?
Kamijou wasn't blind to the political and social tensions in the air. The fact that there was a semblance of truth to be taken here to question, but it wouldn't really be with Kamijou but rather with the armored enemy that he knew not too long ago and did battle with.
"Quite an interesting route, this one."
The one who spoke from the main screen on the wall, with the other screens having been muted heavily of any sound, was the presence of a beautiful woman with a youthful appearance, as if she were in between her twenties and thirties. She wears a black monastic habit with a veil covering her golden blonde hair and a St. Benedict Crucifix found on her neck.
Her name was Mother Superior Laura Stuart, formerly known as Lola Zaza Crowley.
She was smiling in amusement as she placed her right hand to her face, accompanied by two heavily armed tall guards with white-black bulky armor with straight-lined red visors and carrying large silver rifles.
Gathered somewhere in the library alongside Kamijou were Shokuhou and Hokaze who were seated alongside him. Othinus was standing, with arms crossed, looking at the following news reports of the recent events that had transpired. There were holographic images of Seria Kumokawa and Ayu Mitsuari who were showing expressions of concern.
"Now that the entire world knows of your existence, one that I too feel is no mere coincidence, I wonder about the end game of this setup. Quite impressive and intriguing of my father to let this delicate information leak like this. Is this a part of his plan perhaps? If so, to what end? My father is quite picky when it comes to secrets, especially when it relates to his city and to the Imagine Breaker least of all as it forms a central part of his original plans, even more so would he rather not expose such a well-guarded secret for the magic side to bear witness to. There must be something hidden from the eye of the beholder for such an apparent lack of oversight. A distraction towards something else?" Laura remarked with a smile.
"You tell me, Mother Superior," Kamijou grimly said, with arms crossed and sporting a concerned expression. He looks at Kumokawa and Mitsuari. "What about you two? What's happening in the schools that relate to my identity getting exposed?"
"As you could have guessed, kouhai, everyone from our school is talking about you by now, both teachers and students," Kumokawa said with a smirk.
"The same can be said of Tokiwadai, many of the girls there are quite smitten by you right now, Kamijou-san. I estimate about 95% of topics revolving around you," Mitsuari said while sighing.
"Nevertheless, until we can find out more about what had happened, I'd figure that I would let one of my agents on the ground continue to keep an eye on you for the time being. I believe that you and your Angels have met this person before," Laura remarked with a smile.
"And by that, she means me," a female voice said.
"Eh?" the three Angels: Shokuhou, Kumokawa, and Mitsuari uttered in a surprised tone.
"...Hmph," Othinus smiled a bit.
"Guess who," the female voice continues.
Kamijou, not looking surprised as his eyes were covered by delicate hands. He can already tell who this was. It was a beautiful woman in her thirties with long black hair and blue heterochromatic eyes, wearing a black and white nun habit. He knew this person before as she helped him out so many times before. Not for the first time, this person was assigned by Mother Superior Laura Stuart to keep a close eye on him when he was still a child, but he didn't know that at the time. Only when he was twelve (or over several hundred thousand years old later), sometime after meeting Othinus, did he meet her personally face to face. Even now, he was curious about who this person was and why does she look at him as if it was looking at a long-lost lover?
Of course, Kamijou wasn't dense. He can already tell that this person knew him in a way. But where? But when? He could not tell. Just that déjà vu tends to kick in and make his head feel a kind of static. He would know this woman's name to be Sister Seraphim Mysterium, an agent of the Variance Divergent Authority (VDA), the agent assigned to keep an eye on him.
"Sister Seraphim Mysterium," Kamijou spoke with a matter-of-fact tone.
"B-I-N-G-O," the woman spoke with a giggle, letting her hands go and embrace his back. Kamijou turns to find her with a cheeky smile that has the public face of 'I want to mess with you'. But somewhere deep down, Kamijou can sense the deep sadness in this woman's smile which just screams 'I missed you...so much...'. "You know, I was just minding my own business and walking around the city streets, figuring that I could enjoy a breath of fresh air after enough hard work on my job, until I suddenly found you fighting against someone a little too big under their bridges by wearing that dangerous armor. Now the whole world practically knows who you are," the woman would pinch Kamijou on the left cheek. "Well, what do you have to say for yourself, young man?"
