Junpei (from afar): "I heard that!"

Katsuki: Shut up! (turn to me) So what do you want me to say, shitty author?

Me: (shock) S-Shitty?! (sigh) Just say something about the story or something.

Katsuki: (scoff) That's it? Easy peasy! (turn to the readers) DON'T YOU DARE STEALING THIS CRAPPY STORY OR I'LL BLOW THE FUCK UP OF YOUR ASSES!

CHAPTER 13

Declaration of a Leader and War

The day had been normal for any student of U.A. to get into classes and all. Normal routines by going to the school, getting into their respective classroom and get ready for the day; but today's endeavor was different since there was a little bit of a problem at the entrance gates.

Junpei, Izuku, Ochako, Momo, and Itsuka were standing not far from the gates which there were many journalists, press, cameramen and those kinds of people.

Junpei had seen it months back when they got into the Sludge Villain incident which every press got around him and there it was an annoyance in Junpei, even though he didn't want to show it, by being pressed.

'Now I get why Aizawa-sensei doesn't like them.' He deadpanned.

By then, the press took notice of them and were about to interview them.

"Just follow my lead," Junpei whispered them as a female reporter came to them.

"Hey, you! How are All Might's classes?" She asked, the cameramen flashing at them and journalists with their notes on hand for the interview.

"Sorry, but we are from General Studies." He said, thumbing at Izuku.

"I'm from the Support Department!" Momo stated elegantly.

"We two are from the Business Department!" Itsuka said, putting an arm over Ochako who nodded in agreement but trying to hold her laugh.

The journalists, reporters, and cameramen were dejected that they weren't from Heroics and they quickly walked away from them before anybody could question them.

"Wait…" The female reporter wondered as Junpei quickly walked faster with the others behind. "Wasn't the bluenette familiar?" She then realized who he was and turned quickly to question him, but he and the others disappeared from their sights. "Damn it!"

Junpei peeked at them, noting that they left them to get another one which there is was Tenya explaining with commitment and got them bored.

Later, it was Katsuki who got an interview. The first seconds were trying to get their attention but the female reporter recognized him and asked him about the Sludge Villain incident and got him mad.

Lastly, it was Aizawa-sensei starting with who was he and asking other questions and his answer was that he was disturbing the students and staff of U.A., and went inside the school grounds. The female reported not relenting to give up tried to get into the school grounds. 'Trying' being the word since the gates closed forcefully which the 'U.A. Barrier' wasn't for shit and giggles.

"Huh, so that's the U.A. Barrier…" Itsuka hummed watching the closed gates with Junpei.

"But that was good, Takahashi-kun!" Ochako commended.

"Thank you, thank you, I'll be here every day!"

"Hehe, anyways, we should eat later during lunch!" Izuku said to Itsuka.

"Sure, I'll bring some people to join!"

(U.A. – Class 1-A)

"Good work on yesterday's combat training. I saw the video and results." Shota congratulated lazily, he then turned to Katsuki. "Bakugo, you're talented, so don't act like a kid."

"I know." He growled lowly.

He then turned to Izuku. "Though it was a surprise that you didn't injure, your finger still throbbed numbly with that attack. Be more careful next time and do not repeat it, understand?"

"Yes, sir!"

And lastly, he turned to Junpei which he was surprised. "And Takahashi, I know that it was a simulation but you really had to play the 'villain' seriously? Do it seriously or else there won't be the next time, alright?" He warned.

Junpei sighed. "Yes, Aizawa-sensei."

"Now let's get down to homeroom business. Sorry about the late notice, but today, I'll have you…" He paused getting everyone nervous.

'…take another special test?!' Most of the students thought in union nervously.

"…decide on a Class Representative."

"IT'S ACTUALLY A NORMAL SCHOOL ACTIVITY!" Everyone cheered joyfully.

Instantly, most of the students rose up their hands to get chosen.

"I want to be the class rep! Pick me!" Eijiro started.

"Me too!" Denki continued.

"I want to do it, too!" Toru picked up.

Junpei blinked in confusion. 'Wait, wasn't Kyoka saying it?' He thought before turning to Kyoka that she was massaging his ears. 'Huh… well, damn, something different from the original.'

