Harry caught the Doctor making breakfast, which was really the only meal he could cook, well pancakes anyway, they were alone, Harry knew his dad was nowhere near thanks to SATURN and the TARDIS.
"You've not looked into dad's mind or allowed him to look into yours yet have you Pere?" Harry asked, over the last four years he had slowly stated calling the Doctor Pere and the Doctor was really happy about it, to be a dad again and be able to help bring up a tot one who thought of him as one of his parents.
"No not yet the Time War is still too new to him, he knows in his mind our home is gone but not in his heart and I'm scared what it will do to him." The Doctor answered while still cooking the Doctor didn't even look over at the table where Harry was sat.
"Then talk to him about it and partition it off except maybe the really big baddies that are still out there other than the daleks and then just show him the end you need to talk more." Harry offered and the Doctor turned to look at Harry.
"It not the same, with you Muklo, with you I was much stronger than you are, Koschei and I were loomed the same year and went to school together but Koschei's liner timeline isn't the same age, he's actually older than me now as we both explained to you, if I opened my mind to him he will be able to see it all even if I block it off everything that is in my head along with all the feeling just like you got, I don't want him reverting Muklo, Koschei is finally back here with me I can't lose him to the madness again. Or his friendship when he sees what I did to stop the Time war, it's different seeing it, Muklo." The Doctor explained.
"Then we'll just have to get dad to see it was the drums that caused you not to trust him but that you still cared a great deal for him, we have our back story covered now there really is only Sirius and Torchwood to deal with. You are both now acting as my parents but as you pointed out allowing him to teach me how to properly pilot the TARDIS shows you are trusting him again otherwise you would have stopped it you gave both of us keys to get into the TARDIS again showing you trust him. Also we need to show him that the three of us won't ever be separated that we are becoming a real family, going to places where he's helped and seeing the people without the drums in his head, knowing they had seen the best and worst of him and yet still chose him over the other horrors then we can get him to see that no matter what as the Master, Koschei or my dad, we can show him that when he was able, he did do a lot of good, and we love him all the more for that. The Time War did different thing to you, but you were both affected by it." Harry returned to that.
"You're right Muklo…. Aren't we meant to be the parents and you the tot!' The Doctor spoke the first quietly but the last with feigned indignation.
"If I wait around for you and dad to get together on your own, I'll be an adult myself by the time you two get your act together…. I'm hoping it will be sooner than that I want you both to be my dad's and I already call you Pere!" Harry replied rather dryly at first but at the end he was serious.
"Give us time Muklo, however we also have a big problem that none of us have vocalised yet!" The Doctor explained.
"What Pere?" Harry asked to the man who he wanted to be his Pere for real and they had all worked it out so he could be.
"All the people who might have talked about you or to you, seen you and the electronic copies of you everywhere. We have our story straight and can do it to the Torchwood team and even Sirius, but there is going to be massive amounts of data on you as well as people knowing and both Koschei and I haven't been able to come up with a solution yet!" The Doctor answered Harry gently the Doctor really didn't want to have to drag Harry into this, but the Master and the Doctor still hadn't come up with a solution.
"Ah I wondered when that would come up it actually is going to be fine, but you won't like the solution." Harry told him.
"What solution Muklo?" The Doctor asked.
"I have Magic and a power core, I can understand why my ancestors were feared so much especially at the end even by an ordinary Gallifreyan. A magical Time lord can cast their Magic through their Timelines. I've already started the program for SATURN to delete the information she can get at, then we are going to take over Torchwood while we have everyone there you and dad will use their systems to get at the rest of the world information then I'm going to send the obliviate spell down the timelines erasing the whole person known as Harry James Potter from everyone bar Sirius then we will use SATURN to leave and get to the TARDIS at Sirius'. From there we will go back to Torchwood and you will introduce me as both of yours son that Sirius was looking after until you and dad found me again living with Sirius. Don't panic Pere! It will work out I promise as I said we just have to take over Torchwood for a bit… I can actually kill down the timeline. However, before you get even more worked up! I only know because something wasn't right with the timeline when I woke up, I noticed it and where we were going, the Magical command I shot through the timeline showed me over a million humanoid souls on the planet spread all over the two massive land masses on it, yet it looked like they could move to each settlement. There are five. I would guess all underground looking out from the TARDIS but that is all I could get before dad slams the door shut then as I said it gave me the idea for obliviating the populace of me." Harry explained to the Doctor.
"You want to obliviate everyone of ever knowing about you Muklo? You can cast killing Magic through the timeline?" The Doctor asked shocked.
"Yes, to both sorry Pere, it's no wonder we were feared, as awful as this sounds, from what you have said and I could find out, the Magical Time Lords and Ladies were actually further along in their evolution as a higher race compared to ordinary Time Lords and Ladies look at the scan for the planet Pere and see." Harry explained seriously while letting the Doctor see just what he had done.
