Quirk: False Fire.

Type: Emitter.

Description: Gives the user the power to create fire and lightning at room temperature and gives him/her full control over it. The user can give shape and form to what they create, making it seem like it's alive, change its colour, have it burn underwater, attach it to people & objects, etc. If someone is covered in the flames they can help protect them from actual fire and freezing, but only to a limited extent.

Drawbacks: It's incapable of burning anything, making it almost useless in combat, and best suited for special effects work.

Quirk: Dry Water.

Type: Emitter.

Description: Gives the user the power to fill an area with an invisible substance that reduces the weight of everything in there to the same effect as saltwater, so people can swim in it, or even float on it. It's also completely breathable, and doesn't affect electronics or anything. But even when it's not in use, the user's hair and clothing will continue to flow as if they're underwater.

Drawbacks: Using it can cause things to float away, and it doesn't last long if it's not in an enclosed area.

Quirk: Soul Mirror.

Type: Emitter.

Description: Gives the user the power to use a mirror to create mirror replicas of anyone they want. The targets have to be reflected in the mirror to be replicated, those created this way are loyal to their creator, and will have all the powers and knowledge of the originals, but will have mirrored personalities. It can only create one replica at a time, but there's no limit to how many times someone can be replicated, or how many people can be replicated at once.

Drawbacks: This quirk only works on people and animals, (and somehow their clothing,) but not plants or minerals. And because the copies have reversed personalities, they can create plenty of unforeseen problems. For example, if this quirk is used against someone who is truly hostile, the copies will in turn become too peaceful to fight, and would likely just embarrass both sides.

Quirk: Sea Ghost Titan Limbs.

Type: Mutant.

Description: Gives the user giant invisible shapeshifting arms and legs, powered by water, that are strong enough to tear apart battleships, and tough enough to withstand cannon fire. (They're like the vectors from Elfen Lied, but much bigger & stronger, they can take any shape, and can fully encase the user.)

Drawbacks: 1: The user loses his actual limbs when this quirk kicks in. 2: While the limbs are invisible, the things they come in contact with are not, so they become visible when covered in dirt, water, etc. 3: They lose power when out of water, and eventually they'll disappear until the user gets drenched in water again. (And without them the user will have a hard time moving due to the lack of limbs.)

Quirk: Slave Mist.

Type: Emitter.

Description: Gives the user the user the power to emit a dark mist. Anyone who breathes in this mist will be forced to follow the user's every word for one lunar month at a time, (no more, no less,) and with receive tattoo markings that vaguely resemble collars and shackles. While they're in that state the user can modify their bodies however he wants, (such as making them bigger, smaller, stronger, hotter, cuter, changing their skin & hair colours, giving them animal features, healing their injuries, etc,) slightly alter their quirks, make mental alterations, and sometimes even make unnatural additions (such as fusing tools & weapons to them.) The changes made can remain long after they are released. How long they last usually depends on the changes, and how much the former slaves want or need to keep them. Freed slaves can be enslaved again the same way, but not for an hour at least.

Drawbacks: 1: The potential slaves have to breathe in the mist for it to work, and even rudimentary protection can thwart it. 2: There's no way to free the slaves other than waiting for it to wear off. 3: Those being forced into slavery against their will can develop an immunity to it. (But that can be rectified by altering their minds to make them willing.)