"I'm sawry," Kamijou spoke in a slightly exasperated tone.
"Hmmm," Seraphim made a bemused expression, letting go of Kamijou's cheek. Unbeknownst to most, her expression carried one of worry for Kamijou. Kamijou of course knew, but did not want to address it in public, respecting her privacy upon the matter. "Welp, I figured that you weren't at fault and that it's well within your nature at this point to encounter misfortunate situations like this."
"Ah, Sister, I didn't think that you'd come back to town this early?" Kumokawa raised an eyebrow, arms crossed.
"Oh really now?" Seraphim smiled at that. "Well, as I said, I was just catching myself a break from my duties. Oh, and speaking of..." She glances at Kamijou with a subtle smile. "I've also heard that you've met the Railgun recently before that, right?"
"Yes," Kamijou nodded.
"Heeh," Seraphim smiled. Kamijou felt something odd when he was continuously looking at the smiling expression of the nun. It was a smile that says "About time for that to happen." or "It was a long time coming." sort of expression. A melancholic expression that indicates experiences of long ago.
Where to start? Kamijou thought.
Ever since meeting Ruiko Saten just this morning, and even before that, looking into her profile long before meeting her which was during a time when Kamijou was studying the databases of every school available such as A Certain Schools, Tokiwadai, and Sakugawa, he couldn't help but stop upon looking at Saten's profile, wondering just how much of a familiar resemblance between this young girl and the nun that he knew were.
Since then, Kamijou had been keeping an eye on Saten specifically, sometimes tailing her and getting to know who she was from a distance. One of those observations just so happen to be a time when Frenda Seivelun, a girl from ITEM, the group that Shiage Hamazura was in charge in, had encountered Saten when shopping at a grocery store for curry. Things happened and they've been friends ever since, texting one another about what they've been doing. Obviously, Frenda never tells Saten about what the former is usually up to in her line of work, but gives her a couple of half-truths and diverts to normal topics.
Kamijou never really told Frenda about his secret observations either since he'd rather do this in secret and without a fuzz. Since then, his curiosity about the young middle school girl grew much more if only because he can definitely spot the few glaring similarities between her and Sister Seraphim. There was their physical appearance. Despite age gaps, they still resemble each other in a way that you'd think that they were sisters in blood, and one of them being an older mature version of the other. Then there were the times when Kamijou and Sister Seraphim were talking about bits and pieces of her life. Sister Seraphim never mentioned much about it, preferring to keep it hidden, and when the topic involved the Railgun or Judgment or something similar, he could see the signs of deep melancholy and regret, quicker to take in a glance before somewhat regaining her composure. And then there was that common interest and hobbies regarding urban legends. On these two main factors, he found that very odd indeed.
Beep. Beep. Beep.
Kamijou and the others heard something. A hologram in standby mode was appearing nearby. And from that hologram, there was a tall and slender bespectacled male with black hair, wearing a scientist lab coat. Kamijou would know this person to be Doctor Haruki Aritomi, a young brilliant scientist with expertise in multiple fields, and who along with his other fellow scientists that form the organization STUDY which acts as a medical company for the public. He and STUDY as a whole also act as Touma Kamijou's personal tech support in the field.
"Ah, Kamijou, everyone, I just thought to inform all of you that I and my team have managed to verify the condition of our transported prisoner. One should not need to worry too much as we verified that all traces of Extremis have been completely expunged from his body. Now, he is about to be scheduled to be detained somewhere in a specific cell in the Reformatory. As for the Extremis armor in question, we put it on lock down and made a thorough examination of it. We managed to find a few interesting functions in-built into the suit. Artificially enhancing esper powers and state-of-the-art onboard weaponry as two of the main functions. The first part concerns me the most as the properties are similar to that Level Upper, only...this seems different," Dr. Aritomi explained.
"Different how?" Kamijou asked.