"Right well please don't use any of your timelines to kill people unless it is absolutely necessary Muklo! You know what they did to us, we will tell your dad but please be careful in what you are doing son." The Doctor spoke gently to Harry. The Doctor had known what a Magical Time Lord or Lady could do, but for Harry to be able to do it so easily Harry had explained all the different types of Magic there were not just Linguistic Science commands but other pure Magical assaults as well, the first night they all talked in his bedroom Harry had explained about them all to the Master and the Doctor. They needed to get rid of Harrys old identity and that was the best solution, but at least the Doctor hoped Harry would never use the Timelines like that the Doctor didn't want that ever put on his son's shoulders.
"I wouldn't do that as I said! I will not kill down the timeline Pere, unless Immediate family is in danger, or the universe is at stake I promise you that! I'm only going to obliviate myself and use Torchwood to get at the date SATURN won't get, which actually can't be a lot, lucky I haven't sent the program out yet I'm still writing it into SATURN's coding to do what I want her to do. But we have to get rid of my old identity! Especially now finding out this, I only used one Magical command to give me the information I needed so I could see what was going on with our next destination, I didn't even know it would work so easily. How do you think I feel after finding that out Pere? I've been in my room for two hours coming to terms with it all just what we will have to do, but dad is refusing to answer his door, I've tried to speak to him but he's just not answering for me to talk to him!" Harry returned explaining about what they were going to have to do as well as what he had done and about the Master. Harry was upset that he couldn't talk to his dad after he had promised he would be there for him.
"Okay are you sure you want to do that Muklo? It will get rid of your identity and the computers will definitely do the rest are you sure it will work?" The Doctor asked gently.
"Yes, it will work, but we have to get home a day later than we arrived as soon as we are ready to go back to earth. We will do it then, move to Torchwood get them to help us and blast it down the timelines at anyone who calls a name and time and place out so I can find them while you and dad are helping them with their computers, I will obliviate everyone except Sirius then stun everyone and then we return the next day. Sirius will go under a Magical vow as I said originally so that he can't talk about me not being both of yours son loomed by you both except to the three of us and only in private not if there is any way for someone else to hear what he is talking about to any three of us that way he will never be able to tell anyone anything different and the vow will remind him of that to stop him slipping up at any time even under torture he won't be able to talk about it he will stick to the story we will implant into the others minds." Harry explained gently to the Doctor.
"Okay if you sure that is the best way Muklo, well it is actually, I can't think of another way, I've been trying as I said both Koschei and I have been trying to find a solution on our own and keep you out of it…. Right…. Moving on quickly from that we tell you dad and do it end of story. It has to be done and it's only wiping you out of everyone's memories! I've done far, far worse as you know! Do you think we should tell him of the life on the planet he wants us to go to though? He's bound to see just as much if not more than us about the planet because it's his own timeline he's looking into, but I can only see his face before the TARDIS door is slammed shut!" The Doctor asked then explained after seeing the results of what Harry had done. The Doctor had known that Magical Time Lords could do that, but it was scary how easily Harry had done it, Harry simply had looked down that particular timeline and sent the Magical command down it the Doctor really had hoped never to have to put something like that on his son's shoulders but it looked like they had no choice the Doctor decided he would talk to the Master about it later while they were on their own.
"Unless he's refused to look further, which would be my guess, it's as though he goes into shock and can't move forward after seeing the state of the planet. Yes, I think we are better telling him everything, I don't want to hide this from him, it might make him feel better knowing more about me and that they are alive, this could help us all moving forward." Harry Explained, he then placed his hand on the wall and spoke to the TARDIS asking her to wake his dad and send him to the kitchen as soon as possible. Twenty minutes later a very disgruntled but neatly dressed Master walked into the kitchen. The Doctor gave him coffee and a plate of pancakes while moving him over to the table where Harry was sat.
"Dad, before we start, we have found a major problem and sorted it, to get rid of my old identity I'm going to obliviate everyone who ever knew of me other than Sirius by getting Torchwood to help us for a bit with their computers to get at the information SATURN can't and then I will use the timelines to obliviate myself from anyone's memories, then everyone in Torchwood accept Sirius will be obliviated of the fact they even know me and that the Doctor is not my real Pere then I will stun them all Sirius will go under a magical vow so that he can't talk about me not being both of yours son loomed by you both except to the three of us and only in private not if there is any way for someone else to hear what he is talking about to any three of us that way he will never be able to tell anyone anything different and the vow will remind him of that to stop him slipping up at any time even under torture he won't be able to talk about it he will stick to the story we will implant into the others minds!" Harry explained to the Master.
"What?" The Master asked shocked looking at Harry, his mind cleared from his previous thoughts fast he had been looking at the table.

Harry explained again gently to his dad what they were going to do over his identity.
"Okay… both Theta and I have been trying to come up with a plan to do the same for the last two year trying to work out a solid plan on how to do it keeping you out of it, but If you think you can then that would be better even if it means involving you which we really didn't want to have to do, but how do you know Muklo?" The Master asked just wanting to understand.