"It's a job made for me-!"

"I'll be the leader!" Mina, once again, interrupted Yuga.

"My manifesto is for all girls' skirts to be 30 centimeters above the knee!" Minoru proclaimed his perverted thoughts aloud.

Junpei could literally feel that every woman in the room snapped in fury. Yeah, he is on his own.

"Let me do it! Me!" Katsuki huffed angrily raising madly his arm.

Junpei sighed since this was different from what he knew. 'In a normal world, students might feel like they're just taking on daily duties, and this wouldn't happen; but here in the Heroic Department, it's a role that allows one to practice being a top hero by leading a group. Teenagers today can't appreciate the silence.'

There were other students that were silent, such as Fumikage with his arms crossed and looking displeased with everyone shouting; Mezo ignored the shouts as he also had his arms crossed; Kyoka was massaging his throbbing headache, Koji was… silent as usual, how Junpei would have thought; Momo wanted to raise her hand but Junpei noticed the lack of confidence that she had shown before getting a morale boost after some time; and Shoto was sitting in silence ignoring the classroom's outrage.

He turned his attention to his red-haired neighbor and saw that she was raising her hand dedicatedly and a look of determination.

Lastly, he then turned to the greenette if he was doing what he expected and no… he hadn't even raised a hand, he was simply sitting with his hands on his desk quietly.

'Truly he had matured.' He sighed. 'Still, my life would have been like this if my past-self lived in this kind of environment.'

"Silence, please!" Tenya's voice boomed making Junpei turn his attention to him. "It is a job with the serious responsibility of leading others. It is not a job for just anyone who wants to do it. It is a calling that requires the trust of those around you. If we want to use democracy to decide on a true leader, then we should hold an election to choose one." He stated coolly.

He was good and firm to declare like this, but there was a little problem with that…

"YOUR HAND IS RAISED THE HIGHEST!" Everyone shouted in unison.

"Why did you suggest that?" Denki wondered in disbelief.

"We haven't known each other for that long, so how can we have trust or anything?" Tsuyu stated, putting a good argument.

'Not most of you…' Junpei thought.

"If that's the case, and everyone votes for themselves," Eijiro said truthfully but something in what he said made Junpei snapped inside his mind.

"No, Kirishima, there is a problem where you are saying." He retorted which everyone and Shota looked at him. "Being a Class Representative isn't simply a position where anybody can become."

At everyone's confusion, Junpei continued with a sigh. "What I mean is that being a leader isn't always easy." He raised his clenched hand and raising one finger at a time. "The man or woman responsible had to be a leader has to be calm, calculative, brave, to not abuse its power, and lastly charismatic. If anything those words don't mean anything to you, then you are not worthy."

Everyone kept quiet in awe staring at Junpei, some with respect and others in understatement. Shota looked like respected a little to the youngling, though he didn't know that Junpei was older in mind.

"Hm, is it seems like Takahashi-kun is correct." Tenya mused still surprised in awe from his explanation. "It is precisely that whoever receives multiple votes here can be truly considered the most suitable person. What do think, Aizawa-sensei?" He asked to the insomniac teacher.

"I don't care, as long as you decide before homeroom is over." He replied, getting himself inside his yellow sleeping bag.

'Where does he put that sleeping bag to take it whenever he likes to get into it? One of the mysteries of heroism, I must say.' Junpei thought.

"Thank you very much!"

Everyone now had a sheet of paper on their desks, thinking who should be the Class Representative. Izuku stared at his blank paper thinking on whom he should pick.

'Hmm, who should I pick?' He turned to his glass-wearing friend. 'Tenya would be a good pick, but he is too stiff and even if he is good per se, he would take it by the book.' He turned to his other bluette friend. 'Jukkun could be a good leader since he said it like that, but I recall that isn't much of a leader since I know that part of his personality, though it would be preferable to be a Deputy.' He then turned to Katsuki. 'Yeah no, not if pigs would fly.' And he lastly turned to Momo. 'Well, Momo-chan would do it better. She is calm and intelligent so it shouldn't be a problem.'

Izuku wrote down the name and put it inside the ballet box.

After everyone wrote down the names and put inside the ballet box, Shota counted the names and wrote down on the chalkboard.

