That wizard went to the mugfle FBI and after a lot of questioning the group was captured. Gellert's own spy faked his death. But Gellert twisted this around to make the magical US population believe Germany would've attacked them and brought the war to the US grounds, if a wizard didn't aggressively attack back. This was the foundation of Gellert'a campaign, make the US a strong wizard nation to ward off the Axis muggles. Gellert didn't drop bombs on his enemies in the US or Britian, he dropped non fatal potions feom flying carpets.
Gellert got perks from the Australian Painter's support and used the perks to take over America. Gellert similarly played Joseph the same way. While Gellert was promising to help the Painter, he was also promising to help Joseph at the same time. And he also would be promising to help Emperor Hirohito and Mussolini. Neither side found out Gellert was playing both sides because Gellert told the each muggle tyrant that keeping the matter between them would increase the "magic of intent". Gellert got a lot of help from the muggle tyrants which helped him take over magical America. Joseph secretly helped him the most after Russia joined the Allies. Gellert was using the muggle tyrant's methods of gaining and weilding power over America.
When America joined the war, Gellert had to keep a lower profile or the American muggles would drop a bomb on him if they knew he was working with muggle Axis leaders. The American magical congress tried to deal with Gellert without the muggle government, who was busy with the war.
Gelert got Joseph to unknowingly helped him. He used the muggle Soviet Union aggession to subjugate America, starting with American squibs and muggleborns. Joseph wouldn't wilingly help Gellert invade magical America after the pact he signed with the Allies
But now as Gellert looked at the Bavarian mountains, he wondered if it was worth it to use the muggle tyrants to try to dominate the states. Gellert simply wanted a new order with wizards being in power, and benvolently but firmly ruling over the world. He didn't want to cause death and destruction like the muggle Axis madmen. He mourned all the muggleborn, squib, half blood, and even pureblood children Adolf killed in his damn camps or Joseph sent to the Gulag. He mourned all the wizards and magical creatures who were causualties in the muggle war during the bombings or were shot by nazis without warning. He mourned the squibs and even wizards who sacrificed their life fighting in the muggle war.

But now he saw a remorseful and human side of Gellert. The side that made Albus keep the two way mirror at all times, and confide in Gellert on the astronomy
tower when things seemed dark or heavy. He saw the side of Gellert that Albus fell for. This Gellert might've been bound by an unbreakable vow, that was done by the house elf body he was in. But this Gellert was going to have humanity, and destroy Voldemort's work and plans for the future of the wizarding world. He wasn't going to do it so he could replace Voldemort.H He'd stop Delphi from trying to restore her dunderhead father's reign or get mixed up in the trauma her parents were. He always the vision of ehat Delphi could do. She didn't need her parents, they left her with a monster who didn't even treat Delphi as a human since birth. Hed steee Delphi away from her monster parents' legacy. He was doing it so he could make the wizarding world better. Like the innocent intentions he had when he and Albus first started daydreaming about the Greater Good. Albeforth looked at the house elf/Gelert and knew he made the right choice.