"This version of Level Upper is an acoustic variation of Extremis. It's managed to convert the audio's sound effects, altering the effects of its energy propagation, and when it hits the ears and into the brain, alters the brainwave patterns of the individual, making them capable of manifesting and using the powers and abilities of one's chosen...to a deadly effect. Any low-level esper's ability would exceed its intended level and rise to its ranks, estimated to be about Levels 3 and 4 for potential rankings. One major difference between this variant of Level Upper and the normal Level Upper is that the former is capable of being controlled without harm or side effects to the user, maintaining an independent network free of others. And speaking of the latter, my company has been monitoring the effects of this Level Upper for quite some time, doing silent observations of those confirmed to be using this device, and we've managed to trace a peculiar connection between all who use it. All of it is the work of an artificial network connecting every esper who uses it to a highly concentrated power source. Meaning..."
"Meaning that Level Upper isn't as free as anyone thought it was," Shokuhou grimly added. "If there is a network, there would be the main controller. Now, suppose this main controller was to gather the powers and abilities of all of the espers that made use of Level Upper, what could they do with such highly advanced calculations at their disposal?"
"("What indeed")" Seraphim smiled sadly with a glance sideways. Now, since the old shame of Level Upper was recalled to the surface of her mind, Sister Seraphim Mysterium can only remember that as one that she partook in when she was young and easily fallible, prone to make mistakes and desired to have an ability more than anything, a fleeting dream of long ago.
Yes, indeed...was she not once called Ruiko Saten before taking her vows as a religious nun of the VDA? Wasn't she the girl that was once a Level 0? They were memories of an old shame. To think that it would happen once more and experience it again, Seraphim thought sadly. She held a bit of hope that her prime counterpart would not take the same road and make the same mistakes as she had.
Yes, indeed...she was the Ruiko Saten that was steeped upon the path of violence and followed the way of bloodshed, forced by outside forces and circumstances beyond her control. A story marred with tragedy and the element of choice. It was also painted in a love that twas never meant to be. For Ruiko Saten, as Sister Seraphim Mysterium, was an Echo of a Lost World where Never the Twain Shall Meet.
Kamijou, while deep in thought, noted the subtle expression of the black-haired nun's expression, and thought of asking if she knew something later. In the meantime, he was focusing his thoughts on something else.
"Hmm? What is it, Kamijou-san?" Hokaze noticed his expression, along with everyone else.
"...I just figured...that it would be quite a waste to let someone like him just stay in a prison cell. When I fought him in the streets, I saw that he was quite good, like really good in combat. He's had some basic training at least, meaning that he wasn't an amateur. The fact that he's managed to last an hour or so before I, and with Misaka's help, managed to finally restrain himm shows testament to his experience," Kamijou said.
"And what exactly are you suggesting, boy?" Othinus smiled knowingly.
"That I think...in spite of what happened, I believe that he could be given another chance out there as it were, you know, for the sake of community service," Kamijou said.
"Kouhai, are you suggesting what I think you're suggesting?" Kumokawa smirked.
"I do," Kamijou said, his tone conveying seriousness. He turns to Dr. Aritomi. "Doctor, how are the schematics of the experimental armored suit that Stark-sensei gave to you?"
"Well, it's been renovated and accounted for, Kamijou. All of the body parts have been fitted smoothly and are fully operational. The only thing missing now would be the potential candidate to wear that suit of armor and act as its pilot to perform a proper field test. Even now, I'm still trying to find a specific candidate among the potential lists that I've been given so far from the Foundation's list of low-level espers," Dr. Aritomi spoke with a hint of pride accompanied by a sense of professionalism.
"Well, I think I just found a candidate for that," Kamijou smiled softly. "And I may need to call Konori-senpai for permission on this matter."
"...(Sigh). Always eager to give second chances, aren't you, kouhai?" Kumokawa asked, sighing.
"Could you expect anything less at this point, Kumokawa?" Othinus asked with a smile.
"Well, it's just like him to give people second chances, even when in this case, this person was one of many factors indirectly and perhaps unintentionally responsible for Kamijou's identity being exposed to the public," Mitsuari shrugs her shoulders with a smile.