ELECTION RESULTS:

1- Momo Yaoyorozu: 8 votes

2- Junpei Takahashi: 6 votes

3- Izuku Midoriya: 3 votes

4- Katsuki Bakugo - Minoru Mineta - Yuga Aoyama - Mashirao Ojiro - Rikidou Sato - Koji Koda: 1 vote

Junpei cocked an eyebrow staring at the votes. Momo won by a large margin next to himself, Izuku's three votes were expected but let's see what happens.

"Three votes for Deku?! Who voted for him?!" Katsuki demanded as he bolted up from his seat and slammed his hands on his desk.

'He's angry that someone voted for Izuku than me? I feel insulted.'

"Well, it's better than voting for you." Hanta teased.

Junpei deadpanned looking at Ochako who was whispering innocently and looking away but to Katsuki. And Tenya was trembling in frustration and aghast.

"Zero votes… I knew that would happen… That is only to be expected of a person's calling."

'Geez, Tenya's attitude for not being chosen took a toll on him.'

"You voted for someone else, huh?" Momo said sweatdropping.

"But you wanted to do it, too," Rikido added. "What are you trying to do, Iida?"

Momo and Junpei stood side by side in front of every student of Class A.

"Then, the Class Rep is Yaoyorozu and the Deputy Class Rep will be Takahashi."

"I'll be in your hands, Yaoyorozu-san." He bowed politely.

"The same to you." She mirrored him. 'Though I would have liked to be with Izuku.' She thought quite bummed.

"That might not be too bad." Tsuyu said; a little envious that Junpei was with Momo. But she knew that those two are the best choice to be Class Representatives.

"After all, he was the most serious and mature during combat training." Eijiro supplied.

"And Yaoyorozu was cool when we were going over the battle results!" Denki agreed.

"We will later choose the other delegates for the other roles." Shota continued which Junpei looked at him in surprise. "Dismissed."

'There were other roles?!' Junpei thought incredulously. 'There was nothing before…'

After choosing the Class Representative and the Vice, it was time for lunch.

"Aah! There are a lot of people today, too!" Ochako said as they made a line to get their food.

"That's because everyone in the Hero, General Department, Support, and Management Courses meet in the same place," Tenya explained.

Once they got their food, they were seated together in one of the many available seats.

"Hey, guys!" A familiar voice brought their attention as they watched Itsuka came with two female friends behind.

"Hey, Suka!" Izuku saluted while eating his lunch before he noticed the two female students with Itsuka. "Who are they?"

"They are Yui Kodai and Reiko Yanagi from Class B." Itsuka presented them. Junpei noted that the size-manipulator girl and the poltergeist girl were the same girls that hang around Itsuka. Itsuka turned to them. "They are my friends from Class A."

"Nice to meet you," Yui said cheerfully.

"Hi," Reiko said with a nod.

"Heya, you two." Junpei waved his hand leisurely which the two girls took notice.

"Hey, do you think?" Yui whispered lowly to Reiko.

"Yeah, I think so..." Reiko whispered back.

"What are you girls talking about?" Itsuka asked them in confusion.

"Nothing!" They chorused innocently.

'Is there something I am not getting at?' Junpei thought in wonder and curiosity.

"Anyways, take a seat!" Ochako chirped happily. In fact, she loved being among friends.

"So, how have been your classes with Eraser Head?" Itsuka asked.

Izuku tilted his head. "More or less educative, sometimes Aizawa-sensei glares at us and other times we get to study. But I wonder how can he work with his lack of energy?"

"He's very scary..." Ochako shivered.

"In other cases, most of his classes are fundamental for heroics. We even chose the Class Representatives of Class A!" Tenya added.

"Oh?" That got Itsuka's attention. "So who is the Class Representative and Deputy? I'm the Class Representative of Class B and Yui is the Deputy!"

"You're already seeing it," Junpei said pointing at himself and Momo. "I'm the Deputy, she's the Class Rep."

Itsuka hummed thoughtfully after hearing it. "Luckily, you weren't the Class Rep since Izu and I know your personality!"

"We know it too, now." Class A deadpanned with a sweatdrop hanging on their heads.

"I don't know if I had to take it as a compliment or an insult..." Junpei pouted, putting another mouthful of food in his mouth.

