"Alright team, don't forget that we're supposed to treat this like the real deal!" Twilight said to her classmates.
"Heh, this is no different than the combat trials we had on our first day!" Ghidorah chuckled.
"Some of us are more fighters than rescuers..." Katsuki huffed. "Then again, I've had time to learn how versatile my Quirk can be."
"Well, it is pretty straightforward. And a wise man once said the simpler powers are the most versatile!" Rainbow pointed out with a grin.
"All remaining examinees will start with one hundred points for this phase. Fall below fifty before all civilians are rescued and you fail. Otherwise, you pass."
"So it's possible for all one-hundred examinees here to pass at once," Minoru noted.
"Assuming we don't screw up, that is..." Starlight pointed out.
"There's likely to be all sorts of variables to determine whether or not we lose or gain points," Tenya noted. "We should strive to perform rescues to the best of our abilities while working to assure the civilians."
"Phase Two will begin in ten minutes. Take a moment to rest up and fuel up. Maps of the disaster area are provided, so use those to plan your early strategies."
"I doubt Shindo would have done much at this point. Maybe it's a good idea he got taken out." Tatami said.
"Heh, assholes like him can't be trusted to get kittens out of trees," Tony smirked.
"I think I might be able to help everyone out," Tempest said as she formed some digital tentacles with the Quirk, [Forbidden Knowledge]. "So long as I keep floating above the arena, I can figure out where all the civilians are. I just need to pass out copies of those earpieces to everyone and I can relay that information easily."
"Have all of us work together, yeah?" Mora asked as he came over. "That could work. Treating this second portion like a competition will only hinder rescue efforts and likely cost us the exam."
Inasa grinned. "Man, I can feel the intense passion coming from this crowd. It's firing me up! Alright then, a joint effort it is!"
"We'll likely be working together a lot once we become heroes. It would be beneficial to work on that now." Shoto voiced in agreement.
Once the ten minutes were up, a sudden alert came in over the intercom.
"RED ALERT! There's been a large-scale villain terrorist attack over in Sector 844!"
"Isn't that where we are right now?" Eijirou asked in confusion.
"It's probably a background setup, darling," Rarity suggested.
"Most of the buildings have collapsed and many civilians have been injured! First responders are delayed due to heavily damaged roads! We need backup!"
"Guess that's our cue, fam," Camie said.
"Let's get this party really started, ladies and gentlemen," Jotaro said as he cracked his knuckles.
"Let's all do the best we can..." Fluttershy said, silently praying for good fortune.
Everyone put in their earpieces as the anteroom opened up much like the orientation room did in the first phase. Tempest manipulated wind to fly high into the sky before her eyes became Matrix-like digital spaces.
"I'm already picking up civvies, people. Streaming the info now."
"We'll start here in the urban area," Terumi said. "That's always the heaviest place hit."
"And at some point, we should consider setting up a triage center to deal with injuries," Sunset noted.
"That'll also have to be defended," Kira added. "Most likely the terrorists are still in the area."
Izuku and Twilight could already hear a cry for help from a collapsed building nearby and flew over to check things out. It was a small child, or at least a dwarfish man who could convincingly pass as one, crying his eyes out.
"It's okay, there's no need for tears. We're here now." Twilight said, smiling gently.
"My grandpa is trapped under the concrete! Please, help him!"
Twilight nodded and quickly tended to the 'boy' with healing magic while Izuku turned to call in Ochako and Katsuki. Ochako started levitating the concrete out of the way, Katsuki carefully blasting off smaller chunks while Izuku lifted up the largest and heaviest ones.
"Alright, all clear! Is the kid okay?" Katsuki asked.
"Yup, he's fine!" Twilight said.
"Then light this shit up!"
Twilight nodded and emitted a glowing sphere of magical light to illuminate the darkness. Nearby, Mora was searching using his [Extend-O-Hair] Quirk, which let him control and grow the massive amount of hair on his body.
"I have ten more civilians confirmed in this sector! Need assistance with retrieval!"
"We have the triage center up and running!" Jotaro called out.
Katsuki picked up the old man while Izuku carried off the 'boy'.
"The examinees are doing pretty well it seems," Sitch noted.
"Yeah, I'm impressed. They've managed to find quite a number of our faux-civilians and set up the triage evacuation center in just ten minutes." Mera said. "In this sort of scenario, the average time it would take for first responders to finally reach the disaster zone is about a half-hour. Not that long from a relativistic perspective. But make the simulation real enough, or if there is a real disaster, thirty minutes can feel like thirty hours. But of course, this test still has a few surprised to give."