"Fortunately, Kamijou-san just so happens to have skilled intuitions and knows how to read people well, which is rather impressive since he isn't even a mental user," Shokuhou gave a bit of praise to her dashing prince.
"Although if I may ask, what makes you think that the prisoner can be trusted with this type of armor, Kamijou?" Dr. Aritomi spoke with concern.
"Well, like what Shokuhou-san said, Doctor, I'm very good at reading people," Kamijou smiled.
Judgment 117 Branch.
It was a unique station in Academy City because of its subdivisions. One of its main offices was found on a street corner. It had a brown-colored pattern of paint accompanying the brick-like structures. It had over four floors, the first of which has a front garage door where Judgment vehicles were parked, the second being the main office, and right above the fourth floor was an accessible rooftop.
It was in the office that Mii Konori, sitting on her office chair and near her desk that has the plaque with the words "KONORI MII CHIEF SUPERINTENDENT". Standing alongside her is Aomi Yanagisako. Both expressions were a happy one as they were currently talking to an old friend on the phone that was on the desk.
"So in other words, Kamijou-san, you want to suggest a more lighter sentence for the criminal that could benefit the city and Judgment as a whole," Konori smiled.
"That's right, Chief," Kamijou spoke from the phone. "I've monitored every movement that he ever made against me. He's no mere amateur. He's a professional with skills. A crook he may be, but he did not start that way by luck. Otherwise, he wouldn't have even lasted more than an hour in our battle. I believe that with all of his skills, he carries the potential to do some good. From the little talk that I gave him a while ago, he's not that bad of a guy, just a bit misguided as the recent events obviously prove themselves."
"Community service for repaying the property damages that occurred in the plaza and elsewhere. That's quite an acceptable compromise," Yanagisako commented with a smile, with arms crossed.
"But I still have my reservations and concerns on whether this person could be trusted with such an experimental suit this soon, Kamijou-san. Considering that this is one of the first official transactions of Stark Industries to Academy City, this in turn deals with the political spectrum, with the treaties and transactions that are implied," Konori said, her expression turning from a smile to worry.
"I understand. And I never really said he would need to be released right away, just that I thought to take things slow, step by step. With everything going on and with myself taking the hit of my identity getting exposed, I should probably lay low for a few days, measuring a week at least before coming out again," Kamijou said.
"And not just that, Kamijou-san. Unofficially speaking, you are a member of Judgment since the late month of March and are my subordinate with the attained rank of Captain, ergo you have the official capacity to exercise your authority to perform arrests. Since your identity as the rumored vigilante has been brought to the limelight, it would only be a matter of time before your undercover days are over. There may come a time when I as Chief Superintendent would have to explain to most people as not everyone in Judgment knows you're a part of the organization. By that point, you will be officially recognized as a part of the organization and will probably be assigned to your Judgment Branch at your school which is the 73rd Branch. Just a few stamps of approval from Yomikawa-sensei and you will be good to go," Konori pointed out.
"You know, the same undercover status can be said to apply to the guys on G10 so it's not like me losing it would be a major loss," Kamijou added with a bit of humor.
Group 10—Underground. It's a specific group of Judgment Officers numbering about a thousand as a minimum measurement that are assigned to the secret underground districts of the city. As most people and the public all know, Academy City is divided into 23 districts, and each district has its own Judgment Division Station. Since the reformations of the organization that began sometime in late March due to a classified incident that had happened in the same month that was termed "Corpse Party", members of the organization have increased as it added lower level espers, even Level 0s, into the organization as part of additional manpower.
As for Group 10, these types of Judgment Officers consisted of not just humans with esper powers, but also humans with no powers but skilled otherwise and actual non-humans. For many of the underground districts, it serves as a kind for refugees and visitors to live. The most famous among these districts is called the Undertown District which is a district a few levels down below other districts. The entire district might as well be a giant metropolis at this point. It's so famous that an urban legend about it was even spread above the surface. Of course, many people wouldn't take urban legends seriously. All except a few people of course.
