Effie Trinket, just another Capitol puppet. The Quarter Quell begins and it suddenly shows that Effie isn't as obsessed with the Capitol as it seemed. The revolution gets going and Effie, who came closer to Haymitch than she would have ever expected, has to figure out where her loyalties lie. And her time is running out.

If the last months had shown Beth anything it was that everything always was and nothing ever was as it seemed. Snow of course always had a plan, it was just a question of when it benefitted him to let other people in on it. Keeping things hidden from him on the other hand was never an option.