"I'm glad we are all agreed on getting rid of my old identity. I know you haven't looked into your future timeline far, but we need to know why you are so shocked at the damage done to the planet that's not how you thought it would look like or did when I saw it in your memories from the space co-ordinates, but you must have done something right because there is life on that planet underground!" Harry explained in a soft understanding voice. The Masters suddenly closed his eyes to look into the timeline more closely and then he opened them all three of them could see the full timeline and it showed Harrys Magic going down the timeline from space as well as them lading in the central settlement. All of them stopped looking then and looked over at the Master. His face showed both shock and pride while looking over at Harry after he had seen the Magic going through the timeline.
"I was going to tell you it went through my timelines I could see your decision where we were going to go, from there I pushed the Magic down the timeline I wanted, it's why I could only get the one Magical command off and quickly grab the results as you shut down after seeing that far into your future hence the only one I got, but until you moved past your shock and horror we were both waiting for you, we couldn't make the decision for you and once we saw where we were going next you had already shut down and hid out in your room. I didn't put up a silencing shield in there so you could ignore me, it wasn't very nice of you, it really upset me this morning! You both promised to always be there for me, I needed you dad, after finding out what I could do with being a Magical Time Lord and what we are going to have to do to get rid of my old identity…. I know you needed time, but you didn't have to shut me out. I wanted to talk to you about using my Magic down the timeline and realising we have to deal with anyone knowing about me, other than Sirius! You wouldn't have spent all this time ignoring the both of us we agreed you were both going to become my dad's!" Harry told him upset at the end with his dad he couldn't help it though he really was upset it was a good job the Doctor was there, or Harry might have vanished it was awful for him using the timeline like that but so easy Harry had just pushed the Magic down the timeline he saw from the Master and then got the results it's what made Harry come up with the idea for getting rid of his old identity which he really wanted rid of, but Harry would have liked to have discussed it with his biological dad in private.
"I realised that Muklo and you're right about your old identity we can easily do that! Moving on though as we will still have to work some things out. When I saw the results of the timeline just now, it shouldn't have looked like that it should have been teaming with life all different kinds as I showed you in my mind, nothing should have caused that though! As you know I spent nearly two hundred years slowly teaching them to use technology sensibly. The underground settlements were meant as a way for the population to grow without taking away more of the beauty of the planet, but they were nowhere near to needing them, in fact as you know only one was nearly complete and that wasn't furnished, it was only just starting to be ready. They hadn't even gotten the hydroponics bays online ready to grow seeds never mind the aqua bases running or even filled with fingerlings, even if they had all rushed there it wouldn't have held a tenth of them and they wouldn't have survived with it as it was." The Master explained to both of them but mainly Harry.
"So, something happened, either they did something with the technology after you taught them how to use it or something else caused the destruction on the surface. The fact remains that life is living and thriving there with a million people living in underground settlements and they have built five of them in total with tunnels going from each of them connecting them all, if there is still at least one original adult who knows what went on ether they will be able to tell us if they didn't record what was happening above them, can either of you see back along the timeline to see what happened to cause the destruction of the land? I haven't looked but to be honest it was a shock using True Magic like that and then coming up with how to do it easily with the back story we have all memorised and agreed to." Harry Explained to the Master and the Doctor.
"Don't worry about that Muklo you are both Theta's and my son and we know how you feel about us, I'm sorry I didn't even check the bond I was so caught up in destroying a world you only want to obliviate a few people who we really don't want to know anything about you and then obliviating Torchwood who are too nosey for their own good…. As for the planet I've been trying to all night and all morning that's why I was in my room I didn't deliberately ignore you son and I'm not bothered about you being a Magical Time Lord we knew what they had done to us so it's no surprise you can do the same at least you're not wiping information that everyone was entitled to your protecting us and yourself. I honestly thought you would have already tried it for fun not for something like this, anyway that doesn't bother me Muklo as I've said and I'm sure Theta agrees with me, we have both talked about it, trying to keep you out of it as I said…. But it's quiet in my room now. Even the hum of the TARDIS is missing so it gave me time to think on my own and then I tired looking through the timelines but no matter how I looked back I couldn't find a reason for it, that's what troubling me even more at the moment, after everything the three of us have started and got between us…. What happens if they used the technology I gave them and turned it on each other, instead of how I taught them?" The Master replied then asked the question that bothered him the most. The Magic really didn't bother the Master they all knew what the original Magical Time Lords and Ladies had done to them they had explained it to their son when he was getting used to seeing Time so the Master had known Harry could affect the timelines of others if he wanted, without others even knowing the fact, but he knew it was a shock for him. However, Harry was also right they had agreed to be his parents and the Master had let him down. The Master looked down in shame and it radiated across the bond.
