The only problem is that instead of exiling the 'Demon Duo' they sent them to the Underworld to create their Empire.

Spark681: Medusa has tried and failed to kill Naruto dozens of times. Everyone in the 1000 territories wants to have what Naruto has, but few people have the raw power or ability to kill him.

Rias and Medusa aren't the only ones who try Naruto. He honestly finds it amusing since only a handful of people in the 1000 Territories can even pose a risk to him.

Chapter 4: No war without surrender.
Location: Wave Country
Place: Daiymo Manor
Time: Early afternoon
The Manor that Gato claimed as the headquarters for his operations and the place he used to control the entirety of the Land of Waves was beautiful. Constructed in the Center of Wave Country it would take a Shinobi Strike force of some power to get through to the Shipping Tycoon and his manner. For one thing the 'Shinobi Village' wasn't actually a village. It was a series of Outposts scattered around the Land of Waves. He had said that it was better to protect the people. In truth, it was to better protect himself and his vast investments. Including his bride.
Gato Nami formerly Tsunami sat in her makeup desk as the maids of the Manor worked on her hair and makeup. Tsunami at just 29, was quite a beautiful young woman despite not being anywhere near as athletic as a Kunoichi she was still in great shape. Dark brown eyes and long dark, blue-colored hair. She was dressed in an expensive Kimono made of cool-to-the-touch silk. They complimented her on having such a powerful and devoted husband like Gato-sama.
"Lucky yeah right," thought Tsunami.
The door opened and someone walked into the room. She was a beautiful and exotic woman. She stood at 6' tall slender with fair skin and a chest that could rival the Legendary Medical Kunoichi Tsunade's own and despite having four children that were each keep in a different outpost she still had the body of a warrior, long auburn hair that reached her ankles, sea-green eyes, wearing a long-sleeved, dark blue dress that falls just below the knees. It seems to be closed at the front with a zipper and is kept open on the front-right side from the waist down. The dress only covers up to the upper part of her arms and the underside of her breasts. Underneath, she wears a mesh armor that covers slightly more of her upper body than her dress, around her waist, she wears a belt with a pouch attached to the back on the left along with high-heeled sandals, shin-guards reaching up over her knees, dark blue nail polish on her fingers and toes, and is usually shown with purple lipstick. This woman was Terumi Mei. The Wave Shinobi Commander. A title Gato came up with since he felt that Wave didn't need an 'independent Shinobi Village that was allowed to do as they pleased. If anything, Mei was Gato's attack dog, and she was damn good at it.
The hand maidens stopped what they were doing and bowed to the woman who smiled at them.
"Namikage-sama," said the two women.
"Nami-sama," said Mei bowing to the woman.
"Terumi-sama. Maid, please leave us alone for a moment. I would like to talk to Terumi-sama alone," said Tsunami.
The two maids bowed and left the room. Tsunami turned to look at Mei.
"I thought that you'd be to busy to attend this meeting. It's been several months since you have come to the manner," said Tsunami.
"Gato-sama made it clear that all his Military advisors and ministers are to attend this meeting. Honestly, if I had a choice, I'd be planning my next move against the Mizukage, considering I still have several shadow teams over in Mizu," said Mei with a shrug of her shoulders.
A mere day ago Gato had received a letter telling him that in 24 hours an Emissary from 'The King of Kings would arrive to hash out terms. Gato didn't have quickly sent dispatchers to all outposts and towns to request all his highest-ranking people to be in attendance. He wanted absolute assurance that he would have the upper hand. Mei was his secret weapon in the meeting. It also helped that several of her Shinobi would be in hiding all around the area. While the meetings were going on several Platoons would make their way to the edge of the compound and surround It.
"Considering that you only gave birth a month ago and are here I'm a bit shocked you'd be here," said Tsunami.
"The birth of a child doesn't take away from my responsibility to Gato-sama. If I fail him he'd replace me with my useless second. And regardless of the fact that I have to live in a gilded cage, I'm still free to rebuild my clan, as are several other bloodline clans that Yugura nearly brought to ruin," said Mei crossing her arms over her breasts.
"And what about the responsibilities to your children?" asked Tsunami.
Mei shrugged her shoulder. "I was never meant to be a mother. I have no maternal instincts at all. Fighting and killing is all i know," said Mei.
"That is a cruel way to live life," said Tusnami.
"The Purges made me not want to sire any children. Gato changed that when he gave the Revolution army sanctuary. As long as my Bloodline lives on I am happy to lay down my life for my country. Not one of them knows about the other or shares a father and I made it expressly clear that they are not to seek each other out until the youngest is at least 10. Each also has a book and scroll on how to train the bloodline," said Mei.
"What a horrible way to parent," said Tsunami.
"Not really. Some clans kill children if they are missing something. Under Gato's command, he has no less than 13 Bloodlines that are rebuilding. Enough that within a generation or two he could make a play for Water Country with just them alone. I sold my soul to the devil so my clan can leave. If that makes me evil, then I'll die as a Monster. I refuse to be the last Terumi,"
"By then one of his bastard spawn will be running the show," hissed Tsunami.
The Wave Shinobi Commander raised an eyebrow at this. "You mean one of your children don't you hypocrite?"
Tsunami shuck her head. "They are not my children. They share my blood, but they belong to Gato and his influence. Inari-kun was my child and Gato... Gato...,"
Mei looked at the woman and put a hand on her shoulder, before hugging her from behind. "Let his spirit help you create a greater country. I know what it's like to lose a child, but you must steel yourself for what is to come," said Mei lightly kissing Tsunami on the lips, before leaving her to her thoughts.
Tsunami quickly closed her eyes and fought back tears. Crying would not erase the past or ease the pain. Nor would it help her people now. The only thing it would do is make her look weaker to Gato then he already thought she was.

