I flexed my hand and activated my Quirk that had become so familiar to me, it was slightly weaker now but not in any way that mattered, plus all of my Quirks were still at the same strength so in the end it didn't really mean all that much.

Though despite having myself weakened I couldn't help but grin at some of the new powers that Garaki gave to me, these were some of All For One's strongest Quirks, a man who had decades to search for and take basically any Quirk he wanted without anyone to stop him.

Just by looking at the powers that I'd been granted I was feeling giddy and excited to test out all the possible the combination that I could pull off and how destructive they really were.

Unfortunately if all went to plan then even if I fought All Might going all out wouldn't be the best move so using them against real opponents may take a while.

Still though it makes me feel secure to know what I have at my beck and call.

After speaking with the doctor about who I had in mind and what to do with them he started to cackle madly at my insanely risky plan which could honestly go off the rails if I didn't do everything perfectly, but I was still gonna go with it because a true genius can turn a 1% chance of absolute victory and times it by 100. I had other options, hell I could probably force this society to submit to me by destroying the heroes physically but... that's not the way I need to do this.

If I want to sway over the hearts and minds of the people then killing should only be a last resort, a final measure for those who refuse to give up, I've killed before but I don't like to think of myself as a killer you know? If I want to win over the people then I need to make the hero society seem even worst than me.

So I'll do that, I'll show them the growing cracks in this society's pillars by revealing every single skeleton in the closet that these people are hiding.

And oh boy do I already know a lot of them, but as much as I know I doubt that I even know the tip of the tip of the iceberg.

Maybe I should find out a little more about the HPSC. I've only got about a year until the famous class 1A starts attending that hero highschool anyway. Gotta make the most out of any time that you've got.


Arata Tenki walked through the dark and crowded streets of a riverside town as he searched for enemies to test his powers on. Well right now he isn't Arata, now he is the villain named Nine, the man who will correct this world into the way that it's meant to be.

Ever since he was little he was shunned for his strength and his Quirk that was deemed to be unfit for this society. His power is called 'Weather Manipulation', it does exactly what it sounds like, he can control the weather and it allows him to do a magnitude of different things. He can create tornadoes, summon lightning strikes and make entire sections of land rain for days on end. It's an incredible ability however everywhere he went his power would go out of control and destroy everything and everyone who surrounded him, a literal storm followed him wherever he went.

Now you might be wondering 'why didn't you just not use your power?' If only it were that simple. There's a literal storm inside of him, if he doesn't unleash his power then electrical shocks will run wild inside of his body and cause him immense pain, but the people around him didn't understand what he was, he was labelled a monster by others for what his power made him do and soon he was all alone. No parents, no friends, no family, no home.

One day however he decided that this society simply wasn't ready for him, if he couldn't fit into this society then he'd make a new one, a better one, a society where those with strength aren't looked down on by others, one where the people who labelled him a monster would pay for their actions. One where his power would be seen for what it was: a gift.

But there's just one problem, as powerful as his ability is it has an equally devastating drawback: overusing his power will result in the destruction of his body's cellular tissue. Whilst not an endgame for him this severely limits what he can do with his ability, it doesn't matter how powerful he is if he can't throw more than one punch until he goes down.

Regardless of the cost to his body he trained his Quirk in the only way he can: by doing battle. Riverside towns like this are practically hubs for villains to gather, for opponents to gather, because of the severe lack of heroes and other law enforcement in rural areas places like this town became overrun by villains, Arata doesn't really care about that though. Strength is the only thing that matters, be they a hero or a villain a person's strength should be the deciding factor of their place in society. A world ruled by power, that is how a real superhuman society should be structured.

He's been called a power-hungry madman by some but he doesn't care, how is he the mad one when this world decided to reject people like him? The one's born on top are dropped to the bottom in this world.

He walked at a leisurely pace through the dark streets of this nameless town and is mildly surprised that there aren't any villains raging around in the streets at all. He was a disappointed that there weren't any opponents nearby for him to test his strength on but he needed to use his Quirk so he prepared to activate 'Weather Manipulation' and-

"Arata Tenki, villain name: Nine."

At the words of an unfamiliar voice Arata halted using his Quirk and shot a glance over the back of his shoulder to be greeted by a well dressed young man with white hair and a sinister yet soothing smile on his face.

Arata narrowed his eyes. Whoever this was he was dangerous, he's standing in front of a man who can bring down buildings and yet shows zero signs of concern despite knowing his identity and presumably his feats of power and destruction.

