Strategic Homeland Intervention, Enforcement, and Logistics Division, or just S.H.l. E.L.D. is American extra-governmental counterterrorism and intelligence agency, tasked with maintaining peace and security around the nation and global as a whole.
MACUSA or Magical Congress of the United States of America is the magical body in charge of governing the wizarding community of the United States of America, it had a strict rule of no interactions with the muggles or non-magical beings. Unlike most Western countries, MACUSA didn't have any connection with governing bodies.
In the late 1970s, MACUSA decided to form a connection with S.H.I.E.L.D. due to the rapid increase in technology and S.H.I.E.L.D. having files about them despite their constant memory-erasing on many of their agents.
S.H.I.E.L.D demanded that MACUSA would provide any information on all the individuals that could cause harm to the non-magical people, in return the S.H.I.E L.D would help the MACUSA in keeping their existence safe from the world. Only a few individuals in the S.H.I.E.L.D. knew about the existence of the wizarding world.
Ever since the deal was made, MACUSA and S.H.I.E.L.D had worked together in preventing many rouge wizards from exposing the community.
Even the agents who are sent on a mission along with wizards to hunt the other rogue wizards are obliviated as a part of the deal, which mentions that no third party other than certain individuals approved by MACUSA, should never know the existence of the wizarding community.
S.H.I.E.L.D constantly monitors the internet for information on the Wizarding community, if they find anything concrete proof, it is taken down and erased from the internet, and the information on the people who found out about the Wizarding Community to MACUSA, who in turn erase the memories of the people who upload about Wizarding community.
Despite 35 long years of partnership, both organizations don't completely trust each other and are on a constant lookout for attacks from each other.
MACUSA gave a S.H.I.E.L.D. a strict warning to never recruit any wizard or witch and warned wizards and witches of the consequences of working for any government organizations and exposing the community from a young age.
The information about wizards and witches isn't documented only passed through the verbal process to ensure secrecy.
Due to the rise of the new Dark Lord, a meeting between the president of the MACUSA, the director of the Statute of Secrecy Task Force, and the director of S.H.I.E.L.D. was scheduled today.
Deep within the confines of S.H.I.E.L.D Headquarters in New York City, Nicholas Joseph Nick Fury, the seasoned spy and Director of S.H.I.E.L.D., stood pensively by a window in his office. He is a war veteran from World War II, one of few people to know about the Wizarding community even before the deal between S.H.I.E.L.D and MACUSA was made. He knew of the Wizarding community after he witnessed the duel between Dumbledore and Grindelwald in 1945. He held information on many powerful Wizarding community members through MACUSA and his sources.
He was probably the most paranoid man on the planet, after a few encounters with wizards, he developed a combat form that would help his agent fight against them which relied heavily on distance and agility.
He awaited a crucial call from Samuel G. Quahog, the President of MACUSA, and Nathan Bones, the director of the Statute of Secrecy Task Force. The impending meeting was of utmost importance, given the rise of the new Dark Lord known as Voldemort.
As the mirrors on his desk flickered to life, Fury greeted his counterparts, "Hello, Director. Hello, Mr. Quahog, and Mr. Bones. I was expecting the documents on this Voldemort character. The attacks in England have been escalating, and we need more information. What can you tell me about him?"
President Quahog responded, attempting to allay Fury's concerns, "For now, the threat posed by Voldemort is primarily affecting the wizarding community in Britain. The British Ministry has assured us that they are taking measures to contain and eliminate this Dark Lord. They believe they can handle it themselves."
Fury, unsatisfied with the response, pressed further, "What do you have, Mr. Bones? Why isn't Britain open to S.H.I.E.L.D's assistance? Our agents could join forces with your Aurors to combat Voldemort's followers."
Bones, resolute in his stance, explained, "As I mentioned earlier, the British Ministry is confident in their ability to handle Voldemort's forces. They are not inclined to seek aid from any muggle organization. Furthermore, S.H.I.E.L.D is already working to counteract the effects of Voldemort's activities within the muggle world. Didn't you recently apprehend a group of Death Eaters?"
Fury scoffed at the notion, frustration evident in his voice, "Yes, we managed to capture some Death Eaters, but it was too late. An entire village was reduced to ashes. How do you propose we cover up such devastation? Has the Statute of Secrecy Task Force concocted a viable explanation?"
Bones, remaining composed, responded, "Yes, the survivors of the attack were obliviated and informed that their village had been targeted by a terrorist group. With assistance from the muggle government, this fabricated news was disseminated. The Statute of Secrecy Task Force and S.H.I.E.L.D has operatives stationed throughout Britain who will promptly notify us of any attacks on muggle areas."
Nodding reluctantly, Fury said, "Very well, gentlemen. Have a good day." He terminated the connection, his mind already racing with alternative plans. He had agreed to the deal that forbade S.H.I.E.L.D. from recruiting wizards and witches, but he had never been one to strictly adhere to agreements that could prevent catastrophe.
Awaiting the arrival of his agent, Victor Bell, whom Fury personally trained and sent on a mission to gather intelligence on Voldemort, Fury pondered the situation. Victor, a half-blood with a pure-blood witch for a mother, had excelled as a student at Hogwarts and later became an Auror. After five years of service, Fury had convinced him to join S.H.I.E.L.D.
As Victor entered the office, standing at attention before the table, Fury wasted no time. "Report, Oz," he commanded, using Victor's code name.
