Darkness enveloped my vision as I slowly regained consciousness. A throbbing ache pulsed through my body. Blinking away the haze, I became acutely aware of my surroundings.

I was chained. And my quirk wasn't activating. These chains must be dampening the activation of my quirk.

This was something I learned about in the commission. The principal behind quirk dampening tools lies in the relationship between the brain and the manifestation of quirks. Through various studies, it is believed that all quirks are activated and controlled through neural pathways, biochemical signals or even unique energy signatures.

And by understanding these underlying mechanism scientists have developed a way to create tools to dampen them.

Not erase them like Mr.Aizawa. So I can still feel my quirk, it just won't activate. But these chains only inhibit me from activating it. But when Mr. Aizawa uses his quirk it feels like I have no quirk at all.

When quirk dampening chains are securely fastened on an individual, they create a localized disruption in the brains normal functioning. This disruption effectively prevents the brain from transmitting the necessary signals to activate the quirk.

The uncomfortable and cold touch of the chains had served as a reminder that I was now like a prisoner. Trapped hanging in what seemed to be a small cell like room, literally a prison.

The walls were thick and the only entrance to the room was made of some thick metal with a slit like letterbox in the middle.

I couldn't hear a thing. Even with my quirk dampened, my enhanced traits were something that couldn't be nullified. Sadly though they still couldn't hear through the walls.

The room itself though was surprisingly clean and modern like, it's pristine thick walls were covered in a soft sterile glow emitted by sleek LED panels. And the air held a scent of antiseptic which spoke of high maintenance.

But it was just a facade. The absence of windows, the oppressive silence and the tightened chains that bound me to the wall had cultivated a lingering feeling of hopelessness.

'Nah!'

I'll get my chance.

A low and smooth hum reverberated as the door slid open.

The same two figures that I had fought were now standing in front of me. But this time they were standing on either side of a woman who was wearing what looked like a plain doctor's suit with some other black fitting underneath it.

She walked in with an aura of power and elegance. Nothing about her felt off or wrong, unlike her two co workers.

High cheekbones lended a graceful sculpted look to her face, and her sharp green eyes held a look of wisdom and calculated intensity. Long dark lashes framed her emerald eyes which further emphasized her captivating allure.

Her chestnut brown hair caught the light with hints of warmth.

Her stature was one of poise and confidence, commanding respect without even having to raise her voice. The lines of her figure display a graceful femininity as well as strength. Her more average stature still felt as if it held tremendous power that would tower over most individuals.

"Hello again Kairo Yoshimura." the grating smirk coming from the mutant that said that greeted as he then pointed to the woman standing in the middle with a welcoming smile. "This is our boss. Kiyomi Shirakawa."

Akari couldn't believe it.

Kairo had disappeared.

Like with other people within the commission, they have made sure to monitor their people. So with Kairo there has always been a tracker in his phone and some other devices.

But when the tracker had gone off the radar they at first believed that he broke his phone in some rage after what he had been through in the day. But they were wrong.

Agents were sent to scout his home only to find no activity. He had completely disappeared. Through getting camera footage of the apartment building he lived in they had seen that he only loitered around the building before moving away from his apartment and went down the street in a completely different direction.

What really surprised them was the destruction of the small convenience store that his location was last pinged at. Police had already arrived on the scene but couldn't gain inside security footage because it was destroyed.

But they had received access to the footage of street cameras around the area. This footage which the commission hastily received from the police station. And with what they seen, it was shocking.

Two mysterious individuals had smashed their way into the store to confront Kairo with bad intentions, eventually the store erupted in chaos and Kairo was knocked out, bound and kidnapped. Seemingly the store owner was a part of the operation and unfortunately was the only one that they had information on.

Kazuki Yamiya. A 28 year old individual with a minor shadow manipulation quirk. His background was normal until he turned 21. This was the year of his disappearance.

He had seemed to work a normal 9-5 job after graduating from a highly esteemed university and was living with his then girlfriend. His job though, was definitely one that many would be grateful for.

He had a role of a teacher at a minor hero school. It was a school of mainly delinquents. And it wasn't like he was a primary teacher, he was only in the junior role. But he cherished his students and done his best in changing their disregardful outlook no life.

Unfortunately for the young man a tragic incident that made it's way to all major news stations had come up.

A student had been found in possession of a quirk enhancing drug. How they found out was when his normally more tame and harmless quirk had rampaged and started to harm his fellow students and teachers.

Only for Endeavour to come and take care of the situation.

A student who only wanted to do his best by any means was driven to look for such a dangerous alternative to get stronger and not be left behind by his classmates and was now sadly in a prison for the next 10 years of his life.

Only for someone who Yamiya thought no doubt took his great power for gratitude. A young boy who had such a bright future was now denied such a chance. Rightfully so.

But it still made him feel dreadful for the kid, the only thing people would speak about was that it was bound to happen to a school like theirs.

The family's affected by it were given sympathy but all staff in the school were shamed for their incompetence. No one even tried to come in for their defense. They had to look after those ungrateful brats.

