Notes/Answers:
Naruto will get more powerful over time but it will balance out with what he is facing. I try to balance everything out as much as possible as well. Understand while he gets more powerful, he aint invincible. I will say this now, there are other beings in the story that are smarter and stronger then him right now.
To help balance, think of it like this. A ninja from Naruto can go to town wiping out the Covenant. But only on the ground and they will tire eventually. The Covenant have a massive amount of forces to overwhelm. And a lucky shot can end anyone. We saw and experience that a lot in Halo (sadly). Also ninja from Naruto can be as strong as they like, but still get spanked by Covenant tech that allows their troops to fly and shoot from space. So don't worry too much about balance. Naruto uses a combination of chakra and tech. Whatever best gets the results for him. Later in the future, combining them.
Balance for now:
Academy Students – are just above civilians
Low Gennin level – can take on regular Grunts one on one
Gennin level – Jackals and specialized grunts
High Gennin level – equal to Marines, Covenant Drones
Low Chuunin level – Equal to basic ODST and Special Forces
Chuunin Level – Most Elemental ninja, low ranking Elites
High Chuunin Level – mid ranking Elites, regular brutes
Low Jounin – Hunters, high ranking elites, Upper level brutes
Jounin – high ranking elites like Zealots and Brute Chief's
High Jounin – Spartans, Some Zealots, rare few brutes and elites
Anbu – Covenant Honor Guard's, Old Arbiter
Low Kage - Tsunade,
Kage – Admiral Hiruzen,
High Kage – Admiral Kushina, Naruto
Understand that their are some enemies who rank up in the higher level. I just didn't put them there because the story hasn't reach that point there.
And yes, Naruto will have other relations with other people but over time. Not going to say with who.

Elemental's Freedom Meeting Room
Within a large room Naruto could be seen with a group of individuals were having a meeting about recent events. Over the years of war with the Covenant many changes had occurred. Naruto had shared some tech with the UNSC causing them to enter a stalemate with the Covenant but there were some consequences. It took a lot of time, training, resources, and manpower to implement some of the tech. In that time Covenant and Banish forces went rampaging through world after world. It also required Maelstrom to pick up the slack of the UNSC, straining ties. A lot of his men were exhausted going from battle to battle with little rest. It also required the company to do mass recruiting and training so they can have multiple fleets rotating in and out.
With that issue arising the company had to make new contingences. One was the option to break away from the UNSC and run things their way in the event that it becomes necessary. An option to make a draft to supply the numbers to make more fleets. And finally last resort options. Creation of devastating weapons and arks. There were some options that were already started some time ago. With the cooperation nations on governments of the planets within the system, they had full control. They would allow the nations to run the basic things, but Maelstrom was in overall charge of everything. This allowed for the pourer planets to receive massive boosts in finance and resources as everything was now shared.
The other options that had started was the draft and massive boosts into technology and shipyards. Ships of different sizes and types were being created and pushed out, around the clock. With advance A.I. and sentinels being shipped with them, the necessary personal needed to run the ships have lessen by more than half. He even started making more of the Elemental's Freedom ships which were now designated as Freedom – carrier ships in the super carrier category.
The other two options he had focused own doing were falling underneath the Ark project. Project A side led by Dr. Catherine Halsey Uzumaki (yeah they finally tied the knot, along with the others) focus on Forerunner tech left behind that could be use as a lifeboat in the event they can't win. There were creations and designs that they pulled up from the Forerunner files on creating them but not where they were located. She was currently at Reach going through the structure that was found in order to see if anything could be found.
Project B side led by Tenten Uzumaki at the planet Triniel is constructing an Ark of our own with the mixture of different techs. Forerunner seeds helped a lot in the design and construction of the ark, but she already put years into now. All that he can say from the work in progress that he got was that it was big. Big and a different design than what he was expecting. The best way he could put it was with her own words. "Take a planet, roll it up and place it inside a heavily armed ship". Best estimate he would put the size of it at the High Charity size. The Covenant home government they found out about. The capture ships provided the intel but not the location. If they knew where it was, they would have slip space thousands of nukes into it.
But while that was one of the talks of the meeting, it was not the only reason. The planets Thessia was receiving pings and tests in the systems. It's usually the signs of the Covenant testing the area before the fleet slip space in. The reason why it was called planets is because the people there named all five planets after the name Thessia. The main planet is called Alpha Thessia while the others were Nova Thessia, Cessa Thessia, Delta Thessia, and Xeno Thessia. Another thing about them was that they were populated by the species Asari. This brought up an issue.
They have been staying away from the war with the hope that it would skip by them, and it seemed to work until now. The planets had no navy or strong defenses as they dictate most of their tech to improving their way of living. Sure, if they turn some the tech they had to combat relates, they would be extremely powerful, but they decided not to. Since they decided not to do so and not help the UNSC with the war too much, they were in trouble of extinction, just like us but more so. The UNSC didn't have the left forces and will not move what forces holding up the stalemate to save them.
