Chapter 4. M.O.M.

The four had been working on the Vassal accounts and houses for a week and had good profiles on the Malfoys, Crabbes, and Goyles. They were still working on the Knotts and Bullstrodes. Hermione had started searching the Black library for information on what kind of control An Ancient and Noble House had over Vassal houses. They had gone to the memorial service at Hogwarts, and funeral services for Fred, Remus, Tonks, and Colin
They were at the Burrow eating breakfast with Mr. Weasley when five owls flew in the window. One landed in front of Mr. Weasley, the other four were trying to find room in front of Harry. All the letters had the Wizengamot seal on them. Arthur opened his while Harry was still detaching his. "Looks like Wizengamot meeting notifications. As Head of the MLE I have to attend. I'm not sure why you would need to attend Harry much less need four notifications. There must have been quite a mix up to make three extra copies."
Harry looked at each of his envelopes and noticed all were addressed to a different lord. "I'm sure things are in quite a state at the ministry right now Mr. Weasley." Harry said. He opened the one addressed to Lord Black and tucked the other three in his pocket.

There will be an assembly of the Wizengamot on Monday May 24th at 10:00 A.M. Attendance is not compulsory for the Lords of Houses but is in the best interest of the wizarding community. A seat will be held for your Lordship as always.

Harry finished the letter, put it back in its envelope and said. "I think we should get to work." They left Mr. Weasley and flooed to Grimmauld Place. Hermione was the last to come through the floo. Harry took them straight to the library pulled the letters out of his pocket and opened the other three and gave them each a letter. I am sure they all say the same thing other than names. Ginny I want you to go to Flourish and Blott's, and buy any books on the Wizengamot they have" he handed her a bag of galleons. "The rest of us will search the library here."
May 17
Harry and his staff as he had started calling them were in the sitting room of Grimmauld place and Hermione was reading out loud. "The Lords of Houses hold twenty seats in the Wizengamot they are hereditary seats. The Commons hold twenty five seats and are elected by the magical population of their respective district of the United Kingdom. The districts are to be drawn every twenty years by population. Five seats are filled by the Ministry, the Minister of Magic, the Head of the Magical Law Enforcement department and three other department heads. A Monarch is crowned when a lord holds three or more House seats but must be recognized by vote by a Quorum of the Wizengamot. In the absence of a Monarch a Chief Warlock is to be elected. The Chief Warlock shall be elected from the Wizengamot membership by a Quorum the Wizengamot.
An assembly may not be held without prior notification to all seats. All seats of the Wizengamot must be sent notification by owl one week prior to an assembly. To convene a Quorum for any assembly, greater than fifty percent of the Commons and Ministry must be present. No Lords of Houses need to be present to convene a Quorum. All votes will be determined by simple majority. A tied vote shall be determined by the Monarch or the Chief Warlock.
The official robe of the Lords of Houses shall be black in color with gold piping on the collar and sleeves, and bear the crest of their house on the left breast above the Wizengamot W centered under the breasts. Should a lord hold more than one seat all house crests will be placed on the left breast above the Wizengamot W centered under the breasts and a gold stripe for each additional seat above the piping on the sleeves. A lord may only cast one vote. Should a lord hold more than one seat of the Ancient houses then the lord must appoint a proxy for each additional seat. The official robe of a proxy shall be Cyan in color with gold piping on the sleeves and bear the crest of the house they vote for on the left breast above the Wizengamot W centered under the breasts. The official robe of the Commons shall be Plum in color with gold piping on the sleeves with the Wizengamot W centered under the breasts. The official robe of the Ministry shall be Plum with the Wizengamot W centered under the breasts. The Chief Wizard shall be designated by the addition of a gold collar to their robes. The robe of a Monarch is the same as the Lord of Houses except the color is Purple." Hermione finished.
Harry's heart had dropped into his stomach when she got to the part about The Monarch and was having trouble with where to go from that so he was sitting there dumbstruck when Ron Said. "It looks like you need to buy some frilly, fancy robes your Majesty! I don't know what to think about that, but I definitely do not envy you." Harry was surprised he was not jealous.
"We are all getting frilly, fancy robes Ron. I have Four seats to fill so I need three proxies remember. Does Madam Malkin make those?" Harry said.
Ginny Spoke up. "Dad said they do them at the Wizengamot office in the Ministry. He has to get a set made for himself, as head of Magical Law Enforcement, before the assembly."

