Later in the evening, the Peace Summit has begun. Earlier, before the start of the meeting, Raynare was called to attend as she was the one that killed Kokabiel. One look at Raynare and Azazel knew that something was different about her. Azazel can feel Dragon Aura around her. That should have been impossible since she was once a Former Angel that has Fallen.
"Interesting," Azazel said. He was really curious how it happened. "How is it that you have the same feeling as Hyoudou Issei? Not long ago, you were a normal Fallen Angel. So? How is it that you are now exuding Dragon Aura?".
"That's a secret I promised to keep," Raynare said. She was smirking at Azazel as she knew he would be very curious about her changes. Raynare then gestured to Issei. "If you want to know, you can always ask my boyfriend about it".
Azazel looked at Issei. He was already interested in the young man since they met during the attack of Kokabiel as he was able to defeat Vali, but now, his interest in Issei is at an all-time high.
"Interesting. Kid, you already caught my interest before, but now? I'm even more curious," Azazel said. Sirzechs, who was standing close by, shook his head. Azazel saw this. "Oh? What's with you?".
"Ha-ha-ha! It's nothing," Sirzechs said. Looking at Azazel, he realised that the Governor-General could not feel the Death Aura around Issei. So, it was best not to mention it. "Anyway, I believe we should all head into the conference room prepared for us".
Everyone involved in the meeting was either standing inside the room or sitting at the desk. Serafall being Serafall, called Issei over and asked him to sit beside her. Only Michael and his plus one were surprised at how close Issei and Serafall were.
The others not involved or not needed in the meeting were waiting in other rooms, such as the ORC and the StuCo room.
"Now, shall we begin this meeting?" Sirzechs said. He looked at everyone, and they were now all serious. Sirzechs then gestured to Rias. "Let me introduce you. This is my little sister and her household. They fought against Kokabiel in the battle the other day".
Michael looked at Rias and her Peerage, that were in the room.
"Thank you for your hard work," Michael said. He then gave her a warm smile. "Please allow me to express my gratitude".
"Sorry about that," Azazel said. He had his elbow on the table and used his hand as a stand to rest his head. Behind Azazel was Vali, who was staring at Issei. "It looks like one of my guys caused you some trouble".
Sirzechs and Michael may be talking to/about Rias, but Azazel's apology was aimed at Issei. Everyone in the room could tell that. Michael's plus one was curious why a Fallen Angel of Azazel's calibre would be apologising to Issei.
"Ha-ha-ha!" Issei laughed. Azazel wasn't lying when he apologised, but it was funny that Kokabiel was considered trouble. "Not at all! Kokabiel was weak, and so was all his subordinate. It was Freed and Valper, was it? They aren't really much".
"He-he! Someone like Kokabiel is nothing in Issei's eyes," Serafall said with pride. Everyone in the room sighed at Serafall. However, Michael and his plus one are curious as to why Serafall was acting so close to Issei. "After all, Issei was able to defeat me".
Michael and plus one were surprised at the revelation of Issei's strength. Defeating Serafall was a monumental feat. She was, after all, the strongest female Devil of the Underworld.
"Ahem, I believe that all the participants are here," Sirzechs said. He was wrong. Not everyone in the fight against Kokabiel was in the room. Irina and Xenovia were in the Hyoudou residence chilling. And Mittelt and Kalawarna are back in the Grigori. "Let us truly start the meeting".
The reporting of the incident took half an hour. Everything was told, and not a single thing was redacted. Kokabiel's aim for attacking Kuoh Academy, Issei's ability to fuse the Excalibur fragments, Raynare's involvement, Kokabiel's death, and Vali's quick defeat. All were reported.
"Those are the details of the incident my household and I were involved in," Rias said. She then gave copies of the reports to all the leaders in the room, including Issei. "Not a single incident was removed from the report. The events that happened due to Kokabiel are there".
