The bright sun is what woke Elsa, the window making it glimmer onto her eyes. Slowly opening them, she was greeted to a beautiful sight, her sleeping sister cuddled next to her. She raised the covers to stand and was reminded of their magical night, and she started to get teary eyed. Anna, faintly awake by Elsa's movements, sat up and held her sisters head out of concern. "Elsa what's the matter?" Elsa shook her head "Nothing's wrong...It's just I can't believe we're this is happening...I'm just so happy!" Anna sighed, sharing in her joy she started to chuckle, and she gave Elsa a passionate kiss. "Me too...my love." Anna blushed, never having really said that before.
Elsa returned it, but backed off at the disappointment of Anna. "I am still a Queen you know, I have to get ready. Besides, I believe I've already been topped off..." She blushed, rubbing her belly on Anna's seed inside her. Anna blushed too and giggled, she nodded and let Elsa stand. Due to the lack of any real responsibilities she had, Anna laid back down, she could always visit the town later.
Elsa however began the arduous process of looking like royalty, and not like waking up after a passionate night of incestuous inbreeding. Taking a quick bath, she exited it and put on her corset and dress. After a few touches of blush, she exited her chambers taking one last glance at her sister and lover, thinking on her plans to marry her.
Looking forwards now, she began her way to the throne room, preparing herself for the tedious reminders of miniscule tasks far below her station and how she "must marry". She thought of how she can make her marriage with her sister happen, and after some consideration, she decided on making an official change of the law.
Sitting down she listened to all updates from her advisors. Agreeing to revised trade deals from diplomats, she made extra sure to decline all marriage proposals as well. After all appointments had been fulfilled she told all foreign dignitaries to remove themselves. For a few very nervous moments, filled with thoughts to not go through with it, she opened her eyes and spoke.
"I am sure you are all confused and concerned about my lack of consideration for marriage proposals, and some rumors have spun that I have perhaps taken a lover. Indeed I have. On this day, I decree that Incestual marriage between blood related persons, distant or closely related be hereby legal. And henceforth, I betroth myself to my sister, Anna, and she to me." Elsa was trying to stay calm, but her heart simply wouldn't stop beating like she sprinted from a starved wolf. She breathed deep, and waited to hear what her advisors had to say.
With the shock dissipating, Horthe was the first to speak. He took time to understand her words, and by the end of them, he knew he took an oath of absolute loyalty and promised to support his Queen in all possible ways. "Empress...While I don't personally support your choice, I understand that it is my duty to act on your wishes. I will contact all regional governors and vassals immediately. I will formulate the law now, and have it ready by tomorrow..." He said quietly and with haste. Then the newly formed position and appointed Populace Advisor spoke up. At the behest of Anna, an idea to take into account the people's desires could help Elsa's reign.
"My Queen, while the people certainly weren't advocating for this, I think you'll be able to survive this as long as you don't do any other changes to the social order. I have found that sovereigns are only able to do that once, before any desire for change in leadership. I would also suggest, gold rewards for the first...hundred or so couples which come out as incestuous relationships and who now plan to marry. This would certainly encourage wider social practice, acceptance as a common occurrence, and immediate approval."
She bowed her head as she said her piece, hopeful to calm the clearly concerned queen. "A great idea, Mortilla. Gold will be set aside for your public campaigns. My sister was right in your position." Mortilla smiled with gratitude, and exited the advisors room.
Finally it was the Military advisor, Johannes. He was a muscular burly man, from the cold reaches of the north, and knew how to lead an army and lead it well. He was a unique case among the court however. His mother had passed long ago, but when he was young he made love to her many a times. Even now, he had a secret affair with his daughter. In fact, even after her marrying, each child she bore would turn out to be his. Unbeknownst to the husband of course. So when his Queen decreed a law of legality for it, he smiled a little, happy to know a couple out there can be truly open, as his time with his mother was also fraught with anxiety and fearfulness of being found out. Now however, even he was considering enacting divorce and finally wedding his dear child.
"Queen, I don't know much of diplomacy, or much else than from the Military area, but other kingdoms most likely won't take this well, and I'm sure our long time rival of Astore would like a reason to march onto our lands. I would like to commission an increased budget to defenses, and begin constructing walls, marches, and set aside a war time fund." He spoke deeply and with much worry, he knew they hadn't much time until Kingdoms decide perhaps they would like to look bigger on a map.
Elsa was panged with worry by this, but expected it. "Yes, your requests will be fulfilled. Gold will be set aside for you and I allow all construction of defenses. Thank you, Johannes." Elsa nodded to him, and he too bowed. "Oh and my Queen...I have a request to be made about the imminent law."Elsa raised a brow, but spoke. "Yes?" Johannes only considered this for a few moments, but he knew what he wanted.
"I have been in an affair with my daughter for over 10 years. All of her 5 children are mine. With this new law, I wish to be married with her immediately. I...would ask you divorce her and the husband, officialize the children as my kin, and exempt me from infidelity charges, please." Elsa was quite shocked, but felt glad at least one man inside her court supported her values. She was worried that the daughter would find issue with this, but she then realized that she had let her father impregnate her several times, so she supposed it would be quite welcome.
"Johannes, thank you for entrusting me even before this law has passed. Immediately following the enactment of the law, your daughters marriage shall be made void, the children shall officially be yours and his family will be ordered to let all claims to gold or item dissolve. I am glad to know I have your loyalty, Johannes." He smiled and looked at her with gratitude. He exited, getting ready to ride to all points of entry between our borders, and to inform his daughter with the joyous news.
With his knowledge of the border, there were a few mountains allowing their own defense, but he knew with less entry points a strong army could take advantage of that and use all their strength to break down the gate. He commissioned to build a huge gate, and several towers for archers and fire bombs. Than began to use all mud to make a huge marsh, extremely difficult to travel on, even on foot.
Elsa was beyond happy. She was terrified of her advisors turning on her, she had expected such compliance. Horth seemed less welcoming with the news as the others, but she knew he valued the nation too much to actually betray it. Traveling back to her bedroom, she prepared to tell the life changing news to her future bride and Sister.
