Chapter 1

The jet landed and a limo was sitting outside waiting.

Steve Rodgers and the rouges got off the plane in confusion. They had expected Tony to be there.

"Where's Stark?" Natasha Romanova asked confused.

"Probably sulking in his lab." Clint Barton said in a huff.

A man got out of the front, walked to the back, and opened the door.

"Where is Tony?" Steve asked confused.

The driver did not look at them. "I was hired to drive you to the Avengers Compound. Please enter the car so we may begin our journey."

The group frowned and got into the vehicle.

"Stark is so selfish. He loves to flaunt his money around." Wanda said with a snarl.

Clint huffed. "It's stark. What do you expect?"

Scott Lane looked at the others in confusion. He was starting to regret agreeing to work with the Rogue Avengers.

Sam sighed. "Let's just all calm down. We will get to the compound and figure it out."

The seven rogues discussed the food they were going to eat and what they would do when they returned to their home. None paid attention to their surroundings, or they would have seen the cameras in the vehicle.

The car went through the security gate and stopped outside the compound building. The man got out and the door opened to let them out. The group was in shock at what they saw.

The compound looked very different. There were several new buildings on the compound. To the left looked like an obstacle course. To the right looked like basketball courts and other sports fields.

Steve turned to the driver as the man shut the door. "What is this? This isn't the Avenger compound."

"Actually, it is Private Rodgers." A voice said.

The group stared as a young woman walked toward them with a frown.

"Who are you? Where's Tony? It's Captain America by the way." Steve said with a frown.

The woman adjusted her glasses and raised an eyebrow. "Follow me for debriefing."

She turned and walked away, not looking to see if they were following her. The group looked at Steve who huffed and followed the woman. The others quickly followed behind him.

They walked into what appeared to be a lobby of some sorts. To the left was a wall of glass that appeared to be protective glass that went from floor to ceiling. Behind it was a desk where an older man.

"Good afternoon, Miss. Stone." The man said with a big smile.

Miss. Stone smiled at the man. "Good afternoon, Mr. Jefferson. How is the family?"

The man smiled big. "Absolutely blessed. My oldest, Tiana, had her newest baby. A little boy. They named him Jemal. He is beautiful."

Miss. Stone smiled. "That's wonderful to hear. Please send my congratulations. This is baby number five, correct?"

Mr. Jefferson laughed. "Yep. It sure is. 5 beautiful grandbabies and hopefully more to come."

Miss. Stone smiled. "That's wonderful Mr. Jefferson. I'm really happy for you and your wife."

The man just smiled bigger as Miss. Stone swiped a card through a machine. It beeped and the light went green. In front of the group was a conveyor belt leading to a metal box and a big machine that had a figure of a person standing on the wall in a jumping jack pose.

Sam frowned and looked at the woman, "Is that a scanner and an x-ray Machine like at the airports?"

The woman smiled at Sam. "Very good, Mr. Wilson."

The woman stepped inside and allowed the scanner to scan her. Mr. Jefferson nodded his head and motioned her forward. She stood by the door and waited.

"Next." He said trying not to look at them.

"Is this really necessary?" Steve asked in a huff.

"Don't do it, you don't enter, and you are removed as an Avenger, Private Rodgers." Miss. Stone said with a smirk.

Sam shook his head and placed his bag on the conveyor belt before stepping into the machine. The man nodded his head and Sam moved away from the machine.

"Over here please." A female security guard said.

Sam walked over to the woman who took his picture along with a scan of his eyes and had his fingerprints taken.

PING

A card slipped out of a machine. The security guard picked it up and added it to a lanyard with the Avengers logo on it.

"Don't lose it as a replacement costs $10." She said handing the lanyard to Sam.

"Next." The male security Guard said.

"This is bullshit. I'm not doing this." Clint said angrily.

The woman frowned. "Very well. I will let the counsel know you have decided you no longer want to be an avenger, Mr. Barton."

The woman picked up her phone to call when Steve called out. "Wait. Look let's just do this and we will speak with Tony about the ridiculousness of all this."

One by one the others stepped through security.

Wanda threw a fit when she was told to look into the machine for the eye scan. Miss. Stone had to threaten to have her deported before the woman consented.

They finally had made it through check in and got to their ID's and lanyards.

The woman glared at her watch. "We are now 15 minutes behind schedule because of your complaints. I am going to say this once so please listen carefully. These are your cards for entrance into your room, dormitory building and in permitted areas. If the card does not work than you don't belong there."