Yamiya hated it. At that point everything was going wrong for him. He tried to restart his life and even become a sidekick for a hero but no agency was willing to accept him. He would lash out, take things too far they said.

The dark outlook that he was pushing his kids away from was now on full display whenever he made contact with anyone. And even his then girlfriend left him.

When Akari read the files of the man he wondered why no one had put this man in some anger management classes or sent him to a therapist.

It was just one unfortunate mistake after the other. And that was one aspect to how many of the more notorious and dangerous villains were made.

Even before quirks, the sociopathic tendencies that he would then show were listed as just minor.

He sighed.

All this of course had to go to principal Nezu and the rest of the U.A. staff. One of their students is now missing. He's sure that a call will come in soon to set up a meeting with the school staff, a police team and a bunch of heroes to figure out how to settle this mess.

The other two figures though. Through facial recognition there was no matches of them appearing anywhere.

It was easier to understand why the mutant couldn't be found on any records. They always had a harder time and from young were ostracized in many communities, which then led to them living sheltered lives depending on where they lived typically.

Although the problem has lessened over the years that now they have plenty heroes in their top rankings to give them hope, it is still a problem.

A loud knocking sound was heard and the usual person would think it would be from the door. But no, it was the window of the thirty floored building he was in.

And there was only one person he could think of that would blatantly do such a thing.

He turned around to see just who he had expected. 'HAWKS'.

Akari got up and made strides to the window and quickly opened them.

"You are acting improper-"

"Yeah save it." Hawks cut him off as he flew into the room.

It was obvious that the number three hero would be one of the first to know of the situation at hand. His face didn't hold no outward emotion that told Akari that he was angry, but Akari could presume that he was holding in some anger.

Hawks and Kairo did have a somewhat cordial relationship within the commission, and Hawks helped a lot of the juniors out with their training as well as other stuff. He was even planning on giving the boy an internship offer if U.A. was still planning on doing them after the two major incidents that they had in the short 2 months of opening to the first years.

Hawks had already got his hands on the files of the man that had been identified.

"Oh I remember this guy." he said with an owl sounding start. "He tried interning with Gang Orca, he badly injured one of his sidekicks and got a year ban from interning with any other hero and trying to get his licence."

"Yes, and he is one of the people who had worked in kidnapping Kairo." Akari said while closing his windows shut as to not let anymore of the nights air in.

"Hawks, there will be a meeting set up to discuss about this in the morning." Akari started while Hawks still had his head focused on memorising the mans features and other aspects to his abilities and history. "It will be at U.A. since they will be closed down again for 1 week after the incident with the sports festival."

Hawks looked back up at him.

"Ya tryna give me an invite or something? Don't bother, the president already has."

"!" Akari's eye's widened slightly. He didn't think that she would actually be going. He thought that she would just send Akari or the recently promoted vice president, Yokumiru Mera, as a representative.

"You didn't think she wouldn't come would you?" Hawks asked as he placed the manila folder down. "Even though she wanted for Kairo to have a more pleasant upbringing in the commission, she see's his potential. Potential to be number 1 even. And she as well as anyone else with a brain wouldn't want to watch it all fall to shit."

Akari knew what that implicated.

Even though he doubted it. People are led by temptation. He didn't think Kairo would be tempted by anything but there was a chance that if they didn't kill him they would turn him into a villain that could cause massive waves of destruction for their society.

Killing him felt like it would be a last option since they didn't kill him when they had first confronted him.

"Alright, well I'll leave you be." Hawks began to walk to the window again. "And don't let nerves get the better of you that you look all disheveled tomorrow. Also emails have already been sent to the principal of U.A. and a message has been broadcasted on the hero network along with the attached file of the video of his kidnapping so heroes are already on the lookout."

Akari was itching for a cigarette.

Hawks then waved. "Bye." And a gust of wind was all that was left to blow into Akari's office.

A man with a face of melted scar tissue sat in a hover chair that he remotely controlled. He was wearing a sleek black suit and positioned his head to be propped up by his right hand.

In his past he was in control of an entire reign of terror. And now he was presumed dead.

But he didn't mind it that way. For the next time he plans on coming out, he plans on truly leaving a tremor of hopelessness in the hearts of many.

Right now though, he was happy.

The boy he was planning on taking from U.A. had been kidnapped it seems. Unfortunately it was by an old associate of his which would prove hard to get. But what made it better was the fact that it would start to accelerate the seeds of distrust that the hero society was getting.

All starting with U.A. the year had just started and they have fallen under two villain attacks and now a kidnapping of a top student in their first year of attendance.

Honestly though, the man in the hoverboard believed that the board in the school were quiet stupid to continue on with the sports festival right after the attack.

But he knew that it was only meant to be a front to try and show that they were still going strong. Only now when it's too late will they regret it.

The smile on the face of the evil villain known as All For One had now grown and stretched out to what was humanly possible.

Now it was just a mind game to find out the location of where that woman was before the other parties involved did. He also needs to deal with her since she did steal vital information about the 'quirk duplication' process from the "good" doctor.

"Tomura." he called out. "Be ready. And stay sharp. We'll be on the move soon."