"There's them and a few others yes, but it would still be a loss nonetheless as well. Your skills in undercover work would be missed dearly the time this event blows over," Konori said with a sad smile.
"You flatter me too much, Chief. But I have to admit, I too would miss those undercover days as well. It seems misfortune is catching up with what I've been doing and thought for me to go out to the world with a bang," Kamijou smiled sadly.
Now that Kamijou had ended his recent talk with Konori and Yanagisako, it was time for him to have a secret conversation with someone else in one of the library's gardens where no one can bother them.
"To think that you would bring me to a flower garden by ourselves? Hehehe. I find it rather romantic in a sense. Comes with the atmosphere," Sister Seraphim Mysterium smiled with humor and twinkling eyes, making a side glance towards Kamijou who was showing an expression of concern.
"Can I ask you something?" Kamijou asked.
"Hmm? Whatever for?" Seraphim asked.
"What's your relationship with Saten Ruiko?" Kamijou asks bluntly.
"Ah..." Seraphim smiled sadly, glancing at the flowers nearby. She walks towards them and touches the flowers, admiring their palette colors. The flowers, in particular, would remind her of someone she knew...a long time ago. "Well, that's the essence of the question now, isn't it? I wouldn't even bother trying to hide things from you as I know how sharp you truly are to spot the details and how you've conducted your own private investigations regarding one Saten Ruiko. What exactly have you found out about her?"
"Quite the high-spirited girl that subtly carries a few self-esteem issues that stem from a lack of power and a desire to rise from her lot as a Level 0. She has difficulties with her studies and prefers spending time with her friend. She doesn't have a great opinion of high-level espers that I find to be understandable given the circumstances, at least until she first meets Misaka Mikoto. Despite living in Academy City, she cuts away from the norm of the flow, believing in superstitions, though likes to presume otherwise. Also a nosy one when it comes to money and has the potential to get herself in trouble because of it," Kamijou looked at Seraphim with a knowing look.
"My, my, the way you emphasized the last bit makes me think that you have a grudge against me for that one," Seraphim deflected with a bit of humor.
"Coincidences are dime a dozen, but similarities couldn't be denied. I have yet to find any concrete evidence of how connected you are to Saten Ruiko, but there are arguments that can be made for this theory," Kamijou said.
"And I personally can confirm your theory at least that I'm related to Saten Ruiko, but as to whether what relation that was, I'll let you figure out that one for yourself for the time being," Seraphim smiled sadly.
"And I already have a hunch regarding that, but more to the point, I need information," Kamijou said.
"Information? Of what?" Seraphim asked.
"Level Upper, through the lens of your personal experience at least. Many, including myself, have already been made aware of the fact that you've dealt with it in the past when you were in middle school I believe and suffered because of it. Records tell that you go by a different name back then, but that name is [REDACTED], so that leaves me to form guesswork and theoretical projections for the most part. From the available information that I've read and been given, you were a student living in your world's Academy City once. You had some sort of involvement in your Academy City's Level Upper Incident. I wouldn't know most of it as many of the details are redacted, but I do know from the summary that the Railgun and the Judgment of that world got involved and put a stop to it. If there is anything that you can tell me so long as it doesn't compromise the time stream and your work, then I would be more than happy to receive whatever I can for me to manage to pick the pieces for myself," Kamijou said.
"...Well, I can't tell much as that would provide too many spoilers. Only, yes, I suffered back then due to a stupid mistake of grabbing an opportunity to gain an esper power. Ahh...I was quite young at the time. Because I used Level Upper, I was one of the victims that fell into a coma. Yes, there were plenty of others like me who used Level Upper, about over 10,000, and we all paid a certain price for it. To give you a clue of what you're looking for, I'd advise that you keep an eye on someone called Doctor Kiyama Harumi. In my world, she is the creator of Level Upper. Why would she do this? The reason for doing so was quite sad and understandable as she wanted to do a certain level of investigation on something."
"Investigation?" Kamijou said.
