Naruto was nervous. He came to the council chamber with Danzo in the afternoon. His turn for the meeting was at the very end, so he had to wait to be called in. he had a stack of papers right next to him.
He looked calm and collected from the outside, but he was having a mental discussion with Kurama about the meeting. Finally, he was called in. He gently put the stack down on the table where he was supposed to stand in front of the council.
The clan heads were all sitting on one side, and the other side of the table was empty except for the advisors since the civilian council was dismissed. The Hokage was seated at the head of the table right in front of Naruto's standing place.
Naruto did a classical ninja kneeling in front of their leader since a bow wasn't appropriate for his position as future clan head. "Rise, Naruto-Kun. We are here to listen to your proposal about the changes to the academy curriculum." The Hokage said.
Naruto took a deep breath before starting. "Thank you for this opportunity. As you have all been informed beforehand, there are many factors to this decision, and since we are not here to discuss the reasons, I will just go through the proposed changes." Naruto handed out the files over the table.
"As explained in the files, the first major change is for the basic medical training. There are many accidents and small injuries that can be treated in the field to lower mortality or permanent injury. If students are taught how to treat things like flesh wounds, broken bones, or common poisons, they can have a better opportunity in fights."
"You can also see in the statistics provided that such injuries are the cause of 40 percent of mission failures in genins. While most jonin have this training, there are still reasons provided as to the benefits and situations it can prevent based on the mission reports of past five years."
"The training will consist of wounds and field treatment, poisons and antidotes, and how to care for the injured person. There are also some teachings about diseases and infection. The complete lesson plan was confirmed and suggested by the head of the medical department."
"As for the extra skill that each genin is required to have, we have Kenjutsu, Genjutsu, ciphers, trap making, fuinjutsu, medical jutsu, and poisons. If the areas get confirmed, I will get the confirmation of the departments or instructors in charge for this year."

"A Hyuga teacher would be invaluable to correcting small mistakes of taijutsu or kenjutsu. Or the Yamanaka can teach others how to defend themselves against genjutsu. No one can compare to the knowledge of the Akimichi and Aburame clans about plants and herbs. Or the tracking skills of Inuzuka."
"What I want to say is that while there are boundaries to the knowledge, each clan is willing to share. We are all a part of Konoha, and we can help each other. The reason behind having teams with members of different backgrounds is to have the best chance of success."
"I am not asking clans to reveal all their secrets. I am asking all shinobi of the village that if they have skills that they can share, here is an opportunity." Naruto said.
"Naruto-kun, it was very well said. You make an excellent point. We are all a part of Konoha, and it is our job to protect her. This can be an opportunity to bring all of us closer." The Hokage said.
"I agree Hokage-sama. It can't be denied that academy training has become lax after wartime. This is an as good time as any to rectify that mistake. However, I also believe that all clans are privy to their secrets." Shikaku said.
There was more discussion about the instructors from clans and how they should proceed. It was decided that the plan would be implanted for the current first-year students, and if there were a positive outcome, it would be implanted for everyone from the following year.
Naruto was back in his room in the base. When they returned from the meeting, Danzo praised him and gave him his new training regimen. Naruto was skillful enough, but there were physical aspects to improve with his growing body and new areas to explore.
Danzo planned to send him on political missions to improve his standing soon. Since he was in charge of his proposal, he was given most of the week to ensure everything was set before his mission.
For the most part, Naruto just had to talk with divisions to appoint instructors and make study plans, but there were three areas in which he had special people in mind for. It wouldn't be an easy task, but he was hopeful.
It was the next day, and Naruto was in front of Shisui's house. He already talked with Orochimaru. He said he would speak with Anko to appoint her to teach about poisons.
His next stop was finding Hayate. He found him in the Jonin lounge. In his previous life during wartime, Sakura found a cure for a similar case to Hayate, and Naruto planned on working with Tsunade as soon as she returned to the village.
He found the jonin outside the jonin lounge with Yugao. It took a while to explain everything to the jonin and ask for his help. He was skeptical, but his illness didn't allow him to take many long missions, and he needed downtime between them, so he finally gave in.