"Dad, you've agreed to help so don't feel ashamed, we three will take care of it like a true family which is what I'm hoping we are becoming…. However, you gave the planet technology but over a lengthy span of time so that they could understand and respect it. Did you manage that? Were they really responsible after the time you had taken to teach them about it? I'm not judging you just asking for your honest opinion you were the one to leave them after teaching them it how did they come across to you just before you left them?" Harry told his dad then asked his questions. Harry wanted the Master to really think and he honestly wasn't wanting to judge the Master, Harry just wanted to understand more, the bond confirmed this for the Master, the Master still felt bad about not hearing him, but that problem was for another time they had plenty of time to talk about it and for him to apologise properly. So, he moved on to the planet he wanted them to see, the Master nodded his head slowly the Master realised that both Harry and the Doctor were wating on him answering the questions put to him.
"They knew all the risks, how much the technology could be used for destruction as well as life, they understood the importance that although technology is a wonder it is not everything, and they understood just how damaged their world would become if they did use the technology for conquest instead of curing something like diseases. I was carful and graphic in my teachings so that each new child would understand the technology, they would also come to see both the horror it can do and the importance of having each other, there is no reason for this, whatsoever. It would have taken them at least another two full years to finish the first underground settlement so you can guess again for the other four add maybe another five years for the tunnels back and forth they planned and have obviously created, I would say it had to happen at least seventeen maybe up to twenty two years after I left at the earliest. It's also strange because they should have been able to repopulate the planet as well as recover from the damage. The settlements were meant to hold all the latest in technology and information, all educational facilities had the information updated regularly so they were teaching the latest minds the latest information as well as helping their own chosen field to naturally progress with scientific discovery." The Master explained to both Harry and the Doctor so that they would know how he had left the people on the planet.
"Well, it looks like we have a mystery on our hands, and you know I love a good mystery! So, eat up and finish your coffee then give the coordinates and time to Muklo, we will arrive in space and Muklo can cast the Magic which will then show us to the main settlement he can find, we can land there and find out what going on and what went on! We still have time while sorting this out to work on a secure plan for sorting Muklo's identity out once we decide to go home." The Doctor exclaimed he had a smile on his face while he fished eating his own breakfast. Not only would he get to meet underground settlers but find out how the surface got damaged and hopefully help the Master through his guilt.
Twenty minutes later they had finished their breakfasts and done the washing up then moved into the control room. Harry used the console unit to get them to the co-ordinates the Master had given Harry then the three of them looked out at the planet below and Harry cast his Magic over the planets two land masses to find the main settlement it was on the larger section of land. They shut the doors and moved further into the control room to the console unit then Harry piloted the TARDIS again so that they arrived in the main settlement and all three of them then walked out of the TARDIS, to find people shouting and clapping, and behind the inhabitants, was a massive statue looking as though it was holding the ceiling up of the Master in one of his earlier incarnations. Finally, after three minutes, guards appeared and led a procession of who were obviously the most important people in this settlement. As soon as they got near the one at the front dropped to one knee in front of them making all those with him and around them also copy him. Without looking up he spoke.
"Lord Master and guests, you have finally returned to us, you promised but over these long years we lost hope, especially after the cataclysm and yet, if it wasn't for this period we may never have recovered what was almost lost if not for your forethought, some said you knew others disputed this we had the technology and knowledge to survive without you needing to look over us and as you explained when you finally left us, you were leaving to allow us to grow naturally now we had become like responsible adults. Unfortunately, that is where we grew arrogant, you told us you didn't want to stall our natural evolution now you had saved us and helped us rebuild into something unimaginable by earlier generations before your arrival. With that arrogance and belief, we felt that we knew what we needed to know to not only prosper but to find answers that you hadn't given to us as you saw us still as your children but as we felt was our right now as responsible adults, we went looking for more answers of the universe! For three generations we continued on pursuing knowledge growing in technological might as well as all other areas of study you had educated us in, but we felt also that we had grown in wisdom. We did what you did for us when we found a planet in a local solar system within this galaxy, hosting intelligent life. The whole world was suffering from a famine and so we offered to help them with it. We immediately cured the famine problem, then talked to all their highest biology and botany students, teachers and masters in their own right, about how it had come about and as to why. With them still with us, we then brought in the engineering side as well as the technological side including the big business leaders that lived on the planet and we explained to them again why the famine had come about and how we had cured it with input from the biology and botany side. We then went on to explain the science behind what we had done and how we had done it making sure they understood the dangers this could cause even giving demonstrations on how the technology could ruin soil with too much overuse. They listened to us, theorised among themselves for a year until we were sure they understood the dangers of the technology we had used to help them. We gave them only one piece of technology and that was the ability to commune with our planet directly, we wanted to keep an eye on them, they wanted to be able to form more relations in the hopes of actual gaining technology off us not just an understanding on how it worked and how it was put together." At this he stopped and tears started running down his face. On instinct Harry left the Master and the Doctor and went over to the man and hugged him while he spoke, Harry was still only child sized and that wasn't that big after all he only looked around eight and a quarter years old.
