The League of Villains had enlisted Giran to assist them in bringing in those that shared their vision. So far, quite a few were lining up to get the chance of joining.
Currently, Tomura was conversing with the first applicant, a skinny man wearing ragged brown robes and dark bags under his eyes. The most interesting thing about him was that his shadow seemed to be squirming underneath him, as if it was alive.
"So, Stygian, formerly a stalwart ally of the Pillars. What made you decide to turn traitor?" Tomura asked.
"I just wanted to be on the same level as them...I wanted to be something more than just a Sidekick...and they tried to kill me..."
Stygian's shadow suddenly screeched as it transformed into a humanoid pony figure with a gnarled Unicorn horn and a jagged maw as well as glaring, hate-filled pure white eyes.
"THEY HURT STYGIAN! THEY LEFT HIM TO DIE! I SAVED HIM!"
Tomura was quite interested. Stygian's [Shadow Demon] Quirk turned his shadow into a sentient being that was essentially his id personified. While Stygian himself looked hurt, angry, and sad, it was clear he wouldn't hurt a fly...so he let his other half handle that issue.
"You could be a perfect foil to that Tokoyami brat from Class 1-A..." Tomura noted. "Don't worry, Stygian. You'll find a home with us in the League."
Stygian burst into tears at that as his shadow nodded before slinking back into the ground. Tomura gave the new recruit a pat on the back as he led him to get acquainted with the other League members.
The next applicant was a man in a quilted costume that was primarily yellow with black, red, and brown as well. He also had on a pair of gauntlets over his red gloves.
"So, you're Herman Schultz, Codename: The Shocker, yes?" Tomura asked as the man nodded.
"I figured I'd score some bigger game here in Japan than in my hometown of America. Too many goodie two-shoes stifling my creative freedom back in New York."
"And from what I gather, you're Quirkless?"
"Never let that stop me." Shocker chuckled as he clenched his fists, showing off his gauntlets. "My Vibro-Gauntlets allow me to harness seismic shockwaves! I've robbed quite a few banks this way and even threatened to topple half of New York City with 'em!"
Tomura chuckled. "Then you've come to the right place. We here at the League are perfectly welcoming of anybody from anywhere in the world."
"Looking forward to it." Shocker chuckled as he and Tomura shook hands.
"Okay, let me see if I got this right...your name is Rai Sajin but friends call you Lightning Dust?"
The girl in front of him nodded. She wore a black biker jacket over a cyan tanktop with blue jeans, boots with studded spikes, and a wild mohawk.
"Yeah, at least I used to have friends. They ditched me when they couldn't handle my style."
"Yeah, a lot of reckless daredevil action from what I've heard," Tomura smirked. "Still, you're fearless approach to danger could be what we're looking for."
Lightning Dust shrugged. "Why not? All the Hero schools chased me out. Said I wasn't Heroic or thinking of other people."
"Heh, Ableblade's gonna like you," Tomura said. "Welcome aboard."
"Now why do you want to join the League of Villains?" Tomura asked a girl with glasses and teal green hair in pigtails.
"I just want to be famous, to be remembered." The girl, Juniper Montage, said sadly. "My uncle is a famous movie director but he kicked me off the team because I was getting the way and because my ego was too big."
"Ah, that's a shame for sure." Tomura shrugged. "But don't worry, being part of the League will give you all the limelight you want. You'll NEVER be forgotten in our group."
Juniper smiled. "Thank you. I have a feeling I'm gonna like it here."
The next person to enter was a stunningly beautiful woman with white hair that had pale blue-grey streaks and a regal outfit that was also quite practical to walk around in.
"Queen Opaline I presume?" Tomura guessed as the woman smirked and sat down, crossing one leg over the other.
"So touched that you recognize someone of my stature. I was afraid I'd be stuck working the brothels until I heard you were inviting."
"Just so you know we're not your subjects to lord over. We're all equals in this team." Tomura pointed out.
"Oh, of course! I'm not much of a team player, to be honest, but I'm adaptable." Opaline laughed playfully.
"And don't try usurping me, I'll know. I have quite a few ears and eyes looking out for me and my party's best interests." Tomura warned as he offered his hand to Opaline, who looked at it before smiling and accepting it.
"You've got balls, dear. I can respect them most of all."
"At least I'm not the only weird one here..." Spot noted as he was with Tomura interviewing their next applicant; a man wearing a white spandex outfit with polka-dots of all colors decorating it. He also had red goggles and special gauntlets.
"Abner Krill, a C-List Villain from America who moved here to start fresh." Tomura listed as the man solemnly nodded.
"I was tired of being seen as a joke back home. So I came here to Japan to get stronger. Figure you were offering a way to help in that regard."
"I think you and I are gonna be best friends." Spot said, patting Abner AKA The Polka-Dot Man, on the back.
