Jack knows he's supposed to be doing his paperwork, and he knows Ianto will not be pleased with him if he doesn't get it finished today; his monthly update to Her Majesty was supposed to be sent last week and it's still not done. It's just that nothing of any interest happened last month and writing about it is boring. So boring that he was almost falling asleep at his desk, which is why he tuned in to the Hub's internal CCTV network in the first place.
Ianto is down in the archives, wandering around, sorting, cataloguing, filing, and Ianto-watching is way more interesting than writing reports, especially since he's not allowed to exaggerate or make things up. He's sure Lizzie would prefer to read something entertaining rather that something accurate, but Ianto doesn't agree. Ianto is a hard taskmaster, but hard can be good…
Going down to the archives and interrupting Ianto when he's working is a bad idea, but Jack does it anyway, because Ianto is the embodiment of temptation and Jack has never been any good at resisting him. Not that he tries particularly hard; temptation should be embraced.
Any punishment he receives will be worth it.
