Slowing the aging of all humanoids, after they turn 15. Making them all age at the same rate as Aliens, living for approximately 157 Cycles. And then incorporating Federation "Rejuve Pods", to extend life indefinitely.
• 6 Cycles, 252 years, after the Unification War. Subplot : Finding Serenity. Series : Firefly / Serenity, Pitch Black. Galaxy : Terran Empire.
Post Reaper, Citadel Space.
The Council has increased its membership to 42 of the most influential species of the Galaxy. And have explored 42% of the universe
With the help of "Reaper" tech. Each Ship is outfitted with it's own personal "Mass Warp Drive", which allows them decrease their mass, while bending space, allowing them to travel several million times faster then light.
With this, it's possible to get from one side of the Galaxy, to the other, in 42 years. Which is what allowed them to explore nearly half of the Galaxy.
The Emperor :
(Based loosely on Warhammer 40k).
The Emperor is a genetically engineered Kami, created by Cerberus, as one of their final acts before they were destroyed by the Reapers.
He didn't approve of how separated humanity was, both figuratively and literally.
He used his divine Ki, to open wormholes that consumed entire Solar Systems. Bringing them all to a lonely corner of space.
All humanoid territories were brought here, with this Kami naming himself Emperor, and demanding all these worlds to toe the line.
Obviously there was war. The Unification War where the allied planets fought the "Independents". Only for the Independents, or "Brown Coats", to lose.
Treaties were signed, mostly out of fear, with the Revelation declared Emperor.
While the Emperor does believe in a "Humanity First" agenda, he does not believe in subjugating or destroying alien races to get it. Even allowing the human worlds to trade and travel to alien worlds. As well as letting aliens live in his new Galaxy.
Terran Empire:
The Terran Empire has achieved a well balanced government. Where each planetary government, given their own seat on a Senate. As well as an additional Senator, per species, to represent all of their race's interest.
Prior to the Empire, due to their sheer abundance, Humanoids were once seen as the pest of the Galaxy, and an invasive species at that.
The Terran Empire is a union of humanoid species. Designed to protect the rights of humanoids, and defend them against persecution.
The Empire is made up of thousands of space fairing species, all descended from the Mala'kak. These governments remain largely independent, but must obey the same doctrine.
Creating new laws is very difficult, as they must get a 90% majority vote to be added to the doctrine. While new laws have been added since the Doctrine was written, it is very rare.
The Emperor is largely a figure head, save for his control of the Systems Alliance Fleet. A union of the humanoids' militaries, like NATO.
The Empire enforces their laws for all humanoids, even if they have never officially been read into the Empire. The Empire claims jurisdiction over all forms of Mankind.
This includes protecting non-space fairing humanoid worlds, while secretly observing them for anthropology studies. As the Empire is forbidden from directly interact with the more primitive worlds, by Citadel Law.
The Terran Empire still has a seat on the Citadel Council, and by extension are expected to honor the rulings of the Citadel. With trade agreements for races across the 42 Galaxies.
Since the Reaper Invasion, Humanoids became a more respectable Animal Kingdom. If aliens have a dispute with any humanoid civilizations, to individual people, they contact the Empire.
The Empire is largely a benevolent government, but they do claim jurisdiction over all humanoid races, and enforce their laws on them. However, their laws are few, and they largely let the human worlds govern themselves, while giving them better resources and defense.
Most new Humanoid governments are resentful that the Empire just claims jurisdiction over them... but all inevitably come to appreciate the benefits.
Technologies:
Unfortunately, the secrets to making food from Replicators, was lost. As everything modern Replicators create, is extremely toxic when consumed.
However, Replicators can still create nearly anything else. From computers to building materials, for houses to starships. By manipulating the particles, in the raw matter stored inside the machine, to turn it into anything else.
This is just one of the technologies Terrans gained, thanks to their alliance with the other Humanoids
They also gained advanced Terraforming abilities, from the Residents of the 'Verse' satellite Galaxy. Which was also moved here, to create the Terran Galaxy.
The Alliance, of the Verse System, is where much of the Terran Empire's culture comes from, due to their influence in giving the other humanoids Terraforming.
The Empire also holds many traits of the former "Federation of Planets", due to their superior technology being adapted into Alliance culture.
Such as their Replicators, as well as their Weapons and Dyson Spheres. Although they were more reluctant to trade. They had to rethink their policy, due to being isolated from most of the worlds they normally bartered with.
However, much of their technology was lost, or downgraded. Due to having to make them cost effective. There are some things even a virtual currency can't compensate for. And the sheer resources they needed to consume, just to build their ships, stretched things too far.
However, Federation Rejuve Pods, were one of the few technologies, actually improved on. Even if transporters, themselves, were lost.
• Rejuve Pods:
These Pods physically regress individuals, by converting them into energy, and then removing genetic markers. As such, people can only be regressed into prepubescent bodies. With Humanity never being able to figure out how to regress individuals older then 12.
Better safeties were installed, and memory blocks were set up. While the kids remember the gist of their lives. All the key moments are preserved. Even their personality remains intact. But kids aren't meant to deal with adult traumas, so their memories are clouded, to give more a vague Awareness.
A side effect is their education, also becomes pretty vague. They will remember everything, eventually, but the memory block lifts slowly, as they age. So they don't get overwhelmed.
Due to this... The Terran Empire has found additional uses for the technology.
They will physically mark people, who were regressed. By tattooing the back of their hands, but leaving first time children unmarked.
- an "M" represents a medical, or psychological reason, for the individual to be regressed in age. As this can repair crippling, or even life threatening, injuries.
- The "V" stands for volunteers. As some people desire to re-live their childhood. To potentially have a better one. This happens a lot with victims of abuse or neglect.
- While the "P" stands for Pennies. Criminals, who are given the chance to grow up again, in a firm but nurturing environment. In the hopes a better childhood will help them grow into better people. While this is done with most offenders, after three "Strikes", on their record, the individual is sent to prison, as opposed to being Rejuved.
- The "S" stands for "Special Forces". Which are departments like Superheroes, Spectres, Shinobi, and other galactic champions. When these individuals are regressed. They are often retrained as apprentices. As their Chakra becomes unstable, and their bodies can no longer handle the strain of channeling their power. They need to re-learn control.
