David Haller is sent to a mental health facility for mutants: Willowfield. Here he meets "Rogue", a girl who has been here for nearly 7 years already. While David has been lead to believe that the facility is meant to help them learn to control their powers, Rogue has been here long enough to learn what's going on beneath the surface.