"Tell it in your own time, the Master, Doctor and I am here now they are both my dad's and we will all help you in whatever you need. Please we just want to understand we aren't going to judge you we just want to know the Master left this planet and it looked beautiful, now it looks barren, we can't see in the timeline what happened to you to help you so we need you to tell us, we can't undo it sorry it wouldn't work now we are here after it happened, but we can help you move forward from here." Harry had spoken quietly and gently to the man. The man looked at Harry for the first time and met his green eyes and all he could see there was understanding, no judgement, no pity, just understanding and the need to know more so he nodded at him and continued but this time only talking to Harry, but all could hear him.
"Our next visit back was by invitation of them, it had been five years to us although they kept in contact at least once every four months, we honestly thought they were genuine. When we originally met them and explained everything to them, they seemed to understand and even realised the disaster that could await them if we just gave out technology without them fully understanding it first, but as a civilisation I would say they were about two thousand years behind where we were in technological and other areas of learning and understanding. That is not a boast but when the Lord Master gave us a leap in technology it was a massive leap, but as I stated he ensured we understood it and how it all worked as well as to always treasure what we had we knew technology could be very useful but without studying the other fields of a world and looking after the planet we knew it could lead to us destroying ourselves. Our spaceships carried the best in our defence and offensive weaponry, we never landed one of our capital ships only ever using a transport to get down to the planet and to leave it on, they knew we had a ship in space, but could never see it or find it for themselves, as I said we put the best we had into those ships. When we arrived on the planet it wasn't to a warm welcome as we thought it was to be, but to a standoff! They had our people surrounded and even managed to get though our personal shields to kill one of them. In one tale I am told the hostages were in a sense grateful the technology on them would alert the others on the capital ship to their predicament and rescue them all, but the Asperians had not been idle with the information for the famine machine, their evolution jumped and passed what they could keep up with and a need to understand turned into a need to dominate and enslave, they felt if we wouldn't give them the technology that they wanted, then they would take it by any means necessary. They had managed to block the frequency our signal technology worked on, by studying the communication device and without our knowledge of it, stripping it down to find out how it worked and replicate it. They managed to advance a lot in certain areas, areas that led to our own downfall from an outside force. They used holographic and voice altering technology to pose as the group they were holding all the while they were torturing and interrogating the others after overloading their personal shields but not to the point of killing any of the others, then they tried to force information out of them, but they wouldn't give it they still held out hope of being rescued not knowing what the Asperians had done and were doing. Some of the people that went to meet the Asperians were our wisest and most respected people of our planet, they had gone to see what the Asperians had done in the five years since we last visited them and if they were ready for more help to further their development naturally like the Lord Master did for us. Their broadcasts to us showed they held great promise of growing up and furthering their understanding of more complicated technology and investigating the other fields we were well educated in with a little help from us along the way, we felt as adults ourselves that we did not need to look over their shoulder every step of the way, the way Lord Master had with us. We felt we knew better after all he had stopped us from dying out and elevated us, now that he was gone it was felt that we should be the teachers, but as it wasn't our direct home world and as they were nowhere near to us offering them technology or explaining it past the famine we had cured. We felt that they were too young, and, in a sense, we were right! Because we had interfered and then took the time to actually explain everything to them, we had opened their eyes to the fact if we could do this for a simple food problem to us what else could we do with our technology and knowledge. Within a month they got the hang of the transport we had used to come down in, less than a week later they loaded it up with their best soldiers their entire world could provide and stormed the capital ship in orbit. Once they had that we were doomed as I said it held all our latest advancements in defence and weaponry as well as having hydroponics for fresh food and a design layout that we felt was both beautiful and elegant yet we knew the ships were deadly if they needed to be, they took the designs and within another ten months they had completed ten of their own with the whole planets top people coming together to help design them and work on them so they worked better than even ours did. The ships they built were a lot more advanced in weapons than on our own ship, they took things we would never have done and turned them into mass destruction. We picked up the fleet on long range sensors and followed their course back to the home world of the Asperians and so we arrayed all our ships to meet them and welcome them to our home world thinking they were here to show us how far they had come, that welcome from us turned into a battle and yet those ten ships blew all of our best ships as well as the others that we had on show out in space as if they were nothing. They then scanned the planet and not discovering the settlements or what they thought would be a massive, industrialised world, instead of one living in harmony with the life around us they bombarded the surface with weapons fire, all the people left on the surface that could, escaped into the tunnels and underground settlements. The settlements living quarters were already at full capacity when we saw the fleet heading our way and our cloaking technology changed, we moved everyone we could into the settlements it was a precaution we had set up in one of our first contact scenarios for a planet coming to see us especially with one of our own ships in their fleet yet having received no word about their arrival, those first contact guidelines managed saved a lot of lives, even before we realised what had happened to our ship and elders. We got a full delayed encrypted file that showed us everything from our one ship that was with them before it self-destructed, when the captain was taken out by the Asperians strike force the ships virtual intelligence overrode the captains commands and gained all the information it needed to pass onto us, we had to make room for those in the tunnels that had escaped but we worked together as one people and managed it. The Asperians are still out there and though we feel we could meet them on an even footing now we have nowhere to build ships, the surface is inhabitable and left that way by us because we could not rebuild quickly enough if we tried, they would come and just destroy the whole planet from what we have discerned of their behaviour since they came and destroyed our planet's surface, they are out there still looking for our main home world with at least a hundred ships now like they used against us not knowing this is our home world and we have never colonised another world for our own use. We are stuck here for the time being until someone comes along that is strong enough to threaten them, they would need to be a lot more stronger than we could ever be with the way things are at the moment." The man explained to Harry but at the end of his tale and saying they needed someone much stronger than them he looked to the Master almost begging for him to intervene somehow.
