Commissoner Gordon found himself at a complete loss for words during the press conference.

"We are doing everything in our power." He said. "To apprehend the criminal Eren Jaeger."

He had to steel himself to prevent from wincing from the cries of outrage from the crowd. Every newspaper, every politician, every person in the crowd screamed in unison. Another few minutes of this and they were would start throwing things.

"The courts." Gordon continued, raising his voice. "Have found Jaeger's actions to be-"

"FUCK THE COURTS!" A young girl's voice screamed out. There was no laughter: There was simply another roar of agreement. Gordon stood staring out in the crowd. Hoping that someone, anyone, would stick up for him for simply doing his job.

"Eren Jaeger has been classified as a Super Criminal." He said, his voice ringing out through the packed hall. "Until the Batman has brought him to Justice-"

The moans of discontent became even louder. Again, Gordon had to stop himself from wincing. In recent years Batman had come from being a local hero to a hated vigilante.

"If anyone here has any information on the location of Eren Jaeger, please consider contacting the Gotham City Police Department. Thank you."

He bowed his head, ignoring the louds hisses and boos, as he stepped off the stage.

High above them, in the rafters of the building, stood Armin Arlert and Mikasa Ackerman, staring down at the crowd.

"They're not happy at all." Mikasa said.

"Yes." Armin said quietly. "This isn't Marley… they don't hate us. If anything, they want to protect us."

"It hasn't come to violence yet, but it will." Mikasa said. She could see the furious crowd still shouting angrily from below them. "Will they kill him, do you think?"

Armin looked doubtful. "I don't think they can. He's surrounded by heavily armed guards everywhere he goes. And the public doesn't believe he's really in charge here… they're blaming the Batman."

Mikasa's gaze hardened.

"The Batman is the problem."

They pulled away and made their way back to where they had come. They found themselves back out on the rooftops and quickly made off into the night.

The crowd did not dissipate when the conference ended: when the journalists and other professionals had departed, the working class of Gotham had taken it upon themselves to heave brick after brick at government buildings. A dirty, long haired homeless man sat watching as the group was accosted by a squad of officers, who beat and hit them within an inch of their lives.

"Do you know about all the good the police do in Gotham, don't cha?"

The man smashed his foot into his opponent's face, dislocating his jaw. "Without us, Gotham would be overrun by gangs. You should be thanking us on bended knee!"

The victim of the Officer tried to crawl away, towards the long haired man, only for the officer to press his foot on the back of his neck. He raised his weapon and fired, blowing the man's head wide open. He lay there at the man's feet, blood pouring out into the sidewalk.

The officer kicked him over and smirked. " What an accident. Shouldn't have tried resisting arrest." He didn't even give the long haired man a glance as he turned back around, where the rest of his posse was rounding up the protestors.

"You do not protest those who protect the city!" The officer barked, as protestor after protestor was thrown to the ground and restrained. "Doing so could be considered…" He chuckled darkly. "Insane."

"You call this protection?"

The officer looked up. The icy eyes of the long haired man bore into him. They were like a cold abyss: distant and cold. The officer found himself flinching for a mere moment, before remembering his authority.

"Don't talk back to an officer." The man snapped. "Or do you want a trip down to the station?"

The man said nothing, but he continued staring defiantly at him. The officer lowered his weapon and placed it back in his holster, choosing instead to draw a thick, metal baton.

"You want a beating, boy?" He snarled, as he advanced on him.

It happened too quickly for the other officers to react. The man leapt to his feet and spun. Crystal swords grew from his hands and hit the officer square on the neck. His head went flying off into the air as the man landed past his body, glaring at the officers.

They stood dumbfounded for a moment, before drawing their own weapons. Before they could react crystals jutted out of the ground and impaled them, hoisting them into the air and killing them instantly. The protestors kneeled in fear as the man advanced.

"Don't kill me!" One of the protestors sobbed, as the man approached him.

The man stared down at him, and did not respond. He simply lowered his arms and the crystal swords vanished into thin air. He squatted down and stared down at the man.

"There is no political solution."

The protestor froze. The long haired man stared down intently at him.

"Do you think they'll change?" The man asked. "Do you think they'll ever surrender their power? Do you think they even think about you at all?"

The protestor struggled to answer.

"You have to kill them all." The man said, his voice quiet. "Enough with the bricks. Enough with the protests. There needs to be blood."

The man stood to his full height. The protestor looked up at him, squinting against the dim light.

"You… you're Eren Jaeger." The man whispered.

Eren said nothing. He simply stared.

"You're…" The protestor swallowed. "Is there no other way?"

Eren answered.

"Do it."

"This just in. Reports from the Gotham Police Department have CONFIRMED that Eren Jaeger has murdered a number of Gotham Police Officers. I repeat, Eren Jaeger has MURDERED A-"

Jim Gordon turned the dial down on the radio and sighed. He shook his head wearily and turned to face The Batman standing right behind him.

"The protests are getting worse." He said. "They're getting violent and out of control. And Jaeger is actively encouraging it."

"He's leading the protests?"

"No." Gordon said, his voice bitter. "He's simply standing by, for the most part. No, this is an organic movement. The people are revolting."

"They don't appreciate everything that we do for them." Batman said. "Pay them no mind."

