The council room was silent as all waited for the final four members to arrive. Tsume kept herself from fidgeting as she waited. While she would usually be able to keep control of her emotions today was a little different. She was after all going to try to change many people's lives just so one baby can be happy.

Shibi and Hiashi watched her begin to tap her foot rapidly as her nerves began to show. Before either of them could do anything however the doors to the meeting room opened as four figures stepped in. The first two were the Hokage's advisors and old teammates who sat at a small table in the corner of the large room.

Next was Danzo Shimira who made his way to the table in the corner and sat down in between the other two.

Finally was Hiruzen Sarutobi, the Third Hokage, who looked very angry as he sat at the end of the large table that all other clan heads sat at.

Tsume noticed him stare at her for a moment before he began to speak and knew immediately why he wasn't happy.

"Do any of you know why I've called this meeting today?" He asked, his voice clearly holding back much anger. All in the council room were silent as he looked to see if anyone would answer him, particularly one Inuzuka woman who had broken a rule.

After a few seconds of silence Hiruzen spoke up as he looked at the clan heads, looking at Tsume much more than the others.

"I see. Well for those who didn't know two of you have broken my rule when it came to Naruto."

Many were shocked as they looked around to see who might have done this, Tsume started to shrink in her seat as Hiruzen looked at another person in the room.

Fugaku kept his stern expression as he looked back at his leader. "Lord Third if I may explain?"

"No, neither of you will explain." Hiruzen interrupted as he fixed his eyes on Tsume once again. "I have told everyone here that neither you nor your families shall have contact with the boy nor shall any of you so much as touch him without my permission. And it seems two of you have failed this task."

"Sir please, if I could just explain, I promise you that this can be worked out." Tsume said in a small voice as her leader gave her a blast of killing intent. Many of the heads didn't fare any better from this as some began to feel like they were going to pass out.

"Why should I let either of you explain? Why should I let him explain for the actions his wife has taken or for the actions you have taken. I have ordered that no one should make contact with him and I intend to keep it that way."

"But why? He's a baby sir. He has lost so much as is. I understand you are being cautious but does he deserve this? To not have anyone there for him." Tsume asked as she felt the killing intent grow.

"And what makes you think you have any right to judge my authority? While I do respect the clan's decisions on some things, I don't respect them acting like my authority doesn't exist. I am doing this for my late successor and am keeping his child safe. And you disrespecting my orders tells me that he is not safe with the untrustworthy clans of this village."

Tsume didn't know what to say as she began to feel like a small child being yelled at by her parents. Luckily for her someone else would talk.

"Sir if I may?" Hiashi's voice called from his spot. Hiruzen looked at the man, interested in what he was about to say. "I understand that Tsume and Mikoto have both disregarded your orders. But if I am not mistaken they were the closest to Kushina when she was still alive and were with her the most out of anyone apart from Minato."

"What is your point Hiashi?" Hiruzen asked.

"My point is that Kushina trusted them throughout her pregnancy and if she was still alive would she not still trust them even now?"

"She…would." Hiruzen said as he understood Hiashi's point.

"Then the real question is why you are showing not just one clan but all clans no trust."

"Because I must keep him safe. We have lost our last leader to an unknown threat and now his last remaining progeny is our Jinchuriki."

"That may be the case, but I must ask. Shouldn't we try to be as close together in this time rather than apart." Shibi added.

Hiruzen looked at the Aburame, surprised that he would add to a conversation like this. "And how would you say we can do that Shibi?" He asked.

"I cannot say sir. But I know who can." He looked to Tsume who put on a stern face as to not show any weakness.

Hiruzen looked to Tsume with a mixture of anger and curiosity. "Is that the case? Then please explain Tsume."

Tsume took in a breath before raising to speak. "I would like to make the proposition to have the clans take care of Naruto Uzumaki."

The other clan heads gasped as they weren't expecting such a proposal. Soon they began to mermer amongst themselves as Hiruzen stayed quiet.

"You, want to have him be adopted by the clans?" He repeated to make sure he had heard her correctly.

"Yes sir."

Hiruzen thought for a few moments before he looked to the other clan heads. "Which one of you would agree with this idea?"

Shibi stood up as he spoke. "I wouldn't say my clan would be able to watch the child but I can say I do support this idea. In many ways it could be safer then having him not be watched. In many ways he would be safer with the clans watching him."

Hiashi next stood up. "I would also agree to support this. But like Shibi I would also say that I cannot allow my clan to take in the child. At the very least because if they did they would want to put the seal on him and if they did they would have the most amount of authority over him." Many of the other heads nodded as they were thinking the same thing.

Fugaku rose as he began to speak up. "I would like to have my clan adopt the child."

Hiruzen looked at the man for a moment before the next clan head spoke up. "The Akimichi Clan will not be taking in the child. We have lost much from the attack and so it wouldn't go well if he were to be taken care of by us."

Tsume knew this would probably happen as she now knew what was about to come next as Shikaku Nara rose up.

"The Nara clan would be willing to take the child as well."

All were silent with Tsume being the most surprised out of the group as Hiruzen looked to the man. "Shikaku, can you please explain your reasoning."

"My wife and I were very close friends with Kushina and Minato sir. Along with Inoichi and his family. That is why we both decided once we found out about their deaths that one of us would have wanted to take in Naruto after the attack. Unfortunately the law that was put in place stopped that from ever happening."

Hiruzen looked to Inoichi as he stood up next. "That is why the Yamanaka clan will also take in the boy."

As the two sat down everyone in the room stayed silent before Hiruzen spoke up. "The Sarutobi clan will not be able to take in the child however we will watch over him."

Danzo began to rise next but stopped as Hiruzen stared at him with a look that could kill a man with a weaker will. Deciding not to risk his leader's wrath Danzo sat back down and stayed silent.

Hiruzen looked to the other heads of miner clans to see if they would volunteer but none rose up. "If no one else will volunteer then I will call this meeting. Everyone but the heads who agreed to this may leave.

Tsume stayed seated as Hiashi and Shibi rose to their feet, giving Tsume their own worried expressions as they left the room.

Soon only five were left as Hiruzen got to his feet. "OK then. For the four of you I want to know one thing. What are you planning to do?"