She turned and swiped the card in the door. The door binged and the woman led the rouges down the hall and through a door with the sign saying Hall 1R. People moved in all directions in the building. The woman led the group to a door that said Conference Room 3.

"Please have a seat. Water and coffee are at the back. Feel free to help yourself." She said walking to a computer on a podium and started typing.

"Where is Tony? We need to speak with him." Steve demanded.

The woman ignored Steve. He huffed and headed to the door but stopped at her next statement.

"If you walk out that door, Private Rodgers, I will take it as you have decided you would no longer like to be an avenger and will notify the counsel. If that is incorrect, I suggest you sit down."

Steve turned to see the woman had continued typing on her computer not looking at the man.

"It's captain." Steve said in a huff.

Once everyone had sat down, the woman pulled some folders out and handed the folders to their perspective person.

"My name is Megan Stone. I am the liaison for your group. My job is to answer your question, help you file any necessary documents as well as be your representative to the counsel. I will not take anything before the counsel that I feel is ridiculous or harmful to the Avenger program so please be aware of what you ask. Before you are your packets containing your individual appointments and information." Megan said with a smile.

"Appointments? What Appointments?" Clint asked frowning.

Megan raised an eyebrow in amusement. "If you had read the accords that you signed you would know the new requirements to be an Avenger. Each person who wishes to be an avenger must pass three levels. The first level is a psych evaluation with a trained therapist and a physical evaluation with the doctor."

"We are already avengers, so we don't need this, ma'am." Steve said with a smile.

Megan snorted in laughter. "I'm sorry, Private Rodgers but times have changed from when the Avengers Program was run by Shield. This is a required thing. If you fail to participate then you will be dismissed. As I was saying, the first level is psych and physical evaluation. The last thing we need is mentally or physically unstable avengers. It's a danger to themselves and those around them. Each of you will be assigned to a group of three psychiatrists who will work together to evaluate you to ensure you are mentally able to be avengers. We have full medical staff on file who will conduct a full medical exam. It includes the normal things like checking weight and height but also checking for any underline medical issue that needs treating or might become a concern in later years."

Steve huffed. "We are all in perfect health mentally and physically. We don't need this."

Megan tensed. "Oh, I'm sorry. I did not realize you were a doctor or psychiatrist. Where did you get your degree, Private Rodgers?"

Tense silence fell in the conference room. Steve's knuckles tightened in anger.

"My name is Captain America. You should respect me and use my title." Steve said with a snarl.

Megan scoffed. "Who do you think you are, Private? You never made it through bootcamp. Sam Wilson has a higher rank than you. You will be referred as Captain America when you are on the field on a mission but out of missions you are nothing more than a man who lied to the government multiple times and wasting government money to join the military when you should have done your duty by doing what you could to help in the war. You never served in the actual military. You were nothing more than part of the Star-Spangled Singers who toured putting on shows for the actual soldiers after you got your powers. You NEVER had any training during that time that soldiers got when they were in the service or when you were recruited to fight in that special squad. The only reason you did not spend time in prison for what you did was because of Abraham Erskine. You didn't earn that title so quit pretending that you did."

Steve glared at his hands in anger while the others sat in silence.

Megan ran a hand through her hair. "Second Level is testing your skills. We have a simulator that will test you in different situations. I have been informed that Miss. Maximoff has no control over her power. This will let us know where she stands and get her the proper help she needs to control her gift."

Wanda snarled. "I can figure out how to control it on my own. I don't need help."

Megan raised her eyebrow sarcastically. "Correct me if I'm wrong but didn't your power accidently target Mr. Lang?"

Steve's head jerked up. "You were spying on us?"

Megan scoffed. "The camera was in plain sight in the limo. It is also in the accords that cameras will be added to ensure if an incident happens that it can be reviewed by the council and delt with accordingly. If you become full avengers, your new outfits will also be outfitted with cameras for incidents as well as reviewing exactly what each member did during the mission. But to Miss. Maximoff's statement, that's beside the point. You, Miss. Maximoff, can either accept the help and training or you leave the program with a warning about using your gifts against others. If you leave and use your gifts to hurt anyone then you will be arrested. It is not socially or morally acceptable to use any gift or advantage against someone else except in defense. Part of the accords that you signed said if you did not join the avengers you will still be held to the same accountability as an active Avenger in regard to using your powers against civilians."

Wanda glared and her eyes flashed red. Steve put a hand on her arm to calm the woman. There was not point in fighting with this woman.

"Final level is having you participate in D rank missions. Depending on how you do, will depend on if you continue with the Avenger program or if you are let go. D rank missions are those that help with search and rescue missions after a natural disaster where our help is requested. Following me so far?" she asked with annoyance.