"It's getting impossible to police the city." Gordon said. "It's dangerous… I'm sure more of my people are going to get killed." He cast Batman a wary look. "Things are going to get worse."

Batman said nothing. He was deep in thought.

"Historia has vanished into thin air, and Jaeger himself is walking the streets, riling up the population. There is no one to arrest." Gordon went on. "We're going to have to go to war with these people, if we wish to retain order."

"The people only despise us." Batman said. "Because they do not understand the alternative."

Gordon stared at him. There was a sinking feeling in his chest. He knew what Batman was going to say.

"Unlock Arkham Asylum. Allow the insane out into the streets of Gotham, and they will commit so many unspeakable crimes that no one would ever dare criticize your leadership ever again."

Gordon's hand trembled as he reached for a tissue to wipe his forehead with. He was sweating profusely.

"But… they'll be completely out of our control if that happens!"

"Exactly." Batman said. "The public will demand a better armed, better prepared police force. One that is violently opposed to all crime within the city limits. They will surrender their freedoms for security and peace of mind. In other words… they will shift, and support our cause to suit their own needs."

Gordon didn't know how to respond. "How many will die… Do you think?"

"As many as it takes."

Gordon nodded, biting his lip.

"Let me… Let me get my daughter out of the city, first." He said. "Before… before I give the order."

"You have one hour." Batman said, as he turned to the window and disappeared into the night.

Raven found Historia much more forceful than she had expected.

"I cannot return to my island." Historia said, her voice firm. "Not without my husband and soldiers."

Raven had tried her very best to placate her.

"Your majesty." She said formally. "Your Baby…"

She shook her head, smiling faintly. "I won't be fighting." She said. "But I'm needed here. I need to explain Eren's actions to the public… if…"

Her voice faltered and broke for a moment. Raven glowered at her somewhat.

"You know, you're very kind." Historia said, after a brief moment's consideration. "You don't have to help me, if you truly don't want to."

"I'm trying to help you." Raven said. "This city is not safe for you… If I take you to Metropolis, or anywhere else, you can be reasonably safe and-"

"I won't run away." Historia said, her voice firm. "You can count on it."

They stared at each other again. Historia took her hand in her own and gripped her fingers.

"Again, you're very kind." Historia said quietly. "But I can't abandon them. I just can't."

"I can see that you won't be deterred." Raven said, her voice soft. "But I won't abandon you, either."

Historia smiled. "Kind, and sweet." She said.

"You flatter me, Your Majesty."

"Historia is fine." Historia said. "We're friends now, aren't we?"

Raven gave a surprised start, but looked rather pleased. Historia giggled.

"If you will not leave the city… what will you do?"

Historia bent her head. She seemed to be deep in thought.

"Bruce Wayne might be willing to help me." She said. "He's the closest thing to a friend I have in this city, and I…"

She noticed that Raven suddenly looked uncomfortable. "What is it?"

"Mr. Wayne… is not your ally." Raven said, her voice dark. "I believe if given the choice he would… support the city over you."

"Oh." Historia said, feeling rather crestfallen. "Still, though… it wouldn't hurt to ask…"

"ATTENTION GOTHAM CITY RESIDENTS."

The voice, coming from loud speakers above them, caused them to jump and look upward.

"A MASS BREAKOUT FROM ARKHAM ASYLUM HAS BEEN CONFIRMED. THE MOST DANGEROUSLY INSANE CRIMINALS IN THE WORLD ARE DESCENDING UPON GOTHAM CITY. PLEASE REMAIN INDOORS UNTIL THIS THREAT HAS BEEN RESOLVED.

"Arkham… Asylum?" Historia repeated. Raven looked shocked, and repulsed.

"It's not safe here." She said, pulling Historia along. "We have to get off the street, NOW."

Historia nodded, biting her lip, as she was dragged along.

And then, a loud, thundering voice hit her ears.

"TO ALL SUBJECTS OF YMIR."

She stopped mid step. Raven turned around to give her a worried glance at her openmouthed, shocked expression. She was completely terrified.

"THROUGH THE POWER OF THE FOUNDING TITAN I, EREN JAEGER, DECLARE WAR ON THE CRIMINALS IN GOTHAM CITY. THROUGH MY POWER AND YOURS, THE PROGENY OF YMIR, I WILL WIPE ALL LIFE OFF OF ARKHAM ISLAND, A NEST OF EVIL THAT HAS BEEN WEAPONIZED AGAINST OUR PEOPLE."

"Historia, what is it?" Raven asked urgently, as she leaned in, inspecting her face. "Is… something the matter?"

"I, EREN JAEGER, DECLARE AN ATTACK ON ARKHAM."

In the distance, Historia could hear the roar of the Attack Titan. Raven flinched, pulling away from her as her eyes drew upward.

"What was that?" Raven asked, her voice sharp. "Historia, what in the world…?"

"Eren Jaeger… has declared war." Historia said, her voice faint. "He has declared an Attack on Arkham Asylum."

In the distance, they could hear heavy footfalls of the titan, thundering through the streets of the city. The ground itself shook by the sheer size and weight of the footsteps.

"The Asylum?" Raven repeated. "Are you sure?"

"I'm very sure." Historia said. "Raven… please… if you could… take me there."

They are the Prey, and We are the Hunters.