Sitch nodded as he hit a button for a separate comm unit.
"Gang Orca, is your team in place?"
"Yes sir."
Shoto used his ice to crack open more rubble before turning to Inasa.
"Gale Force! We have two more in here! One's a baby, so use caution with the retrieval!"
"Got it!" Inasa said, kicking up a whirlwind strong enough to lift the small civilians without risking them suffocating or having their flesh ripped apart. Fluttershy created flower beds so that Inasa could safely place the civilians on them.
"Good job, boys! Though Todoroki, you really gotta smile more!" Pinkie said as she zipped around, giving cupcakes and first-aid to the rescued civilians.
"I'm working on that. I've been emotionally stunted for most of my life, some I'm taking counseling to correct it." Shoto said.
Camie was over at the triage center, using her [Glamour] to cheer up the civilians while also putting her first-aid training to use. Jotaro was aiding, putting his [Cellular Manipulation] to the absolute test.
"Splendid work," Mistmane said, acting as the triage center's overseer along with Mage Meadowbrook. "Much of this exam is finding out how experienced you are when it comes to rescue and retrieval. All that can be noted in how you approach this. But things have gotten rather streamlined for this operation."
Suddenly, an explosion occurred near the triage center. Tony quickly shielded a civilian with his body, which hardened itself to resist any stray debris.
"I have eyes on the terrorists!" Tempest called out. "Damn! They're coming in from everywhere!"
"This could be a problem..." Junko said, her senses going haywire.
The fearsome visage of the Killer Whale Hero: Gang Orca was seen coming out of the whole near the triage center, eyes gazing menacingly at the examinees.
"Oh crud! It's Gang Orca! The #10 Pro Hero!" Flash cursed.
"He may be at the bottom of the Top 10, but that doesn't make him any less tough!" Starlight cringed.
"Our top priority still needs to be the civilians!" Izuku said to everyone. "But we also need to suppress the villains until backup can arrive. At times like this, communication and playing to our strengths...That's what we need to pass this exam!"
As the fake terrorists charged the first-aid station, Rainbow was the first to take action.
"Chill out, creeps!"
Creating a freezing fog, Rainbow sent it forward, controlling it precisely to avoid hurting any friendlies and slowing down the terrorists.
"We need to start transporting everyone to safety before they can recover!" Kira said.
"STUN GRENADE!"
"BUCKING BRONCO!"
Katsuki and Applejack came in, holding off the terrorists with their special moves. However, as they were doing so, Izuku felt [Danger Sense] shooting off.
"Everyone get back!"
Izuku unleashed [Smokescreen] just as Gang Orca released a powerful sonic wave from his mouth. This was the result of his Quirk, [Orcinus]. It gave him all the abilities of the creature in question, and he didn't even need to be immersed in water to use them. Dryland worked just fine.
"Now that was close!" Shikkui said.
"We gotta fall back and keep evacuating civilians!" Tatami called out.
Fortunately, other examinees were close enough that they could hurry over and help with the defense of the first-aid center. A combination of Shoto's ice, Rarity's crystals, Ghidorah's bone spears, and Inasa's wind was enough to knock the sidekicks playing terrorists aside.
"They're really pulling out all the stops with this!" Inasa noted. "It's getting me pumped up!"
The sidekicks began firing guns loaded with special casings, which upon breaking open would cover a target in cement. However, Marco used his Earth Element to create barriers from the ground around him to absorb the attacks.
"How is everyone holding up?!"
"We're doing just fine!" Inasa said as he smirked at Shoto. "You know, I first started to realize you were becoming different from your father when I saw you get the snot kicked out of you in the Sports Festival on TV."
"You can throw witty banter at each other later, darlings!" Rarity called out. "For the time being, let's show these ruffians what we can do!"
Inasa and Shoto nodded as they unleashed a combination attack. Gang Orca found himself trapped in the middle of the tornado. His sidekicks moved in to try and help, only to get grabbed by Izuku's [Blackwhip] and Fluttershy's vines.
"YEE-HAW!" Pinkie Pie cheered, dressed like a cowboy and riding on Ghidorah's back as he had turned into a Wendigo-like form. "Git along lil' doggies!"