So here they were on a projector, pleading for them to save their race. Something that would make the UNSC and ONI frown at them but knew better to say anything about it. With a frown on his face, he leaned back in his chair as he looked at the Asari Prime Minister Tevos on the large video. Her white markings on her face couldn't hide her worry and desperation for his help.
"When the UNSC asked for your help in the war you gave them a little amount support. Wanting to protect your own people. Now you are asking for help to save yours. You ask me to risk and sacrifice my people to save yours. You must have known about the Covenant and the fact that they could attack anyone" he stated leaning back rubbing his small beard.
He could see her looking at his form taking in his every detail. At the age of 41 he is in his prime and will continue to be so for a long time. It was known that Elementals had longer life spans and Uzumaki's had a much longer life span than other Elemental's. Add in Kyuubi's chakra and his genetic makeup, he would live for a very long time. His and Kyuubi's mixing with his wives and kids insured they will live as long as he would. Catherine and Tsunami are good examples of that as they both still show their beautiful youth.
"What would you ask of us in order for you to help?" she asked while hoping he wasn't cruel like some others. With this much control he could ask for anything and she would have to accept. Even slavery. Slavery was better than extinction as they could always be free in the future.
"Contribution" he answered making her swallow her spit in worry. "I want the Asari to help us in the fight in any way they can and to help by giving us your tech to improve our odds. You do that and I will send multiple fleets in order to evacuate all of your people" he finished making her gasp.
"All of us? I thought you would be only able to save a few but all of us?" she questioned as he nodded. "We have a deal. I shall meet you at Alpha Thessia. I must go now to start the evacuation" she finished ending the transmission.
With the transmission over Naruto looked towards the people at the table as they focused upon him for orders. "Admiral Kakashi, Hiruzen, Kushina, and Mei. You are to take your fleets and head over there immediately to form a defensive line. I will form a fleet of transports that will start the evacuation of the planets" he started as they nodded
Looking over to Himari the fire country's daughter. "I want you to prepare accommodations for their arrivals. Don't worry about permanent residence. We will settle that later when everyone is here. Let's get started on this now. Launch the fleets their immediately". And with that, signaled the end of the meeting as he stood up to leave. Already leaving the room while some stood back to plan, he went to a section in the ship where the Spartan's live and train at.
With an elevator and more walking, he finally walked through a set of automated double doors to see personal working in a large office. Technicians, scientists, and Spartan's were working on separate tasks only slightly recognizing he came in and going back to work. That was what he liked to see. He already ordered them before to not waste time saluting him and stop what they are doing. There work is more important than such a thing.
Stepping up to a large circular holo table to which multiple Spartan's and other personal were looking at and joined them. Projecting on the table were Spartan games which were teams of Spartans performing combat training exercises. He could see two teams of 6 Spartan III engaged in a firefight using stun rifles that paralyzed anything they hit. To the side he saw Aayla move to his side allowing for him to give her a kiss in greeting. She took the role for being in charge of Spartan Deployments.
A simple tap on his arm from her was all she needed from him to get her to follow her office room. Entering inside the room he started taking off his uniform in order to put on his under suit as she started to talk to him. "So, I got the new mission that we will be doing in my messages. So, we are really going to help them after the fact that they rarely help us?" she asked with a slight frown on her face as he started fitting into his under suit. A simple nod was her answer as she walked over to him and started helping out his back.
"You know my species as well as Shaak Ti are from less developed worlds. We were unable to even contribute at all to the war. Most likely the UNSC wouldn't come to save us either. Would you s-" and a simple kiss to her lips silenced her.
"Don't worry. I will have representatives send a message to both of your peoples and offer them protection or asylum. Maybe even send a fleet to monitor the areas just in case" he offered as she smiled at him in gratitude.
"Thank you" she answered before clearing her throat and started pushing him to a platform on the side of the room. "Now let's get you suited up. I assume you are going to lead the Spartan's on the ground".
"Correct". Stepping on the platform it scanned and recognized him, allowing for sections around it to opened up to place armor on him. The armor was pitch black and similar in design to his old armor but bulkier. Once the machines finished placing armor on him, it lowered back into the ground.
"Noble Team is still being used by the UNSC on planet Reach along with a few other teams. We can have Red Team lead a few teams to secure the main palace. Omega Team will be your escort for the mission with Titan and Raiden Teams on standby for you.
We will use all of Alpha and Charlie Companies for the initial deployment. Beta and Gamma companies will be on standby. All other companies will be stay here in the reserve" she stated typing away on her tablet.
With his armor fully on he activated it making sections of the armor glow light blue with power. In result of the power flowing through the suit sections of the armor detached from it and hovered just a few inches from it. A curtesy of the fusion of Covenant, Forerunner, and human tech. Flexing his gloved fist he stretched them out before doing the same to his whole body as he stepped off the platform. This armor was one of its kind and extremely hard to make. Took years to put it together but it was worth it. It had special features that made other armors pale in comparison. Something he will use against any enemy. Including Atriox.