Arata needed to be cautious.

He turned his shoulder and, whilst wearing his usual mask of stoicism, merely asked." What do you want with me?" Most men who know his name lock up from fear and yet this man... doesn't seem to care. That's a blow to Arata's ego.

At the question the suited youth merely smiled knowingly." Oh if you knew who I was you'd already know the answer to that." His words were both taunting and had a hint of a threat under them as he threw his hands out in a carefree fashion.

Arata looked carefully at this man's face. He looked vaguely familiar but for the life of him his memory just wouldn't give him an answer.

Arata has a sharp mind and an eye for detail so when this stranger threw his arms out he immediately noticed the holes that were present on the palms of his hands, that likely had something to do with his Quirk but what could-

Arata's eyes immediately widened when he realised what this man was and what he could do.

Storm clouds above their heads crackled and roared with power for two seconds as Arata poured as much power as he could into his Quirk, not caring about the possible side effects and the damage he was doing to his body all he knew was that the Quirk stealing man needed to die.

Around two years ago he remembered something, that two cities were attacked at once by the same group of people, they were said to wield multiple Quirks and that their leader could both take and give Quirks to others. The thought of such a wrong power existing and being wielded by such a man with radical ideas made him a little scared, though he'd never admit it, but he still scoffed at the idea of an equal society. People are not born equal, a person has a very fine line when it comes to innate strength and those who have it are clearly superior to those who don't, it's foolish to believe that all men are born equal and those who believe such a thing will have no place in his world.

He threw his arms down and let loose the biggest lightning bolt that he could, the ground shattered and cracked as wind was thrown everywhere, he had to brace himself to stop the wild storm be unleashed from throwing him off his feet, with the buildings in the dark street that were nearby having parts of their homes shaved off as the air had pieces of residue electricity crackling in them.

The attack died down and he was satisfied that all which remained of the wide stony road was a giant crater where his lightning struck, dust littered the air which was so thick he couldn't see a few meters ahead of him.

His vision suddenly pulse purple.

He dropped to his knees panting in both exhaustion and pain as purple cracks appeared all over his body. As powerful as his Quirk was the side effects are terrible, he's grown used to the pain but it still feels like he's being torn apart from the inside.

"What a lovely Quirk you have."

Arata hardly had time to turn his head around as he was grabbed by the face in the iron grip of Ryoto Saito who didn't appear to have a scratch on him.

Ryoto rattled on about Arata's ability as he squirmed and struggled to get out of his grasp." Your Quirk allows you to control the weather, hurricanes, rainstorms, lightning, the whole bit, what a power that is. But your ego is your biggest enemy, you think your a god among men because you can kill a few weaklings. I hate people like you, your so full of yourself simply because of how you were born." Ryoto's eyes glowed red as he said his next words with venom." But little do you know, that in a world with me in it something like a person's Quirk means absolutely nothing, because I can simply take it."

A red aura surrounded the two of them and Arata felt a huge amount of pain as his Quirk factor started to be pushed out of his body and he let out a muffled scream before his body went limp. Ryoto grinned at the feeling of gaining such a powerful Quirk as he allowed the now Quirkless white haired man to fall out of his grasp without a care.

Ryoto's eyes glowed red for a moment as he cast his hand into the sky and the very clouds themselves seemed to shift and grow as a torrential rainfall started to drop down, drenching him and his suit but he have the will to care when he was so focused on the amazing power he'd just acquired.

His face started to strain from how wide his smirk was but that couldn't stop him from enjoying the moment as be quickly activated 'Cell Activation' to make sure that his body and cells stayed healthier than ever. Looking down at the villain Nine he couldn't stop himself from being disappointed at how easy that was, still he got what he wanted.

He mentally ticked off 'Weather Manipulation' from his list of 'must haves' when it comes to Quirks. Still he can't help but find it a bit funny how this turned out for Nine, the thought of killing this man had crossed his mind but ultimately he decided against it, why let someone die when they can live the rest of their pathetic lives on the sidelines? Nine probably won't want that 'might makes right' society that he preached about in the movie given that he's Quirkless now, isn't it ironic how much a person can change when they're the ones who deal with the discrimination? It's like a racist white guy being turned into a black man, not gonna be such a fan of discrimination then are you? In that way these people are all massive hypocrites, not that I didn't know that before, they're all just in for whatever's best for them, what will make their lives easier, they don't actually care about doing what's right and will happily change their worldview and opinion if it benefits them.