"As you can see, I have been chosen as the Class Representative with 8 votes," Momo stated. "As for Takahashi-san, he got 6 votes and Izuku got 3 votes."

"Three votes for Izu?" Itsuka said in surprise. "I wonder who the people that voted you were."

Junpei gave her a flat look. "Do you want me to point it out?" He then stared at Ochako and Tenya with the same look. Both of them had their eyes pointed at him before looking away shamelessly.

"You guys voted for me?!" Izuku wondered in shock.

"Are you perhaps the third voter of him?" Yui asked Junpei.

He raised an eyebrow. "Nah, it ain't me." He then glanced at Momo which she noted his stare and blushed sideway. "I voted for her." He admitted.

Izuku connected the dots and stare at Momo. "You voted for me?"

"It just happened that you were a candidate," Momo confessed. "Which is why I voted for you!"

"It's fine." Ochako chimed. "Though I also wanted you to be Class Rep."

"But Ochako-chan, why? I don't have the qualification of being the Class Rep."

"You are," Ochako replied.

"I do agree with Ochako," Momo added with a nod.

"Even I." Tenya nodded. "You have the courage and judgment at critical moments that makes you worth following."

"Huh?" Izuku bolted from his seat in shock and surprise.

"Is this what happens every day with him?" Reiko asked Itsuka.

"Yeah, you'll be even surprised if he starts talking about heroes." She informed his habits to her.

"But seriously..." Ochako continued, looking at Tenya. "Didn't you also want to be Class Rep, too, Iida-kun? I mean, you've got glasses and everything."

'That's not one of the reasons to become the Class Rep, Ochako-chan/Uraraka-san.' Everyone thought in unison with a sweatdrop hanging on their heads.

"Wanting to do it and being suitable for it are different issues. I merely did what I judged to be correct." He elaborated intelligently.

The greenette and brunette looked at the speedster in dumbfound. "'Merely'?"

"You don't usually use that word..." Izuku pointed out.

Tenya tensed up at being pointed out his spelling. "Oh, that's..."

"I've been thinking..." Ochako wondered before a pause. "Are you a rich boy, Iida-kun?"

The girls of Class B looked at the conversation with some interest but didn't say much. Junpei wasn't much in the conversation as he was stuffing his mouth with food. Momo was quite confused about her reaction to Tenya's identity as she already knew who his family was.

"Rich..." Tenya muttered. "I tried to change how I talk because I didn't want to be called that."

"But why?" Momo asked. "I do believe that your family is well-respected."

"Do you know who Iida-kun's family is, Momo?" Ochako asked.

"I'll tell them, Yaoyorozu-san." Tenya intervened. "My family has been heroes for generations. I'm the second son who will take the path of heroism."

"What?! Awesome!" Izuku and Ochako chorused in awe.

Tenya continued. "Do you know the Turbo Hero: Ingenium?"

Itsuka chimed in. "Of course!" She nodded. "He's a really popular hero who has 65 sidekicks working at his Tokyo agency!" She then noticed that the two of her friends were staring at her. "What? I sometimes hear what Izuku speaks and describes heroes. That doesn't mean that I'm ignoring him!"

Izuku blinked in realization and gaped. "Wait... then, don't you mean..."

"You're right! He's my elder brother!" He proclaimed, puffing his chest proudly.

"He's telling us straight out!" Ochako bellowed incredulously.

"He must be really proud of his brother," Reiko muttered to Yui which she nodded in agreement.

"He's a likable hero who honors the rules and leads people," Tenya remarked highly of him. "I set my sights on being a hero because I want to be like my brother."

Junpei chuckled in amusement. "Geez, to think that you and I share the same similitudes in our families. How the world is small."

Ochako, Tenya, Momo, Yui and Reiko blinked in confusion at what he said.

"What do you mean, Takahashi-san?" Momo asked.

'Wow, she knows of the Iida family but not mine...' He thought in total surprise but shrugged it off, at least not everyone are informed. "My family works in the Kyoto agency. My father is known as the Beast Hero: Savage and my mother is known as the Magnet Heroine: Attraction." He declared.

"He also has a big brother and sister that graduated here!" Izuku added.

