Chapter Six

**3 POV**

When they heard the hokage begin the meeting with the trusty old hammer, the council room began to become quiet. The third hokage began to say the opening speech for the meeting.

"Jonin Commander Nara Shikaku, how many shinobi casualties were there?" The Jonin Commander stood up, and began to say the numbers. "Out of the normal Shinobi forces, 21 Genins died protecting civilians from the fox's stray attacks or tails. We have 225 genins left, but 56 genin are permanently disabled from the attack and need to retire. However, they still can learn for desk work. Our Chunin death count is still rising, and will be estimated around 680 deaths total based on the ones M.I.A., but we have 432 confirmed K.I.A. That leaves us around 1,780 chunins left, but 800 of them also have disabilities, and need to retire and live a civilian life. That leaves us with 980 chunins left for work. With our pool of 360 Jonins, 150 died, while 10 are permanently disabled and can do desk jobs. While these death tolls are very bad, it's nothing compared to the Anbu. There are only 120 Anbu left, which is only 5% of our total Anbu forces."

After the death toll was told the Jonin Commander sat down, and there was a heavy atmosphere in the room. After a few minutes of silence to respect the dead defenders of their home, the Sandaime Hokage made a fake cough sound to get their attention. "While it's disheartening to hear such a big death toll, I want to know the civilian side death toll. Civilian head counselor Erika Monato, how big is the death toll on your side?" asked the third hokage. A middle-aged woman rose from her seat and began to speak.

"Of the total 54,000 civilians currently living here in Konoha, 18,000 are confirmed dead in the attack, while there are still 6 thousand civilians currently missing. I expect that the death toll will rise more. 4,000 civilians are traumatized and lightly disabled, so they can return to normal life after everything is repaired with therapy. Another 10,000 are heavily disabled, very traumatized, and unresponsive, so they won't be able to return to their normal civilian life. Most of them will spend the rest of their lives in the hospitals, while the others need to be placed in mental hospitals." With a few tears running down her face, she finishes her report and sits down in her seat. While most of the council had tears running down their faces, they knew they had to go further with the council meeting. After a few minutes silence again, the Sandaime Hokage asked further

"Infrastructure overseers, how big is the damage to the whole village?" A few civilians stand up and began speaking. "The infrastructure is in ruins. In the shinobi sector, about 60% of the buildings are destroyed, and another 20% are near collapsing." finished one, who sat down. Another began, "The clan sector, being on the side of the village for privacy reasons and techniques, plus due to the sheer size of them, are lucky to be only 32% destroyed, with an other 4% near collapsing." finished the other civilian. The last one began to speak up. "The financial district has no hope of repair, because the destruction sits at around 95% destroyed, and another 2% near collapse. It's just best to destroy the rest of the buildings and clean it up. Don't let me begin on the field for food, everything was destroyed by the beast since that is where it appeared." As he was also finished he also sat down with the rest of his buddy's.

After hearing the report made, the Sandaime Hokage sighs in sadness due to how much of his hometown is destroyed. Before he went to the defense squad of Konoha to ask about the damage to the defense systems for Konoha, she had already stood up with a solemn face. "The reports I am getting show nothing good at all. Every defensive barrier is only working at 10%, the walls are in shambles and they need to be destroyed and rebuilt. Our armory is also completely destroyed. The only things that aren't destroyed are the hokage mountain and most of the clan compounds, but they are out-dated by the standards of what Konoha was like before the attack, and look what happened to that. It's my advice that we use emergency war plan 45-Delta-C." As the head of the defense squad finished, you could hear gasps from all over the room.

"This is absurd! How can you expect us to leave our home town?" Yelled the current head of the hospital. "And what about the patients in the hospital? They can't leave, so are we going to leave them to die? Is that how low you have fallen?" continued the head to the female, with tears streaming down his face. The head of the defense calmly, if not slightly agitated, responded. "If you had listened correctly, you would have heard that I said war plan 45-delta-C, not war plan 45-delta-B. B is to leave everything behind and only take the healthy with us to start anew, Whereas C is the plan to liquify the village till only natural markers like the hokage mountains and forest of death remain, and we move everybody - including the sick and disabled - into the hokage mountain. If I am correct, Nidaime-Sama made a safe house capable of holding a population 4 times the size of Konoha back then. We've only doubled in size since his reign, so even if we double overnight, we should still have plenty of room and rations to last us months in the hokage the meantime, we can redesign Konoha to be an even stronger city then it was before. Sure, we are losing our status as the strongest hidden village, but only by one place because of our top Quality Shinobi. Our shinobi became top quality because of the academy - which is designed by the civilians - and because of the top tier gear we made for the shinobi. It's a circle of dependance…. No, it's even greater, because Konoha is Family, and family members support one another. The shinobi are the older siblings, and the hokage is the parent of us all. In return, we the civilians give them support emotionally, and a reason to live, to fight, to protect, and all the means to protect their family! Because of The Will Of Fire created by our two founders: Shodaime-Sama and Uchiha Madara!"

The head of the defense squad yelled, before waiting with bated breath and a determined face. After a few agonizing moments of silence, the room burst out with cheers and everyone agreed with the plan. As everyone looked at the third hokage for his opinion on the matter, he could only sigh and look at the rest of the room. He picked up his hammer "The fourth Hokage would agree with me on my decision. He would do this himself, but he is currently incapable of it. So I, Sarutobi Hiruzen, the Sandaime Hokage of Konoha, declare the approval of War plan 45-Delta-C. Let's start setting everything up to move everybody to the hidden safe house!" With this declaration for the Third Hokage, they all cheered in excitement to get started.

**Time Skip: 5 Days**

It has been 3 days since they settled in the hidden safe house, and finished destroying almost everything from Konoha. It was like the town was hidden in the hokage mountain. Everyone was now waiting on the fourth hokage and his family to wake up in order to redesign the village again.