Well people like Arata Tenki will have no place in my new society. Because all will be fair and balanced in my ideal world.

Taking one last look at the pathetic husk that layed in front of me to admire my work I quickly let back lightning surround me as I leaped off the ground at high speeds to head back to base.

No matter what I have to do I will create a better world. One where a guy like me doesn't have to exist.


Yo Jin Bubaigawara here villain name: Twice. He's been through a lot of crazy stuff these last few tears and he has to admit that he likes the way it's changed. He's part of something bigger than himself.

When he was found by the boss he was just a crazy, ridiculously handsome, man who was splitting in half because of a torn mask. He was freaking out in some abandoned alley as his mind was tearing itself apart and, though everyone he tells says it's impossible, it felt like his brain was melting.

But then he came, Ryoto, the man who saved his life. He wasn't a man back then, just a teenager with wild ideas and an even more ridiculous Quirk, however since he touched him that day his head feels completely fine, even without a mask, he has no idea what that guy did to him but he just learned not to question the boss and his insanity.

At first he'd help Ryoto out by cloning him and they'd split the task of recruiting between the real and the double. It was effective at recruiting since they were growing at a pace too fast to keep up with and eventually they made the base. Only he and a few others actually know the specific location for security reasons but apparently it's the private island of some rich family named the 'Intellis' he has no idea who they are but they own this massive island all to themselves so they must be important right?

Shouko is the one who warps everyone to and from this island, most of the time members just leave to get some experience in fighting thugs and other villains but other missions like information gathering are also included, but Ryoto is the one who leads all of them. Basically everyone in this ragtag group of misfits are just a bunch of rejects from this society, be they Quirkless, mutants or something else they all have one common goal: change the world.

Because this society cast him aside like a broken toy when he couldn't do anything for himself, he lost everything and this society kept beating him down even after that, maybe he is a loser, a weakling, an idiot and just an overall failure but that doesn't mean he's useless. He needs to show the world that none of them are useless, that they have value despite what they say.

Jin walked down the hall of their base with a refreshed mood, this place was cool. It was essentially a castle with a massive number of rooms for everyone and multiple of them were scattered across the island, this place was by far the nicest place he's ever stayed. It even has cleaning robot thingys that clean the hall whilst everyone is asleep.

He was walking down the hall when he noticed the suited figure of his boss who looked like he was in a particularly good mood. He's always leaving his double here to take care of things as he takes random leaves of absense that most of the organisation is never aware of, Jin knows that whatever he's up to must be important but never really takes the time to question what his leader is up to. He always gets the same answer.

To get stronger.

Ryoto smiles sincerely as he sees the face of Jin, otherwise known as Twice, and he speaks a quick greeting as he stops." Oh hey Jin, I was wondering if we could talk alone for a minute. I've got something important to tell you."

At those words Jin immediately complied and they entered a storage locker in the hall as hid white haired leader turned serious. It was one of his quirks, no not literally, he would go from kind-hearted to stone-cold in a moments notice and it was honestly impressive.

"Alright Twice I have everything ready and mapped out to beat the heroes at their own game, and your the one guy that I can trust with this information so I'll ask, can I trust you?"

The question is simple and to the point as always and Jin nodded, he's a goofy guy but he can be serious every once in a while.

Ryoto looked satisfied as he breathed in and opened his mouth." Alright, well first-"

Jin felt the rest of the world drown out as he listened to his leaders plan. Listening to him talk was like listening to a crazy guy ramble. Every single fact was so well thought out it was insane and the very fact that he thought of such a genius and daring idea was a pat on the back.

It's official. Ryoto is crazier than him.

Jin took a moment to digest the information he was just handed as he processed everything and looked up at Ryoto." You do realise that if this doesn't work then you'll..." Jin trailed off as he thought about how much could go wrong without their leader there to help them. It was a brilliant plan but it could easily all go wrong, the ultimate gamble if you will.

Ryoto nodded in seriousness but was adamant on his decision." Everything will work out if you have faith Jin, just trust me like you always have. This is how we win."

Looking into those mad red eyes Jin just couldn't believe in the absolute faith that their leader had in them, putting his own neck on the noose and just counting on them to cut the rope before he chokes, it's almost heart-warming.

Jin nodded and Ryoto gave his signature smirk of victory, like he'd already won." Awesome, and remember no matter what you think or do have faith in Izuku Midoriya." He pulled out a photo of a green haired kid and threw it on the table.