Kingsley was sitting at his desk at the ministry reading the Dementor report from the Department of Regulation and Control of Magical Creatures. Of the one hundred and fifty known Dementors in existence, only thirty had returned to Azkaban, the other one hundred and twenty were unaccounted for. The Department believed most of them were hiding in the dark forest, and they were watching the muggle tabloids for signs of them in the muggle world. Percy Weasley poked his head in the door and asked him if he had a moment. "Yes Percy, please come in."
"Minister, there have been some irregularities with the Wizengamot notification letters. Some of the notifications that are usually returned as undeliverable from the Lords of Houses section were not returned. I thought you would want to know." Percy stated.
"You have my interest and attention. I am afraid to ask which ones, but out with it anyway Percy." Kingsley said.
"Lord Peverell and Lord Slytherin are the most concerning, sir. Lord Black's was not returned either."
Kingsley smiled. "I'm sure that Lord Potter Has inherited the Black seat as well as the Potter seat. It has been a long time since a Lord has held more than one seat. I had meant to speak to him before now. Could you arrange that as soon as possible? Today if he is available, and ask him to bring his notification letters."
Percy contacted Harry and he told him he would floo straight to the Ministry that he had other things to do there today. Next he sent a memo to the security desk to have them send Harry straight to the minister. He was contemplating how strange it was to think of Harry as a lord when Harry, Hermione, his brother and sister walked into the reception room and Harry walked up to his desk. "I do not think that the Minister was expecting anyone other than you Lord Potter." Percy said.
"If the Minister wants to speak to me alone then they will wait for me." Harry said
Percy went in the Ministers office for a moment then came back out. "You all may go in." He said, then he gave a hard look to his siblings.
"Well four heroes of the battle of Hogwarts standing in my office at once. Welcome! I had been meaning to meet with you sooner Lord Potter, but the ministry is in chaos. It seems the Assembly notifications have brought my thoughts about you to the front. I hope you will answer some questions about a suspicion I have." Kingsley said in his booming voice.
"I will answer them if I can Minister." Harry said.
"I am guessing you received more than one notice. Is that correct" Harry nodded yes. "So you are Lord Black as well as Lord Potter. It has been a long time since a lord has controlled two seats"
"Excuse me Minister that is only partially correct." Harry said "I am Lord Peverell and Lord Slytherin as well"
Kingsley sunk back down in his chair and very quietly said "It has been over five hundred years since we have crowned a King." He looked at the others and said. "I suppose they are your selected Proxies. All very good choices, in my opinion. Harry I would like very much to surprise the Wizengamot with this. Do you suppose you could keep this to yourselves until next Monday?"
Harry looked to be in deep thought for a while then said. "We could if you are honest with us and disclose your purpose for keeping it secret and your intentions for the wizarding community. I will not be used as a prop for the ministry."
Kingsley thought for a moment Harry was already using the royal we, until he remembered who he was talking to and the others in the room. "Lord Potter I hope you determine that my purpose is wise and my intentions are honorable. I wish to keep your Titles and attendance a secret because the lords that aligned with Tom Riddle think this assembly is to show the power of the new ministry and is not going to do anything important. They intend to boycott the assembly to protest what they are calling a coup of the legitimate Minister. If they catch wind of a possible Monarch they will definitely attend to cause as much trouble as they can. As for my intentions for the Ministry, and the wizarding community. I wish to push our community to rid itself of the prejudices we hold toward each other, the magical creatures, and muggles. I wish to build a Ministry that works for the weak as well as the powerful. I hope to have your opinions along with many others to help bring that to reality."
"I think that works for me. How about you three?" Harry said. His staff agreed.
"Wonderful! I have asked the Wizengamot seamstress to come to my office to do my fitting. I am certain she can be trusted since she is my sister." Kingsley talked more about what he wanted to do with the Ministry and how to change attitudes while they waited for his sister. When she arrived Kingsley introduced her to everyone and informed her of her true job.
"I can keep your secret brother but I should not be seen buying the Purple fabric. Could you have Molly pick some up and deliver it? You will have to let her in on what is happening she will know why I am using Purple. I will sew them at home this week and send them to His Highness on Sunday. The Proxies I will sew here at the Ministry I will add the crest this weekend at home. Do you need a set too brother, or was that a lie to get me up here?" His sister finished.
"I called you up here so for appearances you better make a set for me too. Wait to measure me until the others leave." Kingsley answered.
Harry and his staff went back to the Burrow. There was an owl waiting for Harry when they arrived. Harry took it and the owl left immediately.

They have not been told anything of the nature of this meeting other than their assets will be seized if they do not attend.