"I, Sona Sitri, also bear witness that the events in her report are true," Sona said. She also gave her version of the report so that everyone could review them and make sure that there were no discrepancies. "Please, read through them".
"Thank you," Sirzechs said. He then looked at the reports, and so did the other leaders. "You may step down".
"Good job, Rias, Sona. This is a very detailed report," Issei said. Rias and Sona blushed at Issei's words. When he saw Rias also blushed, he thought. 'Oh no, don't tell me that she started to gain interest in me?'.
Issei looked at Rias and saw her fidgeting under his gaze. Truth be told, Rias' interest in Issei is easier to accept than Sona's as he had multiple encounters with Rias. Issei even helped her Peerage gain enough strength to cancel her arranged marriage.
Sirzechs, who saw the way Rias was acting, nearly crushed the armrest of his chair. Veins were popping out on his forehead. Sirzechs was even grinding his teeth due to his sis-con tendencies.
"I would like to hear the Fallen Angel Governor-General's opinion of Rias' report," Sirzechs said. He was trying to focus on the meeting rather than Rias' interest in Issei. "Please, tell us your opinion".
"It does matter what I think," Azazael said. He sighed and then continued. "Kokabiel was acting on his own".
Issei was looking at Azazel. Nothing that Azazel said was a lie, but he could feel that he was hiding something.
"Heh…You aren't lying," Issei said. This made Serafall look at Issei. She knew about Issei's ability to decern lies in a single glance. "So? What is your purpose then?".
"Like I said when we met after the incident with Kokabiel, I'm here in Kuoh looking for the newly awakened Red Dragon Emperor. Until recently, I got a word about Kokabiel's plan," Azazel said. Again, there were no lies in his words. "It's true that I made Kokabiel move as he please until I knew what he was planning.
The moment I did, I mobilised Vali to detain him. Who knew that we were too late? And Kokabiel was already killed by Raynare.
I will say this, I have no interest in starting a war. I have no interest in it, and I have nothing to gain".
Michael, Sirzechs and Serafall then voiced their concern about the incident. Such as Kokabiel's motive, his discontent with Azazel's leadership, etc. While all this was happening, Issei took out some food from his inventory and started eating. Soon, Serafall smelled the food and lost interest in arguing with the others. Issei then started feeding his food.
"Enough with the fancy words," Azazel said. He was getting impatient. Issei can feel it. "Let's just quickly make peace. That's what you all are really after, isn't it?".
In the ORC room, there were a bunch of people wearing robes. Koneko and Gasper were staring at the trespasser. Gasper was cowering behind Koneko. As for Koneko, she was uninterested in the trespasser.
"H-Humans?" Gasper said. There was no way anyone should have been able to enter the barrier that was set up earlier. "W-Who are you people?".
"Yes, we are humans. To be exact, we are magicians," One of the robed people said. She looked at Gasper and Koneko with a smirk on her face. "We use magic by rebuilding the structure of Devil magic".
"You talk too much," Koneko said. She then beat the shit out of all the people who invaded the ORC room. In no time, Koneko knocked out every single one of the magicians. "That should take care of them. Let's go, Gasper. We need to tell everyone in the meeting that the barrier was compromised".
Gasper and Koneko then made their way to the conference room. However, it was already too late. The magicians have already invaded the track and field. There were more than a few dozen of them.
Back in the conference room. The discussion was still ongoing without anyone the wiser about the invasion. Well, that's not true at all. Issei already felt them some time ago. He was not bothered to do anything as he knew Koneko was strong enough to protect herself and Gasper.
"The two war generals, God and the Devil Kin, have been annihilated," Michael said. He knew that everyone in the room already knew of God's death. There was no point in hiding it. "We all have huge lose. I believe that the Peace treaty between the three factions is a big step moving forwards".
