Metal Manipulation was already a formidable quirk. But getting Muscle Augmentation made Wolfram a dire threat.
Of course, a leader was only as good as the crew under him, so maybe Wolfram's plans were doomed from the start.
As each of his minions failed to halt the advance of heroes up the tower to his position, Wolfram made another decision that ensured his downfall. By using the quirk amplifier he came to I-Island to steal, Wolfram caused the power he'd mastered to swell out of his control. Just like his underlings, his grasp of the situation slipped through his fingers.