Now Naruto was waiting at Shisui's doorstep for the last person on his list. Kagami opened the door and smiled when he saw Naruto. "Hello, Naruto-kun. I'm afraid Shisui is currently on a mission." He said.
"Actually, Kagami-san, I'm here to talk with you. May I come in?" Naruto asked politely.
Kagami nodded and motioned for him to follow inside. Naruto handed him a parcel. "This is some herbal tea. Shisui said that you recently developed some problems sleeping due to pain. It is a mix that helps with pain and easier sleep. And I also made an apple cake."
"Thank you so much, Naruto-kun. That is so nice of you. The mochi from last time was great as well. Let me make some tea. Wait for me in the living room." He said as he took the parcel.
Naruto nodded and went to the living room. He'd been thinking about this for a while now. He knew that Shisui had a bit of financial struggle. He had to support his family from a young age.
His father wasn't able to work due to his injury, and it wasn't cheap to live in the Uchiha compound. He also had pride and wouldn't accept help from Itachi and Naruto. They usually helped him in any way they could, but still, it was hard at times.
Shisui mainly joined ANBU due to the payment. He had to take missions back to back. His father needed regular medications and treatment. When Naruto became aware of this, he forced Shisui to accept his help, and now he provided him with the medicines for free.
But still, there were things that could help his condition, and that was why Naruto was here. Kagami came with a tray of tea and slices of cake. When he sat down, they enjoyed a few moments sipping their teas.
"Kagami-san. While I enjoy your company, we both know I am here for business, so I would just cut to the chase. I have a proposal for you." Naruto said as he handed him a file.
Kagami took a few minutes to read the file. "While I appreciate the offer, they are people better suited for this position than me." Kagami began.
"No, Kagami-san, I have to disagree. You were a pupil of the Nidaime Hokage and one of the best shinobi in the field of genjutsu. Your skills are unmatched by others, and while you might not be able to take active duty outside the village, this is a golden opportunity."
"And I don't mean it for you or Shisui. This is a chance for the future generation to benefit from. You are also one of the oldest shinobi, which is also a testament to your skills."
"Please, Kagami-san. I am not asking this for myself but for everyone. The job only requires you to go to the academy for the afternoon classes a few days a week and won't be physically staining." Naruto said.
"Are you really sure, Naruto-Kun? I can still recommend better teachers. I have also never taught anyone before what if…." Kagami rambled.
"Please, Kagami-san. While you never taught anyone officially, you taught Shisui many skills, and I'm sure he will agree that you are a great teacher. This is an important step for the future, and we all need you." Naruto did his best to be firm and reassuring.
Kagami looked into his eyes for a few minutes, searching for the truth. "Fine, I will give it a go, but if someone better suited is found, I will give them the opportunity." He said.
"Thank you so much. That is all I can ask. For a chance for the future generation to thrive." Naruto said, smiling.
They discussed the details for a while longer before Naruto had to leave. He was still smiling, knowing that this would help both his brother and the village.
It's been a week, and now Naruto is ready for his mission. He was going to the fire capital with Fuu and Torune. He wasn't sure how prepared he was, but he didn't have much of a choice.
During the past week, he got confirmation of his proposal from the chosen departments and people. Then he sent everything for the last confirmation to the council, and the implementation started this week.
It has only been the first semester of the academy, so it was an excellent opportunity to start the program. Orochimaru also informed him that Tsunade would arrive in the village this week, and preparations were being made.
Naruto wouldn't be there to welcome her since this mission would take at least two weeks, but he was still excited. They were currently in the capital and going towards the palace.
They would stay in the palace for the duration of their stay. They showed the guards their formal letter and entered the court. The servants showed them to a room to wait for the daimyo to finish some business before seeing them.
Naruto used the chance to clean up and get his gifts ready. It was an important event to have an audience with the daimyo, and he couldn't afford any mistakes. Fuu and Torune also cleaned up and got ready.