"We'll see what we can do to help improve you," Tomura assured. "Here at the League of Villains, we don't only let villains join if they're good. We take them in... And MAKE them good."
Tomura had to admit, the next applicant was one tough cookie to be sure. Hailing from the same area as Polka-Dot Man, this villain was a bit more notorious where he came from.
"Pretty interesting to meet a man of esteemed status like yourself."
"Guess you already my name..." The giant crocodile man said with a smooth Cajun accent. "It's Croc, KILLER CROC."
"You've got quite the body count on your hands. As well as robbery, flooding a whole city district, and aiding and abetting other criminals."
Killer Croc chuckled. "Hey, sometimes it pays to swim together in a pack if it conveniences you."
"Well, we could use some heavy muscle on our group. Though Banananasher might feel a bit threatened."
"Don't worry. I'll be sure to settle in your bayou no problem."
"Gaia Everfree, I take it?" Tomura asked the woman standing in front of him. "I thought you were a myth."
"I wanted to stay a myth...especially after my brother died because of me..." Gaia Everfree said, looking away with shame in her eyes. "I'm a monster, I can't go back to the way things were."
Tomura nodded his head in sympathy, especially when he saw tears rolling down Gaia's cheeks.
"I also became a villain through tragedy, so I can understand the pain of not being able to go back to the way things were. The League is more than willing to welcome you as a member of the family."
Gaia smiled, wiping her tears away. "Thank you..."
Tomura was speaking with his next candidate, a young woman with porcelain white skin, red hair done in poofy pigtails, and wearing a dress one would find on a doll.
"Poppy, huh? I heard you did a few escapades with Mr. Compress before you two split up."
Poppy giggled. "Oh, life has been getting rather stale by my lonesome. When I heard Atsuhiro was here, I just had to swing by and say hello."
"And your Quirk...what is it, exactly?" Tomura asked.
Poppy merely snapped her fingers and out from beside her came a beastly creature with googly eyes, big red lips, razor-sharp teeth, yellow glove-like hands, and teal blue fur.
"Tomura Shigaraki, meet Huggy Wuggy~!"
Tomura whistled. "Now that's what I call a Stand. You're both in."
Two applicants had come together to see Tomura, who recognized them as former Pro Heroes from America.
"What are two esteemed members of The Seven doing here?"
The two were A-Train and Black Noir. Both of them seemed greatly troubled, though it was hard to see with Black Noir's mask covering his face.
"We got nowhere to go. We did a lot of bad things trying to stay in the good graces of the public...but too much dirty laundry piling up ends up making a stench over time." A-Train said. "I lost everything, and Earving here doesn't have a lot to lose either way. We figured if we're gonna be stuck in dirty dealings...might as well join the dirty side."
Tomura nodded. "I heard about the incident with you accidentally pulping a pedestrian by accident. Her boyfriend was pretty pissed about that."
"He sure let me have it when he had the chance," A-Train said, rubbing his jaw. "Looking back, I think I understand why he was so mad now. But I can't take it back now."
"Well, we're here to give you both a fresh start," Tomura said. "Welcome aboard your new team. I assure you it'll be better than the last."
The next candidate was a Hispanic Man with black face tattoos resembling a skull. Fire seemed to wisp off his hands occasionally as he looked depressed and lost.
"El Diablo? I heard about your exploits back in your home town. Sorry about your family, by the way."
"It's fine, hermano." El Diablo said. "I keep a part of them close to me so that I don't forget them. I can't go back to my old life, all I can do now is serve someone else, someone who is a better leader than me."
"I'm still new to the villain scene but my crew and I will see that you're given a fair deal," Tomura said with a nod of his head, patting El Diablo on the shoulder.
Tomura had finally come to the last applicant; a beautiful woman with long silver hair and apple-red eyes.
"My name is Chugai Chisaki, former daughter of the Shie Hassaikai Yakuza Clan's Oyabun."
"Did they kick you out?" Tomura asked.
"I didn't want to deal with it anymore. My father let me marry the man I loved and we had a daughter together...and then her Quirk came in and killed him by accident."
"That's rough," Tomura said.
"I sent her to be taken care of by my father. I was scared and confused and I needed time to collect myself." Chugai explained. "But...If I'd known what Overhaul was going to do with my daughter! With her Quirk..."
Tomura leaned in, his interest piqued as Chugai continued her story.
"I never should have abandoned her... Children with powerful Quirks cause accidents with their parents all the time. But my husband and I... Our love was a strong one, and seeing him just... Disappear... Broke me... Part of the reason my father was so disappointed in me. And now my adoptive brother is doing something horrible to her."
That caught Tomura's interest. The story sounded a lot like what happened to him after All For One gave him [Decay]. He could still see the look of fear and sadness on his beloved sister Hana's face as she crumbled to pieces.