"Have the Asperians spread out from their main home world to other planets and colonised them?" The Doctor asked ignoring the pleading look the man on the floor was sending the Master. The man looked over to the Doctor and nodded. The Doctor looked at the Master.
"Shadow Proclamation?" The Doctor asked the Master.
"Oh, Rassilon no! Anything but them, I hate speaking rhinoceros." The Master begged the Doctor.
"You know they are not called that! And they have both the power and the ability to both gather intelligence and to back up anything they decide to do with their own fleets the Judoon are the best in ensuring they come out on top of any engagement they initiate. They can put them back in their place quicker and easier than we could on our own and do so a lot quicker as well the people of this planet would be safe with the shadow proclamation taking over and agreeing with us, the Asperians have broken their treaty for a level five planet which this would be classed as now." The Doctor argued right back.
"They will make us feel indebted to them and they will call that marker in you know how they are, they might be the galactic police, but they shoot first demand recompense second!" The Master argued right back. Harry stayed out of it. Harry knew they were going but it would take an hour of arguing before the Master agreed, he hated feeling indebted to people even now.
Harry asked the man who had first kneeled to stand. After introducing himself as the Arbitrator and telling everyone else to stand also, Harry explained that his dads' would be there at least an hour deciding the best decision to take in helping them out. Harry was shocked though, as he was talking one of the words he used was translated for him by both the TARDIS and SATURN at the same time, quickly getting over the fact it had happened now he was a Magical Time Lord tot and should be able to speak every language, he asked what all the people did including the ones with Zorel as he learnt the first man's name was. He asked about the overcrowding and Zorel explained to Harry that everyone now lived in proper homes within the settlements it was only the first six months that things were cramped but they got through them the world had worked as one since the Master had helped them and taught them so the people that lived in an actual home took the children in and the young adults took the elderly in leaving only the young and middle aged adults to sleep in the tunnels until something permanent could be worked out for them which within six months it had been. The group with the guards offered to show Harry around the main centre telling him he was welcome back to look more in-depth once his dads' had agreed on a course of action, Harry didn't correct him when they thought both men where his dads', in a sense they were and that was what he wanted he called them both dad and Pere as that was what the bond felt like all the time to him also Harry realised he had said that his dads' would have come up with a solution within an hour so they must have taken their lead off him probably not wanting to offend the Master as he was the one they were looking to, to help them. While walking around the middle of the settlement and listening to the councillors which is what Zorel and the other people he had arrived with were for this entire settlement Harrys mind was working out more ideas making sure he covered all his bases over his identity but still listened in to them all. Just over an hour later Harry arrived back at the TARDIS to see both the Master and the Doctor obviously looking for him. He waved at them and then ran over to them.
"Are we all ready to go then? Now dad's finished his tantrum because he hates feeling indebted to organisations. I've got to admit I'm intrigued about meeting the Shadow Proclamation, although has dad ever been wanted by them? If so, we need to sort that out first before just arriving, although I can see our reception will be well taken at first." Harry asked and explained with a checky smile for the both of them.
"Come on then son get into the TARDIS and well sort this mess out!" The Doctor spoke referring to Harry as his son rather than the Arbitrator which made Harrys smile turn in to an ordinary happy one and the love he felt for the Doctor increased the Doctor just smiled back at Harry feeling the love down the bond.
"Yes Pere, come on dad, let's get this over with these people need our help and are putting their hopes on you!" Harry spoke as he walked past the Master and grabbed him by the hand, so he had to follow. The Master grumbled the whole way into the TARDIS, but Harry knew the Master wasn't having a go at the Doctor or him just at the situation he was now in. the Master grumbled that the chameleon circuit no longer worked, or they would have the most advanced battleship than anywhere else in the universe, but because of the broken piece of equipment he was now having to go outside of the three of them for help he continued to grumble until they arrived at the Shadow Proclamation. It took six hours before the Shadow Proclamation agreed their treaty had been broken and decided to send their troops in to protect the planet Procule as well as detain the worlds of the Asperians that they had colonised as well as their home world ensuring all their ships with damage once they had fired the first salvo and the Shadow Proclamation retaliated had a chance to evacuate and for the others to get to transports and such, once they were sure the entire fleet occupants were clear, the different fleets of all of the Asperians, were destroyed all in one go by them.