Sam licked his lips. "So, we have to pass Level one through three if we want to be active avengers?"

Megan smiled, "Yes. Now if you open your folders you will see the first sheet. That will tell you of your appointments for the first week as well as scheduled training sessions, assigned laundry hours and cafeteria hours. The training sessions will only consist of working out with different workout equipment at this time. After passing level two, the training sessions will change. Some of you will have extra appointments such as Miss. Maximoff, Mrs. Romanoff, and Mr. Lang."

"What appointments?" Scott asked concerned.

Megan sighed. "Mr. Lang, you were on probation when you decided to leave the country with Private Rodgers. The Avengers program counsel is working with the government to ensure that you are not placed in jail for violating probation. There is also the fact that your outfit belongs to Hank Pym. Mr. Pym is not happy with you and has demanded a meeting. Your chance of being here depends on the meeting between the counsel, you, his daughter, and Mr. Pym. They faced a lot of backlash because of your actions. You have a lot to answer for when you meet with them and the counsel."

Scott's heart broke and he placed his head in his hands. Hope was going to kill him and who knows what Maggie was going to do. He may never see his daughter again for this.

Megan turned to the two women in the room. "Mrs. Romanoff's visa expired, and Miss. Maximoff does not have a visa to be in this country. We have set up a meeting to get your visas so you can remain in the country under the Avenger program. It will require a lot of paperwork so you two will be benched for a while until we can get the approval."

"That's not fair." Wanda whined and cried.

Steve hugged the girl to him. "Surly this is too much. She's just a kid. Don't worry Wanda. I will talk to Tony. He will get this fixed."

Megan rolled her eyes at Steve coddling the Slovakian. She was not being paid enough for this.

"If you flip to the second sheet you will see your room barracks. This tells you what floor and barrack you are assigned. Each room has a bed, closet, dresser, bookshelf, and desk. There is also a bathroom attached to your room. Your card will only open your door to your room, the door to your barracks and the door to your hallway. Each of your rooms has been given two sets of white sheets and two standard blankets. Your personal items from before have been boxed and placed in your room. If you decide to not live in the barracks assigned please fill out form B103.5. It will inform us that you have chosen to live off site. Be aware that if you chose to go this route, you will be responsible for all bills that come with this decision."

Megan glanced down at her folder. She was not excited about the next part. "I have been made aware that Tony Stark paid for all your stuff before the civil war. You will be responsible for purchasing your own personal items such as clothes, laundry detergents, personal body care and other such things. You are free to purchase any item for your room to make it more comfortable. There is room to add a mini fridge and either a love seat or a recliner to the room if you shift your furniture around. If you do not have the funds please come see me. We can order the items for you and take it out of your pay."

"Laundry hours? Cafeteria hours? Purchasing our own things? What the hell is all this? We have never had to do any of this. Stark is just being a bastard." Clint snarled.

"Tony has always paid for our stuff. There is no reason he should not continue to do it." Steve said with a huff.

Megan frowned. "Things have changed, Private. We do not hire a maid service for personal rooms and laundry. You are expected to keep up with your own laundry, cleaning and taking care of your room. Custodians will only take care of the main areas such as the training room, laundry room, pool, and lounge areas on each floor. You are living here rent free. Rent in such a building as this could range into the 2k range or more. Residents are asked to take care of their food and personal things. You can go get the items yourself or order them to the compound where they will go through security before being delivered to the mail room. You will each have an assigned mailbox with a key. The map in your folder shows you the layout of this building. Floor one has conference rooms, cafeteria, and security office. Floor two is for Human resources and offices for those who work as liaisons and other office work. Floor Three is counselors, doctors, and classrooms for training purposes. Floor four is where each active member of the Avenger program will have an office for paperwork for work such as mission statements. You are not permitted to take work to your dorms."

"Paperwork? Great just what I needed." Clint grumbled.

Megan took a deep breath and counted to ten before continuing. "Meals times in the cafeteria are the following: Breakfast – 6am to 8am, Lunch – 11:30am to 1:30pm, Dinner – 5pm to 7pm. The cafeteria has a salad/potato bar, a main line bar, a grill bar, and a dessert bar. This can be purchased with money you put on your ID cards, or you may use a debit or credit card. Each lounge has a kitchen area. If you use the kitchen, you are expected to wash your own dishes. Custodians will not do that. There is a fridge, deep freezer, stove, and any cooking appliance available. You will be responsible to buy any food you want to cook. Tomorrow you will all meet with human resources to set up your work documents."