"And you've come to join us so you can save your daughter?"
"All I want is for Eri to have a home where she can be safe," Chugai said. "I don't care if I have to die to do so."
Tomura nodded. "I think we can arrange that. Besides... My crew and I have been evaluating Overhaul, to see if he is worth keeping in the criminal underground."
Tomura was looking over all the new recruits when two more decided to waltz right in.
"Hey, is this the League of Villains' hideout? Someone told us you'd all be here."
None other than Wolfram and Innsmouth had arrived. Earlier as they were being shipped to Tartarus, Wolfram had discovered he still had his original [Metal Manipulation] Quirk, which he thought had burned out from the Quirk Amplification Device. Using his power, he broke himself and Innsmouth out and the two went into hiding together before catching wind of the League looking for recruits.
"Well, well, well, Tomura Shigaraki is in the big boy chair!" Wolfram noted. "Surprised you made it this far in so little time!"
"Grogar gave me a little help in that regard." Tomura chuckled. "Luckily, we still have a couple of spots open. Since both of you have the experience, we'd be happy to have you on board."
The Spot used his Quirk, which he had been practicing with, to hand out drinks for everyone.
"Our team may be small," Shimura said as he lifted his drink can, "But we shall be the dark beacon by which all villains are protected. We shall be the darkness that calls the light to action. To the League of Villains!"
"TO THE LEAGUE OF VILLAINS!"
Elsewhere, Toshinori and Celestia had decided to confront All For One in his cell at Tartarus. The dethroned Symbol of Evil was wrapped in a straightjacket while still connected to his life support system.
"A shame to see you have fallen so low. But considering your crimes, it was the only outcome that could happen." Celestia said somberly, unable to help but feel a bit of pity for the vile man in front of her.
"I had thought I had everything figured out back then...I always believed that Master Grogar's way of thinking was automatic to how the world works." All For One lamented.
"That's the thing about human free will, it can be both humanity's beauty and its ugliness. Some people just don't think it necessary to rise up against evil, thinking others will do so instead." Toshinori said. "It takes true strength of will to choose to do so for oneself. By contrast, it's far easier to turn to the path of villainy. Why else did you amass so many followers over the years?"
"I doubt you came here just to wax philosophy," All For One chuckled bitterly. "I'd like to think I know enough about both of you to know you'd never rub a victory in someone's face. So why did you really come here?"
"Something I've been personally confused about; [One For All] by its nature is meant to be passed on, so choosing a successor is practically required. But what about you? For someone who could steal any Quirk, even those that can lengthen life, why would you need to find a successor?"
"I thought you already had it figured out, All-Might..." All For One smirked. "I'm a Sociopath and I freely admit it as such. Emotions are something beyond my understanding. I do have a rudimentary idea of how they work, hence how I was able to manipulate Nana's actions, but I cannot grasp their deeper meaning. My Quirk cannot steal the Quirks of those who have a higher strength of will. And whose will could be considered stronger... Then those who possess [One For All]?"
"A shame...you could never allow love or kindness into your heart." Celestia lamented, shaking her head. "All I can offer you is pity, nothing more."
"I don't need your cheap pity, Celestia." All For One sneered. "I could have chosen anyone to become the next me but when I came across Tenko Shimura, I knew the perfect way to break that golden heart of yours as well as spite that pathetic woman Nana's legacy...but even there, I failed."
"And that's why you failed," Toshinori said, his eyes narrowing. "Time and time again, you underestimated us and the bonds of our friends and loved ones. Those bonds are something you could never understand even if you had all the Quirks in the world."
With all said and done, Toshinori and Celestia left, leaving All For One alone in his dark cell...

Quirk Description: Polka-Dot Man can produce magical polka dots that have different properties and powers based on the color they have. He can also use them as shields, platforms, and basic projectiles.
[Poppy Ludwig]
Villain Name: Poppy
Quirk: Playtime Demon
Quirk Description: Poppy can summon demonic creatures with various abilities to aid her in battle. Two examples of these demons include 'Huggy Wuggy' and 'Mommy Long Legs'.
[Waylon Jones]
Villain Name: Killer Croc
Quirk: Crocodile
Quirk Description: A Mutant Quirk that gives Waylon the physical appearance, strength, and capabilities of a crocodile including a prehensile tail, sharp teeth, and underwater breathing.
[Chato Santana]
Villain Name: El Diablo
Quirk: Diablo
Quirk Description: El Diablo can generate and manipulate fire to a multitude of dangerous effects. At full power, El Diablo can generate entire huge columns or concentric blasts of flame from his palms, but his power can also be as precise as lighting a candle, and even crafting intricate designs out of flames similar to holograms. He can also transform into a tall, flaming skeleton avatar, increasing his already formidable power.
