Chapter 1- Harold Buchanan

The room was in the command center of the Enclave. Every one of the officials was eating a brahmin steak but Harold was rather odd eating one with ketchup.

He had always been odd due to not having a wife at the age of 50 but he didn't give it much notice and nobody dared to gossip about him due to his accomplishments in the Enclave. At only the age of 20 he had led the defense of Navarro after the destruction of Poseidon oil of the Enclave.

After the NCR destroyed poseidon oil they threatened navarro but Harold had led the remnants of the people of poseidon oil who had escaped and had aligned himself with a lot of towns near navarro using diplomacy rather than threats which the enclave had been more accustomed to and was able to defend navarro and sign a peace treaty that made the enclave independent and making them keep a portion of the villages the enclave had aligned themselves with.

The enclave had been more liberal allowing wastelanders and ghouls to live in their village however only true citizens of the enclave could be in navarro though the military did provide the necessary security and stability that sometimes the NCR lacked being to big which made it so the citizens had to deal with raiders but in the enclave the soldiers dealt with the outside threats though they could be quite oppressive and there was clear segregation and different types of treatment between the citizen types in the towns. Harold had been the leader of the Special Tactics Division of the Enclave since his actions in Navarro .

As leader he mostly dealt with supermutant raids or raiders but since the enclave hadn't been in war since navarro the division's actions were scarce but now he was in the command center of the enclave eating his brahmin steak with ketchup with president Henry Eden and General of the Enclave George Autumn waiting for the secretary of state of the NCR Jake Babolyn.

Once the envoy Jake arrived the waiter sat him down in his chair in the command post and served him a brahmin steak and he discussed the NCR's deal." Hello as you know I'm the envoy of the NCR and what President Brown is offering is that you the enclave could help us and station troops with us at the mojave outpost and in turn you can .5% of hoover dam's electricity once retaken by our troops and yours and you can take state of utobitha and NCCRF once taken."

The NCR had been in shambles after the 2nd battle of Hoover dam. The legion was able to take all the land west up to Boulder city and east up to primm.

The NCR's only major success was the battle of helios 1 where they were able to activate archimedes due to one of house's robot engineers being given access to the system and activate archimedes and provide electricity to portions of ncr land in the mojave and in california.

Due to the NCR's failures the people voted out Kimball giving way to a more hawkish president who happened to be Edwin Brown. The president of the enclave approved of the plan but the general said " What is the overall plan of the attack" then the secretary of state responded with " I'm not a soldier but the general gave me a map of the attack so here it is.

"On the map the overall plan of attack was that 1 division of NCR and enclave attack primm and the other attacks nipton and just keeps charging until they reach boulder city and jointly attack then once the east and west NCR regroups they attack hoover dam pushing the legion out and then they can scatter again and deal with the other threats like the brotherhood and the mutants.

The general then said "Secretary of state, I would like to discuss the plan of attack with the president and Harold in private." The secretary of state approved and then the general talked to the group and said " I don't like this attack the NCR and legion are at a stalemate if instead 1 division goes to primm and marches on NCCrf and state of utobitha we can keep our territory in the mojave.

The president said "Hmm that sounds smart actually the NCR were a bunch of bastards ever since NAvarro and they screwed all of us over. You were a hero at navarro never retreating George and you Harold saved the day at Navarro so what do you think of this plan.

Harold was rather hesitant about the deal being honor stricken but he thought that if they found the bunker that the mojave chapter of the brotherhood had been staying in then this plan could work due to them regaining their honor by destroying the mojave brotherhood after the california one had fought them at navarro and done raids on them during the brotherhood ncr war even when they weren't involved and now since both brotherhood chapters had lost they were in hiding and if they destroyed the mojave one they could reclaim their honor.

Harold said to the president " Though I don't like lying I would accept this deal if we find the brotherhood bunker, take their loot and destroy it and if we could send our troops to help the NCR at Hoover dam." The general with a sly smile on his face said " How about a portion of our troops help the NCR? We don't want any more enclave soldiers dying now do we?"

Harold relented then said "Fine a portion now lets inform the secretary of state of this plan and once we reach the mojave outpost see if the general of the NCR approves of it."
