George Mason is calling president Allen, explaining the idea.

Allen: Your idea is to use those who have already been convicted of terrorist acts, and use them to find current terrorists?
Mason: Madam president, the fact is that these people have the criminal records that would hold up to scrutiny. If we were to try and place our operatives in, even if we had time to build a convincing cover, there's no guarantee they would hold. I believe that Eric Carter's idea is a good one.
Allen: Very well. But if the terrorists respond to these feelers, I want a CTU agent to accompany them.
Mason: Understood madam president.

Mason then directed Eric Carter to begin this operation.

Mason: Go to Jack Bauer's house, ask his wife if these friends might be willing to help us find reverend Adam.
Eric; Yes sir. What about Jack Bauer himself?
Mason: He got some intel, about the location of Nina Myers.
Eric: He went after her?
Mason: Officially I don't know for certain.
Eric: Unnofficially?
Mason: I'd be shocked if he didn't. At any rate I haven't heard from him in several hours. I'll try to contact him again, but we're going to have to proceed without him.

Nathan Templeton allows Carl Webb into his office for the meeting.

Templeton: What do you want mr Webb?
Carl: I'll get right to the point mr speaker. When you were a young and upcoming politician you said some things that your constituents today might find embarrassing.
Templeton: My enemies could make up stories of me saying anything.
Carl: True, but I have a tape.

Webb than showed Templeton a recording of a meeting between Templeton and members of the local branch of the Ku Kux Klan. Templeton was much younger, but it was clearly him saying these things.

Younger Templeton: Segregation was the word of God. No matter what these liberal courts say we cannot just stand back and let this mongrel invasion of white society continue.

Templeton desperately tried to turn off the recording and even smash it.

Carl: Obviously that was just a copy. The original will hold up to scrutiny. I know that little speech doesn't reflect how you feel today.
Templeton: It doesn't reflect how I felt back then. But I was young, unknown, I needed financial backing. I didn't know I was being recorded.
Carl: It's ironic that the KKK kept their word on staying silent about their support of you, but I guess they made this in case you didn't keep your end of the bargain. You never officially endorsed the Klan, but your support for mass incarceration, support for a wall to divide America from Mexico, they liked what you did.
Templeton: What do you want?
Carl: We don't know how things might turn out. In theory, you could become president in the next few hours.
Templeton: President Allen survived her assasination attempt, and vice-president Keaton has no intention to resign.
Carl: Maybe, but maybe my people want to cover all of their bases. If that should happen, you should know we will be coming to you for favors. Just so there's no misunderstanding.

Jack Bauer and Laura Walker put their plan into action. Laura pretended to be terrified while Jack Bauer held a gun to her head. The cameras recorded this and would be sent to her father soon. Jack hoped that this man, the traitor, might actually care enough about his only surviving child. It was a longshot, but the only way they could find him, and maybe stop the next terrorist attack.

Split screens show Jack uploading this video, Nina continuing to try and manipulate Tony, Horace continues to sit on the roof and contemplating suicide, Eric Carter going to speak with Audrey Raines, speaker Templeton contemplating what this could mean for his future, president Suvarov contemplating whether America was behind the assasination of Putin, and president Allen preparing for possible retaliation from Russia.

At CTU Jamey Farrell informs George Mason what she's uncovered.

Jamey: We found something.
Mason: What?
Jamey: Laura Walker, John Walker's daughter.
Mason: I know who that traitor is, but our investigation found nothing on Laura.
Jamey: Maybe, but Jack Bauer has taken her hostage.
Mason: What?
.
Jamey then showed Mason the recording that they'd intercepted. It clearly showed Jack Bauer holding a gun to Laura Walker's head, and threatening to kill her unless her father made himself available to see Jack. This complicated matters significantly.
