a/n: sorry it took me a while to write this. Procrastination is like in a nutshell to be honest with you guys.

8:00 AM, 24th march, 18XX

I Then woke up from my dream to see what looked like a maid right next to me while I was in Bed. "I have seen that you have woken up from bed, sir, would you like anything?"

the maid said to me. I politely declined her Offer as I got out of bed, changed my clothes and exited my bedroom.

I saw many people walking in the palace doing their business and walking around. I then waved my hand to most of them and greeted them before walking to my office.

There were 3 things there. I read the first note, it was a note from some girl at the village I used to live at. "Boring, not worth my time" I said to myself as I quickly put the note in a drawer never to be seen again.

I then read the second Note, It was The Minister Of Domestic Affairs asking me out For Dinner to talk with me about Something. I didn't think much of it as I quickly wrote a generic response later saying I'll meet up with them for whatever business they need.

"Probably nothing" I thought to myself. Then I read the final letter to me, it said Important meeting at 11:00 AM, Attend or else you get fired. " Signed By The Minister" "what was so important he would fire me if i didn't attend" i thought to myself.

But my thinking was stopped when I heard I knocked at the door.

I opened it and I Saw General Esdeath?! I then said to her "weren't you Dealing with the northern tribes or something, why you back so early" she then responded "they were easy, nothing to worry about anyways straight to business" "what to you want esdeath, what do i have to do with your warmongering ways?!"

"well i have an offer for you, the budget relocation meeting is coming up and of course you're the one that approves the budget" "so that's what the meeting was for, but what do you have to do with this" "i want you to approve bigger army spending i need more men to fuel my conquests" "god dammit esdeath do you really need more army funding?! The economy is already shit and the people are starving down below me, we don't need more money to go to the army." "Do it and me and my men won't bother you and the MOD (Minister Of Defense) with your "reforms"" "it looks like you caught on already, look esdeath i have a compromise"

"What is Kato? I dont expect much form this" "well you see general esdeath me and the MOD are planning to establish a new force to deal with night raid, if i let you lead that will you shut up the fuck up and stop begging me to do your army shit?"

"Your offer is interesting, I will accept. Just make it interesting for me Okay Kato"

"good, now get the fuck out ym office i got Business to attend too"

"Hey Kato, you might be Minister of Economy but you're still a Kid and you listen to the adults here, stop acting so mature for your age. Anyways i guess i'll go now" esdeath says back to me as she leaves the Room. "god, what the fuck is wrong with that lady" i think to myself as i spend the next few hours signing useless documents and doing jack shit

A few Hours Later

After sitting in my office doing jack shit and signing boring documents I looked up at the time. I then realize it's past 11:00 AM as I quickly rush to attend the meeting

"I am guessing it Should Be at the conference room" I thought to myself as I dashed towards the conference room. However, soon enough I made it there and opened the door. As soon as I opened it however, a cacophony of people were screaming and speaking at me saying things like

"What took you so long? It's like 11:20 Am Now" or "You were 20 minutes late, how?!" but soon enough the minister shut them all up and gave me a seat at the table and Said "Welp, now that the Minister of Economy has arrived we can start the meeting. As you know the budget is uhm… well it's shit and since the previous minister of economy screwed it up so badly, i have called an emergency meeting to discuss the new budget"

as soon as he said that many of the ministers including me started talking about potential changes to it, the minister of agriculture wanted more funding towards lecture and to steer away from industrialization, i Of course wanted more funding to industry and healthcare along with welfare, and the rest of the people i couldn't hear clearly enough to hear what they wanted for the budget. After a while of discussion and screaming by many of the Ministers the prime minister would finally get everyone to quiet down as then proceeded to give everyone a run down of the problems with the empire especially night raids.

Then everyone would present their graphs and shit on what was happening with their branch they were in charge of. Of course I ignored it all as I have already decided on what I am approving. Soon after the minister would give me many files on the budget and told me to fill them out and turn them in by the end of the day. I of course said I would before the meeting was dismissed. By the time the meeting left it was about 4:00 PM. I then entered back into my office as I began to work on the budget.

The first few were easy to make, defund the army, fund healthcare, and fund more industrialization efforts. But then I heard a knock at the door. I of course opened it and saw a man, he looked nice. He had a tuxedo, a tie, and a business hat. I then looked at the tag he had on his shirt. It said he was Seno Masayuki.

He then began to Speak "Greetings Kato, if you do not know who i am, i am Seino Masayuki CEO And Founder of Masayuki Manufacturing Company. We have recently heard about the change in budget due to our "contacts". Now we are very sure you will do a good job but we just need to make sure about something.

You see, we need more funding in order to expand so we can make more money. So we want you to give us more funding. If you aren't sold on the idea of expanding the economy we have a little gift for you" then after he says that he pulls out a bag full of gold coins. Probably around $500K. "Hmm, your offer is intriguing and I accept it" I say to him as I take the money for him. Now I was already planning to give more funding to them, but may as well take the money too along with it.

One little bribe hurt nobody right?!

a/n: usually i like to do at least 1 day per chapter but this chapter is already pretty long so i'm cutting it into 2 parts. This is the first part. Second part will cover the rest of the budget and the dinner thing too. Hope you enjoyed this chapter