It took another two months for the Asperians to get back to the planets they had come from and then the Shadow Proclamation gave them the terms of their surrender. Unless they wanted their planets as they were and left alone, unlike destroying them with exact weapons with what they did to the people on Procule, going into detail of what they would do only much worse they stopped their behaviour of trying to take technology and other area of study by force and worked on understanding things themselves from where their understand was now at! They were warned any hint of wrongdoing and they would be totally restricted to their planets never again to travel in space, the only reason it hadn't already been done was because the Shadow Proclamation hoped some of the worlds could be redeemed eventually. Both Harry and the Master didn't think that would happen the Asperians came across as greedy and out for themselves and only themselves, but the trust and faith the people of Procule had built around the Master grew even more because of how easily they had dealt with the problem. The Master became uncomfortable with all the praise he got off all the people living in the main settlement. So, Harry decided they would go and visit the other settlements, but on the down low not taking the TARDIS so no one knew who they were. They could walk around mostly unencumbered. There were two special forces officers trailing them, taught how to blend in as well as spot danger, it seemed that Zorel didn't want them unescorted but wanted to give them their freedom, as they visited each settlement, they had two extra private special forces following them from a distance while in the individual sentiments. It was nice to know that even though the councils must have known they were in their settlement that they wanted privacy, they visited each one for a month. The leaders of the settlement had kept quiet only informing the guards they sent out to protect them for that settlement that the Lord Master was in the settlement. Then they would wait until the three Time Lords had left and they would speak to their people to find out what had been asked to them, it mainly gave them nothing other than general pleasantries of what they did? How much did they enjoyed the work they did? Did they have any family? Was that family all working in the same settlement? Did they have and children or other extended family? Where did they live and work? As well as other general questions that revolved around them personally, but the Master, the Doctor and Harry had two main questions they wanted the answers to 'are you happy here?' and 'Would you rather return to the surface if you could?' It confused the leaders immensely! However, they had made the questions the same they had been asking the occupants in each settlement and none of the leaders understood just what they were really looking for in the answers to all the questions.
They spent four months looking through the other settlements and talking to each other at night working out more of their plan for when they returned home. Then they returned to the central one, it seemed each settlement worked on a specific aspect of living. Even though all settlements held hydroponics bays as well as the aqua tanks that were all in full use and fake daylight with UV assistance. There was a main settlement for growing food, another one housed all wildlife including that which was eaten, another worked on technology and future discoveries and one worked on teaching, then the central hub where they had landed, held the majority of the population and was overall in charge of the population, everything was sorted out by the different councils who were each voted in every five years. The five councils in charge knew they had to work together to carry on living and so they did. They didn't always agree but they really worked to help the people living under there care and anyone could move from one settlement to the other depending on where their interests took them the only thing they were really strict about was people having children because of living space available but even that was done fairly each couple were allowed at least two children each and those that were to old and had not had children then another family was allowed to have a child to take the place of one that the older couple didn't have even gay couples got the offer of children by either adoption or surrogacy.
The three Time Lords knew why they were asking the questions that they asked to all the different people in each of the settlements. They wanted to make sure stagnation had not settled in and to also see whether they would want to re-live on the surface once it was cleaned up, the inquiries into their jobs was so they could find out what they did so that they could ensure they had the needed people to move to the surface the rest was just polite enquiries to throw their two main questions in with all the others they asked. The settlements had the technology to be able to recover the surface and make it habitable again they just wouldn't use it because of the Asperians. Now with that threat neutralised and the Shadow Proclamation stating the terms for the Asperians to live, they wanted to find out what Procule wanted, before the Shadow Proclamation came and gave them the terms of the Asperians surrender. The Master was shocked the more he walked around. He had made this possible and the looks he got from the central settlement made him want to cringe at times, but the Master could see the pride in his son's eyes when walking around the other settlements, maybe even though they had been set back Procule was still beautiful, even with a ruined surface and it was only because of the Master they lived happily still, the three Time Lords had even been regaled with stories of the Lord Master and how he had saved them all.
The Doctor just looked around with a look of peace in his eyes to see what the Master had done even with the drums in his head was nice for him it let him know that at times the Master he knew as a child playing in the red field on the Masters estate was still in there buried under those drums the Doctor knew that it plagued the Master what he had done with the drums in his head but things like this seemed to be helping. The Doctor could admit it himself now what the High Council of Time Lords had done to the Master was horrendous and should never have been allowed to happen. What worried the Doctor the most though was why they had done it, there was a reason as Harry had stated if they had done it after the Doctor took The Moment then they had obviously come up with a way to get out of the Time lock, but if they did, so would everything else and there was also their final sanction that they intended to initiate. The Doctor grew closer to Harry as well during the time visiting the different settlements going over what they would have to do over his identity now they knew how to do it all and just talking at night with each other becoming a much closer family of three.