"That's the thing," Azazel said. He knew that this was the best option. But there were other forces, such as The White Dragon Emperor and the Red Dragon Emperor, could change the outcome. "The problem lies with the two outside of the three powers. The Red and White Dragon Emperors are powerful enough to change the world. Well, scratch that. I suppose it's three outside forces if we add Hyoudou Issei. Although, I still haven't verified the awakening of the Red Dragon Emperor's wielder".
All the Devils in the room looked away from Azazel. There is no wielder of the Red Dragon Emperor. The freaking Heavenly Dragon was turned into a familiar by the Third outside force. Of course, Azazel didn't miss how they all looked like they knew something about the Boosted Gear Wielder.
"For now," Azazel said. He then looked at Vali and Issei. "I want to the know the opinion of the two outside forces currently in this building".
"All I want is to be able to fight against strong people," Vali said. Issei looked at him and thought that this guy was definitely a Battle Maniac. "Everything else is just boring".
"You can find many strong people without having a war," Azazel said. He then took his gaze away from Vali and looked at Issei, who looked uninterested. "What about you, Hyoudou Issei? What is your opinion?".
"War? I don't care about it. I gain nothing from it," Issei said. That's true. Nothing from war is beneficial to Issei. Heck, there is nothing that's really beneficial to Issei. "However, I will say this, if you people decided to cause war and bring the people I care about into the mix, I would obliterate you all!".
It was no joke. Everyone in the room felt the immense amount of power emitting from Issei. However, the only ones getting pushed down by the pressure are Sirzechs, Michael and his plus one, Azazel and Vali.
Issei saw that everyone still could move slightly. So, he increased the pressure. This time, there was no moving for any of them. Even breathing was a luxury.
Sirzechs, who already felt a deadly power from Issei, didn't think that he would be this powerful without the power he felt. He looked at Issei's eyes, and all he saw was endless power.
Sirzechs even tried to activate his Human-shaped Aura of Destruction, but the oppressive force was so strong that his Magical Energy could not manifest itself.
A few moments later, Issei released his oppressive Aura. Michael and the others were sweating. Was the guy in front of them really born from two human parents? Is it possible that the information they got was wrong? Looking at Issei's eyes, they felt like they were staring at infinity. It felt vastly superior to Ophis.
While this was happening, there was suddenly an explosion outside. A moment later, Koneko arrived in the conference room with Gasper.
"Rias-buchou," Koneko said. She then put Gasper down. "We were attacked in the ORC room by a bunch of magicians. I was able to take care of them, but there are more outside".
"What?" Rias said. She then looked outside the conference room window and saw more than a few dozen magicians in the air, hanging upside down. "What's going on?".
"Well, this meeting was going so well," Issei said. He then headed to the window and opened it. Issei got irritated. This peace treaty between the three factions would be a boon for him as he wouldn't have to worry too much about his parents' well-being, but it was disturbed. "These pests are irritating".
Issei directed his hands towards the magicians in the air and closed his fist. Subsequently, all the magicians in the surrounding area exploded from being crushed. They were weak, and Issei knew it. That's why all he did was use his telekinesis to crush them.
However, more magicians started to appear. Once more, Issei crushed all of them, but they kept coming. So, he loosened the Loop of Binding. Why would Issei do that? Because he wanted to use his Aura of Death.
Issei gathered the Aura of Death into his hand like a sphere and fired it in the direction of the magicians, then tightened the Loop of Binding once more. Once Sphere of Death arrived beside the magicians, it spread like a mist. Instantly, all the magicians were turned to dust without resistance. But what was terrifying about it was the fact that it was lingering. The moment more magicians teleported in, they were also turned to dust.
While everyone was watching all the magicians turning into dust, a teleportation circle appeared in the conference room. Issei didn't put the person who arrived in the room in his eyes.
"Good day, current Devil King, Sirzechs and Serafall," the new arrival said. She was giving them a greeting reminiscent of a high class. "How have you been?".
"Why are you here?" Serafall asked. She knew who the person was. "Cattleya Leviathan".