"There has been a recent surge in attacks by Death Eaters. Voldemort has been recruiting more followers, mostly purebloods. The influential families of the Sacred Twenty-Eight are divided in their support, with some openly joining Voldemort's cause while others remain covert. These masked assailants target nearby villages, disguising themselves to sow fear and chaos. Voldemort himself is an exceptionally powerful dark wizard, with an arsenal of beasts under his command. He poses a significant threat and can unleash devastating damage," Victor reported.
Fury leaned forward, his eyes piercing Victor's, and inquired, "Can you infiltrate their inner circle? Gain their trust?"
Victor sighed, a hint of resignation in his voice. "From what I have discovered, Voldemort possesses formidable skill in legilimency. I would be detected even before I could reach the Death Eaters. While I am proficient in occlumency, it may not suffice to shield my mind from his intrusion. I fear any attempt to penetrate his inner circle would prove fruitless."
Unfazed, Fury leaned back in his chair, contemplating their next move. "Continue capturing and interrogating those suspected of being affiliated with Voldemort. Extract as much information as possible. If necessary, eliminate them. We need intel on his next moves before they happen."
Acknowledging his orders, Victor replied, "Yes, sir."
Fury gestured for Victor to leave, his mind already formulating backup plans and contingencies. He then placed a call to the World Security Council, but only one member responded, the same one who had provided little assistance in the past.
"I believe the time has come for us to intervene in the wizarding community of Britain. Delaying our actions will only result in greater damage and potentially escalate into a war between the magical and non-magical realms if Voldemort emerges triumphant," Fury conveyed his concerns.
The council member's response remained unchanged, their stance resolute. "Our position remains as before. We will wait for the British wizarding community to address the issue. Your focus should be on saving lives and minimizing the impact on non-magical society. Deploy agents to the outskirts."
Fury, seething with frustration, muttered under his breath, "Motherfu*kers! Can't they see the ramifications this will have?"
Resigned to their decision, Fury contacted his agents, issuing specific instructions to prepare for the worst. He would continue bending the rules of the agreement with MACUSA and the Statute of Secrecy Task Force as long as it meant mitigating catastrophic consequences.
The battle against Voldemort was far from over, and Fury was determined to keep the world safe, even if it meant crossing boundaries and breaking agreements.
After all, sometimes the greater good required bending the rules to preserve the fragile balance between secrecy and the relentless pursuit of justice.
[Xavier's School for Gifted Youngsters] (New York)
The school was established by Charles Xavier to provide a place for mutants, keep them safe, and how help them control their power. Though it claims to keep children safe, it is attacked every month.
As Charles Xavier sat in his wheelchair, deep in thought within the halls of Xavier's School for Gifted Youngsters, he couldn't shake off the troubling incident that had occurred during his recent search for new mutants.
The disappearance of the mutant's signal puzzled him, leaving him to wonder if the mutant had perished or deliberately concealed their powers.
Lost in his contemplation, he was interrupted by the presence of a bearded man with a cigar, Logan, who rested a hand on Xavier's shoulder.
"What happened, Chucks?" Logan asked, concern etched on his face.
"A new mutant emerged, Logan, but their signal vanished as quickly as it appeared. Either they are deceased, or there is something obstructing their presence," Xavier explained, his telepathic powers reaching out to probe for answers.
"If they're dead, it's not a new phenomenon. But if they can elude your detection, they must either be under the influence of a telepath or possess formidable abilities. Tell me, how strong was their presence?" Logan inquired.
"They seemed to possess an alpha-level signature, brighter than many others I've encountered," Xavier replied, his mind replaying the brief connection he had felt.
Logan sniffed the air, a contemplative expression on his face, as he pushed Xavier's wheelchair. The two mutants shared their thoughts and theories on this enigmatic new mutant and the potential dangers their powers might pose.
"For now, we must set aside our concerns and focus on the troubles at hand. Magneto's activities have escalated, and he has gained a mutant capable of locating others of our kind. He's been attacking numerous government facilities," Xavier said, his voice tinged with worry.
"Trouble indeed. If Magneto or anyone else finds this elusive mutant, it will pose a significant problem. Did you manage to determine their location at least?" Logan inquired, his instincts urging him to protect their kind.
"No, I only sensed their presence briefly before it disappeared. I fear the possibility that they might have been captured, Logan. I was unable to ascertain their location," Xavier lamented, his concern evident.
"Let's put that aside for now. We have enough trouble to deal with. Magneto's actions will only fuel the government's support for the Sentinel program," Logan grumbled, frustration lacing his words.
"I cannot condone killing the man behind the Sentinel proposal. Such an act would only deepen the divide between mutants and humans. I still hold hope for a harmonious coexistence," Xavier reasoned, striving for a peaceful resolution.
Logan scoffed, his frustration boiling over. "You're too optimistic, Chuck. Mutants and humans living together in harmony? It's a pipe dream. Haven't you seen enough? We were attacked by a government-run organization just last month. Our students were treated like animals, subjected to cruel experimentation!"
Xavier attempted to interject, seeking to calm his companion's anger, but Logan cut him off, his voice filled with righteous indignation.
"Don't make excuses, Charles. I witnessed our students being dragged by their necks, dehumanized, and treated like lab rats. These children, barely even ten years old, were confined to tubes for testing. You created this school to protect them, and yet we failed," Logan declared, his voice raw with emotion.
Xavier sighed, his shoulders sagging with defeat. The recent attack on their school had left scars on the children and teachers alike, leaving him questioning their ability to provide true safety and protection.
Logan continued to vent his frustrations, directing his anger towards both the humans and Magneto, as he continued pushing Xavier's wheelchair. The echoes of their heated exchange lingered in the air, their contrasting perspectives emblematic of the ongoing struggle between mutants and the world that feared and persecuted them.
