Chapter 2
Inside the truck sat four soldiers.
Sam tried to speak with them but the four glared at him. He quickly moved back to the other avengers with a confused hurt look on his face.
None of the rogues except for Scott could get the soldiers to talk to them.
They felt the truck stop for a second as voices were heard outside before it started up again and moved forward.
The avengers were shocked to see military base gates close with some soldiers standing on the outside.
"What is going on? Where are we?" Steve said in a panic.
One of the soldiers scoffed. "Fort Hamilton Military Base."
Steve started to stand up when Natasha grabbed his arm. "Do NOT do anything stupid."
The man glanced at her before looking at the four soldiers. They had been relaxed to a point the entire trip but now they were stiff and each held their firearm in their hands watching him cautiously.
Steve huffed before trying to relax. He would talk to Colonial Jones's supervisor and get this fixed. Obviously, the man did not know what he was doing.
The truck stopped and the Colonial appeared at the back. "Everyone out."
The group got out. It was a beautiful place.
A man moved toward them with a smirk. "Good afternoon Colonial Jones. I was sent to lead the rogues to their meeting."
Colonial Jones sighed in relief. "Thank goodness. You can have them, Corporal McDuff. They are too much trouble for me. Sign here showing you are taking them from me."
Steve and the other rogues besides Scott frowned at the man's attitude. Corporal McDuff smirked and signed before motioning the group to follow him.
Scott imminently followed and started firing questions like when they would get to eat and if there was anything fun to do around there.
The others followed with annoyed looks on their faces at the man.
Corporal McDuff seemed amused at the man before stopping outside a room that said conference room 1.
He knocked at the door and smiled at the response to open.
"Agent Smith, I have Scott Lang aka Ant Man here for his meeting with you." Corporal McDuff said with a smile.
"Let him in, Corporal." A woman's voice said.
Corporal McDuff smirked. "Good luck, Mr. Lang."
Steve frowned. "Wait, why is he talking to an agent? We should be there."
Corporal McDuff frowned. "Mr. Lang negotiated with the Accords council. You do not need to meet with Agent Smith. Mr. Lang is also a legal adult and does not need you to hold his hand through his meeting. Follow me."
Corporal McDuff moved down the hallway with all but Steve following him. Sam frowned when he noticed and walked over grabbed Steve's arm.
"Come on, Steve. There is nothing we can do." He said with a frown on his face glancing at the door.
Steve huffed. "We're a team. We should be together."
The two men quickly walked down the hall looking for their group. They found them waiting with Corporal McDuff standing outside Conference room 20 with a frown. Clint and Wanda were frowning at the man. Natasha was gone.
"Where's Natasha?" Steve looked around in shock.
"About time you two showed up." Corporal McDuff huffed. "Maybe I should put a leash on you two since you can't follow simple directions. Mrs. Romanoff is meeting with her own Agent. She signed and broke the accords, so she has different restrictions added on her. She's lucky she was even allowed to come back to the US."
Before Steve could respond the corporal knocked on the door.
"ENTER" a voice yelled.
"Sorry for the delay, General Johnson. Some of my group got lost." Corporal McDuff said with an angry look at Steve and Sam.
The man before them reminded the group of Fury. Unlike Fury, he was more intimating with an evil eye at them.
"Not your problem, Corporal. You are dismissed." General Johnson said with a nod of his head.
The group walked in and sat down in the chairs around the table.
The man observed each member with a frown. He was not excited in working with them.
"Welcome to Fort Hamilton Military Base. I am General Johnson and I will be your commanding officer as part of the new avengers' program." General Johnson said with a smirk.
"New avengers' program?" Steve said in shock. "What was wrong with the old avengers' program through shield?"
General Johnson scoffed. "A lot was wrong with it. The Accords council has retired the name Avengers. Groups of superheroes can register their groups with the council under their chosen names as well as register if the government or if a private group will be covering their expenses and such. You lot are here to join the Army's superhero team, the Spartans."
"WHAT? How could they get rid of the Avengers? We're a team. Tony can't take this from us." Steve said in anger.
Wanda snarled as her hands lit up while Clint and Sam were shaking their heads in anger.
"THAT IS ENOUGH." General Johnson yelled in anger.
The others jumped at the yelling.
"Let me make something clear right now. You four do not get to argue this. If you had actually stayed and helped with the accords you might have gotten a say but you abandoned America. I will hear no more of this. Stark is also not in charge of this. The council decided this. So get over it." The man said in an angry tone.
General Johnson huffed before continuing to speak. "Currently most superhero teams are created and work under different military groups such as the Army, which is us, The Marines, the Air Force, the Space Force, The Coast Guard, and the National Guard for every state in the US. There are currently no private donors who pay for a superhero team. The Spartans, which is the Army's group, are run by a former soldier who apparently was a superhuman or, the term used before the accords became official was mutant, with the ability of fire, Major Thomas Minx aka Firebolt. He hid his superhuman ability from us to serve in the military. It came out that he was a superhuman 10 years ago and he was discharged. The accords protect superhumans from being discriminated against and he was asked to not only come back to lead the Army's team but come back under his military rank with all the benefits."
The others looked shocked at this.
"A mutant?" Sam said in confusion.
"Superhuman, Mr. Wilson. The word Mutant has caused the case of non-superhumans to feel like superhumans are a different species from non-superhumans. We no longer use that word to describe someone with different abilities like Major Minx. We are all human. Some of us are just have extra gifts. The accords give them the same rights of protection from a civilian but also places rules when it comes to their powers hence the changed name to superhuman." General Johnson said with a smile. "There are training centers all over the country now to help superhuman children and teens learn to control their powers as well as provide therapy for those traumatized by non-superhuman treatment."
