Amanda Waller was usually not a nice person. You could even say she is a cold, even cruel, sadistic person. She preferred it that way. Needed it to be that way. It spreads fear. Fear was good when your job was keeping your country safe. To keep the world safe from superpowered egomaniacs and rampant metahumans. To keep it safe from some rando madman dictator or some government department that got too big and hot-headed for its good from accidentally summoning the apocalypse. To keep it safe from homicidal gods and aliens wanting to destroy the planet every god-dame weekend. To keep it safe from those… 'Heros'.

The Justice League, Teen Titans, Young Justice, and even some of her own personal black ops team the Suicide Squad. People were blind to the threat they posed if one day they decided that the current justice wasn't enough and took matters into their own hands to rule the world. There wouldn't be anyone to stop them on the entire planet, even if every government in the world worked together. The higher-ups are too afraid to take a threat seriously. Only a small handful of the bigwigs understood the threat beings like Superman and Batman posed to them.

So then the Armed Revolutionaries Governing Under Secrecy was formed, A.R.G.U.S. Its sole purpose is to keep the Lex Luthors of the world in check and beings as fast as the Flash from running over anything they want. To keep the men and women in the sky grounded in reality from their ivory towers. Cadmus was just their department used to make any weapon they needed at any time, regardless of what was needed to achieve it.

So to say that Pokolistani and Bialyan were overthrown in a single day, no… an hour if she is hearing the report right. The two countries were infamous for their blood feuds with each other over the smallest of transgressions, legitimate or otherwise, more so over that whole fiasco Manchester Black created with his 'Elite' team trying to goad Superman into going into their level of brutality. Waller still felt the fear she had when she saw the anger and brutality the Man of Steel showed the world that day. Only her worst nightmares rivaled that kind of fear. And it seemed to be crawling back.

"Are you sure what you're telling me is true," Waller said to the agent in front of her.

"Yes, ma'am. A sudden surge in energy readings in the areas similar to the one generated by Doctor Fate and Black Adam appeared in a highly condensed area in the center of the border between Pokolistani and Bialyan spreading out in the entire region of both countries. Our surveillance and spy network sent back the following information before they were compromised." The Soldier said.

"Put it on screen. Now." Waller needed to know what superpowered crazy appeared this time. She expected some kind of wizard foe of or some wackjob to be dipping their toes on power this time. She got her answer in the form of one screen of a Bialyan soldier's point of view from their head camera. I was a towering undead knight with a shield as big as a man shrugging off regular arms fire and explosives cutting soldiers into pieces, and body parts being flung all over. Some kind of energy weapon fired from a tank nearby and completely obliterated the knight's shield. It charged the tank only to disintegrate with a second shot. But in grotesque horror, the fallen soldiers started to move toward their former teammates.

'Zombies, It's always Zombies.' Waller thought to Herself.

"What in tarnation is that? Did the Enchantress break confinement?" A new voice joined in the conversation General Wade Eiling. A more hot-tempered man who was willing to strike first and ask questions later if at all.

"No general we confirmed with security and she is still in her holding cell." The soldier said.

"Regardless, the walking husk of a corpse was killed but there's more. Look." Waller points out the screen. The same tank was being overrun by several undead zombies and the hulking skeleton knight was being torn apart. Its occupants have the unfortunate and painful demise of being torn to shreds by their former comrades in arms.

It was a gruesome sight to see certainly. Not the worst Waller or Eiling had seen but given the soldier's pale complexion, it was something he was going to remember for a very long time. The destruction wasn't shocking this video confirmed that continuous heavy weapons above regular firearms can work something Cadmus has more of in spades

The concerning part was the efficiency at which the undead moved and the absolute quantity of them. A bird's eye view of another feed shows a street filled to the brim with various turned zombies, skeletons wearing armor and using medieval weaponry killing any resistance. The one leading the charge was a flying knight in blood-red armor wielding some kind of unusual spear and shouting out orders before killing an entire convoy by sending pressurized blood to cut them apart like paper.

"A vampire in daylight? Interesting." A voice coming from a scientific genius and former comrade of Superman. Dr. Emile Hamilton.

"Explain. Now." Waller demanded.

"You all know vampires are weak to sunlight no matter the level of power they are. Only vampires with intense magic or half-vampires can do so. Both of which are rare enough to count only in the double digits. The fact that there's an army of undead skeletons and not vampires means it's not the one in charge of the invasion despite the power we just saw." Hamilton said, cleaning his glasses.