"Cattleya Leviathan, who is descended from the first Leviathan," Sirzechs said. "As Serafall asked. What are you doing here?".
"To bring destruction and chaos to the world," Cattleya said. She then raised the staff in her hand. The tip of the staff then started to emit light. "Ha-ha-ha! Let there be destruction!".
Cattleya was covered in a barrier right before the explosion was supposed to happen. She realised that she was doomed, but it was already too late. The power of the staff exploded and killed her on the spot. Everyone looked at Issei, and all he did was shrug his shoulder.
Suddenly, something attacked Issei. Too bad for the attacker. It was a pointless ambush. Issei grabbed him by the neck and tossed him outside.
"How did you know I was planning to attack?" Vali said. He concealed his intention, but it was not enough to treat Issei, who has the Fiery Eyes Golden Pupils. Issei could see the energy in his body accumulating. "No matter. Let's have a rematch. I don't believe I can't beat you. This time, I won't be holding back!".
[Juggernaut Drive] was heard. Vali then started to transform. Issei couldn't really be bothered to play with Vali. So, he created a summoning circle. Issei summoned Ddraig.
[Impossible! How can this be?!] Albion said.
"Albion?" Vali called out to his Dragon. He's never seen Albion act this surprised. "What's wrong?".
It wasn't only Albion who was surprised. Michael and his plus one and Azazel were too. What they're witnessing should be impossible. In front of them was the True Red Dragon of Domination, Ddraig.
[The Dragon in front of you is none other than the Red Dragon Emperor, or the Dragon of Domination] Albion said.
"What?!" Vali said. He was shocked to hear what Albion said, but he was also getting excited. "No matter, let's beat it!".
[Vali, we need to leave! This is no joke! Ddraig seems stronger than he used to be in our prime!] Albion said.
"Even better!" Vali said. He then powered up. "Albion, let's see how far we can go!".
"Albion, after all these years, you're still stuck inside the Divine Dividing," Ddraig said. He was really planning to mess with Albion. "Ha-ha-ha! Look at me, I'm finally back to my prime! Meanwhile, you're still stuck inside a child! Ha-ha-ha!".
[Damn it! Ddraig! You Bastard! How is it that you're outside the Boosted Gear?!] Albion said. The White Dragon was curious.
"Why should I tell you?" Ddraig said. He was mocking Albion. For the first time in a long time, he has genuinely one up Albion. "Besides, don't you enjoy being inside a child?".
[Bastard! What are you insinuating?!] Albion said in anger. The Bastard Ddraig was making it sound so bad. He didn't have a choice, after all. [Vali! I changed my mind! Let's bring this Bastard down!]
[Divide!] This was a wrong move. As Albion said earlier, Ddraig was much stronger than in his prime. A single Divide and Vali couldn't withstand the amount of power he absorbed from Ddraig. This made him puke blood.
What else is to be expected from Issei's familiar? Of course, Issei would train Ddraig to surpass his former self. Issei wouldn't accept just anyone as a familiar.
"What the hell just happened?" Vali said. He was forced to exit his Juggernaut Drive. "How come I couldn't even divide his power once!".
[As I said earlier, Ddraig seems stronger than in his prime. And from the looks of it, his increase in power is by no means by a small margin. Otherwise, Juggernaut Drive should have been able to withstand half his power. If not, we could have at least had time to discard the excess through the wings] Albion said. Vali slicked his teeth. He couldn't believe that he was nowhere near the power of the Dragon of Domination.
Vali was about to say farewell to everyone as he knew he couldn't win, but Ddraig refused to let him leave. He wasn't done tormenting the wielder of Albion. Ddraig punched Vali.
"Ha-ha-ha! Did you think I would just let you leave?" Ddraig said. He was smirking at Vali. There was no way that he would just let him leave. "Fat chance".
