So, I'm going to rewrite 'Rising from the Ashes' because I sort of realized that the character I had created for that story fits better this story instead (her personality, not her powers). So the chapters that I've already written for that story will be modified and added here instead.
Summary: Blair makes a wish and becomes Blair Gilbert, sister to Elena Gilbert, replacing Jeremy Gilbert. Though she's older than Elena, not younger. Oh, and she's a witch, a siphoner to be more precise. She also has no memory of being anyone other than Blair Gilbert. Damon/OC.
Just a warning, this story will be explicit, with descriptive sexual scenes. Also, while this story is first and foremost Damon/OC, there will be some minor Stefan/OC and Tyler/OC, and some very slight (nothing will actually happen) Klaus/OC and Elijah/OC vibes. Also, minor Damon/Katherine and Damon/Elena.
One last thing, this story will follow canon for the most part but any chances you'll find from canon, they'll be because they are part of Blair's wish or because Blair's presence in the story is enough to make changes to the canon story.

Prologue
Sometimes, when Blair had nothing better to do, she would imagine ways in which she would change her favorite tv shows, movies or books. Not because there was anything wrong with them (well, except for the last season of Game of Thrones, which was almost universally despised) but simply for the fun of it.
One of her favorite TV shows was 'the Vampire Diaries' and though it had more than its share of problems, especially in the later seasons, it still remained, at least in her humble opinion, one of the best of its genre (not to the level of 'Buffy the Vampire Slayer', of course, but which was?). It was certainly iconic.
Personally, what Blair liked best was the vast and varied world they had created, with its own set of rules and lore. Well, and Damon, naturally. She loved the Originals–well, not Finn, but definitely all the others–but her favorite character has always been and will always be Damon.
While Blair had loved the relationship between Damon and Elena, sometimes she wondered what would have happened if Damon had fallen for someone else instead. What would have happened if Damon hadn't spent more than 3 seasons pining after Elena? What if he had fallen for a different girl instead?
And, since she was pathetic like that, she would sometimes imagine what it would be like to be a part of that world, spending hours thinking about what kind of character she would be. Like a video game–what would her avatar be like and look like?
First of all, her appearance. Her avatar couldn't look like herself. No, her avatar would look like Taylor Hill, but with much bigger boobs, like Sophie Mudd, and very vivid jade green eyes. Her avatar would also be in the same year as Elena, Bonnie, Caroline etc. as a junior in high school.
Her name would be Blair, like her own name. But what about her surname?
There was a minor character in the first season called Blair Fell. Obviously, her Blair would replace this character. But would she be Blair Fell? She'd prefer if Blair was Elena's sister. Perhaps in Jeremy's place. Therefore, her name would be Blair Gilbert.
However, she wanted Blair to be older than Elena, not younger.
But for Blair Gilbert to be in the same year as Elena, she needed to be born at the end of 1991.
Perhaps the beginning of September 1991 would work, with Elena's birth being in January 1993 (so, Matt would be the one born in June 1992). Perhaps, since Elena and Blair were so close in age, the Gilberts had decided to wait a little for Blair to start school so she and Elena could be in the same grade.
She wanted Blair Gilbert to be the witch of the story but not a normal witch. She wanted her to be a siphoner and part of the Gemini Coven.
Obviously, Bonnie and the Bennetts wouldn't be witches anymore. Bonnie could be some other kind of supernatural creature. Perhaps she could be a banshee, similar to Lydia Martin in Teen Wolf. She would be the one able to see ghosts since Jeremy wouldn't be present in the story. Her powers could be awakened when Damon would bite her; perhaps she could be the one attacked by Damon at the party at the Falls and not Vicki. A near-death experience would be enough to awaken her powers as a banshee.
But Damon would also turn Blair into a vampire that same night. Nobody would notice or get particularly worried when she doesn't return home because they would just assume she's out partying or spending the night at someone's house like it would happen sometimes. And anyway, everyone would be too worried about Bonnie being brought to the hospital to realize that something had happened to Blair too. She wouldn't need a daylight ring, of course, because heretics don't need daylight rings. Though she would still need to be invited into someone's house, and she would still need to feed on blood.
In fact, to make sure she could continue living life as normal, without anyone knowing and without attracting the attention of the council, let's just say that Blair would have super-control of her bloodlust, even better than Caroline was in canon (because she would be a total control freak, totally obsessed with control). Also, she would have a mini-fridge in her room so she could keep blood bags in her room without anyone noticing. Naturally, for all of this to be possible, Damon wouldn't have any deal in place with Emily about protecting Emily's descendants.
