Two years later…

The world has changed. Ultron tried to destroy humanity, and the Avengers stopped him. But in the process, it seemed they upset several people. The United Nations came to a consensus that the Avengers were dangerous. Besides, no one knew what had caused the destruction of Project Insight.

Conspiracy theorists took to the internet to discuss what had happened to the helicarriers. Some said it was a chemical reaction. Either way, HYDRA went down without a fight. They had lost their leaders, and seeing the helicarriers disintegrated made them lose their confidence.

Black Widow released the files as planned, and HYDRA's secrets were exposed. Most of it was encrypted anyway.

But the matters were still complicated. The Sokovia Accords were drafted but not every country was in agreement. Barnes was still at large, despite searches from world governments and Captain Rogers.

There were two significant events since Ultron. The first being the assassination of the Belgian Prime Minister and his three members of state. Later proof came out that the Belgian Prime Minister was actually Russian, as well as a deep uncover high-ranking HYDRA official, responsible for the majority of the Winter Soldiers missions. The bullets extracted from the corpses were of a rather curious nature.

It was a small bullet, less than 2 cm long, with the back half painted black. An electric shock was delivered 3 seconds after entry into the body. Not Soviet made, or even Wakandan. It was such an odd creation that the Winter Soldier was immediately ruled out as the assailant.

The second thing that happened was Rumlow going rogue. He did not operate under HYDRA's banner anymore, but rather followed an anarchist mindset, which was just as detrimental.

It boiled to a point in Nigeria. Rumlow's team broke into the Center for Disease Prevention and stole a biological weapon. Captain America cornered him in a section of the market. Rumlow tore off his mask, revealing his face, handsome still, but eyes haunted.

"Cap, you don't know what you're up against. That girl has your buddy Bucky in the palm of her hand," Rumlow said, breathing heavy.

"What do you mean?"

"She has power you can't even imagine. I've felt it. Bucky doesn't stand a chance."

With that said, Rumlow ignited his bomb vest. Wanda was there, almost bent in half with effort to contain the explosion. She lifted the screaming Rumlow into the air.

Wanda meant to lift Rumlow above the market, but accidentally ran him into the building, resulting in a larger explosion. Screaming and running ensued, and Wanda collapsed to her knees, stunned and terrified.