The Doctor thought that maybe Harry was right in what he had said when they were alone before coming to Procule, maybe he should let the Master see the Time War from his point of view so that if the Time Lords ever did break the Time lock, then all three of them would be ready for whatever the High Council intended to try and do to so that they could put a stop to it. The Doctor had caught Harry in the library reading the history of the Last Great Time War while they stayed in the main settlement, the Doctor was first shocked that Harry would do this but then after the Doctor communicated with the TARDIS before having a real go at Harry he was informed by her that he wouldn't show him the Time War neither would the Master, so Harry had decided to read about it instead. Harry now knew about all the horrors that were unleashed during the Time War but only in an abstract way not in a seeing them at their worst sort of way. Harry it had to be said inherited both the Masters smarts as well as his mums from what the Doctor had been told about her from the Master unfortunately Harry didn't know that much about her only that he had the same colour eyes as her and that she was good at charms he only had two memories of her, one as she was killed begging for his life and then the one when he went to die so that the horcrux would be killed along with him where it was concealed in his lightning bolt scar which was only a faint line now. Harry was a fast learner and loved reading, he could think so fast and come up with ways easily once he sorted out how to do it. However, Harry didn't like the swimming pool being in the library and had said so on too many occasions to the Doctor, but it was the Doctors TARDIS and he liked it there it added character, or so he told himself. The last eight years and ten months just over had been good for all three of them, the Doctor got to see the Master once more as himself only as an adult and more assured, yet still vulnerable at times wondering if he really had helped when the drums quieted a little or if he had just dominated in another way. The Master got to know his son something he had always wanted but never thought he would get with the drums in his head and had invited the Doctor to help him bring him up so both of them became Harry parents and the Doctor wasn't left out as a third wheel and Harry got to know not only his biological dad and in a much deeper way than he knew his mum but also got to know the Doctor as not only another Time Lord adult, but also someone who had come to mean a great deal to him and was now acting as a second dad who allowed him to call Pere something he had always wated out of life two parents that just loved him for him and the bond radiated that all the time off them. The Doctor thought that maybe after this trip they should go back to Earth for a bit to sort out Harry's identity and to decompress and let everyone relax. So, the Master and he could talk on their own.
Today was the day the representatives of the shadow proclamation arrived, the tunnels to the outside were opened from the main centre and they waited for them to come through the airlocks to get out of the destroyed atmosphere on the planet. All the five councils were there to welcome them with the three Time Lords in the middle. The Doctor had spoken to the Shadow Proclamation allowing himself to be indebted to them rather than the Master who really didn't want to and Harry was too young to ask for help off them and be taken seriously.
It took yet another month for final decisions to be made and then it was put to a vote by everyone on Procule as to what course of action they would follow. In the end they would reclaim the whole of the surface and make it habitable again, but not live on it full time only re-seed animal and plant life on there, and Shepperd its growth. They knew now that they could begin to expand again, now they weren't restricted to space, they could live outside of the settlements if they wanted, although it was agreed another new settlement would be built to allow for the growth of population and somewhere else safe to retreat to if needed as well as a few shipyards so that they could build new space ships to protect their planet but it was decided that they would not go looking for life out in the galaxy and if they eventually did they would not make any snap decisions to help out a planet form a disaster that had befallen them, they had to let nature take its course and let other planets learn by their own mistakes they made. After that the Doctor, the Master and Harry stayed around for another month helping the people of Procule get started they had now spent a year there and Harry Looked between eight and a quarter years old and eight and a half years old physically, the Doctor decided it was time to leave, they had done enough and with an offer of shelter and care if or when they came back the last was said with hope to the Master, they loaded back into the TARDIS and the Doctor sent them off into the Time Vortex.
"So, after we get changed where are we off to next?" Harry asked with excitement in his voice.
"Actually, I thought we could return to Earth and sort out the information and Torchwood and then stay for a week at yours and Sirius' and just decompress a bit." The Doctor spoke looking between the other two.
Harry looked at his dad while he looked at him no choice was made in the timeline, Harry realised they were both waiting on him to make the decision as he had said he wanted to stay away until he was back to the age he was before he became a Magical Time Lord tot but that would take another eighteen years not including staying in the Time vortex. Even SATURN agreed they should go back to Earth and that he should see Sirius.
"Okay but you have to keep Sirius off my back he doesn't know I've been away for so long and I don't want him finding out he will worry I'll disappear on him for good as my godfather he will have to be able to know I still care a lot about him as much as he cares about me it was me that kept him going when he was in prison and even though I was mentally an adult when we met back up after he came through the gate he has looked after me while I lived with him for those four years. We will get the Magical vow off him as agreed and we've sorted the others that work for Torchwood out they are going to forget I'm anything other than I am the son of both of you loomed by you both and I am a Magical Time Lord not an ordinary Time Lord like you two are we will tell them that it occasionally happened over the millennia that a Time Lord tot was born with a core if anyone asks and we are removing them ever meeting the Master for dads protection as well." Harry explained to the Doctor and the Master. The Master and the Doctor agreed, so the matter was dropped and off they went back to Earth.
