It became over time work.
There were so many strings to pull, people to trigger and events to set up. He had to use his power to persuade the emperor on various notions, the then used his pull at the council to set up situations that they would fear.
Then, he pieced everything together.
The plan in itself was drastic, many holes and flaws and somehow he pulled it off.
It wasn't long until the Emperor declared war on the clan, the council at his side to back him for in order to kill a sorcerer, they needed curse energy.
The details in itself were hazy to him, it was a thousand years ago after all and they no longer equate to this era's methods of conduct or rules of engagement. But, there was a detail he was recalling, the moment he obtained Sukuna.
That is a core memory he will never lose.
Sacrificing yet another body, he had used the sorcerer who reached the council at last, taking over his corpse before staging his death at that appeared to be 'cold blooded murder'.
He took on the assistant he hired in wake of this event and then, he made his move.
With the knowledge Sukuna was getting 'treatements' from mother Tooru, he figured there was no other in the village who could so what she did. So, he will be unbalanced.
Second of all, with the loss of someone close to him, he will already be on edge and rather bitter to the notion he lost Mother Tooru and Father Tooru, that will increase his curse energy to the point he may have trouble containing it.
Lastly, with the constant attacks he has placed upon the village, the mercenaries he hired to cause chose and mayhem paid off. Granted, many of those sorcerers died. Another was a key core in the legion of the Emperor were also killed by Sukuna, despite it being truly an accident on Sukuna's part, Kenjaku made certain they died in the cross fire while Sukuna assumed he was only killing curses.
When it all came ahead, he found it strange.
The Toorus did fight, and yet he saw nothing more than their elders on the front lines, there were a few young faces but he could sense weakness in them. Perhaps they were dying and opted to live the last part of their lives on the battlefield.
Still, the numbers were too great, even for Sukuna to contend with.
But Kenjaku smiled as he saw how much pain he was in, Sukuna kept holding his head oddly and appeared to be struggling with something.
He watched him fall back, the Tooru elders ordered him to fall back and recover before going on ahead.
He made his move.
Kenjaku went to the cave where Sukuna was barely hanging on. His eyes appeared to be focusing in and out as he struggled with himself. "You look to be in such agony…" he said.
Instantly, Sukuna snapped to his feet and stood at the ready.
"At ease, I am not here to harm you. In fact, I wish to help." He said in a gentle voice.
"Help? How can you help me? I am being attack by the Emperor for doing no wrong, my family is dying out there for what!" he demanded. "At this rate…"
"What if there was a way… to defeat them? I know for a fact there is a great, untapped power within you. I can help you release it."
Sukuna… paused oddly. "Untapped power?" he asked curiously. "Mother Tooru warned too much power will corrupt me. I know it happened once before, I lost all memory of myself, I didn't know who I was…"
"I can help you with that,"
He appeared curious now. "I'm listening…"
"I will make binding vows with you, and I promise to tell you everything about the Tooru family so you will remember who you are. I will also do you favors in a sense to ensure no one ever attempts such a thing again against your family. How about it?"
The sound of the battle was getting worst, Kenjaku knew Sukuna could smell blood from where he stood, the more he delays, the more the family dies.
"You promise me, I will remember the Tooru family?" he asked with great sincerity.
"You won't ever get them out of your mind,"
His dominate right hand extended. "Then I accept."

BOOM
He dropped like a rock.
Kenjaku smirked at the sight since now, he can get to work. The binding vow in place, he can manipulate Sukuna now. "You really do need to be careful with your words, since I promised to remind you of the Tooru family… but you never told be to be truthful about them." He said with a sickening grin.
He then started.
Over his heart there were binding vows. "Let's see, let's make sure that it won't be simple or easy for them to save you… then again, when I am done, they are going to wish you were dead! But first…"
He casted a jujutsu over Sukuna, and then, he gathered his memories of the Tooru family from his mind. "I always thought this jujutsu was useless, I stand corrected…" he the condensed the memories down and placed them into his heart. Just as the curse energy began to bombard him. There was a struggling look on the two face sorcerer, but he wasn't too worried about it. "Now, to make sure they will never be remembered by you…" he placed the binding vows over his heart.
"This will release when you are forgiven from an enemy, this will release when you do something out of your nature…" All in all he put about ten, at least, he thinks he did. It was a long time ago.
The final part was his end of the deal, he began to tell Sukuna of the Tooru family, but did so as he was unconscious so it would seep deep into his mind.
"They tricked you, this whole time they had used you as a pawn for their own gain, in fact, they USED you like a weapon despite treating you like family. The Toorus have nothing more to gain from the like of you, Ryomen Sukuna. Why else are they not on the battlefield? They have sealed away your power, they lied about how strong you are and what is capable. If anything, the Toorus refused to allow someone as powerful as you to obtain all they deserve… they are out for themselves… they must be destroyed. Every last one of them. For they are going to take command of your power again, and you will never be free from their greed."
He then waited.
It took merely two minutes for Sukuna to wake again, but there was such anger and rage in his eyes, then… he began to fall into madness.
At first he cackled like a mad man… that was to be expected.
Then he began to feel the curse energy coursing over him, corrupting his mind, body and soul to the very core. Just as it was suppose to in the first place.
"What… what is this?!" he demanded as the power surged through his body.
His sights then set on Kenjaku.
"I am not here to fight, Lord Sukuna. I am merely a humble servant at your command, I just freed you from the curse the Tooru clan had placed upon you."
He peered at him oddly, perhaps deciding if he would believe what was said or not, but that twisted grin came over his lips. "You did, didn't you?"
"I wish to offer you another service, if you wish to hear it…"
Sukuna smirked. "Speak…"
"Should anything happen to you, great Lord Sukuna, I wish to ensure that you obtain a vessel in the future, I merely state this as a precaution since your power is undisputed, however some tend to get a little zealous and will try to take you out. If that should ever happen, depend on me, I will make certain you have a new body in a new age and time…"
"A new body? And I will be able to fight others as strong as me?"
"Impossible," Kenjaku said flat out. "You are the strongest sorcerer, BUT, I will ensure there are suitable opponents for you. On the condition that this clan is erased… they hinder so many potential and powerful sorcerers…"
"What clan?" he demanded in a sinister tone.
He smiled. "The Toorus,"
Sukuna, growled at the name, but then, he smiled. "Finally, a challenge!"
The rest as they say… is history.