"So we got an army of undead big whoop. Just let that fate fella handle this so we can be over with." General Eiling said in annoyance from being woken up at 1 in the morning for a justice league issue. In some unimportant country no less.

"If you use your eyes instead of your frustrations you can see there is more than just the undead to handle here," Hamilton said playing the next clip. It showed the Pokolistan bio weapon scorpion they had been working on, apparently bigger than the last one they had built. It was being attacked by several women dressed in some kind of monk robes freezing it with multiple ice barrages. But what came as a surprise was it was cut vertically in half by a giant walking Insect creature. It healed a katana, halberd, and other weapons fit for its size in each of its 4 arms. It seemed to be challenging anyone that came close to it. Unlike the undead before it was surgical, skilled, and quick when it came to slaughtering his enemies.

"Metahumans? Do any of them fit the database for any ice-based powers?" Waller asked.

"None. The same energy reading of magic is detected by these individuals. Especially the large beetle-like creature. It's like the temperature of winter on Everest went 3 times lower. This isn't even the last of the clips sent before the intelligence against went MIA" Hamilton said in interest gleaming from his eyes.

Waller saw several screens on the wall light up each showing a different scene of death. One showed a Paladin in Bright silver armor guiding a group of civilians to a camp of some kind. Waller thought it might have been a hero but noticed several legions of the dead forming a fenced path to the camp. The Paladin then turned his head to the camera and a blink of silver light later and what she was fairly certain was a close-up of the paladin's helmet blue eye covers and intricate outer design the video ended.

Literal demons killed everyone in the senate rooms of Pokolistan and Bialya with the camera of their inside mole of the Bialya falling showing the said mole crying out in pain crawling towards his gun with only one arm and 3 bloody stumps that was his former left arm and legs. A particular demon in a mask in a red suit and claws bigger than arms stood next to its presumed leader. A goat with half its face covered in a demonic corruption of a monocle mask, gloves with its digits replaced with claws, a top hat sat neatly between its horns, and robes of black leather with gold straps. The goat demon smiles before burning the mole alive, the mole screaming in pain as he burns to death. The red suit demon merely lifted its hand to the camera before one of its claws extended and destroyed it leaving the last bits of video nothing but static.

Another screen showed security footage of a fortress in Bialya that was holding its Nuclear silos being invaded by multiple slimes, beasts, and living embodiments of nature killing everything in their path only sparing those that surrendered. Soldiers' muffled screams were heard as they slowly digested to death down to the bone before their remains were spat out, a large wolf-like creature letting out a sonic howl that killed everyone in a hallway even non-combatants, walking trees and moving vines used various forces of nature such as shooting out thorns impaling several body parts to walls or vines crushing bones of people like a snake or simply tore them apart by their limbs.

One screen had aerial combat of BOTH Bialya and Pokolistan air jet fighters fighting something moving fast. Each jet in view blew up after some kind of bolt light hit it. Pilots lucky enough to eject were decapitated while still in the air. One head even left a splattered blood stain on the camera, the pilot giving a retching sound before glass being broken was heard and the screams of the pilot being thrown out were heard. The last image the camera got was a blood stain filter of some kind of birdman in golden armor.

Several screens were filled with monsters and fantasy creatures as if they came out of those fantasy novels Adebayo liked to read in high school. Images of other important figures popped up through several of them. But the most glaring was a short 30-second video, it showed some flying robed figure above the capital of Pololistan raising its arms. A zoom-in revealed a humanoid figure to be a polished white skeleton. A skull formed a face of hatred and malice, and the only audio picked up was "[FALLEN DOWN]"! A beam of blue light came out of the clouds and completely destroyed the city until the connection was lost.

"Well, director? What is our next course of action?" Eiling asked while looking at Waller.

"Get every head of every department we are in control of and tell them to go on High Alert. Get Captain Atom and assemble an emergency strike force and diplomatic envoys for the press. Double time!" Waller said, rising from her chair striking fear into the heart of the grunts of the room. Eiling left to do his part of the orders.

"I'll get Cadmus and see what's available," Hamilton said leaving the room.

Waller sat there in contemplation and with a sigh she bent under her desk and opened a secret drawer. In it was A Justice League communicator, specifically a hotline to Batman.
