For now I am keeping this on Fanfiction as well as AO3, but honestly I doubt this website as a whole is going to last much longer at the rate things are going.

While EU!Luke is certainly disturbed by Ben's accusations, he is also taking them with a grain of salt. Even with those memories, the very usage of the Dark Side can twist your memories of events, and he cannot discount the possibility that they have even been faked. It hardly looks good for Movie!Luke, but they are not rushing into things.

Oooh, interesting notion with the Katana Fleet. Unlikely to use it though, as it took Thrawn an army of cloned engineers to get most of them working before, and now they are suffering from both another 20+ years of neglect and being technologically outclassed.

The Force Dyad reveal changes a lot about how we can interpret stuff in the first two films. But yes, the writers did indeed struggle with power scaling a lot, and why I prefer Zahn's interpretations more.

As for Kylo Ren, being groomed by Snoke/Sidious meant that they wanted him trained and powerful enough to be a threat to their enemies, but not themselves.