Place: Keep, Naruto's office
Time: early afternoon
If it was one thing the Lord of 1000 territories hated was the paperwork involved in running so many territories. Complaints about rouge elements that needed to be put down, Requests for everything from the impregnation of Princesses, Queens, and Succubi, and permissions to destroy pest races that were all over the territory. Honestly, it was a freaking headache. Sometimes he missed the good ol days of just running around and fighting to his heart's content.
Naruto's office was in a part of the castle that was easy to access, but if you didn't know where it was pretty annoying to find. His large wooden desk held several papers, a few bookshelves with many rare books and tomes A death tree table with seven life chairs around it. Etched into the table were ruins that created a three-dimensional map of all his territories. In truth, this was more for the benefit of his close allies in his territories. Although considering those allies were few and far between, he always kept a close eye on his close allies.
A portal opened out and stepped one of the few women Naruto considered a true friend and a lover. a dark and mysterious Beauty she is very slender, with pale, grayish-white skin; violet eyes; and somewhat thick eyebrows. She has straight, angled, violet hair and a prominent widow's peak. She also has a red gemstone outlined in black located in the center of her forehead, violet eyes, wearing a purple-black long-sleeve leotard, thigh-high boots a hooded navy-blue cloak, with a round, crimson jewel (similar to a brooch), which helps keep the cloak shut a thin, gold belt with decorated with several of the same type of jewel.
Naruto looked at the woman. "Rachael. This is a surprise," said Naruto.
'Rachael' gave Naruto a glare. "You know I hate when people call me that. It's Raven,"
Raven had quite a history and past. Once a young Hero on one of the Earth's connected to the Demon Realm, she left the Earth and reestablished her home of Azarath. A haven for young empaths and psychics. Raven had gone on to protect and nurture Azarath for over a decade before her father tried to invade and destroy Azarath for a second time. The only problem was that Naruto had been in the area. Naruto and Trigon fought. And it became apparent that Trigon was Leagues above Naruto in raw demonic power, but with sheer fighting skills, Naruto had Trigon beat. Despite Naruto holding his Own Trigon looked like he was going to win until Raven joined the fight. At which point they turned the tide and drove Trigon back to his own Dimension. Of course, as a Demon Trigon wasn't going to let that slide, and Naruto alongside Raven put a barrier around his Dimension, sealing off from the rest of the Demon Realm. During the party that Raven throw in his honor, they both got drunk and ended up inside her personal chambers. Even though that was the only and only time they had shared a bed together. It had been 32 years ago now if Naruto was remembering correctly.
Naruto chuckled as she walked over and sat at one of the chairs and crossed her legs. Despite not even trying Raven was quite a sexy woman. Maybe it was an unconsciousness thing.
"So why have you come, Raven? You rarely ever come here unless I call,"
"And when you call it's just so we can have sex or for the gatherings," said Raven with a raised eyebrow.
"The sex helps you more than pleasures me. You need the regulation of your emotional state. Even if you repress your urges and emotions you still need release from time to time. I'm still shocked you haven't gotten pregnant yet," said Naruto.
Raven narrowed her eyes as they turned black. Raven knew this to be true but she had never been one to talk or even act on those emotions. in fact up until they had sealed Trigon Raven had never even pleasured herself. Naruto raised his hands to placate the woman. Raven pulled her powers back and sighed.
"I'm going to be off the grid for a while. Prince Stolas asked me to join him in the Cosmic Expanse to look at some irregulars that have come up in his studies. I need you to watch Azarath for me," said Raven.
Naruto frowned upon hearing this Stolas was a person Naruto considered a friend and advisor when it came time for the 1000 territories conference, but for Stolas to keep something from Naruto meant that it was serious, however, if Raven felt the need to tell him then it wasn't as bad as he thought. If Raven kept it from him THEN he would get worried. But he trusted Sotlas since he was the White owl in his family.
"Do I need to be worried that two of my vessels didn't tell me something is happening?" asked Naruto.
Raven shuck her head. "I owe you a debt that can never be repaid. In some ways I love you, but I'm not in love with you.
"I can say the same thing. But your here on business. So what's this thing with Stolas?" asked Naruto.
"Stolas knows Cosmic signs and can read them better than anyone in the Territories. With my visions and his reading of signs, we've managed to keep the 1000 territories safe from threat since you stopped expanding. As much as I wish to keep the 1000 territories safe Azarath comes first,"
"I understand. Please be safe. Despite how it may seem I do care for you, Raven.
Raven nodded and stood up. She seemed to hesitate for a second before opening a portal and vanished.
Naruto leaned back in his chair. Before he could think of anything else an explosion rocked the training yard. He looked in that direction and signed. He prayed that it wasn't who he thought it was. He didn't have time for that battle maniac right now.