"Really?" Yui pondered in curiosity. "Who are your siblings?"

Junpei stared at her for a moment before tilting his head to Izuku. "Ask him, he is the best hero-dictionary you'll ever encounter."

"Oh come on! You don't have to name me like that!" He protested.

"You can describe a known or retired hero in 5 seconds," Junpei answered with a flat look. "Don't tell me that everything you had written out of your 'hobby' is worthless? The things you write are incredible, and you know it!"

Izuku hung his head down with an embarrassing grunt. "Well, when you put it like that..."

The others watched the scene in silence yet they were intrigued. Itsuka, for another case, was sighing in nostalgia when she had asked him about various martial art heroes and he answered them up like it was nothing.

Shaking off the embarrassment, Izuku continued. "Jukkun's big brother and sister are known as the Power Beast Hero: Beast Booster and the Fox Heroine: Kitsu!"

Once his words were out, the listeners had their eyes widened like dinner plates. "WHAT?!" They bellowed earning various flinching students around

"No way!" Ochako lowered her volume. "They were two of the recognized rookies back when they were just students of U.A.!"

"And you're related to them?" Reiko asked quite shocked.

'My family was that kind of a deal?' Junpei thought incredulously. He remembered his brother always smelling meat after he went with his friends to a BBQ restaurant and his sister would laze around eating aburaage (fried tofu) or sweets whenever she liked. 'Those two would always laze around or be careless when they are at home. Huh, maybe they are different outside.'

He then shook it off and looked at Reiko. "Yeah but I don't know about that."

"I can't believe it..." Tenya mumbled out, surprised. "I didn't think that I would be the only one who's family took their jobs as heroes."

"Meh, it's not that surprising once you get used to." Junpei shrugged. "But, ah, returning to our previous conversation, why do you think you aren't fit for leading?" He asked that earned his colleagues staring at Tenya.

He blinked for a moment before sighing. "Ah, well... I think it is still too soon for me to lead others." He confessed. "Unlike me, Midoriya-kun realized the point of the practical portion of the Entrance Exam, so he is more suitable for the job." He said with a smile before he noticed the stares. "Wha... What's wrong?"

"This might be the first time I've seen you smile, Iida-kun," Ochako stated with the others of Class A nodding in agreement.

"What, really?" Tenya blinked, dumbfounded. "I smile!"

"I do believe that they are very united," Yui said to Itsuka.

"Yeah, I guess so..." She muttered, a little jealous that she wasn't in Class A as them. "But anyway, I'm fine where I am."

The moment was perfect and Junpei knew it. His friends and companions were having a moment on their own as everything would have been perfect...

FWOOOOOM! FWOOOOOM!

Except for the sudden alarm that was surging on the entire building.

"There has been a Level 3 Security Breach. All students please evacuate outdoors promptly." The robotic female voice announced to every student.

The students, hearing that, started to panic and run to their lives.

'And they are supposed to be heroes-in-training but they are panicking for something like this.' Junpei thought in disappointment. 'At least, they should show some kind of professionalism.'

Tenya stood from his seat and grabbed one of the students that were running. "What's 'Level 3 Security'?"

"It means someone is trespassing on school grounds!" The student informed him. "I've never seen anything like this in the three years I've been here! You should hurry, too!" Tenya left him and he started running away.

"We should go right now," Itsuka said earning various nods.

Junpei should say something that it was okay and it was just the press that entered the building. But how could he explain the way and method of their entry? Should he say that someone dangerous destroyed the U.A. Barrier and let the press enter without the school's consent? And how should he explain the information he knew? He can't divulge his knowledge of the world without having the others in danger.

For now, he should do something at the moment. Right now, they were being pushed and squashed by the other students. Even his friends from Class A and B were having a hard time.

'I can just let Tenya discover the reason for it but time is crucial and the moment was getting out of hand so...' He stared at the exit where Tenya would have been and let his eyes shine. "I'm going to do it myself!"

His body started to shine in a familiar color and started flying over it. Few students of Class A and his group noticed him flying over the panicked students. Once he got over the exit, he started to breathe in as much as the air he could and everyone who knew him expected what he was going to do and blocked their ears. Itsuka had to tell Yui and Reiko to do it if they didn't wish to lose their hearings.

