Biography:

Belldandy, Norn Goddess of the Present, is only doing her job, and for now, her job is monitoring the restarting the Multiverse (read: Apocalypse, Ragnarok, Harmageddon, Doomsday, Judgment Day, Third Impact, Incineration of Human History, Pan-Universal Pruning, End of Times, etc., etc.), which has been deemed too corrupted to continue existing in its current state. She doesn't like this at all, since her beloved Morisato Keiichi would retroactively cease to exist, so she has abandoned her spot and devised a special way to get herself summoned to Chaldea Security Organization as a Servant of the Ruler class.

Normally a fully fledged Divine Spirit is impossible to summon, but Belldandy has bioengineered from Yggdrasil's energy resources a material body for her esence to inhabit, while it can shift back and forth from a material and solid state like the average Heroic Spirit, unlike younger sister Skuld.

Class Skills:

Magic Resistance: EX

As the arbiter of the Holy Grail War and a Divine Spirit, Ruler is unaffected by any incantations from magic users of the modern era short of the rank of a Sorcerer Supreme or Guardian of Order. Church sacraments and relics are also useless against her, and might in fact empower her further. As for Servants, only mages from the Age of Gods with spells ranked A+ or above, and magic wielding Beasts, may hurt her.

God's Resolution: A

The ability to enact control over a Grail War judiciously disposing of undesired elements disrupting the course of Heaven's Feel. This manifests as seven sets of three command seals each, which allows Ruler to bind Servants of the main classes to her will, granting her three absolute orders per Servant. Ruler may even command a Servant to commit suicide. However, the ability is restricted to only seven Servants at a summon, and should there be two or more Servants of a single class present, Ruler only has domain over one. Additionally, this Skill will not work on Foreigners, Avengers, Moon Cancers, Alter Egos, Gatekeepers, Magical Girls, Shielders, Monsters, Savers, Beasts, Watchers, Fakers (as in the actual Class, we don't mean EMIYA here), Pretenders, Boxers, Ancient Gods, Temptresses, Gunners, or other Rulers.

True Name Discernment: EX

The ability gifted to a Ruler of assessing the Class, True Identities, and basic parameters of the Servants fighting in a Grail War by merely looking at them. A type of divine insight, it is limited in the sense that, while all Classes can be identified as such, the True Identities and parameters only can be ascertained in the cases of Sabers, Archers, Lancers, Riders, Casters and Berserkers. Assassins are protected by their Presence Concealment, and the other classes are anomalies that fall beyond Ruler's jurisdiction.

As a divine spirit who has kept records on mankind through millennia, this Ruler in special has the highest available rank of the skill. Frankly, she might know who are all of the Servants around her and what they can and cannot do even without being put into this class as a Legendary Spirit.

Personal Skills:

Flight: C-

Ruler can simply float around in place, glide across like a dirigible, or outright fly on her own power, but her speed is limited if she isn't riding a broom (see Riding below). When she floats while fighting, vague afterimages of herself in a divine battle outfit manifest themselves to do the work for her, punching and kicking and extending her attack range.

Riding: A

While not a Saber or Rider, Ruler always was a champion in flying broom tournaments, and while staying with Keiichi's Motor Club, she developed an affinity for motor vehicles that makes her able to operate any sort of mechanical means of transportation, aerial, terrestrial or aquatic, peerlessly. However, her best riding aptitude remains that while sitting on a broom, where she is incredibly fast, maneuverable, and almost unbeatable.

As a goddess in Yggdrasil, Bell could also ride Dragons and Phantasmal Beasts, but as a penalty from her supervisors she has lost the Dragon Riding skill when siding with Chaldea.

Divinity: EX

A pure born and bred Norse goddess. Unlike Skuld's, her powers have fully manifested. Even though most of them are sealed for her own sake, and the transfer to a status as a Heroic Spirit has limited them further, the skill itself hasn't been degraded; her pedigree is simply that illustrious.

Teleporting: C

Ruler shatters reality and teleports through a distance of her choice; seen as a mirror breaking where she was and reforming where she is going to be. The necessity for actual mirrors to teleport through has been left behind after installing herself in the Saint Graph of the Ruler class.

Heaven's Wrath: C

Ruler can, while forced to fight, open a portal before herself, after which her opponent is hit by a gigantic blast of power coming from the portal. She doesn't like doing this as she abhors violence, but it's one of the battle programs she downloaded from Yggdrasil into herself.

Streams of the Universe: D

Another fight routine taken from Yggdrasil and perfected by Rind, goddess of war. The adversary is pulled towards Ruler and then caught in a massive hurricane filled with twisted images. The rank is low because of how much Ruler loathes resorting to it.

Noble Phantasms:

Broken Mirror: A

Ruler breaks reality around herself, causing the opponent's body to shift around (the opponent is seen as if they were cut and pasted like a collage). It causes massive damage inside of its effect area.

Magic Mirror: C

Ruler redirects any attack used by her enemy, with a mirror image of the opponent throwing the attack back to the opponent. Scored while she is being targeted by another Noble Phantasm, Magic Mirror redirects the effect of the attack twofold to the adversary. It can be followed with a Broken Mirror.

Universal Protocol: D

Ruler creates a second image of herself, which then proceeds to act as a 'helper' that assumes the enemy Servant's powerset. It lasts only a few seconds, and the copy cannot perform more than one major attack as long as it exists. It cannot duplicate Noble Phantasms either.

Summon: "Good afternoon! Please allow me to introduce myself. Ruler, Servant from the Goddess Relief Office, First Category, status unlimited. I have come to grant you a wish through a contract as Master and Legendary Soul, for humanity's survival."
