A story idea that came to me.
Now, this is a bit of an AU, just to let you guys know. :) Instead of the monsters being sealed into the Underground, there is a forest around the mountain and the monsters live in the mountain and in the forest. :)

Judge And Jury
Chapter 1
Blue eyes looked before looking at the white pinpricks of the one beside her.
"Another one," a female voice said.
"Looks like we're needed," a male voice said.
Someone jumped down from the tree. A human, at least so it seemed.
She was half-human, half-monster as her human mother had married a rabbit monster years before the war had broken out, back when there was still peace between both humans and monsters. She stood up, her long light brown hair in a braid that reached the small of her back and she wore dark blue jeans with black sneakers and a blue t-shirt that the wind gently tugged on. Her blue eyes looked around as she perked up at hearing someone coming closer, her hearing sharp. "They're near the edge, Sans," she said.
He teleported beside her. "Alright then," he said. "Let's do this."
They walked to the edge of the forest at the bottom of Mt. Ebbot. A forest that had been grown with magic when the humans had tried to seal the monsters within Mt. Ebbot. In retaliation, the monsters used their magic to create a dense forest around and on the mountain, using both the inside of it and the outside of the mountain. As a result, the humans couldn't get through and the war had come to a rather uneasy peace as the humans and mages didn't dare go near the mountain and the monsters didn't venture past the forest.
Two centuries had passed, but it had only been about fifty years ago that the monsters could breathe easy that the mages and war-hungry humans wouldn't return. But unfortunately, that didn't deter the occasional curious human that tried to enter the forest. The last one that did had been a murderer on the run, thinking the forest would be a great cover.
But then he met them.
Flashback...
The man entered the woods, smiling. "I'll be home free soon," he said.
"Is that so?" A voice said as dragon-like skulls appeared. "I don't think so, pal."
The man looked around, seeing a skeleton beside a tree, his left eye glowing blue as the skulls had the same glowing blue left eyes each. "Who are you?!" The man asked.
The skeleton gave a humorless chuckle. "I'm the Judge, pal," he said. "And I don't like what I see."
"Neither do I," came a female's voice as a girl stepped out from behind the same tree, looking straight at the man.
The skeleton held out a hand. "HP: 200. Attack: 25. Defense: 50. LV: 20," he said. "Has blood on his hands."
He turned to the girl next to him. "What's the verdict?" He asked.
She looked straight at the man. "Guilty," she said, her voice hard.
"Who are you?!" The man asked, now feeling fear.
The girl gave a humorless smile. "I'm the Jury," she said. "And it's time you faced the sentence for your crimes."
The skulls' eyes glowed brighter, as did the skeleton's eye and the girl's eyes, the magic picking the man up and throwing him out of the forest right as the skulls fired their magic beams, scaring the murderer into running right to the police, who caught him moments later. He passed out, unable to tell them what spooked him. The police took him away and the two in the forest watched closely before the girl smiled.
"Honestly, that never gets old," she said.
"You said it," her companion said.
Flashback end...
Sans looked over at his companion. "Ava, you okay?" He asked.
She nodded. "I was just remembering the last time we had to be Judge and Jury," she said before smiling. "Doesn't feel like that long, does it?"
"No, it doesn't," he said before they heard rustling. "Get ready."
The two hid behind a nearby tree before seeing two children break though the bushes. "Come on, Chara!" Said one of them.
"Wait up, Frisk!" Said the other, looking very tired. "Can't we rest?"
"We have to keep going, otherwise he'll find us," the other girl said.
Ava observed the children. One wore a sweater that was blue with pink stripes and the other wore a green sweater with yellow stripes. Both looked to be close in age and the one in the green-and-yellow sweater had red eyes. Both girls jumped at hearing a loud 'bang', which made Ava and Sans both alert.
"Come on!" Frisk whispered urgently. "We gotta hide!"
She grabbed her sister's arm and dragged her into some bushes nearby, both finding a spot to stay hidden. "Shh!" Chara said urgently as they both tried to not breath loudly as they were still trying to catch their breaths.
Sans did a check on the girls. "Both have HP of 100, Attack of 1, Defense of 15, and LV of 1," he said quietly to Ava.