Vali was forced to enter his balance breaker. But even that was not able to withstand a single punch from Ddraig. Once more, Vali entered balance breaker and used Half Dimension. Too bad, Ddraig used his Boost and Penetrate ability to destroy the power of Half Dimension.
From everyone's perspective, this was not a fight. This was bullying. Especially when everyone saw the smirk on Ddraig's face. The freaking Dragon of Domination is bullying his rival.
"Azazel, I'm not wrong, am I?" Michael said. He was looking at Ddraig, who was supposed to be sealed in the Boosted Gear, fighting Vali. "That's Ddraig outside the Boosted Gear".
"No, there's no mistake about it," Azazel said. He then looked at Issei, the person who summoned the Dragon. "How is that possible?".
"That's for me to know and for you to find out," Issei said. He then looked at Ddraig, having fun tormenting Albion and Vali. Issei then saw someone appear. If he heard right, Vali called him Bikou. "Ddraig, that's enough".
"What? Already? But I was only getting started," Ddraig said. He then saw Issei glare at him. "Fine, I'm heading back. You stingy master".
Subsequently, Bikou brought Vali elsewhere. Issei had no reason to follow. During the meeting, Vali told the truth when he said that he was only interested in fighting strong opponents.
"Well, that's that," Issei said. He then looked at all the Leaders. "Well? Aren't you all going to sign the Peace Treaty?".
"Ha-ha-ha! You sure are lax for a person who just summoned the Red Dragon Emperor," Azazel said. The more he interacted with Issei, the more interested he got. "How were you able to tame or even make a familiar contract with Ddraig…No, how is it possible that Ddraig isn't in the Boosted Gear?".
"For making Ddraig my familiar? That's easy. I beat the shit out of him until he cried and told him that his only way out is to form a contract with me," Issei said. "As for how Ddraig is no longer in the Boosted Gear? Like I said, that's for me to know and for you to find out".
Everyone then continued the Peace Summit. Not long later, the Peace Treaty was signed but the three factions.
"Now that's done, I heading back," Azazel said. He needs to tell Grigori about the Peace Treaty and put those who are unwilling to accept it in their place. "I have other work to do".
But before Azazel was about to leave, Michael's words caught his interest.
"Hyoudou Issei-dono," Michael said. He then pointed at his plus one. "This is Griselda Quarta. In her hands is the fused Excalibur that was returned to us by Xenovia and Irina and the other is another Excalibur fragment. We wish to ask for a favour. Could you please fuse the Fused Excalibur with Excalibur Blessing?".
"I have no problem helping you with that," Issei said. However, he wasn't the type of person to just help someone he wasn't familiar with. "But what would you give in exchange?".
Michael then gestured for Griselda to take out another sword she was guarding.
"This sword is a sister sword to Excalibur, Galatine," Michael said. He then handed the sword to Issei. "In exchange for fusing Excalibur Blessing to the Fused Excalibur, we are willing to give you this sword".
Issei was considering it. For the moment, Irina didn't have her own sword and was only borrowing Issei's Balmung, but Balmung was not Irina's preferred sword, and he was not willing to Transmogrify Balmung to change its shape. However, if he was to get Galatine, he would have no problem Transmogrifying it into a katana for Irina.
"Alright, I'll do it," Issei said. He then grabbed the Fused Excalibur and Excalibur blessing and activated his heavenly Flames of Transmogrification. Immediately, the two swords started to fuse. It didn't take long for Issei to combine the two swords. "There, done".
Michael then received the Fused Excalibur and handed Galatine to Issei. Why was he willing to exchange Galatine to fuse Excalibur Blessing to the Fused Excalibur? Simple, Excalibur has more meaning to the Church than a lesser-known sword like Galatine, even if it was a sister sword.
Once everything was done, all the participants in the Peace Treaty headed home. Raynare was still confused. What was the point of her being there? She didn't even utter a single word. No matter, she was able to see how cool Issei was when he easily wiped out the magicians by simple squeezing his fist.