"Surly you don't think this mutant should lead? I would be better qualified as I was an actual human." Steve said with a frown. "Mutants are trouble."
General Johnson frowned at the man. "It is Superhuman, Mr. Rogers. Mutant is a nasty slur that is not used in POLITE company. If you think only a non-superhuman should lead then you and Miss. Maximoff are ruled out as you both are humans with specialized powers. The Accords have worked very hard to include all of those with powers under its policy. People like Mr. Barton and Mr. Wilson who wish to be superheroes must also sign under the accords. Even Gotham City's Batman have had to work with the government since he would rather deal with civilian crimes than global crimes."
"What about children with powers?" Clint asked troubled.
General Johnson frowned. "The council released the Junior Accords one year ago for those under the age of 18. It turns out Spiderman is actually spiderboy as he had to sign that with his aunt. This one is strictly under top military censorship as those signing are minors. Signing either version of the Accords does not mean you automatically become part of a team of superheroes. It means you will be held to a higher standard because of your power. The junior accords protect superhuman children and teens from discrimination and harassment. With the help of Professor Charles Xavier, schools are able to create safe spaces for superhuman children and these children can go to school like and with non-superhuman children. My daughter is best friends with a superhuman teen who can breathe underwater. That is her only super power. This teen and her parents signed the junior accords with the knowledge that the teen will more than likely not be considered a possible candidate for any of the superhuman teams. I know several groups like police, marine biologists and others whose work has a connection with some form of water who are trying to convince her to work for them after graduation as her ability to breathe underwater would be beneficial for their work."
The rogues were in shock. How much had changed in the two years they were hiding in Wakanda.
General Johnson sighed. "I believe we could all use a break. We will pick this back up tomorrow at 0800 hours. I will have Staff Sergeant Janel Major lead you to your rooms. She is part of the Spartans team with the ability to use plants to fight and protect. Mr. Stark had your things delivered here when it was decided you would be under our jurisdiction."
Steve frowned glaring at his hands. "What about Tony? Is he part of the Spartans?"
General Johnson struggled to not sigh again. "No. He is not part of us. He is with the air force team under the name, The defenders. I believe Lieutenant Colonel Rhodes recruited Stark for the Air Forces team. It will be unlikely you will ever work with the air force team so don't bother reaching out to the man. He made it clear when he dropped off your stuff. He said, Tony Stark No Iron Man Never Again. He said Mrs. Romanoff would know what that means."
Clint glared at the man going red in the face. Clint knew exactly what that meant.
General Johnson quickly left before the others could speak. Outside he could hear them yelling and arguing. He was starting to regret taking them on his team. He should have realized there was something wrong when the Marians, Air Force AND Navy refused to take them on their superhuman teams.
Tomorrow would be difficult when they realized that they were now going to be responsible for paying for their own food, clothes, necessary items like shampoo, conditioner and other important things. Well, better leave it for tomorrow. It was going to be a wakeup call for all of them.
The man turned to go check on Scott Lang and Natasha Romanoff. The man had requested to join a group out of San Francisco, The Golden Gate Heroes led by Hope Pym aka The Wasp.
Romanoff would be fitted with a new tracking bracelet that would not come off unless you had a specific key for it. Even picking it with a special tool would set it off. It was a new Stark invention. She would also be on probation for the next 6 years.
ELSEWHERE
A woman knocked on the door of an office. A group of people was speaking to each other reviewing applications.
"Enter." A man said.
The woman walked in and stood before the council.
"Good evening, Agent 19. What news do you have for us?" The man said with a smile.
"Good evening, President Ellis. The rogues have arrived at Fort Hamilton Military Base for debriefing. Romanoff has had her tracking bracelet added. Scott Lang should be on the military plane leaving for California in 30 minutes." The agent said with a smile.
"Very good. What about James Barnes?" President Ellis.
The agent smiled and placed a folder in front of him. "As part of his agreement, Wakanda has removed the trigger words. As he has chosen not to become a superhero, the government has paid him the back pay for his military service as well as the money he would have had for retirement. His new home in the great state of Wyoming has been made ready. Retired General Kyle James has assured us that a permanent job and a private cabin are waiting for Mr. Barnes. He can spend the rest of his life in peace after everything he has gone through."
"What is stopping him from being discovered?" A woman asked.
Agent 19 smiled. "Mr. Stark has, with the help of Professor Charles Xavier, created a watch that will alter Mr. Barnes' appearance. He has also received a new name for his new identity. He has the same protection as those in the witness protection program."
"Very good. Thank you Agent 19." President Elles said.
Agent 19 walked out of the room and shut the door.
RING RING
Agent 19 pulled out her phone and smiled. Answering the phone, she sighed. "Whatever it is the answer is no Tony."
A few minutes later the woman's lips quivered as she tried not to laugh.
"Tony I don't care how much my children beg. Peter can not use his powers to clime out the window and swing with Cooper or Lila hanging on to him." Laura said with a laugh.
The woman sighed. "Fine. They can stay up late and help plan new weapons for Peter but that better be it. I want them to be in bed by 11:30. Yes. Yes. Good night."
Laura hit the end button and sighed. Who knew having Tony Stark as the uncle and Peter Parker aka spiderman as a cousin would cause funny questions to be asked and even funnier situations.