"That's a high number for defense for a low attack," she said just as quietly.
Just then, they heard something crash and a man came out. "Where are you two brats?!" He demanded to know, a gun in one hand.
Ava and Sans looked at each other before nodding, knowing what to do. "Buddy, you made a giant mistake," said Sans, stepping out from behind the tree.
The man glared at him. "Have you seen two girls? They're my daughters," he said.
"Daughters, huh?" Ava asked as she came out. "Why are you chasing them with a gun?"
He glared at her. "None of your business," he growled.
"Oh, that's where you're wrong," she said. "It is my business." She turned to the skeleton beside her. "Judge?"
He nodded, doing a check. "HP: 200, Attack: 100, Defense: 200, LV: 7," he said. "Abuses his daughters because he gets a kick out of being a bully." He looked at her. "Jury?"
"Verdict of the accused," she said, her eyes narrowing. "Guilty."
Sans lifted the man up with his magic. "Heed our words well," he said. "Don't ever come back."
Seven dragon skulls appeared and Ava's eyes glowed too. "The Judge and Jury have spoken," she said.
The man glared at them. "Out of my way!" He yelled, trying to charge, but Sans' magic held him back and then threw him out of the forest, the skulls letting loose their magical beams, effectively scaring the man out of his wits and making him run. Moments later, Ava heard him speaking to the cops that arrested him.
"He's facing his punishment," she said. "Now, what should we do about those girls?"
Sans turned to the bush where the girls had hidden, noting they were not there anymore. "Find them, for one," he said. "But then what?"
Ava sighed. "Guess we'll have to keep them with us," she said.
The skeleton sighed. "I don't like it," he said.
"Neither do I, but we can't let them go. They'll tell the police what they saw."
He nodded in agreement and they went to find the kids.
Frisk and Chara ran as they saw the two come out. "What were those?" The red-eyed girl asked.
"I don't know," the brown-eyed girl said as they kept running before she looked over her shoulder and gasped to see a dragon skull with the skeleton riding on it coming towards them. "Look out!"
Both ducked as the skeleton flew overhead and turned around. "There you two are," he said.
The girls scrambled to get up, but a blue aura surrounded them, making them freeze. "I've got them, Ava," the skeleton said.
"Good," she said before taking some rope out of her backpack she had with her and tying the girls up as they shivered and cried.
"Please, let us go," Frisk pleaded with her.
"Please! We won't tell anyone!" Chara tried to bargain.
Finishing tying them up, Ava looked at them. "Quiet, please," she said in a low, but firm voice.
Both girls whimpered, but stayed quiet as they were lifted onto the dragon skull and Ava joined them as they flew to a house in the middle of the woods. The young woman jumped down from the skull and reached up for the girls, taking them from Sans, who climbed down off the dragon skull afterwards and it disappeared. He opened the door and Ava ushered the girls in, taking them upstairs and into a room. Sans again held him with his magic while the girl untied the rope.
"Please," Chara sobbed. "What do you want with us?"
"Please, let us go," Frisk sobbed out, tears running down her face.
"I'm afraid you girls will remain with us until we decide what to do with you," Ava said as she removed the last of the rope and headed out the door, starting to close it. "Alright, Sans."
Sans let the girls go at the same time his companion shut the door and locked it. They heard someone try the knob before the crying resumed. "Please!" Frisk begged through her sobs.
"Let us go!" Chara cried out.
Sans sighed. "This is going to be a long night, isn't it?" He asked.
"I'm afraid so," Ava said. "We have to figure out what to do with these two."
He sighed again. "We've basically kidnapped them, you know."
"I know. But I wasn't about to let them go back with that abusive man."
Sans nodded. "I wasn't either, but are you sure this is the way we have to go?"
"Unfortunately, we have no choice."
He nodded, knowing she was right.
In the room, Frisk and Chara clung to each other, unable to escape. "What will they do to us?" Chara asked.
"I don't know," Frisk admitted before seeing the bed and gesturing over to it. "Come on. Let's get some sleep."
Her sister nodded and they took off their shoes before climbing up on the bed, hugging each other before falling asleep, though they were still scared.
Something the two downstairs were well aware of as they talked long into the night.
