Ruler.

Real Name: Medusa.

Also Known As: Gorgon, Ana, Meduseless.

Alignment: Summer Neutral.

Attribute: Earth.

Likes: "Greeting visitors such as yourself, naturally. What if we take a picture together? It'll be only two silver pieces."

Dislikes: "Sorry, we cannot share that kind of negative information with visitors."

Biography:

Stheno and Euryale, fed up with being ignored by the other heroic spirits, have decided to open their own summer resort in the Shapeless Island! However, tending to such a place personally is something they feel as beneath them. There is only one person they can turn to.

"What if we turn her into a Ruler then?"

"A Ruler? That makes it sound like she's in a position of power over the place."

"A Ruler can't have wishes for the Grail. That also means she can't have wishes over the site either, I think? Her role is more like that of our administrator."

"Hmmmmmm."

And so, Medusa has been charged with a full time job she doesn't want, meeting people she doesn't want to see for the most part, and being badly paid on top of that. But she finally got her summer form!

Summoned as a Summer Servant, Medusa goes through three stages. When she first appears she is the same height and age as Ana (Lancer Medusa) and wears a sensible black onepiece. She ascends into an adult Medusa, looking much like her Rider self in a fetching but modest black bikini. Next she ascends into an older and much bustier form resembling Avenger Medusa or Gorgon in looks and attitude, wearing a very tiny thong bikini.

Class Skills:

Magic Resistance: C

A skill that grants protection against magical effects. Differing from the Resistance effect that merely rejects Magical Energy, this ability cancels the spells altogether.

It looks like Stheno and Euryale didn't bother to boost this skill that much while tinkering with Medusa's core. They probably didn't want for their sister to have much of an advantage over them, should she question their control and would they be forced to resort to magical means against her.

True Name Discernment: A

The standard class skill of information such as one's identity, Skills and Parameters are automatically revealed to the owner of this Skill when directly encountering a Servant.

As the supervisor of a site visited by hundreds of unruly Servants, this Skill is a must. Ruler can identify troublemakers and trustworthy people alike from a casual glance, and act accordingly to the best interests of her sisters and the park. She also has knowledge of their weaknesses and powers.

Personal Skills:

Fate: Extreme Beach Volleyball: B

Ruler is a peerless beach volleyball player, owing to her height and great physical condition. She enjoys playing the sport with Arcueid and Artoria. She is also a good swimmer who finds great solace in the water, and while not a Rider anymore, she remains apt of great prowesses with the motor ski.

Summer Catastrophe: A

Even without stripping, she's amazing but―upon stripping, she becomes even more amazing. Seemingly similar to the Beach Crisis Skill as it attracts all kinds of attention from people at the beach. Unlike the Beach Flower Skill, it also attracts the attention of those that deviate from the territory of affectionate yearning.

This skill can make Stheno, Euryale, Saber Artoria, Lina Inverse, Louise la Valliere and Kiyohime very jealous. So Ruler is extremely careful around them.

Park Builder: B

A capacity to design and build a full theme park from scratch, with limited resources, little willing manpower, and a short schedule, on a distant unwelcoming island. Ruler also acts as the place's accountant, administrator, PR spokeswoman, guide, chief greeter and security staff.

All of this has taken a stress toll on Ruler, so she may act harsh and eager to jump to conclusions and attack, especially during her third ascension. Please don't make her mad and stay within the tour's limits at any and all times.

Lacking her usual weapons like her chain and hook, which were deemed a no-no by the Shapeless Island owners lest she'd scare customers, Ruler fights using her fists and feet. She has become a master of unhanded brawling while lacking a technique of her own. In other words, she is a bouncer, as well.

Noble Phantasms:

Immortal Riot Queller Scythe, Harpe: C

The low key, literal theme park version of Harpe. A lesser weapon designed by Zeus and crafted by Hephaestus for the purpose of beating down insurrections in Olympus without killing the gods. Strangely, it works just as well with mere mortals.

ts true strength is its trait of Refraction of Invulnerability, which is a divine ability that nullifies the "unbeatable attribute" of immortals and inflicts wounds that cannot be restored by any methods other than healing in accordance to the natural laws.

In the practice, while still shaped like a scythe, it's a glorified but rather useful pummeling stick to subjugate miscreants.

Pegasus Merry-Go-Round: Bastardization of a Myth: B

The summon and control of a mechanical, golden mimickry of Pegasus, a legendary figure, the winged stallion. Unlike Bellerophon, the actual Pegasus is not called forth, but a theme park version, a metallic animal that regardless works as an armored war vehicle. It is capable of high velocity flight, but it moves the best in circles, narrow or wide.

The Noble Phantasm produces a quite embarrassing musical theme as it's used, making Ruler wary of deploying it casually. Unlike Bellerophon, it also can be mounted by others even if Ruler is not riding it. If you aren't Ruler and it is facing you, it will attack you unless Ruler holds it back, but it won't shake off anyone who manages to land onto its back.

Vacation Panic: Shining Ocean of Blood: A

Anti-Army. Useful against a top of 200 enemies.

A reinvention of the Temple of Blood that surrounded the Shapeless Isle which was the home of Medusa and her sisters, turning Ruler's surroundings into a palace of darkness, dyed crimson from blood, where the sun doesn't shine. This is, naturally, bad for the business, but it's an extreme way of dealing with troublemakers.

All organic life within the designated territory is liquefied and anything above that is instantly petrified with a zero percent chance of ever returning back to normal. It instantly robs the lives of humans, and even first class Servants are given severe damage.

Due to its high mana consumption this Noble Phantasm can only be used in Ruler's third and strongest phase, that of the Gorgon.

Summon: "Greetings, Master. I'm Servant Ruler. Please take this flier detailing all the wonders of our Shapeless Island vacation resort."

Beginning of Battle: "Show us your ticket."

"This is much better than the Amagi Brilliant Park!"

"Your dress code doesn't suit our standards. Halt!"

Victory: "We have an excellent library in the resort. Please make sure to visit it."

"Come back when you have a working ticket."