"The fact that she was supposed to use Tree Diagram, the foremost best supercomputer in the world, to conduct a series of calculations that could benefit her desire to save her students from the coma that was caused by an experiment several years prior. Of course, Anti-Skill denied such pleadings for help. She came to them 23 times and was turned down every single time, which of course resulted in a threaded path made of a slippery slope that I would eventually remember to this day," Seraphim's face grew dark when she explains further. But then...she smiled softly. "But of course, that's my world. Your world is much more hopeful and merciful. Things here are different from back then. Ironically and almost fortunately, thanks to that little incident that involved your little ghost sister, the reformations of both Judgment and Anti-Skill as law enforcement organizations had managed to derail multiple dark potential paths for the dark side of this city to take advantage of. From what I've heard from Mother Superior, it appeared that the Kiyama Harumi of this world had managed to be provided with something better."
"Such as?" Kamijou said.
"Her students finally woke up," Seraphim smiled brightly. "Thanks to a certain Time Lord and his would-be-assistant that I believe her name was...Dr. Toomine Kanari. Yes, that's the one. You've already met her as far as I can recall."
Kamijou smiled a bit in relief. He already knew who the two people that Seraphim was talking about were. The first person was his teacher and guardian. The second person was someone involved in a project called Clone Dolly's Ideal Laboratory. And both of them just so happen to be close to those young children in Ideal. Ayu Mitsuari, Junko Hokaze, Senya Yuuri, and others.
But then, the relief when off when Kamijou realizes something, his expression turning grim. "Considering what you've told me, I can safety attest from your account that Kiyama Harumi wouldn't be involved in the Level Upper Incident this time."
"Yes," Seraphim sadly confirmed. "Kiyama's students are safe and sound, and she could not ask for more. However, that does not mean that the Level Upper events are entirely gone as the recent battle that you underwent shows. I may not have entirely told the truth back during the meeting as I want to tell you this only and no one else for the time being. You're free to tell whomever you wish about the information so I'd recommend to inform Fensalir or Shokuhou-san. Now, from my investigations on the ground, I've managed to realize that whoever is behind the Level Upper Incident this time seems to want these following objectives to take place. One: Meeting the Railgun. Two: Meeting three of her friends that includes Shirai Kuroko, Uiharu Kazari, and Saten Ruiko. Three: Have the same bank robbery take place in a manner very eerily similar to what I remember, and yes, I experienced the same events that you all had up to a certain point. Four: Have the events turned on its head and perform an experimental test run of the Extremis armor."
"Wait, are you saying...that meeting Misaka and the other girls, that everything that had happened this day, may in fact have been planned by someone else?! Then that would only mean that my identity..." Kamijou widened his eyes.
Seraphim nodded, finishing what Kamijou said. "...Would get publicized from the very start due to an event this seismic. Tourism in Academy City would skyrocket upon the confirmation of the world's very first superhero. Your public image, Kamijou, is what whoever is behind this wants it brought out of the limelight for all to see. Tourism itself can be quite the nifty excuse for infiltrations for outsiders, don't you think?"
"Whoever this person is, he wanted the entire world to turn towards me, but why...? Unless...a diversion," Kamijou said grimly.
"For the snakes to strike when people least expect it. If all of the spotlights turn on you, then the others can use that as a distraction. Considering the Extremis armor, I have a bad feeling that this may not be the last time we see something like this...knowing of course the manufacturers behind them," Seraphim warned.
"Advanced Idea Mechanics (A.I.M.)," Kamijou grimly said, with arms crossed.
"And just to provide another hint, we should probably watch out for Kiyama and her students. Just because they are free doesn't mean they won't get sucked back in. Some people can be rather picky, and I'm talking about something on the dark side of things from the side of the multiverse," Seraphim said.
"I've made a lot of enemies in many universes," Kamijou acknowledged. "There are a few that I know that would be interested in this Level Upper Incident."
"Might as well count one of your greatest of enemies, Touma," Seraphim warned. "You would know who I'm specifically referring to when saying this because I have no doubt that he is more than aware of what had recently happened to you. And considering he knows who you are..."