"STOOOOOP IIIIIT!" He roared at top of his lungs, startling every student, making them stop running and blocked their ears.

The students were a little daze but looked at Junpei in confusion.

"There is nothing to be alarmed!" He informed, floating on the air as if it was nothing. "Don't be alerted just because of the warning! We are heroes-in-training and we should act like that!" He then pointed at the window. "It's just the media that entered the school grounds! Don't be alarmed and started acting like students of U.A.!"

Once everyone was calmed, they started exiting the cafeteria at a normal pace. Sighing in relief, Junpei landed on the floor and massaged his neck for soreness.

"Are you okay?" Itsuka asked with the others behind her.

"Yeah... a little sore on the neck." He grunted. "It's hard to shout when also trying not to break the windows."

"Oh! Like you tried to amplify your voice but not making it too high for breaking the glass, right?" Izuku wondered.

"Yeah, it is one thing to shout and break stuff but trying to not break is hard enough." He said, coughing a little.

"Well, at least nobody else got hurt." Tenya stated.

"Yeah, I was about to be crushed by everyone." Ochako said.

"But it's too bad that our lunchtime got interrupted." Yui said sadly.

"Yeah, how do you think that the press entered U.A.?" Reiko thought aloud.

"Well, the U.A. staff would look into it!" Itsuka stated. "We should for now return to our classes!"

With everyone nodding, they went away and to their respective classrooms. Junpei frowned at the thought that everything that happened was a 'Declaration of War'. So they are starting to make a move. Hopefully, with him here, he could do something against them before things get worse.

(U.A. – Class 1-A)

"Come on, Class Rep. Start." Shota said.

"Yes." Momo nodded. "As for now, we are going to elect the other delegates for Class A: the secretary, the one who's going to take care of the class pet, who'll do the announcement in class, the health committee rep and the disciplinary committee rep." She announced. "To start, I propose that Mineta shouldn't be elected as the health committee rep."

"Agreed." Every girl stated in agreement.

"Oh come on! I didn't even say anything!" The pervert cried out.

"As if you had anything to said, Grape-Midget," Katsuki grunted in boredom.

Minoru started to cry blood as everyone else chuckled.

"So, ah, starting with the secretary we proposed to choose Tenya Iida." Junpei stated with the speedster blinking in surprise. "He's fast and neat so he should be able to come up with projects faster than others."

Everyone nodded and hummed in agreement.

Tenya stood up from his seat and saluted. "If the Class Rep and Deputy have nominated me, then from now on forth, I, Tenya Iida, will do my best to carry out the duties of the Secretary!" He declared.

"Good to have you here."

Momo continued. "As for the one who'll take care of the class pet, who would like to be?"

Everyone glanced at each other before a hand raised surprising but expecting it. Koji Koda, despite not speaking, raised his hand in conviction. And since everyone knows that his Quirk let him speak to animals, he was chosen for it.

"The one who'll do the announcement in class should be Kyoka Jiro." Momo said surprising even the named girl. "Since she's good with music, we thought that we could add some with the announcements."

"I'm fine with it." She shrugged with a smile.

"For the health committee representative..." Junpei continued, eyeing dangerously at Minoru. "And we mentioned that Minoru Mineta won't be selected, I propose that the one who'll be should be... Toru Hagakure." He declared.

"Eh?" Said invisible girl 'blinked'. "Hm, I do not mind but why me?"

"Because you know much better of first-aid than any of us." Momo answered. "I mean, you're best in that than me so we elected you to do it."

"Oh, okay!" She agreed instantly.

"Lastly, as for the disciplinary committee representative..." Momo began. "We can all agree that it could have been best for Takahashi-san to be on the post but since he is the Deputy of the Class Representative, we had decided to elect to Mezo Shoji."

"I mean, we could have elected Katsuki but, ah, I didn't think he would like to follow under my command." Junpei added with a shrug.

"Damn straight, Shitty-Eyes!"

"Good, now that we are finished here we should continue with the classes," Shota said as they continued.

Junpei sat down on his seat and narrowed his eyes at the window. Somehow, this was just the beginning of his world as heroes.

(U.A. – Front Gates)
