Interlude Calvert

Tomas Calvert's eyebrows climbed as he read the headline. "Massachusetts Governor signs evacuation order for Brockton Bay."
If the PRT, Protectorate pulled out of Brockton Bay it would be prime territory from which to base future operations in the northeast. Hell, he could even expand his current base there into a proper fortress with none the wiser. Maybe even put in a call to Oasis, see if they would be willing to spare a crew to expedite things. He turned to the computer and pulled up the live feed from his favorite pet.
"Pet, How likely is it that Oasis will let past interactions hamper future business dealings with Coil?"
The girl on the monitor whimpered. "F-four point one two two percent."
A low number to be sure. Though, some animosity was to be expected after the travelers botched their "recruitment" mission to pick up Dr. Good Berry.
"How likely is it that Oasis will accept a job from Coil?"
The girl curled into a tighter ball. "Eighty point zero one zero percent."
"Chances Oasis will betray Coil?"
The girl let out a pitched keening sound as she clutched her head.
"Pettttt." He warned.
"T-t-ten point zero zero one percent." She sobbed.
Damn. Ten percent was not an insignificant risk. Not when it came to something like this. Perhaps a show of force?
"Last question, pet. What are the chances she will betray Coil if the Travelers and Undersiders are present?"
The girl's sobbing words could only barely be picked up by the microphones. "Zero point nine nine nine percent."
Acceptable.
The pieces were already in the city, the funds available, all it would take was a phone call.
The ease of the situation bothered him.
If he could so easily claim a city for himself, then so could others. Perhaps not as cleanly, nor as completely, but others would try.
So, the quandary changed. Move now and strike early, or wait and build on the ashes of what certainly would become a turf war.
Not for the first time he wished his powers affected a greater duration. No matter, in the end it was effective enough. He would pick whichever choice created the most options, The better to exercise his power. The better to cement his success.
He grabbed the phone. It was time to move the pieces in place. There was a city to claim.