"Purchase meals in the cafeteria or buy our own food to prepare? We've never had to purchase meals or food since living in the Avenger Tower. How are we supposed to get the money for this?" Natasha said confused.

Megan sighed. "If you had read section F of the accords you would know this. Until you are on active duty, a payment of $50 an hour will be placed in your account when you complete scheduled training. Missions depending on rank will also be paid a certain amount. I believe the amount is $300 for D rank missions, $500 for C rank missions, $700 for B rank missions, and $1000 for A rank missions. Purchased meals are $7.50 a meal. If you do not have money to use for this currently, inside your folder is form M1497. Please fill this out and I will file it with the correct office. It will allow an advance of $100 which will come out in small payments until it is paid off. Any questions so far?"

Steve leaned forward. "Where is Tony?"

Megan rolled her eyes. "Mr. Stark does not live at the compound. The Avengers program has changed how active a member of the group is. This was all part of the meeting between the countries and those heroes who stayed to work on the Accords. If you had stayed and helped with it as you were asked to contribute you would understand, Private."

Steve frowned at her attitude. Sam looked confused.

"Hold on. You were asked to help with the Accords, and you decided to not be involved?"" Sam asked in shock and anger.

Steve shook his head. "Not now Sam."

Megan clenched her hands staring at the man. He was such a narcissist. She took a breath before continuing.

"We rank avengers in 3 categories. Category C is those who are not official members of this program because of their age. Category B is those who are backup avengers. They only get involved in A rank missions when it is a global catastrophe or if their gifts would help in a particular mission. Mr. Stark is part of this group. This group has chosen to have residence elsewhere. Category A is those who are officially member of this program who do all missions. They live here on the compound."

"I'm Team leader. This category thing is ridiculous." Steve said with a slam on the table. The table cracked under his fist.

Megan raised her eyebrow and looked at the table. "You are lucky we have not gone over the rules, or you would be fined for that. Dr. Strange, Captain Davis and Captain Rhodes are now the team leaders over the avenger institution. Please stop asking for Mr. Stark as he is no longer in control over the Avengers program, nor does he provide anything for this program in financial means for the program itself or for any person involved with it. There is nothing he can do to help you."

Steve leaned back in anger. How could Tony not be involved? She had to be wrong.

"What if we want to go somewhere?" Scott asked while biting his lip.

Megan smiled. "You may check out a car from the security office or, if you have your own vehicle, you may register it with the security office. We do have a parking garage for vehicles. If you order a cab, you will need to wait for them outside the front gates. Short adventures are fine however long trips that last more than 3 days must be approved with the counsel. Please be aware you are responsible for filling the car back up with gas before returning. Any trip that is not part of the Avenger mission log will need to be paid by out-of-pocket cost. Every car that is checked out is checked over by the mechanics for the vehicles. Full time members earn 8 hours of sick time and 10 hours of vacation every month."

Clint glared. "Do we need to ask permission to piss too?"

Megan observed him before choosing to ignore the man. She turned to look at the group. "Please turn to page three in your folders. These are the rules of the program. Breaking these can result in a fine, being benched or terminated from the Avengers program. Please review them now. I will give you five minutes."

The rogues read the rules and were shocked at them.

RULES FOR AVENGERS PROGRAM

No one is allowed to attack any person on this base in the form of physical or magical. Those exempt are that of the security team.

Destroying compound property will not be tolerated. Replacements for broken items will be the responsibility of the person who broke the property.

Skipping a required doctor or counseling appointment will not be tolerated.

Hateful or toxic language will not be tolerated.

Respect other people's personal property. If it is not yours do not take or destroy it. If you violate this policy you will be responsible for replacing it. If you refuse to replace it, funds will be taken from your pay to replace it.

Quiet hours are 10:30pm to 5:30am. Be respectful of your neighbors around you.

Clean up after yourself in the lounge area. You are responsible for yourself. Have respect on the shared areas.

No bullying will be tolerated. This includes gaslighting people.

No pets are allowed.

No unapproved guests. Guest visits must be approved by the Security office 3 days in advance. Guests will not be allowed to spend the night on base. Guest visitation is from 1pm to 9pm Friday through Sunday. No exceptions.

Natasha looked at Megan. "This seems pretty clear."

Megan smiled. "Yes. We wanted to make everything perfectly clear to all who decide to be involved with the Avenger Program. If you would all follow me I will show you where your dorms are."

Megan stood and the others got up. Steve rose frowning. He was not going to let this woman stop him from seeing Tony.