Gato sat in his meeting room with Terumi Mei on his left, his 'wife' Nami on his right, and all his ministers and generals here. The two kids that he called his were probably off somewhere harassing the slaves. Cute little fuckers they were, normally he'd try to teach them the finer points of the business, but right now he needed to get a handle on the situation.
Be it through cash or blood. It was how he lived his life. Growing up in the war-torn slums of Ame. He fought with other kids, adults, and other things like that just for mouthfuls of water and a fistful of crumbs. Before he was even 10, he killed his first man for screwing him on a deal. It was a Crime boss from Tea Country that picked him up from the streets and taught him that being tough wasn't everything. You had to be smart too. So here he was 30 years later as the Boss of bosses and king of the underworld. Even the Hidden Villages knew better than to piss him off with his information he could set off a war with any country.
The door to the Throne room opened and in walked Gato's protege. Smart kid and if he was smart, he'd take Gato out soon and take over his entire operation. That's what he did to his old boss. But that was for another time right now Gato was eyeing the brown-haired broad that had entered his throne room with six-robed figures and another little thing by her side.
The girl was a beauty if Gato did say so himself, she wasn't too tall, maybe 5'3" shorter than his 5'7" long black hair that reaches down to her knees, but it was her eyes that got him. Ruby red and ice cold a true killer a dark sleeveless top with a white collar and a red tie; a red belt that has a red side skirt cover over a black, pleated skirt. long black socks and black shoes. red gauntlets and black gloves and a long dark coat.
"Boss Gato. Allow me to introduce Lady Yakumo of the New Land Expanse. The Right hand of the Lord of the lands.
"Uzurama," said Yakumo. "The land that my master controls is Uzurama,"
"Our apologies. Uzurama, but where did it come from?" asked Tsunami.
"It was always there. Someone just needed to bring it to the surface," said Yakumo.
Gato leaned to the side. "But it's within the territory of Wave's waters. That would make it part of Wave Country as a whole. So this 'Lord' or 'master' of yours is a fraud," said Gato.
Yakumo tensed slightly as the shades all prepared to attack Gato for his offense of their lord and protector. Surprisingly it was Akame who stepped forward. Yakumo looked at her bodyguard.
"Mr. Gato... In the 1000 territories, our master commands each territory has it own rules however there are three rules that are absolute across the territories. One Children are not to be harmed. Two Territories pay tribute to our master. Three All people under the 1000 territories banner and protection are responsible for their own actions and words. Those laws are absolute,"
"Well I'm not part of this '1000 territories' so I don't give a damn," sneered Gato.
The room grew tense as several of Gato's men put their hands on their blades or spears preparing to attack and detain the women and kill their guard. Mei began to build up chakra in her throat.
"Your wrong," said Yakumo stepping in. "We came here to give you a chance to negotiate and become part of the 1000 territories as a nation, however, that is no longer an option. After insulting our master the only outcome is death and I am your executioner,"

They just have an understanding of each for the wait but I had to do a lot of stuff and figure out if I wanted to pull the trigger on an early Konoha invasion and skip a lot of information. So any bets on who the Battle Maniac is?