Pinkie took out a lasso and wrapped them around any sidekicks Izuku and Fluttershy missed.
"We have the injured evacuated!" Flash called in. "Some of the others are coming in to help suppress the terrorists. Reinforcements should arrive in approximately three minutes."
Camie snuck in among the ranks of the sidekicks and used one of their guns in conjunction with her [Glamour] to catch them off guard and contain them with their own weapons, while Mora grabbed a few more with his hair.
"Yoarashi still has some work to do. There should be no enemies left."
"Aww, cut him some slack, fam!" Camie said. "He's got the Big Bad Bozo on the ropes!"
Mora nodded. "True, that is worthy of praise. Unlike Shishikura, who completely disgraced our school with his words and actions."
Gang Orca managed to break free of the combined attack of Inasa and Shoto, only for his next attack to be blocked by Flash, who created a hydraulic clamp from his foot to pin Gang Orca's feet to the ground.
Suddenly, a klaxon went off, signaling the end of the exam. Gang Orca pulled off his attack as everyone relaxed.
"All civilians have been retrieved!" Sith announced. "The second phase of the Provisional License Exam is over. If anyone has any injuries please visit the actual infirmary. Everyone else is free to change clothes and grab some lunch. We'll tally up the scores and announce the results in a few minutes."
"Guess that's that then..." Tempest said as she floated down. "You guys did pretty good."
"Heh, we sure did!" Tony said, giving Ghidorah a fistbump.
"Sweet!" Elleanor cheered, giving Katsuki a kiss on the cheek as he chuckled, accepting his girlfriend's praise.
"Everyone, you all performed quite excellently," Sitch said to the gathered students. "This second phase had a binary scoring system. Not only were you being graded by our civilian operatives, but each of you had a dedicated agent monitoring your every action. This way we could accurately gauge your overall score, which is based on how few mistakes you made. Incidentally, the names of those who passed will be displayed here on this board, but when you see the number of names you'll find out that's moot."
Sure enough, Class 1-A was shocked to see all their names on the board, signifying that they all had passed.
"Oh yeah, baby!" Junko cheered. "We actually pulled it off!"
"OMG, I can't believe I made it!" Camie squealed in delight when she saw her name on the board.
"Alright! I made it in!" Inasa cheered.
Shoto sighed in relief. "Our dreams are starting to become reality."
"Next we'll be giving out the printouts of your results," Sitch announced. "Just because you all passed doesn't mean you can't improve, and these handouts will help you learn where you can make those improvements."
"The hell is this?!" Katsuki said in annoyance as he looked at his paper. "I'm too 'scary' to reassure people?!"
"Babe, no offense, you kinda are," Elleanor said, patting her boyfriend on the back.
"My point loss mostly came down to standing around doing nothing at times," Tempest noted, "Though it was mitigated by my communication with everyone."
Mera then stepped up. "Something I should mention. While none of you dropped below fifty points which would have failed you, even if you had we would have allowed you to continue taking the exam to see if you showed any promise, in order to gain as many new heroes as possible. Those students would be permitted to take a special course to help improve themselves. But it seems that won't be necessary."
"The future is looking bright." Sitch smiled, wiping some sweat off his forehead in relief.
That evening, the gang was celebrating at their dorms. Class 1-B also came over.
"We all managed to make it through too," Hitoshi said, showing his own license.
"Even Toga made it through," Setsuna noted, showing Himiko bouncing excitedly as she hugged Ghidorah, which he returned before giving her a kiss on the lips.
"Soon we'll need to start choosing which agencies to work with," Fumikage noted. "It would be best to select ones that can work with our school schedule."
Twilight cleared her throat as she raised her glass in a toast.
"Friends and Classmates! This is the start of our new team! Today we've taken our biggest step towards becoming heroes. And hopefully, we can become a shining example for future students of UA. Everyone, hands in."
The group joined their hands in the center of their group while raising their glasses in their other hands.
"GO BEYOND! PLUS ULTRA!"
Meanwhile, Tomura Shigaraki was sitting with the rest of his crew in the League of Villains. They had already sent out discreet invitations to many like-minded individuals to join their merry band of misfits and Tomura was all the more excited to see who showed up.
"This is gonna be fun, team. It's time for the League of Villains to expand its ranks!"
In the next chapter, we'll be giving the League of Villains some much-needed focus! Also, I don't know how much longer I can hold this up, I'm starting to get overwhelmed with all the characters I'm juggling...
