All men are not created equal. This was the reality he learned about society at a young age. Quirks were what made or broke you in this world.
The first incident was in Qing Qing City. An extraordinary child was born who radiated light. After that, reports of people with superpowers popped up all across the globe, No one knew what was causing these quirks. Before long, the supernatural became totally normal. Dreams became the
reality.
The world became a superhuman society with about 80% of the population possessing some uncanny ability. The streets look like scenes from comic books, a city swirled with chaos and confusion, a new profession dominated our collective consciousness. It was the age of heroes.
With the rise of superpowers, came an explosive increase in criminal activity. While governments were stuck trying to figure out how to reform law with quirks in mind, courageous people started performing heroic acts to keep our cities safe. Protecting us against villains who abuse their power for evil. With overwhelming public support, heroes found an official place as peacekeepers, overseen by the government. Those who perform the best will be paid the most and get all the fame and glory. Their career is dependent on their ability to stay in the spotlight.
Izuku like so many others was part of this 80%. To the outside world he had an analytical quirk, which allowed him to see and predict others strengths and weaknesses, that was what the world saw him to be. Just someone with above average intelligence and a quirk that allowed him to help others.
Truth however was stranger than fiction. The analysis quirk was simply a cover for his true quirk. He called it Zero Hour. The quirk was the ability to stop time for a single hour a day, whether he wants to or not, he has to every day or the quirk will force it.
At first Zero Hour had been simply a way for him to catch up on homework or roam the city, then he found out that he wasn't alone in it, when he was 7 he was walking around his block when a dark creature had popped out of the shadows. They were the darklings and much to his annoyance they were attracted to anyone who came into the Zero Hour. After another year he found out more about Zero Hour. That it wasn't only the Darklings he had to be worried about. There were Slithers as well.
The Darklings and Slithers are ancient creatures that were once the dominant species on the planet. Darklings come in many shapes and forms, and have the power to change their physical form at will, whereas Sslithers are generally serpentine in nature. As humans began to grow in intelligence they hunted the Darklings and Slithers by exploiting their weakness to new concepts, such as mathematics and language (particularly the number "13" and words with 13 letters), light and heat, and new "technology".
All in all Zero Hour was an unfriendly place for the unprepared. Luckily for Izuku he had learned the rules of the Hour quickly. He kept a log of when he came out of it so he knew when he'd have to use his quirk again by. Getting stuck in the Hour at a bad time could mean the difference between a normal life and one controlled by others.
Izuku wanted to choose his own path. The path of a hero not defined by anyone else. Many thought that was impossible because of his supposed quirk. His once best friend was amongst them.
Katsuki Bakugo, Quirk-Explosion had been his childhood best friend just like their mothers before them. They swore they would be the Number One Duo in Japan. When their quirks came in that all changed and not for the better.
Something instinctive had told Izuku not to reveal his true quirk to Katsuki. So when it came time for Izuku to explain his "quirk" to his class they had barely withheld a sneer. They had thought very little of a mental quirk. It wasn't as if he could take others into Zero Hour with him. Without that proof no one would ever believe him about his quirk.
Many people turned against him. One he didn't expect had been his own mother, Inko Midoriya; she practically ignored him since his quirk came in. It was too different from her and Hisashis.
It wasn't just his quirk that his parents seemed to hate. It was the marks that marred his body. One was black cat with red eyes and a white cloth-like object around its neck that stretched from across the right side of his neck. Another was a blond wolf with light green eyes. They were his Soulparents so far unknown to him just as his soulmate was, the black jaguar with onyx eyes that sat proudly on his chest directly over his heart.
All three marks he was forced to keep covered up or risk his parents wrath. His father had picked up and moved to America by the time he was six. When he was seven his mother threw the first bottle of beer at him. She avoided feeding him and often came home drunk.
It was when he was twelve that things would change.

Rain had stopped the moment he activated it. Droplets of water hung in the air around him. Only when he touched them did they fall, soaking his skin. The blue haze that accompanied the Zero Hour was comforting in its familiarity.
Things had both changed and stayed the same now that he was in Middle School. People looked down upon him for having a weak quirk while praising Katsuki and those with strong quirks. The only difference was that there was a more hands-on hero week. Heroes who were looking for students would come to Middle Schools. Scouting for anyone they thought might have potential.
Realistically Izuku knew simply wanting to be a hero wasn't enough. He had to train and push himself to follow his dream, so he did, he trained pushing himself to and beyond his limits. Testing every aspect to his quirk and learning about the darklings. How to defeat and kill them was key at this point. Otherwise they would hunt him down.
Speaking of darklings, he hadn't seen one so far tonight. That was an oddity. Usually he would have killed at least four of them. Yet it was quiet. As if the darklings were waiting on something. The only question was what.
Izuku was running his usual route through the south side. Normally this side of town was dangerous. It was considered the Red Light District and was overrun by criminals. During the Zero Hour though it was the perfect place for parkour. So that's what he was doing.
Rolling as he hit the next rooftop he popped up unfazed. His breaths were coming in pants as he slowed his pace. It was nearing the end of his time and he should start heading back. Inside him something screamed at him to stick around. That there was something for him to see or do nearby.
Instincts born from fighting darklings had not led him wrong yet. So he moved towards the edge of the roof, only to pause in horror, two Darklings were below him in the streets. It seemed they had attached themselves to a man frozen in time with his hand raised. On the ground was a woman who had her arms raised in a defensive position. This had to be a mugging, or worse. There was no way he could just leave after seeing this. Especially with the darklings having attached themselves to the man. There was no telling what that would do to someone.
Using the iron pipe he took out the darklings. Caught off guard they were easily dispatched. Izuku frowned at the man. He couldn't just leave this person here. It was wrong what he was doing.
There was some rope in his backpack that he kept in case he needed to climb down something. In this case it would work as keeping the criminal from attacking this woman when his quirk wore off. It only took a few moments for him to tie the man up. His bounds were tight and should keep the man from escaping.
As Izuku stood straight he realized something. No one cared about the south side of Musutafu. Heroes rarely patrolled the area and never at night. Using his quirk he would be able to be a hero to the city. A hero that no one would ever see. If they couldn't see him then they couldn't catch him. After all who would suspect a kid with an analyst quirk to be a vigilante.

Two weeks had passed since a new vigilante had appeared in Musutafu. Naomasa had been unsure if it was in fact a vigilante doing this work at first. No one had seen the vigilante. Not the criminals or even the victims. According to them, one moment they were doing a crime and the next they were tied up.
Tsuragamae had decided that it was in fact a vigilante. In turn he put Naomasa on the case to bring them in. How exactly he was supposed to do that Naomasa didn't know. He had nothing to go on with this case. No one had seen the person's quirk or the person themselves. There was no description to go on. All they could do was guess at a possible quirk.
Sansa's best bet was that their vigilante had an invisibility quirk. It would explain why no one was able to see them. The only problem with that theory was that there wasn't anyone in Musutafu registered with that quirk. The nearest was two towns over and was a child.
The other possibility was that it was a speed quirk. Again this theory had issues as it did not explain why no one saw them. Even Ingenium had to pause and was able to be seen.
There was a final issue that no one wanted to talk about. The fact that their vigilante seemingly was taking down several criminals in different areas at the same time. No one knew how.