Damon would have chosen to turn Blair because she was Elena's sister, so he'd find it funny, the idea of Elena's sister a vampire, with the very possible scenario of Stefan having to kill her if she'd become out of control (like what happened to Vicki in canon), therefore ruining any chances Stefan would have to be with Elena. He wouldn't realize that Blair was a witch at the time.
Of course, once Damon would find out about Blair being a witch, he'd enlist her help to open the tomb, in exchange for Emily's grimoire. He would also swear to leave the people Blair cared about alone; Blair would literally make a list of the people that would be off-limits: her sister, her aunt, Caroline, Caroline's mom (unless she was trying to kill him), Bonnie, Tyler and Matt.
Also, he would swear not to feed or kill in town unless absolutely necessary.
To make sense for Blair to be a Gemini Coven witch, but not Elena, the witches would have to be in Miranda's bloodline. Therefore, both Miranda and Jenna would have to be witches. But since there was already a canon witch from the Gemini Coven in Jo, she decided that Jo would be Miranda's sister and not Jenna.
Therefore, Miranda Gilbert would be born a Parker and a witch. She and Jo and Kai would be half-siblings though, with Miranda and Jo having different mothers but the same father (Joshua Parker).
The Sommers could replace the Bennetts in canon, as the old bloodline of witches. Sommers' blood was the blood used to create the ascendants and the prison worlds, but Parker blood is the one necessary to awake Silas.
Consequently, Emily Bennett wouldn't be Emily Bennett anymore but Emily Sommers (and she would have looked like Ruth Wilson because, why not?) but, for the rest, she would be the same character as she was in canon.
Miranda wouldn't be present during the massacre, since she'd already live in Mystic Falls with her husband and children. Her mother would be originally from Mystic Falls and Miranda would leave
Oregon to go live in Mystic Falls at one point, perhaps after her mother's divorce from her father.
She would therefore choose to go live with her mother (Grace Sommers) and there she would meet Grayson Gilbert, fall in love with him and marry him.
After the massacre, Jo would give up her magic (putting it inside a teddy bear and leave it in Oregon like in canon) and then she would move to Mystic Falls to live with her sister. She would still be a doctor, she would attend college at Whitmore and then she would start working at the hospital in Mystic Falls, taking the name Jo Laughlin (Laughlin being her mother's maiden name).
Jo would still be a witch, but in name only, since she wouldn't really practice any magic for a long time. But eventually she would realize that her magic could be useful to protect the people that she loves. She wouldn't die like Jenna did in canon. In fact, she would basically replace the role that Meredith Fell had in canon. And she and Alaric would get their happy ending.
Matt would be the supernatural hunter – one of the Five – since Jeremy wouldn't be present in the story anymore.
Blair would be the opposite of 'good girl' Elena. She would be considered a troublemaker while younger and then a party girl while a teenager. She would be the most popular girl in school, a stereotypical Queen Been, captain of the cheerleading squad, mean and spoiled, and promiscuous as well, with a high sex drive but reluctant to form true attachments.
She and Elena would be the ones having a rivalry going on and not Elena and Caroline. In fact, Caroline would be Blair's best friend while Bonnie would be Elena's best friend like in canon. Blair would love to steal what Elena had, especially boys Elena was interested in. She wouldn't be all bad, though, obviously. She would also be extremely loyal (in her own way) and protective of the people she cared about, and brave, tenacious, witty, clever and perceptive as well.
Her mother Miranda would be the one who taught Blair magic–but, in secret. In fact, no one would know about it, but Blair would be aware of the supernatural world (only of witches and vampires); in fact, she would be fascinated by history and she would love to read the Gilberts' journals, especially the ones about the 1860's. And that was only because Blair would find out about the fact that her mother's family was a family of witches and she'd insist on learning, threatening her mother that she'd learn alone if she had to. Her mother, worried about her daughter practicing magic without supervision, would relent and teach her all that she knew.
Miranda would have been a little put out by the fact that her own daughter was a siphoner like Kai had been, but she would remind herself that Blair was nothing like Kai and that Blair was her daughter and Miranda loved her.
There were other things she had written, three whole pages of them. Blair shook her head. What was the point though? The thing she wanted most after coming up with such a list, would be to become her avatar–Blair Gilbert herself. Though, of course, Blair wouldn't want to remember being anyone other than Blair Gilbert; she wouldn't want to remember that the life she would be living as Blair Gilbert was, in truth, a TV show. She wouldn't know what would happen before it happened. Where would be the fun in that? But such a thing wasn't possible so she decided to banish the thought from her mind.
Blair got ready for bed, not noticing the shooting star passing through the night sky outside her window. She went to sleep, not knowing everything would be different for her tomorrow (not that she would realize that anyway).
